This book is designed to remove Peter Kropotkin from the framework of classical anarchism. By focusing attention on his theory of mutual aid, it argues that the classical framing distorts Kropotkin's political theory by associating it with a narrowly positivistic conception of science, a naively optimistic idea of human nature and a millenarian idea of revolution. Kropotkin's abiding concern with Russian revolutionary politics is the lens for this analysis. The argument is that his engagement with nihilism shaped his conception of science and that his expeditions in Siberia underpinned an approach to social analysis that was rooted in geography. Looking at Kropotkin's relationship with Elisée Reclus and Erico Malatesta and examining his critical appreciation of P-J. Proudhon, Michael Bakunin and Max Stirner, the study shows how he understood anarchist traditions and reveals the special character of his anarchist communism. His idea of the state as a colonising process and his contention that exploitation and oppression operate in global contexts is a key feature of this. Kropotkin's views about the role of theory in revolutionary practice show how he developed this critique of the state and capitalism to advance an idea of political change that combined the building of non-state alternatives through direct action and wilful disobedience. Against critics who argue that Kropotkin betrayed these principles in 1914, the book suggests that this controversial decision was consistent with his anarchism and that it reflected his judgment about the prospects of anarchistic revolution in Russia.

Recognizing the existence of a crisis of civil identity, Russian state proclaims patriotic values an integral part of Russian state policy in documents of strategic importance. The need to educate citizenship and patriotism has ceased to be only a theoretical problem, and has found its embodiment in a large number of federal and regional programs. In comparison with the previous decades, the role and importance of civic identity and civic competence in modern Russia are becoming much more important. The civil competence of the student is formed by education-pedagogically organized purposeful process of development of the student as a person, a citizen, the development and adoption of values, moral attitudes and moral norms of societies. National security strategy of the Russian Federation (2015) relates to Russia's traditional spiritual and moral values: the priority of the spiritual over the material, protecting human life, rights and freedoms of the individual, family, creative work, service to the Fatherland, the norms of morality, humanity, mercy, justice, mutual aid, collectivism, historical unity of the peoples of Russia, the continuity of the history of our country. The formation of the civil identity of the young Russian personality forms with the help of Federal state educational standards of primary General, basic General and secondary General education, so the state policy in overcoming the crisis of civil identity devotes a large number of documents and programs to the field of education. The article attempts to trace how through normative and legal acts the state consistently tries to overcome the crisis of civil identity, identified by the scientific and expert community. Following the authors of state programs and the expert community studying the problems of identity crisis, it is noted in the article that the formation of civil identity is one of the most important conditions for the successful development of the country.

In 1695, Jan Teofil Plater and his wife Aleksandra founded a hospital for six impoverished nobles in Vilnius. Situated near the newly built church of the Ascension and the convent of the Congregation of Mission in the Subocz suburb beyond the city walls, this hospital was the first and, until the end of the eighteenth century, the only charitable institution providing care for individuals of particular social status. The article, based on the hospital’s registry book and other sources, examines the quantitative, as well as qualitative characteristics of the institution’s clientele, such as its fluctuations in size, its social composition, and the causes of its inmates’ impoverishment. The research revealed that, despite the demand for care, the overseers managed to maintain a stable number of inmates, rarely admitting more than one or two persons every year, and thus ensuring a steady operation of the hospital (see table 1). However, in contrast with other charitable institutions in Vilnius, the clientele of the Congregation of Mission hospital changed frequently because of expulsions (39.6 percent of all cases) and inmates leaving the hospital on their own initiative (20.1 percent) already in the first year of their stay. The mortality of inmates (27.8 percent) affected the size and turnover of the clientele to a much lesser extent than observed in other hospitals. Although there are no reliable data on the inmates’ age and health, such statistics show that they probably were younger and healthier than the clients of other charitable institutions in Vilnius. Moreover, the Congregation of Mission hospital’s inmates differed from the clients of other institutions in respect of social composition. Impoverished petty nobles, originating mainly from the districts of Lida and Oszmiana, constituted the majority (56.25 percent) of the hospital’s inmates whose social status is noted in the registry book (62.5 percent). The nobles became clients of the Congregation of Mission hospital either because of old age, disability, as well as other accidental causes, or because of increased social vulnerability outside mutual aid networks, comprised of family members, kin or neighbours. The article argues that the foundation of a hospital designated to provide care primarily for impoverished nobles shows that the poverty of nobles was recognized by contemporaries as a social problem that should be tackled. E-voice is now a common form of worker voice. Existing scholarship has focused on e-voice’s potential for grievance-airing and resistance; however, much work-oriented online discussion is not change oriented but more in the nature of information sharing and mutual aid. Even when not deliberately intended to be, mutual aid discussion can be an exercise of worker voice because it identifies and highlights pain points in the workplace, spreads awareness of these through online communities and constitutes an attempt to improve an objectionable state of affairs. As otherwise voiceless workers discover and act on these shared ideas en masse, they create an emergent form of collective action.

