Past several decades management has become a vital concern to society. If we look at pools, we notice that the public does not have good opinion abouth management ethics and business. For the management community to turn this situation around, significant efforts are required. It should be understood what management ethics means, why it is important and how it should be integrated into decision making. Principles of ethics from moral philosophy and management theory are available to inform interested managers. Next challenge is to avoid immoral management, transitioning from an amoral to a moral management mode of leadership, behavior, decision making policies and practices. Moral management stands on ethical leadership. It requires that managers search out those vulnerable situations in which in which amorality may reign if careful, thoughtful reflection is not given by management. Further requires that managers understand, and be sensitive to, all the stakeholders of the organization and their stakes. If the moral management model is to be achieved, managers need to integrate ethical wisdom with their managerial wisdom and to take steps to create and sustain an ethical climate in their organizations. When all that will be done, the desirable goals of moral management will be achievable.

The last decades’ serious organizational scandals that mainly stem from corruption and conflicting interests but also from bribery, favoritism and other wrongdoings have ac-centuated the need for finding instruments for achieving more ethical organizations and management. Ethics management is particularly important in the public sector because public employees and holders of public office are responsible for increasing wellbeing and providing common good for all citizens. Only accountable management striving for integrity through ethical practices and decision making will guarantee ethical organiza-tional behavior. In spite of increasing research on ethics in general and ethics manage-ment in particular, increase in organizational scandals indicates that there is knowledge gap concerning ethical instruments that help to solve ethical problems. The aim of this paper is to shed light on ethical theories and instruments, and wrongdoings in public sec-tor organizations. The main questions are; why is there so much wrongdoing; how can it be reduced; and how can more ethical organization and management be achieved. This is a review paper aiming to provide a review of ethical theories and instruments and dis-cuss serious wrongdoings and the role of ethics in the public sector. The paper contrib-utes to the fields of management and organization, ethics, and public management.

This study focuses on conceptualizing the phenomenon of organizations that are having relatively more interest in ethical behavior of leaders than ever before. Since few decades, their importance has grown due to increased level of unethical behavior on leaders’ parts and overstated responsibility drawn on their shoulders. Current research takes into account the leadership behavior of Government educational institutions heads in terms of creation of ethical climate in the institutions. For empirical testing of framework, data from 300 participants including principals, vice-principals, headmasters, deputy-headmasters working in (107) government educational institutions were taken through purposive sampling methodology. Various tests like descriptive statistics, regression correlational and factor analysis along with cross tabulation were executed through computer software like AMOS and SPSS. The results depicted that leadership behavior of ethical leaders was directed towards creation of ethical climate in the educational institutions. Results indicated a meaningful and positive effect of ethical leadership on Caring, Rules, Law and Codes, Independence ethical climate types but no significant influence on Instrumental type ethical climate. The aim of this study is to identify how undergraduate and graduate students perceive the ethical leadership behaviors of academic staff. It is also tried to be found out whether dimensions of ethical leadership behavior (communicational ethics, climate ethics, ethics in decision making processes and behavioral ethics) show differences according to the variables of educational level, gender and age of the participant students. The study is in descriptive survey model. The sample is undergraduate and graduate students at Dicle University, Faculty of Education in 2013-2014. As data collection tool “Ethical Leadership Scale (ELS)” developed by Yılmaz (2005) was used. Mean, standard deviation, independent sample t-test and ANOVA test were used to analyze the data. It is concluded that the undergraduate and graduate students’ perceptions of ethical leadership behaviors of academic staff are at mid-level. The means concerning the ethical leadership behaviors of academic staff in terms of behavioral ethics, ethical decision making and communication ethics is 3.01, 3.00 and 2.89 respectively. The lowest mean about the perceptions of undergraduate and graduate students’ about leadership behaviors of academic staff is in climate ethics (2.83).

