The article substantiates the need to develop a structural and functional model for the formation of professional values in the educational environment of the university. Such a need is due to the lack of requirements in educational and professional standards for the formation of professional values among future economists and the presence of such requirements for a specialist in documents that determine the development of higher education and state youth policy. The author presents the structure of the model for the future economists’ professional values formation in the educational environment of the university, as the interaction of conceptual-targeted, content-activity and criterion-effective blocks. Methodologically, the model is based on the leading provisions of axiological, personality-oriented, competent and environmental approaches and a set of principles, which ensures the creation of an axiologically saturated educational environment in the university and the gradual formation of professional values in future economists in the process of their educational and extracurricular activities. The model is implemented through the axiologization of the content of the training of economists, the development and selection of tasks on a value-meaning basis, the use of didactic tools that activate the activities of students and ensure effective interaction between participants in the educational process. The author describes a criterion-diagnostic complex, which allows to identify the level of a personality’s professional values formation in students according to each of the criteria and establish the degree of effectiveness of all pedagogical influences. The article substantiates the educational environment of the university as a factor in shaping the management culture of the future social security specialist. The resources (personal, organizational, social partnership) of the educational environment of the university in the formation of the management culture of the future social security specialist are characterized. Subject-spatial, value-based content-technological, organizational-managerial, subjective components of the educational environment of a higher education institution are considered. The signs of polyvariance of the university environment in the formation of the parameters of the management culture of the future social security specialist are determined. It is proved that the multivariate educational environment of the university allows to solve the problem of forming the management culture of the future social security specialist through the use of his resources in the educational process, in extracurricular activities, in the organization of independent student work. Pedagogical influence of environmental resources on the student, ensures his active involvement in educational, research, creative extracurricular activities, increases the level of managerial knowledge, provides an opportunity to practice management skills, forms professional and managerial values.

Polycultural education is considered as a process of creating conditions forschoolchildren to develop a worldview setting for constructive cooperation by engaging in ethnic, native and world cultures, developing planetary consciousness on this basis, forming readiness and ability to live in a multinational society. The process of education of tolerance in schoolchildren a multicultural educational environment is considered in three aspects: acquiring a particular philosophy of tolerance as a value; culture of tolerant consciousness; attitude to the appropriate reality that is embodied in real behaviour. The conditions for the efficiency of education of tolerance in schoolchildren in the context of a multicultural society are: multicultural content of the educational process; organization of a tolerant environment that ensures tolerant interaction between the subjects of the educational process; the use of interactive, personalityoriented, reflexive and dialogic technologies, which are aimed to develop the tolerant qualities of schoolchildren; developed tolerant qualities of the teacher’s personality and his/her competence in the issue of education of tolerance.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

This article discusses the problems of ever-increasing demands on the organization and quality of the educational process on the part of society. Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. Such opportunities are provided by the use of a cloud-based educational environment of the university.

This work considers the use of digital traces in the educational environment and the specifics of their collection and analysis at the university. One way or another, all participants in the educational process, as well as those who can potentially become them, for example, applicants, leave digital traces in the digital environments of the university and the Global Network in general, and these traces can be analyzed. At the same time, even the university itself as an organization leaves a certain digital footprint on the Internet. At the moment, most researchers are very optimistic, contemplating on what positive changes can be brought by the analysis of digital traces of applicants, students and teachers for the development of the university itself, the educa-tional process, and the formation of individual learning paths. In contrast to this, the author identifies a number of possible prospects for the analysis of Big Data and the use of Artificial Intelligence for education at the university of the future. Attention is focused on how this can affect the safety of the environment and conflict with ethical standards. Participants in the educational process, falling under the analysis of their digital traces, can both suffer because of them, even if their activities have not been in any way connected with the university, and begin to hide their true digital identity, creating «false» digital traces and becoming anon-ymous. The author assumes that an increase in such control covering actions, thoughts and emotions naturally results in the emergence of the concept of a «Dark» University, which distances itself as much as possible from such methods of analyzing personal data.

