The most important task of modern economic infrastructure is to ensure the smooth functioning of all spheres of society's life, creating conditions for the development of production and the economy as a whole. In this transport, especially rail, acting as a basic component of the industrial and social infrastructure of Russia. Railway transport organizations carry out the transportation of goods and passengers, their maintenance on the way, loading and unloading of various goods, providing the necessary wagons, cleaning them and including them in the train, ensuring the transport process as a whole. The general management and operational management of this process is currently carried out by JSC «Russian Railways». Activities related to transportation by rail, in order to ensure safety and quality service, are strictly regulated and require a clear organization and constant improvement, therefore, its competent systematic planning is of particular importance. The article discusses certain aspects of the organization of transport planning, the structure of the transport plan and the procedure for its development. The qualitative indicators are presented, which are calculated when developing a plan for the current activities of a railway enterprise. At the same time, the features of planning the transportation of goods include multivariance, continuity and an indicative approach. Also, the authors conducted a study of the planned indicators of the activities of the organization of railway transport on the example of the operational locomotive depot Ruzayevka, an assessment of their implementation was given. The studied enterprise is a subdivision of the Kuibyshev Traction Directorate of the Russian Railways branch. Lacking legal independence, the company, on behalf of Russian Railways, carries out its activities in the field of transport services, providing freight and passenger traffic, and shunting operations. Based on the results of the analysis, it was concluded that there is a positive trend in the activities of the studied organization of railway transport - the Ruzayevka locomotive depot, as evidenced by the stable growth of traffic volumes and labor productivity, overfulfillment of the plan for these indicators, therefore, the enterprise has sufficiently stable prospects for further development.

The organization of transport services for suburban routes during the periods of providing "windows" should be based on logistics approaches and the principle of maximum use of the possibilities of railway transport for the development of a given and predicted passenger traffic. Intermodal transport is the most progressive and efficient method of passenger transportation, which is most convenient and more understandable to a person from the point of view of the organization-the responsibility of one carrier for the entire transport process on the route.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

Various methods of collecting data on passenger traffic, their advantages and disadvantages are considered. It is shown that in order to improve the quality of transport services, it is necessary to regularly collect and refine data on passenger traffic. The goals and methods of obtaining information about passenger traffic in the system of municipal passenger transport are indicated. All currently existing methods are divided into three categories: data collection using technical means, data collection with the help of censors and volunteers, and interpretation of fare payments. All the methods presented in the article were compared in terms of labor intensity, costs and accuracy of the results obtained. The advantages and disadvantages of each method are considered. The general structure of an automated system for collecting data on passenger traffic is presented. The necessity of creating a centralized system for collecting and processing data associated with all passenger transport control systems has been substantiated. The tasks solved by this system at all levels of transport services for passengers are shown. Each of the tasks is assigned to one of three service levels: pre-transport, transport and post-transport. It is shown that only solving problems at all levels can ensure high-quality operation of the municipal passenger transport system.

<p>Today, the processes of restructuring the railway sector and the liberalization of the railway market change significantly. Vertical separation between infrastructure railway transportation service provision and train operations is a significant key element in the railway liberalization. This paper focuses on a research into railway regulation and liberalization in 30 countries. The aim of this paper is to give a comparative overview of the regulation of railways and analyses the process of the liberalization and restructuring of railways in the 30 countries. We test this theoretical prediction using a data base that contains investment in transport with private participation, transport services information from World Bank. Our final results are valid for the period 1980-2014. Overall, the analyses showed statistically significant interaction effects between railways transportation and transport services and investment in transport with private participation. This study presents new insights in theory, paving the way for further research.</p>

Air travel routes and high speed rail connection between Milan and Rome after the Alitalia crisis This paper analyses the first available data about changes in passenger traffic and air/rail fares after the Alitalia crisis and the substantial reduction of the travel time between Milan and Rome, due to the improvement of high speed rail on this connection. As recently happened in similar cases within Europe, the rail has gained a significant share of traffic previously attracted by air transport services. Apart from that, a real price competition is prevented by a number of inefficiencies which are mainly due to the monopolistic position of the new Alitalia on the route Milan Linate-Rome Fiumicino and problems of accessibility affecting our airports, and partly our rail stations too. The role of the various authorities potentially involved is burdened, in the last instance, by infrastructural deficiencies.

Background: There is growing urgency for higher quality evidence to inform policy. This study developed geographic information system spatial measures based on land use and transport policies currently used in selected Australian states to assess which, if any, of these measures were associated with walking for transport. Methods: Overall, 6901 participants from 570 neighborhoods in Brisbane, Australia, were included. Participants reported their minutes of walking for transport in the previous week. After a review of state-level land use and transport policies relevant to walking for transport across Australia, 7 geographic information system measures were developed and tested based on 9 relevant policies. Data were analyzed using multilevel multinomial logistic regression. Results: Greater levels of walking for transport were associated with more highly connected street networks, the presence of public transport stops, and having at least 2 public transport services per hour. Conversely, neighborhoods with shorter cul-de-sac lengths had lower levels of walking for transport. There was no evidence of associations between walking for transport and street block lengths less than 240 m or traffic volumes. Conclusions: These findings highlight the need for urban design and transport policies developed by governments to be assessed for their impact on transport-related physical activity.

The volumes of freight and passenger traffic on the railways of the Russian Federation are increasing every year. Along with the increase in the transportation work, the likelihood of occurrence of undesirable incidents in railway transport increases. The assessment of the level of comprehensive (integrated) safety is an important scientific and technical problem in the current conditions of the functioning of railway transport. The methods used to assess the level of safety do not always meet the requirements of complexity in view of comparison of various-scale violations of traffic safety (crash, accident, faulty operation). The paper proposes a mathematical method for assessing the level of integrated safety in railway transport and calculation of the safety index of train traffic. For the calculation, statistical data for a certain period are used. These data summarized in a specialized dictionary of traffic safety violations, the mathematical treatment of which provides information on the level of integrated safety in railway transport in the Russian Federation. The proposed index allows determining the effectiveness of management decisions in the field of train traffic safety, as well as assessing the effectiveness of implementing certain innovations in the field of traffic safety. It is possible to use data on integrated traffic safety to reduce insurance premiums for cargo insurance on railways.

This article is focused on research results within logistics systems in railway transport application. These views strive to encourage modern process-oriented management approaches that should be applied for supporting carriers’ competitiveness on the transport market. It emphasises the importance of their using and permanent monitoring of quality services. Facing tough competition from other means of transport, railway carriers should be able to provide their customers with a full range of well-prepared transport services. Process-oriented model, solved in the research, verified in practice, can be used in a uniform manner. It is unified and thus applicable in different branches and types of business.