Abstract Issue Clark County experienced a measles outbreak that challenged public health authorities. Description of the practice: We conducted a formal After Action Review with state and local health officials, school officials, and others to identify lessons for public health practitioners facing future outbreaks. Results Following the early identification of measles in a child who had recently arrived from Ukraine, active surveillance identified 71 confirmed cases, most in unvaccinated persons under 18 years of age. 4,138 contacts were traced and public health personnel made daily monitoring calls to 816. 53 potential exposure sites in healthcare facilities, schools and other public places were identified and communicated to the public. As a social distancing measure, unvaccinated students, teachers, and staff were excluded from schools in which exposure had occurred. Ascertaining susceptibility status was challenging. The national anti-vaccination sentiment and a parallel outbreak in a New York religious community created challenges in representing community risk while avoiding stigmatization of a community in which the first reported case was identified. Rather than respond to every false claim on social media, the health department developed talking points about emerging issues and engaged the community in dialogue. Lessons Responding to the measles outbreak required innovative approaches to surveillance and contact tracing, social distancing (school exclusions), and emergency risk communication. The response required extensive coordinated efforts of the county and state health departments, school systems, and many other organizations. Mutual aid enabled an influx of resources but managing the surge of responders proved challenging. Key messages Public health emergencies require effective emergency management practices. Carefully conducted After Action Reviews of health emergencies can help public health practitioners identify challenges and innovative practices.

Abstract Background Community engagement and volunteering are essential for the public response to COVID-19. Since March 2020 a large number of people in the UK have been regularly doing unpaid activities to benefit others besides their close relatives. Although most mutual aid groups emerged from local neighbourhoods and communities, official public institutions also fostered community volunteering, namely through the community champions scheme. By considering a broad definition of COVID-19 volunteering, this article describes a systematic review of the literature focused on one broad question: What have we learned about COVID-19 volunteering both at the UK national level and the more local community level? Methods A rapid review of the literature in peer-reviewed databases and grey literature was applied in our search, following the PRISMA principles. The search was conducted from 10 to 16 of October 2020, and sources were included on the basis of having been published between January and October 2020, focusing on COVID-19 and addressing community groups, volunteering groups, volunteers, or community champions in the UK. Results After initial screening, a total of 40 relevant sources were identified. From these, 27 were considered eligible. Findings suggest that food shopping and emotional support were the most common activities, but there were diverse models of organisation and coordination in COVID-19 volunteering. Additionally, community support groups seem to be adjusting their activities and scope of action to current needs and challenges. Volunteers were mostly women, middle-class, highly educated, and working-age people. Social networks and connections, local knowledge, and social trust were key dimensions associated with community organising and volunteering. Furthermore, despite the efforts of a few official public institutions and councils, there has been limited community engagement and collaboration with volunteering groups and other community-based organisations. Conclusions We identified important factors for fostering community engagement and COVID-19 volunteering as well as gaps in the current literature. We suggest that future research should be directed towards deepening knowledge on sustaining community engagement, collaboration and community participation over time, during and beyond this pandemic.
