Indira Gandhi Delhi Technical University for Women (IGDTUW) has been upgraded from Indira Gandhi Institute of Technology in May 2013 vide Delhi State Legislature Act 9, 2012, as a non-affiliating teaching and research University at Delhi to facilitate and promote studies, research, technology, innovation, incubation and extension work in emerging areas of professional education among women, with focus on engineering, technology, applied sciences, management and its allied areas with the objective to achieve excellence in these and related fields. Professor Nupur Prakash, an eminent academician has is the founder Vice Chancellor of the University and taking the University to new heights under her able leadership & guidance.

The University of Cincinnati (UC) is a premier, public, urban research university dedicated to undergraduate, graduate, and professional education, experience-based learning, and research. The University also maintains a deep commitment to accessible education. Distance learning is an integral part of the University’s 21st century approach to meeting diverse educational needs of students - increasing access to high quality educational programs and offerings and meeting mounting workforce and student demands and expectations for customized curriculum, flexible delivery and use of 21st century technology.UC has entire degree programs available online, as well as a variety of stand-alone distance learning courses, such as General Education courses. These courses are offered quarterly to serve students in distance learning programs, as well as students in on-campus programs.In a recent review UC students matriculated in online undergraduate degree programs (two associate and five baccalaureate degrees) taking 100 and 200 level courses during Autumn quarter 2008, it was noted that 85.15% of these learners successfully completed courses with a grade of C- or better for each course. The strategic framework of success is grounded in the University’s academic strategic plan and commitment to provide quality learning experiences for all students. Noted are examples of strategies that align with Sloan-C Pillars of Success.

This issue of Laser and Particle Beams contains 27 contributed articles based on presentations given at the eighth International Workshop on the Physics of Compressible Turbulent Mixing (IWPCTM) (see http://www.llnl.gov/IWPCTM), held at the California Institute of Technology, Pasadena, California from December 9 to 14, 2001, and organized jointly by the Lawrence Livermore National Laboratory (LLNL) and the California Institute of Technology. This conference is the eighth in a biennial series of conferences on the general subject of experimental, numerical, and theoretical studies of compressible turbulent mixing, initiated by LLNL in the late 1980s. Previous conferences were held in Princeton, New Jersey (1988), Pleasanton, California (1989), Royaumont, France (1991), Cambridge, United Kingdom (1993), Stony Brook, New York (1995), Marseille, France (1997), and St. Petersburg, Russia (1999). The ninth IWPCTM is to be held at the University of Cambridge in 2004.

In 2016, the University of Hawaii at Manoa School of Architecture established the University of Hawaii Community Design Center (UHCDC), working in close collaboration with a state legislator to meet the needs of the state government. This unique governmental alignment introduced a novel form of community design that opened up new academic and extramural space for the school and university, taking the form of a top-down public sector practice as distinct from its more common, bottom-up public interest alternative. This paper presents the results of three years of continuous dialogue with the state legislature and over $2 million in contracts with state agencies, by reflecting on the transformative effects of public sector practice on design pedagogy. This reflection follows three case study courses: an undergraduate basic design studio; an undergraduate concentration design studio; and an advanced professional practice course, all required within Hawaii’s undergraduate and graduate curricula. Each case study lists learning, teaching, and long term benefits that flowed from each public sector partnership, focusing on the potential of this model to strengthen and enrich professional education. The evolution of these courses maps the transition from working on projects to working on systems, also a move toward applying equitable academic and design rigor to marginalized project typologies—e.g. utility buildings, infrastructure, renovation, and repair and maintenance. In addition, UHCDC’s contract work represents an expanded field of practice, including social science research, service and strategy design, community engagement, information design, engineering, and development studies, demonstrating the broader disciplinary demands of the public sector. More importantly, the significant dividends from this three year-old public sector practice identifies an opportunity area for architectural education and practice—design in government.

Abstract Plagiarism is viewed as a critical issue that can hinder the development of creativity and innovation in Indonesia. Thus, since the early 2000s the Indonesian government has endeavoured to develop policies to address this issue. In response to national policy, Indonesian educational institutions have made serious institutional efforts to address the plagiarism issue. Research in the Indonesian Higher education context on plagiarism has focussed on reporting prevention and mitigation efforts. However, little has been discussed about the communication of these efforts in policy across the different institutional levels of Indonesian Higher Education. This study aims at exploring the anti-plagiarism efforts by determining the main features (or discourses) reflected in plagiarism policy in Indonesian HE from national to institutional level. Two web-based resources namely the official website of The General Directorate of Research, Technology and Higher Education (retrieved 2015), and the website of Bandung Institute of Technology (retrieved 2015) were used to ascertain the most appropriate policies to include in the study. Critical Discourse Analysis (CDA) was used to reach explanatory understanding of how the policies (discursive events) demonstrate through their linguistic repetitions and other forms intertextuality, their relative positions within the Indonesian Higher Education institutional hierarchy and consequently provide some insight into the social practices and understandings of plagiarism underlying the creation of the documents. This study revealed that perhaps because of the rigid boundaries and hierarchies represented between the documents, the university policy does not show much transformation from the documents at a Ministry level, hence the definition of plagiarism remains broad and the levels of plagiarism and sanctions for plagiarism remain undefined. This can potentially lead to inconsistencies in developing effective practices preventing plagiarism.

