Subject. The article focuses on the value added tax in case of exports from the special economic zone in the Kaliningrad Oblast. Objectives. We study methodological aspects of VAT in case of exports from the special economic zone in the Kaliningrad Oblast. Methods. We conducted the content analysis of available sources. The comparative analysis helped confirm the reasonableness, reliability and the relevance of methodological guidelines for determining economically adequate tax implications in terms of VAT in case of exports from the special economic zone in the Kaliningrad Oblast. Results. Importing foreign goods into the special economic zone of the Kaliningrad region and letting them pass the customs procedure of free economic zones, a Kaliningrad-registered legal entity was found to exempt from customs payments, including VAT as part of customs payments under the above procedure. Being transported to elsewhere in the EAEU, any goods in the free economic zone should be treated as foreign goods, unless their status as the EAEU goods is corroborated with documents. The effective tax and customs regulations provide for VAT to be paid on imports into the Russian Federation, including as part of customs payments, and subsequently VAT on the sale of goods in the Russian Federation. VAT on imports, inter alia, as part of customs payments is subject to tax deductions as per Articles 171, 172 of the Russian Tax Code. Conclusions and Relevance. The taxation mechanism herein is identical to that applying to exports from the free economic zone to elsewhere in the customs area of the EAEU if there were not tax clauses envisaged in Federal Law № 72-ФЗ. Hence, the above clauses seem reasonable to be excluded.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

Problem setting. This article deals with the problems of forming the legislative mechanism of creation and state support of the legal investment order, which should ensure the functioning of the investment market in the mode of observance of the principle of freedom of investment activity and at the same time real providing the national economy with investments in the necessary quantitative and qualitative parameters for the expanded reproduction of competitive socially-based production, without the use of excessive enforcement mechanisms labor, intellectual, financial and natural resources of the country and ensure the state of investment security. Analysis of scientific research. It is significant that public procurement has been the subject of scientific research by experts in commercial law: D.V. Zadikhaylo, V.K. Mamutov, O.P. Podserkovniy, V.A. Ustimenko, V.S. Shcherbinа, etc. The purpose of this scientific article is to identify the key problems of the formation of the legislative mechanism for the creation and state support of the legal investment order, which should ensure the functioning of the investment market and ensure the state of investment security. Article’s main body. The concept of national investment security, which is part of the national economic security of the country as a whole, is to systematically prevent the threat of a critical shortage of investment resources through the creation and state support of an appropriate legal investment order. The lack of a clear and systematic definition in the legislation of Ukraine of the legal mechanism of state regulation of economic relations, including investment, is a disadvantage, which frankly reduces the state’s ability to effectively influence economic processes and, consequently, its ability to fulfill its functional responsibilities in the sphere of economy. The investment component is a special subsystem of economic security that creates prerequisites for the best use of socio-economic relations in the development and scientific and technical restoration of productive forces of society through active investment activity. In studying the structure of the investment component we propose to take into account: inclusion of the investment component in the system of economic security of Ukraine; differentiation of the investment component by different levels of economy (country, region, industry, enterprise); the property of synergism, that is, the investment component of the economic security of the country is not a mere set of investment components of the economic security of regions and enterprises; formation of an investment component under the influence of many objective factors; the occurrence of various risks as a result of appropriate conditions. Conclusions and prospects for development. That’s why there is a need to develop and substantiate a system of initial concepts related to the economic and legal support of the implementation of the investment policy of the state: the investment market, the investment policy of the state, the legal investment policy of the state, the legislative investment policy of the state, the mechanism of formation of the legal investment policy, investment order and national investment security, etc.

To achieve the purpose hereof, it is required to solve the following tasks:To provide the SWOT analysis matrix of the financial security of the Russian Federation. To determine the influence of the strengths on the opportunities and threats to the financial security of the Russian Federation. To determine the influence of the weaknesses on the opportunities and threats to the financial security of the Russian Federation. To quantify the elements of SWOT analysis. To identify the current threats to the financial security of the Russian Federation. To propose the measures to reduce the threats and to improve the level of financial security of the Russian Federation.Methods. The most common and high-quality strategic planning instrument – the SWOT analysis method – is used herein.Results.The imposition of anti-Russian sanctions made it possible to identify the problematic areas of the state, which are a threat to the financial security of the Russian Federation. The following can be identified as the current threats to the financial security of the Russian Federation: the outflow of domestic capital abroad and offshore; the quantitative restriction of money supply when issuing rubles for the growth of foreign exchange reserves; a high level of external public debt; high tax burden on business; weak investment activity and a slowdown in the rate of foreign investment; the instability of the banking system.Despite the considerable pressure from foreign countries, the Russian Federation is taking measures to neutralize the external threats to national security, reducing the possibility of external influence on its international position.Conclusion/relevance.SWOT analysis of the financial security of the state shows that the strengths prevail in the Russian Federation, but there are many weaknesses and external threats. In the aggregate, the field of strengths and opportunities prevails over the field of weaknesses and threats. The article considers an instrument of influence on the economic development of the Russian Federation in the form of creating special economic zones. The current state of Russian enterprises is described in terms of the theory of techno-economic paradigm. The problem of technological backwardness of Russia is revealed. In this regard, the authors consider special economic zones as an engine for the development of the Russian Federation. The principles of functioning of these zones are described, privileges for enterprises registered in the territory of special economic zones are listed. The types of zones are also characterized, among which four are distinguished by the legislation of Russia: industrial-production, technical-innovative, tourist-recreational and port. Examples are given for each type of special economic zone. The authors examined the stages of construction of these zones, and the legislation that determines their functioning. The article also provides an example of the Innopolis special economic zone: its specialization, what benefits it gives residents and what is located on its territory. The article’s conclusion provides a list of benefits that an enterprise can count on if it is registered as a resident in the territory of a special economic zone. It also proves the existence of a direct relationship between the effective functioning of special economic zones and the acceleration of the economic development of the state, which allows it to enter the next techno-economic paradigm.