Some of the achievements that Bandung City had today, is a positive value for the performance of Bandung City Government. Public leadership behavior of Bandung City Mayor becomes one of a several factors that increasing the performance of Bandung City Government. The purpose of this study is to discover the tendency of public leadership behaviours of Bandung City Mayor based on five dimensions namely: accountability leadership, lawfulness leadership, ethical leadership, political loyal leadership, dan network governance leadership. The method of this research is a quantitative descriptive study, by using data collection techniques such as questionnaires from 30 respondents and interviews. The results of this study shows that the tendency of public leadership behavior of the mayor of Bandung City is inclined to the lawfulness leadership with a good category . This evidence comes from the behavior of the public leadership of Bandung City Mayor which always emphasize every employee to always obey and properly follow the rules and regulations that has been established. Beberapa prestasi yang telah diraih oleh Kota Bandung di masa kepemimpinan Walikota Bandung saat ini, merupakan suatu nilai positif bagi kinerja Pemerintah Kota Bandung. Perilaku kepemimpinan publik dari Walikota Bandung  menjadi salah satu faktor peningkatan kinerja dari Pemerintah Kota Bandung. Tujuan dari penelitian ini adalah ingin mengetahui kecenderungan perilaku kepemimpinan publik dari Walikota Bandung dilihat dari lima dimensi yaitu: accountability leadership, lawfulness leadership, ethical leadership, political loyal leadership, dan network governance leadership. Pada penelitian ini, peneliti menggunakan jenis penelitian kuantitatif deskriptif, menggunakan teknik pengumpulan data berupa kuesioner dan wawancara. Hasil dari penelitian ini menunjukan bahwa kecenderungan perilaku kepemimpinan publik dari Walikota Bandung adalah cenderung pada lawfulness leadership dengan kategori yang baik. Hal ini terlihat dari perilaku kepemimpinan publik dari Walikota Bandung yang selalu menekankan setiap pegawainya untuk selalu menaati dan secara benar mengikuti aturan dan regulasi yang telah ditetapkan.

Purpose Over the years, increased level of deviant behavior among the employees of public sector organizations has been observed. The situation is worst in the public healthcare sector of Pakistan, where numerous incidents of employee deviant behavior have been reported recently. This scenario is compelling scholars and practitioners to find appropriate solutions to address this issue. As previous literature lacks empirical evidence regarding the role of ethical leadership in establishing an ethical climate in order to minimize workplace deviance in the public healthcare sector. Thus, to fill this gap, the purpose of this paper is to investigate the effect of organizational ethical climate as a mediator in the relationship between ethical leadership and workplace deviance in public healthcare sector of Pakistan. Design/methodology/approach This study employed survey strategy, using quantitative method with a cross-sectional research design, and with multi-stage sampling technique. Two hundred and eighty nine usable questionnaires were collected from doctors and nurses. Further, Structural Equation Modeling was conducted in order to test the hypothesized model and determine the direct and indirect effects. Findings Results of this study revealed that ethical leadership negatively influenced workplace deviance. Ethical leadership was further found to have a positive effect on ethical climate. Moreover, the ethical climate had a negative relationship with workplace deviance. Finally, ethical climate mediated the relationship between ethical leadership and workplace deviance. Originality/value This study identified the significance of ethical leadership behavior which assists in establishing an ethical organizational climate leading towards less likelihood of the emergence of workplace deviance.

A lack of concern on ethics in public administration may be considered the biggest barrier to quality service delivery. Many efforts have been made to promote ethical standards between public servants. Among those efforts, improving leadership skills can prove to be effective in promoting ethics in public service (Hart 2001).Therefore, ethical leadership behavior is very vital as that ensures ethical guidance. In order to identify the ethical leadership behavior of the public sector, customized measures are essential. This study describes the process of development of a 30-item instrument for measuring ethical leadership behavior in the public service with reference to Divisional Secretariats in Sri Lanka. According to Hinkin's (1998) recommendations in items generating both qualitative and quantitative methods were utilized. First observed the articles which were published related to ethical leadership and examined to find items and dimensions. A focus group discussion was conducted with 20 in-depth interviews to generate additional items to determine whether additional dimensions of ethical leadership would emerge. Based on these two steps, the researcher found 30-items with five dimensions. They were fairness, employee orientation, role clarification, integrity and ethical guidance. These 30-items were included in a questionnaire and a quantitative study was undertaken with 100 respondents employed in the Divisional Secretariats within Gampatha District. Reliability test and factor analysis were used to ensure reliability and validity of this measures. Finally, these 30-items were loaded to four dimensions. Such as people orientation, integrity, ethical guidance and role clarification.

The present paper gives a review of empirical research on ethical leadership and shows that still little is known known about the contextual antecedents of ethical leadership. To address this important issue, a conceptual framework is developed that analyzes the embeddedness of organizational ethical leadership. This framework identifies manifest and latent contextual factors on three different levels of analysis – society, industry, and organization – which can affect the development and maintenance of ethical leadership. In particular, propositions are offered about how (1) societal characteristics, notably the implementation and the spirit of human rights in a society and societal cultural values of responsibility, justice, humanity, and transparency; (2) industry characteristics such as environmental complexity, the content of the organizational mandate, and the interests of stakeholder networks; and (3) intra-organizational characteristics, including the organizational ethical infrastructure and the ethical leadership behavior of a leader’s peer group, influence the development and maintenance of ethical leadership in organizations. This list of factors is not exhaustive, but illustrates how the three levels may impact ethical leadership. Implications for managerial practice and future research are discussed.