The relevance of the research is due to the fact that the educational environment of the university is an integral element of the educational process, which is constantly changing, even at a fairly high speed. In this regard, pedagogical design in such conditions concerns not only educational programs, but also the environment itself. The author considers a new category «pedagogical design», defines how the pedagogical designer differs from the methodologist or methodologist; Why is a pedagogical design design mechanism needed? The empirical basis of the study was the data of international studies by Deloitte «Digital Education Survey», Goldman, EFMD, Metaari, Technavio, as well as data from domestic studies by HR-academy and the Sberbank Corporate University. The novelty of the research lies in the fact that the author presents a mechanism for designing the pedagogical design of the educational environment of the university, based on obtaining, comprehending, checking one’s own experience and analyzing best practices. The practical significance of the study lies in the fact that the results obtained will allow educational institutions to structure their work in such a way as to calmly relate to changes, responding to requests from the labor market, while making changes made the training solution the most effective.

One of the ways to solve the problem of preparing competitive graduates of the University is to create an effective information and educational environment. At the present stage, such an environment should include the means of realization of educational, scientific and management activities; support environment for collective and individual communication; objects of educational activity and interaction; training platforms and security tools. Taking into account the requirements for ensuring not only the functioning but also the system development of the university, the general principles of management and the principles of the development of educational systems as the guiding principles of designing the information and education environment we are guided by the principles: system approach; modular structuring of information and data; modifications, addition and permanent updates; adequacy; providing the necessary and sufficient information; sharing data. A prerequisite for the creation of the university's information and educational environment is the availability of electronic content, technologies and the electronic communication of all participants in the educational process. Modeling a qualitative and effective information and educational environment is possible only with the development of all its components - managerial, content, organizational, technological. To the managerial component, we include educational policy, management standards and electronic control that perform planning, organizational, motivational and controlling functions. The semantic component includes scientific, educational, controlling and information and methodological resources that are aimed at providing cognitive, creative and value functions. Organizational component contains, respectively, the organizational structure, normative base, corporate standards and performs the integration, systematization and information functions. In the technological component, we allocate centralized and decentralized services, which are aimed at implementation of modeling, productive and instrumental functions. An example of designing such a model is an effective information and educational environment aimed at training competitive specialists at the Borys Grinchenko Kyiv University.

Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.

The need to specify the types and forms of communication between the subjects of the educational process in the university is becoming acute. In the current situation and the challenges to institutions of higher education, among them - requirements for quality of training, a change in the students, the competition of universities, the implementation of the educational process in the new, rapidly changing environment; acquiring new personal current practices underutilized in education. This practice is network communication. The universality of interaction, the multiplicity, the diversity of levels, the extreme complexity of representation, put forward problems becomes important. Today, in the social world, interaction acquires special, new characteristics due to the specifics of the interacting forces. And above all, when the bearer of these forces is the person himself, the social subject acting and projecting his own actions. The research studies consider the technologies of interaction of students at different stages of professional development. Therefore, the problem of involving students in new educational and social practices on the basis of network interaction resources – resources used in everyday life-is becoming more relevant. To build an individual trajectory of professional development in the Samara region, an information and communication system "Student and Trud" is being developed, which will become a resource for networking between students and leading enterprises of the Samara region.

The article discusses current issues of inclusion of project activities in the educational process of a higher education institution, the need to form competencies of innovative project activities among students as a mechanism for the formation of social creativity of a future professional. The essence of the concept of «social creativity» is revealed, a model of the relationship of its components with the stages of project activity is proposed. The paper presents a study among students aimed at assessing the effectiveness of the formation of social creativity of a person through the inclusion of students in project activities. Methodological tools of the ascertaining stage of the experimental work are presented, designed to determine the level of students’ communicative and social creativity. The study established the relationship between the level of social creativity of students and the communicative difficulties that arise in their interaction – the higher the level of social creativity, the less communicative difficulties a student experiences. As part of the formative part of the experimental work, two ways to include students in project activities in the educational environment of the university are described: as the implementation of one of the disciplines of the educational programme and as part of extracurricular activities.
