The subject of the study is studying the interaction between the penitentiary system (MIS) and traditional confessions in the execution of sentences related to the isolation of the convict from society. The purpose of the study is to study the religious influence exerted by clergymen representing traditional confessions (the Russian Orthodox Church, etc.) as an integral part of the social impact, which, according to Art. 9 PEC of the RF refers to one of the main means of correcting convicts. The main results of the research, proceeding from the provisions of the penal enforcement legislation, reflect the directions for regulating the exercise of the right of convicts in penal institutions to freedom of conscience and freedom of religion associated with the establishment of restrictions on its implementation by convicts; inviting clergymen to the convicts, their communication and ensuring security in this communication; organization of religious ceremonies and ceremonies; development of the legal framework for the interaction of MIS and traditional confessions by concluding relevant agreements.

In the article analyzed the social and political consequences of pandemic of coronavirus for the Russian Orthodox Church in the context of the reaction of different European churches on the quarantine rules and critics towards the church inside Russia. The author used the structural-functional and institutional approaches for the evaluation of the activity of the Russian Orthodox Church, was analyzed the sources of mass-media and the public claims of the clergy. In the article was made a conclusion that Orthodox Church expressed itself during the struggle with coronavirus as national civic institute where could be represented various even polar views. Also the parish activity leads to the formation of the democratic society affiliated with the Church and the role of that phenomenon have to be explored in a future. The coronacrisis makes open the inner potential of the civic activity and different forms of the social service in Russian Church. In the same time pandemic provoked the development of the volunteer activity in the around-church environment and also in the non-church circles among the young people and the generation of 40th age where the idea of the social responsibility for themselves and people around and the significance of the civil rights was one of the popular ideas till 2019. The conditions of the self-isolation also forced the clergy to struggle for their parishioners and once again renovate the role of the church in the society and in the cyber space.

The fall of the socialist system in the early 90's of the twentieth century. led to the return of the Orthodox Churches of Europe to the active social and political life of the post-Soviet countries. Therefore, the adoption in August 2000 by the Jubilee Bishops' Council of the Russian Orthodox Church of the social doctrine became a necessary stage in the development of Russian Orthodoxy, and at the same time marked the beginning of a new time of not only this Church, but the whole Ecumenical Orthodoxy. However, this serious doctrine did not cause any serious attention, except for one or two colloquiums organized by the UOC of the Moscow Patriarchate. The wave of theological and non-fiction works on the hot topics raised in the Doctrine also did not happen to the experts.

The article examines the conceptual ideas of the World Russian Peoples Council, acting under the auspices of the Russian Orthodox Church, regarding the implementation of the right to freedom of conscience and the status of religious associations in Russia. Furthermore, the speeches of heads of the states at the Councils were studied for their attitude to the ideological content of the activities of this organization. On the basis of the data obtained, the author attempts to find a correlation between the proposals voiced at the Councils on changing certain aspects in the religious sphere and the reforms of the Russian legislation on freedom of conscience. As a result of this study, a striking coincidence was revealed between the two factors mentioned: the provisions discussed at the Councils, as a rule, after some time were reflected in Russian normative legal acts. Not having sufficient grounds for declaring an unambiguous causal relationship between conciliar ideas and legislative reform, one can, in any case, assume a significant impact of the activities of the World Russian Peoples Council on the state policy in implementation of the right to freedom of conscience in modern Russia.

Статья посвящена практике награждения иерархическими отличиями священнослужителей, трудившихся в системе духовного образования в XIX в. В данном исследовании ставится цель изучить обстоятельства и условия награждения учёных клириков богослужебными отличиями в рассматриваемый хронологический период. Для этого анализируется деятельность представителей учёного духовенства данного времени, даётся оценка их трудов, изучаются биографии и послужные списки. Знакомство с наградной системой Русской Православной Церкви XIX в. показало, что преподаватели учебных учреждений в священном сане представляли совершенно особый разряд духовенства, награждение которого зачастую зависело не от выслуги лет, а от вклада в развитие церковной науки. В духовных учебных заведениях награждались ректоры, инспекторы, библиотекари и заслуженные преподаватели. Обычно представители администрации в академиях и семинариях получали сан архимандрита, игумена или протоиерея. Рядовые преподаватели за понесённые труды могли быть удостоены правом ношения набедренника, скуфьи, камилавки или наперсного креста. Кроме того, аналогичными отличиями награждались преподаватели иных учебных учреждений, если их деятельность была связана с религиозным образованием и просвещением. The article is devoted to the practice of awarding hierarchical distinctions to clergymen who worked in the system of spiritual education in the XIX century. The purpose of this study is to study the circumstances and conditions of awarding academic clerics with liturgical distinctions in the considered chronological period. To do this, the activities of the representatives of the learned clergy of this time are analyzed, their works are evaluated, biographies and service records are studied. Introduction to the award system of the Russian Orthodox Church of the XIX century. It showed that the teachers of educational institutions in the holy order represented a very special category of clergy, the award of which often depended not on the length of service, but on the contribution to the development of church science. Rectors, inspectors, librarians, and distinguished teachers were awarded in ecclesiastical educational institutions. Usually, representatives of the administration in academies and seminaries received the rank of archimandrite, abbot or archpriest. Ordinary teachers could be awarded the right to wear a loincloth, skufya, kamilavka or a pectoral cross for their hard work. In addition, similar distinctions were awarded to teachers of other educational institutions, if their activities were related to religious education and enlightenment.

