As VCRs and DVD players become obsolete, online course offerings increase, and flipped pedagogy becomes ubiquitous, academic librarians are frequently confronted with requests from instructors for streaming media. The authors of this article describe the reasoning for and process by which a policy and best practices to manage streaming media requests were developed at a large public university. This policy is guided by the principles set forth in U.S. Copyright Act’s fair use doctrine (17 U.S.C. § 107) and ARL’s Code of Best Practices in Fair Use for Academic and Research Libraries (2012). The policy also includes a workflow for delivering streaming, ADA-compliant video content that cannot be licensed via conventional library means. Moreover, the comparative costs of purchasing subscription video collections versus licensing individual streaming videos at George Mason University are provided for the fiscal years 2013 through 2016.

Der Kampf um das Wohnzimmer ist voll entbrannt. Eine Reihe von Anbietern versuchen Streaming Media-Dienste im deutschen Markt zu etablieren. Amazon hat sich mit seiner Strategie eine marktführende Rolle erarbeiten können. Laut einer Analyse von Goldmedia¹ besitzt Amazon mittlerweile einen Anteil im Video-On-Demand-Markt von 38,9%, deutlich vor Wettbewerbern wie Apple, Maxdome, Google oder Netflix. Der Erfolg kommt nicht von ungefähr. Der Grund liegt vor allem in einer umfassenden Strategie rund um das Thema Bewegtbild und Video Content. Im Kampf um das Wohnzimmer haben selbst große und finanzkräftige Wettbewerber einen schweren Stand, um mit umfassend gebündelten Angeboten Schritt zu halten.

Massive Open Online Courses (MOOCs) raise significant legal and policy questions for research libraries, which are often asked to support the development of MOOC courses. These questions involve information policy concerns that are central to research libraries, including the proper application of fair use, the transition to open access as the default mode of scholarly publishing, and the provision of equal access to learning materials for students with and without disabilities. Where possible, research libraries should engage in conversations around MOOCs and promote their core values. By doing so, they will also promote the continuing vitality of libraries as partners in the educational mission.

Research from one large public university highlights that on average, of the 10,000 students who graduate, 650 students, or 8% of participating graduates, indicate ‘volunteering' or ‘taking time off' as their immediate next step post-graduation. This creates a ‘service year' opportunity. A pilot study was conducted on the civic value of national service within a population of students who graduated from one large public university and participated in at least one national service program to understand the civic value of national service. The pre-, during-, and post-service year experiences are examined with respect to ethical dilemmas and best practices within higher education leadership. Action steps for ethical best practices created by institutional leadership will foster a connection for students and national service opportunities as a pathway from college to career.

A Review of: Vega, Robert D. and Ruth S. Connell. “Librarians’ Attitudes Toward Conferences: A Study.” College & Research Libraries 68.6 (2007): 503-15. Objectives – To determine why professional librarians attend or do not attend conferences and to consider their attitudes toward the various conference offerings and whether conference attendance is important to their careers. Design – An electronic mail list survey designed to collect both quantitative and qualitative data through closed and open-ended questions. Setting – Mainly academic and public libraries in the U.S.A. Subjects – A total of 794 librarians participated in the study. Methods – The quantitative and qualitative data gathered from the survey were analyzed using statistical software. The quantitative items on the questionnaire regarded the following: years working as a librarian, age, gender, average number of conferences attended each year, amount of financial support provided, and the importance of attending conferences. For qualitative analysis, the instrument included open-ended questions to gather comments about issues related to conferences. Electronic mail list subscriptions were used to reach approximately 17,000 potential respondents of whom 794 completed the survey. Main Results – The study found the main reason the respondents attended conferences was to achieve professional rejuvenation (56%), and that this finding was associated with age: the older the librarian, the higher he or she would rate the need to stay updated in librarianship. The study also found that men as compared to women ranked rejuvenation as less important. Respondents who visited more conferences tended to rate rejuvenation as more important. Networking was also highly valued (40%), although was not of significant importance among reference librarians. Exhibits were considered to be very useful among older respondents, particularly older public librarians and older administrators from all types of libraries, but were regarded as less valuable among younger academic librarians. . Invited speakers were rated highly by academic librarians, but less highly by public librarians. General sessions primarily attracted newer and younger librarians, and poster sessions primarily appealed to academic librarians. Being able to add conference participation to the curriculum vitae was primarily of interest to younger academic librarians. Academic librarians rated roundtables as important. Conclusion – Respondents primarily attended conferences for professional rejuvenation and networking, though felt these benefits were not necessarily related to conference content. Those who had worked longer as librarians valued exhibits more than those who were new in the field. Based on the results, further investigation is needed to answer the following questions: 1) Why do public librarians find poster sessions of low interest? 2) Why do men compared to women find professional rejuvenation less important? 3) Have more experienced librarians learned to navigate exhibits better? The findings of this study would be useful to conference organizers.

This article describes the European project GainTime developed in the educational field. The objectives of the project concern the development of professional and pedagogical competences among teachers and trainers. It intends to enhance learning through the use of Information and Communication Technologies and increase the access to Open Educational Resources (OER) with the aim to combine higher levels of excellence and attractiveness with increased opportunities for all. To attain the objectives, an online course that teaches teachers on how to innovate in their classroom, specially using flipped classroom and games supported on OER, will be developed. The target of the project is secondary education. In order to identify the best practices in Portugal concerning the use of flipped classroom and games as well as creative classroom, a questionnaire was administered and results are presented. Furthermore, the handbook regarding the master model developed as well as the online courses are also presented.

The article looks into the issue of developing methodical requirements for the structure and content of online courses. The study is dedicated to the analysis of peculiarities of developing the content of online systems and developing methodical recommendations to educational materials for online courses of training higher school mathematics teachers. The research considers the experts’ experience in preparing, structuring and developing the content for online courses and answers to volunteers who have agreed to test the educational materials of the course. The answers given by the participants have allowed estimating the quality of the developed course and detecting its insignificant drawbacks. The article discusses general requirements to the structure and content of the online course, means for the implementation of a testing subsystem, peculiarities of developing educational video content and educational materials in PDF format, issues of implementing forum and survey subsystems, as well as means of estimating learning outcomes. We have grounds to conclude that the quality of the course is determined by the range of factors, among which we point out the course organization based on weekly planning, implementation of a testing subsystem under conditions of extended functionality, creation of abilities to organize feedback.

The Library of Congress has received a $540,000 grant from The Andrew W. Mellon Foundation to evaluate the physical health of the national collection of books in American research libraries and to guide their archive retention and preservation decisions. Since there currently is no objective formula to assess the condition of millions of books in the custody of the nation’s libraries, this scientific study will help inform best practices and provide a baseline for libraries to analyze their print collections based on established scientific guidelines. This is the first effort of its kind to lay the scientific groundwork for the development of a national effort to preserve the corpus of books held in American libraries.
