There has always been a certain attitude in Washington having to do with Latin America. It is that Latin America is not quite a grown-up place and, therefore, is worthy of intense US interest only when the region, or part of it, falls into a crisis that crosses paths with one of the US hot-button issues of the moment: drugs, immigration, human rights, communism (until recently) and, farther back, fascism. In other words, Latin America has been worthy of attention only when the United States decided to “do good” (e.g., human rights crusades), incorporate the region into efforts at solving US domestic problems (e.g., drugs), or needed firm support from the region in some international effort (e.g., the Cold War and World War II).

In 1946, the entertainer and activist Paul Robeson pondered America's intentions in Iran. In what was to become one of the first major crises of the Cold War, Iran was fighting a Soviet aggressor that did not want to leave. Robeson posed the question, “Is our State Department concerned with protecting the rights of Iran and the welfare of the Iranian people, or is it concerned with protecting Anglo-American oil in that country and the Middle East in general?” This was a loaded question. The US was pressuring the Soviet Union to withdraw its troops after its occupation of the country during World War II. Robeson wondered why America cared so much about Soviet forces in Iranian territory, when it made no mention of Anglo-American troops “in countries far removed from the United States or Great Britain.” An editorial writer for a Black journal in St. Louis posed a different variant of the question: Why did the American secretary of state, James F. Byrnes, concern himself with elections in Iran, Arabia or Azerbaijan and yet not “interfere in his home state, South Carolina, which has not had a free election since Reconstruction?”

In the aftermath of World War II, Italy’s centrist leaders saw in the emerging US empire an opportunity to implement emigration schemes that had been in circulation for decades. Hundreds of thousands of Italian peasant farmers could perhaps be able to settle on Latin American and African land thanks to the contribution of US capital. This article examines the Italian elites’ obsession with rural colonization abroad as the product of their desire to valorize the legacy of Italy's settler colonialism in Libya and thereby reinvent Italy's place in the world in the aftermath of military defeat and decolonization. Despite the deep ambivalence of US officials, Italy received Marshall Plan funds to carry out experimental settlements in several Latin American countries. These visions of rural settlement also built on the nascent discourses about the ‘development’ of non-western areas. Despite the limited size and success of the Italian rural ‘colonies’ in Latin America, these projects afford a window into the politics of decolonization, the character of US hegemony at the height of the Cold War, and the evolving attitude of Latin American governments towards immigration and rural development. They also reveal the contradictory relationships between Italy's leaders and the country's rural masses, viewed as redundant and yet precious elements to be deployed in a global geopolitical game.

This chapter examines the reasons for the instability in Latin America during the Cold War. The oil crisis of 1973–1974, followed by trade deficits, depression, and high inflation, helped promote revolutionary ideas among the landless peasants and urban poor of many Latin American countries. Under Jimmy Carter, with his interest in promoting human rights, a more active and enlightened US policy towards Latin America might have been expected. However, his aims were inconsistent, as the moral cause of human rights clashed with local realities and other American interests. The chapter first considers the Reagan Doctrine and Ronald Reagan’s meddling in El Salvador before discussing the United States’s involvement in Nicaragua and the ‘Contragate’ scandal. It concludes with an assessment of the US invasions of Grenada and Panama.

The lives of Latin American Japanese were disrupted during World War II, when their civil and human rights were suspended. National security and continental defense were the main reasons given by the American countries consenting to their uprooting. More than 2,000 ethnic Japanese from Peru, Panama, Bolivia, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Mexico, and Nicaragua were transferred as “illegal aliens” to internment camps in the United States. Initially, US and Latin American agencies arrested and deported male ethnic Japanese, regardless of their citizenship status. During the second stage, women and children joined their relatives in the United States. Most forced migration originated in Peru. Brazil and Mexico established similar displacement programs, ordering the population of Japanese descent to leave the coastal zones, and in the case of Mexico the border areas. In both countries, ethnic Japanese were under strict monitoring and lost property, employment, and family and friend relationships, losses that affected their health and the opportunity to support themselves in many cases. Latin American Japanese in the United States remained in camps operated by the Immigration and Naturalization Service and the army for the duration of the war and were among the last internees leaving the detention facilities, in 1946. At the conclusion of World War II, the Latin American countries that had agreed to the expulsion of ethnic Japanese limited greatly their return. Some 800 internees were deported to Japan from the United States by the closure of the camps. Those who remained in North America were allowed to leave the camps to work in a fresh produce farm in Seabrook, New Jersey, without residency or citizenship rights. In 1952, immigration restrictions for former Latin American internees were lifted. Latin American governments have not apologized for the uprooting of the ethnic Japanese, while the US government has recognized it as a mistake. In 1988, the United States offered a symbolic compensation to all surviving victims of the internment camps in the amount of $20,000. In contrast, in 1991, Latin American Japanese survivors were granted only $5,000.