AbstractThis article takes as its principal question whether the Russian protection of freedom of religion in law and practice is compatible with the model created by Strasbourg jurisprudence. Considering freedom of religion as a keystone of the Strasbourg model of democracy and in light of increasing concern and uncertainty at democratic progress in the Russian Federation, the article attempts to isolate the realities of the situation in relation to this unique right. It considers both systems in law and their operation in a broader social context and finally considers issues of compatibility between them. In its conclusion, the author argues that, although the Russian Federation's legal framework establishes a similar model of protection to that of Strasbourg, this framework has been manipulated and diminished in importance by, and because of, extralegal relationships (particularly between the state and the Russian Orthodox Church) to the point where it is impossible to say that the systems are compatible. Further, the author suggests that the fact that these extralegal relationships can play such a role shows deep fissures in the rule of law in this area. This is indicative of wider problems relating to domestic rule of law generally and is therefore indicative of problems relating to foundational democratic principles.

The foundations of the social concept are one of the most important normative acts issued by the Russian Orthodox Church. The unanimous adoption of this document by the Holy Council of Bishops of the Russian Church, which took place on August 13-16, 2000 in Moscow, was not only a local event, but a significant fact on the scale of the entire Orthodox Church worldwide. For the first time in history, one of the autocephalous Orthodox Churches decided to formulate an official position on current social, economic, economic and cultural issues, as well as define the Church-state relationship in the conditions of historical reality in which it found itself at the threshold of the third millennium. The promulgation of the Foundations of the Social Concept has become a powerful impulse for the renewal of spiritual life, greater involvement of the Orthodox clergy in social life, the development of institutional and non-institutional forms of mission and evangelization, and the multidimensional dialogue of Orthodoxy with the world of science, politics and economy. The aim of this publication is to familiarize the Polish reader with the content of chapters twelve and thirteen of the document, which relate to bioethical and ecological issues. It is worth noting that this is their first translation into Polish. The translator hopes that they will contribute to a better understanding of the Orthodox Church’s position on issues that are currently among the most discussed social topics.

The article deals with the interaction of the Russian Orthodox Church (hereinafter, the ROC) and the penitentiary system of Russia. The author addresses the problem of the social role of the ROC in penitentiary institutions. The purpose of the article is to analyse the effectiveness of Church social service in penitentiary institutions of modern Russia. The basis of the research methodology is the analysis of statistical information of the Federal penitentiary service and social projects of the ROC on the effectiveness of the Church penitentiary service. It is concluded that the activities of the ROC in the penal system has significant positive outcomes that are associated primarily with the problem of improving relations among specific population of penitentiary establishments, as well as re-socialisation of former prisoners and prevention of offenses, which is an important element in the fight against general crime rate in the country.

The article describes the life of a Vicar of Transbaikal Diocese, the Right Reve- rend Bishop of Selenginsk Ephrem (Kuznetsov). His biography has become the subject of analysis by researchers, however, it is impossible to say that today it is full. The authors of publications, citing the facts from the life of the bishop, often do not make references to the sources, and this does not allow us to speak about the unambiguous reliability of all the information provided. It should also be noted that the same data is rewritten from article to article. At the same time, the researches pay little attention to the activity of Ephrem (Kuznetsov) as an author of a significant number of published works. It is widely known that the bishop was a member of the Local Council of the Russian Orthodox Church in 1917–1918, but there is no information about his activities in this status. In the history of Transbaikal Orthodoxy there are few figures, who became famous not only in the re-gion, but also beyond its borders, due to their heroic conduct, and not to the status. They were Varlaam (Nadezhin) — the missionary, founder and first abbot of Chikoy Monastery of the John the Baptist, then Vicar Bishop of Selenginsk, later Bishop of Yakutsk and Vil-yui, Bishop of Ryazan and Zaraysk, church writer Meletiy (Yakimov). An equally bright personality who did a lot for the development of Orthodoxy in Transbaikalia was Ephrem (Kuznetsov). We have made an attempt to collect the known facts on the life of Bishop Ephrem using the methods of collection, analysis and synthesis of material. The article re-flects archival materials, as well as publications of the bishop. The available data do not allow us to speak about the complete study of the biography of the Right Reverend Ephrem (Kuznetsov), thus further serious work with sources is required to fill in its blank pages.
