The article is devoted to the development of a structural-meaningful model of the territory marketing system as a direction of the state's socio-economic policy. At the same time, it is substantiated that the territory marketing system belongs to the category of open and is influenced by: systems of higher levels (for example, the economic security of the state); existing or potential financial and investment, material and resource, intellectual and personnel, digital development of territories, which, in fact, largely determines the capabilities of the state in the implementation of socio-economic policy and the choice by the authorities of tools for marketing territories; traditions, lifestyle and mentality of the population. Based on this, the signs and consequences of an insufficiently effective socio-economic policy in connection with its key directions are identified, and the features of the implementation of its main mechanisms are identified, in relation to the marketing of territories within the framework of the proposed structural and substantial model.

The problems of formation of new institutional conditions of territorial alignment in the context of the need for transition of the country to inclusive development, which requires the inclusion of all members of society in socio-economic processes and their humanization, are investigated. It has been determined that inclusive development has broader goals than GDP growth, and aims at compre-hensive human development, increasing its well-being and reducing poverty and inequality, and requires active participation in the human resource economy. It is revealed that the economic literature covers the concepts of "inclusive growth", "inclusive innovation", "inclusive development", "inclusive economy", etc. There are also many definitions of the term "inclusive develop-ment". Thus, World Bank scholars have identified: inclusive development is the sustainable rapid development of all sectors of the economy, which attracts a large part of the country's labor resources and is characterized by equal access to the labor market and resources. The priority of inclusive development is to improve the quality of life of the population through the formation of a high-employment economy and a society with a minimal separation. Achieving these goals is not possible only through the efforts of the state. They should be shifted to the regional level, but subject to effective regional policy, expansion of local authority, creation of financial conditions for innovative development of regions. The importance of strategic state regulation of regional development, which has to be systematic, indirect and advisory, needs to be clearly defined strategic goals and objectives of long-term socio-economic development, development of anti-crisis state policy, establishment of optimal ratio of all branches of power, support of regional economic security, proven implementation of fiscal and monetary policy, non-interference in the operational activities of local authorities. Such important factors as achievement of the goals of inclusive development are considered, as decentraliza-tion in management and development of regions, features of "domestic model of decentralization", formation of new institutional unit - united territorial communities and formation of their innovative structures, and directions of development of effective economic policy of the state and regions. to implement the concept of inclusive development. Abstract. The article maps out the topical issue of reinforcing the financial and economic security of our country by switching from uncritical compliance with standard requirements of financial institutions affecting the provision and amount of international loans to development of own economic policy on the basis of rethinking the reasons for the unsatisfactory state of the financial and economic security of Ukraine. The purpose of the article is to study the issue of increasing the sustainability of the financial system of Ukraine taking into consideration foreign experience and to determine the main direction of its provision with the emphasis on the priority development of the real sector of the economy. The financial security issue has become of paramount importance and relevance not only for Ukraine but for other countries as well. The study of foreign experience showed that stagflation of the 1970s provoked an erroneous neoliberal economic reaction. Policy responses were focused on deregulation of markets, in particular labour and financial markets, on the one hand, and on achieving the price stability instead of full employment on the other hand. This neoliberal «counterrevolution» created the conditions for the emergence of «financialization» or «finance-dominated capitalism» since the early 1980s first in the USA and Great Britain and then spread around the world. Over the past 30 or so years, finance began to dominate the industry, and non-financial corporations are increasingly engaged in financial rather than production activities. For instance, in Japan it resulted in the Great Recession. In Ukraine such policy has been implemented since the early 2000s under the influence of IMF requirements. As a result, the economy has lost the ability to provide a decent standard of living for the population and encouraged the labour migration and the increase of debt burden which was practically unavoidable without catastrophic consequences for state sovereignty. It is proposed to redirect the economic policy of Ukraine from spontaneous development of the «mechanism of financialization» to the creation of a mechanism for the development of real economy and effective creation of high-wage jobs complemented by the social responsibility of entrepreneurs and improving the regulatory requirements for legal regulation of public relations related to ensuring the financial security of the state. The article analyzes the pre-revolutionary and the Soviet experience of the protectionist policies. Special attention is paid to the external economic policy during the times of NEP (New Economic Policy), socialist industrialization and the years of 1970-1980s. The results of the state monopoly on foreign trade and currency transactions in the Soviet Union are summarized; the economic integration in the frames of Comecon is assessed.

Subject. This article discusses the practice of ensuring the economic security of oil and gas companies operating under the terms of production sharing agreements, where minerals are the object of security. Objectives. The article aims to justify the need to apply professional judgment in the organization of reliable accounting of minerals, explored and extracted under the terms of the production sharing agreement implementation, to avoid various risks to the entity's economic security. Methods. For the study, I used the methods of deduction and modeling. Results. The article presents proposals to arrange accounting of intangible exploration assets (geological information on mineral reserves) and finished products (the part of the extracted minerals owned by the investor and the part owned by the State). Conclusions. As strategic minerals, oil and gas are the targets of various economic risks. Professionals familiar with the specifics of accounting operations in the implementation of the production sharing agreement should be prepared to prevent these risks. The results obtained can be used to design accounting policies and develop local regulations on the tasks and functions of the economic security service of the organization implementing the production sharing agreement.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

Subject. This article discusses the issues of innovative and digital development of the economy. Objectives. The article aims to justify the benefits of cluster cooperation and networking between different structures. Methods. For the study, we used systems, logical, structural, and comparative analyses, generalization and statistical methods, and the cluster-network and institutional approaches. Results. The article substantiates the role and position of small business in the innovation development of the Sverdlovsk Oblast and identifies trends of innovation and digital advancement. Conclusions. The cluster theory, supplemented with the Triple Helix concept, can be a basis for rationale for effective ways of integrating economic agents. Small innovative business has significant potential for sustainability, but it needs additional financial support from the State.
