The author points out that widespread critical evaluations of social rehabilitation carried out under probation result mainly from the adoption of inadequate evaluation criteria for this process. The author makes an attempt to analyse the typical meanings of the notion of social rehabilitation effectiveness, and critically examines common limitation of the meaning of this term in order to achieve a specific, usually difficult to measure, result. The author suggests that the evaluation of the effectiveness of social rehabilitation process should focus on the analysis of the degree of utilization of the opportunities that occur during its implementation.The measure of the social rehabilitation process effectiveness should be the degree of optimization of diagnostic, guardianship, counselling, educational and therapeutic activities undertaken by probation officers, and not only the result obtained from the application thereof. In his deliberations, the author devotes particular attention to the analysis of factors determining the necessity of court probation service’s cooperation with state, local government and socialinstitutions in the process of carrying out professional tasks.

Universitas Negeri Padang Email: [email protected] Abstract This article aims to describe the The Social Rehabilitation at the Social House “Karya Wanita Andam Dewi”, Sukarami, Solok Regency. It used the qualitative method of descriptive approach. Purposive sampling technique was used to determine informants. The types of data are primary and secondary data which are collected through interviews and documentation studies. The test of data validity is done through triangulation technique and member check. While the data analysis techniques used the analytical technique of Miles and A.Hubberman.The results of the research show that the process of social rehabilitation at PSKW Andam Dewi includes guidance of personality, spirituality, and skills as a provision of a better life and useful for the assisted citizens after going out later. Nevertheless, it can not be denied that there are obstacles found in carrying out the rehabilitation process such as inadequate facilities and infrastructures, lack of funds, lack of numbers of instructors and problems from social assisted citizens themselves. The efforts to handle these obstacles are: utilize government’ existing funds as optimal as possible to complete all of the facilities and infrastructures which are needed to support the process of rehabilitation and cooperation between instructors and assisted citizens so that the coaching process can run in accordance with the expected goals. Penelitian ini dilakukan di Sukarami Kabupaten Solok. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Penentuan informan menggunakan teknik purpossive sampling. Jenis datanya adalah data primer dan sekunder yang dikumpulkan dengan wawancara dan studi dokumentasi. Uji keabsahan data melalui teknik triangulasi dan membercheck. Sedangkan teknik analisis data menggunakan teknik analisa Miles dan A Hubberman. Dari hasil penelitian ditemukan bahwa proses rehabilitasi sosial di PSKW Andam Dewi mencakup bimbingan kepribadian, kerohanian dan keterampilan sebagai bekal kehidupan yang lebih baik dan berguna bagi warga binaan setelah keluar nanti. Meskipun begitu tidak dapat dipungkiri bahwa ada kendala yang ditemukan dalam menjalankan proses rehabilitasi diantaranya sarana dan prasarana yang kurang memadai, keterbatasan dana, kurangnya jumlah instruktur dan masalah dari warga binaan sosial itu sendiri. Adapun upaya yang dilakukan untuk menghadapi kendala tersebut adalah dengan memanfaatkan dana yang ada dari pemerintah seoptimal mungkin untuk melengkapi segala bentuk sarana dan prasarana yang dibutuhkan untuk menunjang proses rehabilitasi dan kerja sama antara instruktur dengan warga binaan agar proses pembinaan dapat berjalan sesuai dengan tujuan yang diharapkan.

The social and political transitions taking place in Central and Eastern Europe post-1989 allowed Poland to develop cross-border cooperation with neighbouring counties. At local-government level in particular, the Czech Republic then became a key partner. Today, the Polish-Czech borderland resembles those between Poland and Germany, and between Poland and Slovakia, in constituting a model example of innovative cross-border cooperation. While the area first played hosted to Euroregions, it later also fell within European Groupings of Territorial Cooperation. And while collaboration between one local authority and another over the border has evolved particularly dynamically, as-yet untapped potential would seem to remain. Overall, this article seeks to analyse the actors currently operating across the Polish-Czech border, from a political-science perspective. These are Euroregions (of Nysa, Glacensis, Pradziad, Silesia, Cieszyn Silesia and the Beskids), as well as European Groupings of Territorial Cooperation (of Tritia and Novum), and selected units at local government level. The analysis of the transboundary entities, and those engaging in cross-border activity was of a genetic, structural and functional nature, and this facilitated the identification of similarities and differences between the actors concerned, making clear what their specifics are, and what the prospects for cooperation.

Summary Social rehabilitation is conceived to encompass services that concentrate specifically on the social aspect of the rehabilitation process. This interpretive qualitative meta-synthesis of 25 social scientific research papers published between 1980 and 2019 dealing with the concept of social rehabilitation aims to unpack the different dimensions of the social within social rehabilitation in different contexts. Findings In most of the articles, the causes for social rehabilitation are located in the rehabilitee’s social environment, community, or structure, and for the rehabilitation to be successful, a change is expected to take place also in these parties. Moreover, personally significant values and wishes are emphasized in many approaches viewing the rehabilitee as an agent in his/her own rehabilitation process. In a few articles, however, the individual is viewed as aberrant, and his/her conforming to societal norms is seen as forming the core of social rehabilitation. In this approach, the individual is viewed as the object of rehabilitation without much control over his/her own rehabilitation process. Applications The results of our study suggest that, to improve existing social rehabilitation practices, more effort should be put into acknowledging and considering the rehabilitee’s autonomy as a relational concept. Also, the needs for, foci, and aims of social rehabilitation should not be reduced to a certain kind of practice directed to certain kinds of client groups, but, rather, social rehabilitation should be understood as an entity consisting of interrelated and interdependent components forming a constantly shifting assemblage.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

This paper is built on the following research questions: (i) What are the direct/indirect relationships between Sustainable Development Goal 11 (SDG11) and sustainability protocols? (ii) Could the sustainability protocols constitute a solution towards the achievement of SDG11? We underline that, on the one hand, the SDGs are guidelines to support the development of sustainable policies and thus address all elements that may affect them, and on the other hand, sustainability protocols are assessment tools to promote sustainability-conscious design while remaining focused on the built environment. In the Italian regulatory context, the paper highlights how this difference in terms of focus and scale means that they only overlap and mutually reinforce each other with regard to certain aspects, more related to energy and air pollution issues and less to the social aspects of sustainability. Even if there is not always a direct relationship between the evaluation criteria of the protocols and the indicators of SDG11, it is possible to conclude that the sustainability protocols can facilitate the achievement of the SDG11 targets, acting as a key for the implementation of sustainable cities and helping in structuring the process leading to sustainability in a broader framework.

The results of many successfully realized Research and Development (R&D) concerned with non-conventional materials and technologies (NOCMAT) in developing countries including Brazil have not been used in large scale in practice. This is due to the lack of selection and evaluation criteria and concepts from planning and designing to implementation programs by governmental agencies and private organizations concerned with the newly developed sustainable materials and technologies. The problems of selecting and evaluating R&D innovation outputs and impacts for construction are complex and need scientific and systematic studies in order to avoid the social and environmental mistakes occurred in industrialized countries after the Second World War. This paper presents a logical framework for the implementation of pertinent indicators to be used as a tool in R&D of NOCMAT projects selection and evaluation concerned with materials, structural elements and technologies of bamboo and composites reinforced with vegetable fibers. Indicators, related to the efficiency, effectiveness, impact, relevance and sustainability of such projects are considered and discussed.