Let Me Begin with a Decidedly Non-Jewish Reference, in Order to Both Place and Displace Jewish Studies. In Italo Calvino's Invisible Cities, an evocation of imaginary places that emerge and recede from memory, all eventually turning out to be the same place, Marco Polo says to Kubla Kahn, in response to the charge that he has not spoken of Venice: “Every time I describe a city I am saying something about Venice” (86). The notion of Venice as implicit in every city strikes me as an apt analogy for what I will be claiming as the possible relation between Jewish studies and literary studies. As a faculty member housed in a national literature department (German) at a public research university dominated by a biennial funding battle with the state legislature, I move between reading the minutes of the University Senate and reading Calvino's Invisible Cities in order to imagine the invisible universities or invisible studies beyond the prairie and, indeed, beyond the notion of the university (and the humanities) in ruin.

The author, Chairman of Omokhodion Associates Ltd and Omokhodion Group, has received his academic degrees in architecture and city planning from the University of Science and Technology Kumasi, Ghana; the Athens Center of Ekistics, Athens, Greece; Yale University, New Haven, CO, USA ; the Massachusetts Institute of Technology, Cambridge, MA, USA; and the University of Lagos, Nigeria. In his long career, he has held key posts as Technical Officer in Training and as architect in the Federal Ministry of Works & Housing; as Physical Planning Assistant to Vice-Chancellor, University of Lagos, and has been director and chief designer of major architectural, landscape, urban design and urban planning projects in Nigeria at a broad range of scales. He has been a member of the Landuse and Allocation Committee, Bendel State; the Presidential Committee on the Accelerated Development of Abuja; the UNESCO Commission for Nigeria; Director of the Western Textile Mills Ltd; and is currently a member on the Panel on the Reorganization of NNPC. Dr Omokhodion is also a Fellow of the Nigerian Institute of Architects and the Nigerian Institute of Town Planners, and a member of the Royal Institute of British Architects and the World Society for Ekistics. The text that follows is a slightly edited version of a paper presented at the international symposion on "Globalization and Local Identity, " organized jointly by the World Society for Ekistics and the University of Shiga Prefecture in Hikone, Japan, 19-24 September, 2005.

The article describes the experience of the private further professional education establishment in integration with private medical organizations as a hi-tech clinic base. The purpose of the experience was to work out an education program of professional retraining which enables medical organization to extend the range of its services. The demand for such programs investment stems from the gap between the professional level of medical workers training at universities and the needs of hi-tech segment of cosmetology service which requires highly qualified specialists.The gap between the increasingly changing market demands and the existing higher education offer may be bridged through involvement of practicing professionals in education process.The authors consider the best Russian and foreign practices of interaction between private medical establishments and private education establishments aimed at creation Centers of Excellence on the example of Neo Clinic Tuymen. The presented model shows the competitive advantages of a professional retraining education program characterized by a big concentration of resources per student and a high value of education service. The article may be useful for the university management in Russia in developing and updating strategies and programs of practice-oriented education that will meet the requirements of regional labour markets, concrete organizations and employers and contribute to graduates’ adaptation to actual production process.

El momento que viven las universidades ecuatorianas, se caracteriza por la búsqueda de una mejora significativa en el campo académico, investigativo y de vinculación con la comunidad. La intervención de algunas universidades por parte del CES, ha sido una medida que se constituye en oportunidad para lograr cubrir las expectativas de la sociedad y de las instancias superiores encargadas de velar por el desarrollo de la Academia. Las deficiencias encontradas develaron las causas principales que aquejan a estas comunidades: el pobre desarrollo de la investigación. En este marco, el presente trabajo se constituye en un tema pertinente, al proyectar una propuesta que se sustenta en la necesidad de formación de la docencia universitaria en el ámbito de la investigación. El análisis que se realiza a la propuesta, tiene un enfoque social pensado en función del servicio que presta la Universidad a la colectividad en aras de responder a la sociedad que concomitante al progreso mundial, apuntala su economía en el desarrollo del conocimiento. Considerar una estrategia para el desarrollo de las competencias investigativas en los docentes universitarios, ayudará a fortalecer la función investigativa, consecuentemente, se generará y crearán condiciones que permitan transferir tecnologías tendientes a mejorar las condiciones de vida del sector.  Palabras claves: Docencia universitaria, competencia investigativa, investigación, universidad, estrategia  Social view of the strategy for the formation of the research competence in the university professor    Abstract  The Ecuadorian universities are changing today and that is characterized by the search for a significant improvement in the academic and research fields and the link with the community. The intervention of some universities by the CES has been a measure which constitutes an opportunity to meet the society’s expectations and those of the higher level authorities to ensure the development of the university. The deficiencies found uncovered the main causes affecting these communities: the poor development of research. In this context, the present work constitutes a relevant topic, to project a proposal that is based on the need for training in the field of researching the university teachers. The analysis of the proposal has a social approach, which functions through the service provided by the University to the community in order to respond to the global society concomitant progress that seeks the development of knowledge while developing the world economy. To consider a strategy for the researching competence development in university teachers will help strengthening the researching function. Consequently, it will generate and create conditions for transferring technologies aimed at improving the living conditions of the teachers.  Keywords: University teaching, research competence, research, university, strategy

This article deals with the problem of insulating measuring weirs to avoid ice disturbances. The development of a simple method for insulating a conventional V-weir is described. This method will serve its purpose in many cases. For more difficult cases a special type of a fully insulated weir is described. The experiments described were carried out by The Division of Hydraulic Engineering, The University of Trondheim, The Norwegian Institute of Technology, at the River and Harbour Laboratory of the University, and at the IHD representative basin Sagelva.