The English-speaking world awaits its first detailed study examining Latin America during World War I. Many historical events of the era remain little-known, as does much of the region’s military history during this period. While key chronologies, personalities, groups, and historical avenues remain unidentified, researchers must draw knowledge from existing texts. The authors cited in this article for further study cover only a small fraction of the myriad topics presented by the war. World War I set in motion a unique power readjustment in Latin America, the likes of which had not been experienced in the region since the 1820s. Most significantly, the temporary suspension of economic ties with Europe disrupted everyday processes that elites and commoners had previously taken for granted. Changes in economy and finance triggered a struggle between indigenous Americans, peasants, workers, elites, and immigrants, setting the stage for the social and political changes of the 1920s. Amidst the upheaval of World War I, non-elite Latin American groups successfully focused national politics on regional and ethnic issues, while elite Latin Americans weighed the potential advantages of ties with Spanish and Italian authoritarianism. World War I ended European financial dominance over the region, and the destruction of Europe reduced export markets to a point where Latin America’s economic relations with the United States gained new significance. U.S. military advisors took their places alongside European trainers, and many different “U.S.” actors emerged on Latin American soil, acting out rivaling understandings of appropriate U.S. activity in Latin America. The war heralded the end of Belgian influence and of significant French power in the region, British acceptance of U.S. financial preeminence, and questions as to how Prussian military expertise could be leveraged to Latin America’s benefit in the future. The creation of the League of Nations, a development alien to Latin American political culture, caught the region off guard. And yet it laid the foundation for global Latin American diplomacy in the 1930s and after World War II. In the end, the search for a new understanding of a Latin American nation’s place on the changing world stage led to the elevation of the institution of the national army as a social and political arbiter. The myth of the army as embodiment of national essence would last until the 1980s.

The empirical basis is composed of different documents maintained in the US National Archives of the collection of the Joint Advisory Board of the American Republics (JAB) covering the period 1940-1945. The committee was charged with proposing and implementing policies related to Hemispheric Defense to be developed jointly with the Latin American countries in war and postwar. Resumen De la Segunda Guerra Mundial a la Guerra Fría: políticas militares estadounidenses para América Latina (1943-1947) El texto interpreta la actuación de las organizaciones militares y diplomáticas estadounidenses dedicadas a América Latina. El contexto es el de la transición de la Segunda Guerra Mundial a la Guerra Fría. La base empírica está compuesta por diferentes documentos mantenidos en los Archivos Nacionales de los Estados Unidos (US National Archives) del acervo del Comité Consultivo Conjunto de las Repúblicas Americanas (JAB) cubriendo el período 1940-1945. This article is written to summarize what has been going on in trade war between the United States and China and to express how this war affects trade relations of Latin America with both of the actors being involved in the trade war. The reason why Latin America is chosen as a region to work on rests on the fact that both the United States and China have been conducting considerable trade relations with the region. This article is organized to analyze what kind of a position Latin America would be at during the upcoming moves from two giants and how the region should revise its ties with both economies considering the past relations it has had with before this trade war emerged. There have been many moves taken by the United States and China after the dispute started to show up; however, Latin America has been conducting considerable relations in terms of trade, politics, historical orientation, and geographical ties with both giants since long before the trade dispute began. Therefore, this article has an aim to recover the historical trade relations of Latin America and to have some clues to determine what can come next for the region’s economic position and trade relations. Colonial past of the region, the role it has played during the Cold War, the involvement of the Latin America in trade relations with China, and Chinese presence in the region are the factors that are included in the article to understand the critical position of Latin America in the Sino–US trade war.

This chapter addresses the question of why states become increasingly willing to submit to international judicial oversight, highlighting how legal practice has changed and how international law has increasingly become embedded into domestic law and institutions. Although the same fundamental motive drives delegation to courts across time, key historical events have been needed to increase bottom-up demands and make governments and legislatures open to accepting greater international judicial oversight. At the end of World War II, governments were able to reject proposals for compulsory international judicial oversight of their behavior. Changes in legal practice in the United States and Europe during and after the Cold War meant that foreign legal and quasi-legal bodies increasingly adjudicated allegations of economic and human rights violations abroad.

World War II produced great change in Brazil. Its war effort improved its port facilities, left it with new modern airfields from Belém to Rio de Janeiro, as well as refurbished railroads, and stimulated manufacturing, agriculture, mining, and a burgeoning steel complex. Its army, air force, and navy gained combat experience and the latest equipment. Its international stature had reached new heights and its leaders foresaw an ever-greater role in world politics. The war era laid the foundations upon which Brazil’s remarkable development in the next half century took place. The Brazilian leadership prior to the war had linked national development and security with international trade and finance, and they were concerned not to endanger the country, but they saw themselves naturally on the side of the liberal powers, particularly the United States. Brazil’s contributions to the Allied victory were significant. Brazil hosted, at Natal, the largest US air base outside its own territory, and, at Recife, the US Fourth Fleet; and it tied its economy to the American war machine, sent its navy in pursuit of German U-boats, and provided an expeditionary force and a fighter squadron on the Italian front. It allowed the construction of the air bases before it severed relations with the Axis at the Rio conference in January 1942, and the army lost personnel, equipment, and families to submarine attacks before Brazil entered the war officially in August of that year. Brazil’s expeditionary force that saw combat as part of the US Fifth Army was the only Latin American ground force to fight in World War II. Brazil’s industrial development encouraged and supported by the United States laid the foundation for its post-war industrial transformation.
