"Policy processes are complex systems and require an in-depth and comprehensive analysis. Especially, factors that affect public policy design and implementation, as two important stages of the public policy cycle, have not been sufficiently explored. The aim of the paper is to analyze the relationship between two critical factors that influence the design and implementation of public policies in the case of Slovenia, namely strategic factors and normative factors, and offer a basis for comparison with similar countries. Based on twenty-two structured interviews with prominent public policy experts in Slovenia and content analysis of the responses, the findings reveal that, although strategic factors are identified by the interviewees as the most critical, the role of normative factors is also important and should not be underestimated. For various reasons, in practice, normative factors often turn out to be crucial."

ABSTRACTOne of the emerging areas in the public policy literature concerns new modes of thought about the construction and analysis of public policy. This article extends notions about politics within the ‘policy design’ literature by considering the implications of different political environments for policy design and implementation. Two different political environments – policies with and without publics – that form ends of a continuum of policy publics are discussed. A contrast is drawn between these two polar political environments with respect to differing policy design and implementation challenges, as well as with respect to differing opportunities for policy learning.

Based on the analysis of scientific resources on the theory of government, political process and public policy, the authors substantiate a conceptual model for assessing the stability and sustainability of state systems. The model is based on empirical analysis of the stability and sustainability of state systems obtained through semi-structured interviews with experts. The authors’ approach includes four main parameters for assessing the stability and sustainability of state systems with the focus on the role of state institutions in coordinating modern politics. The authors emphasize that the notion of ‘transition from government to governance’ often discussed in Russian and foreign scientific literature only demonstrates the possible changes in the role of state institutions in the public area and directions of transformation of public policy, without directly imply that. In this case, it seems promising to search for such conditions that would direct the transformation, and to develop a conceptual framework for diagnosing the state systems’ capacity to change.

Abstract: Studying the control of power abuse in the public policy cycle is newly an appropriate approach used in the policy science. It is a dynamic examine of the control of political power abuse, so this approach helps to reveal the political-social relation in the control of power abuse. The research article started with an analysis of the role of actors related in the political system working in the public policy cycle. Apparently, it clarified the mechanism of controlling power abuse over core subjects in public policy cycle such as controlling power over the Communist Party of Viet Nam with the participation of the Fatherland Front and its member organizations in public policy planning and public policy evaluation as well as the control of the state power with its key role in the formulation and implementation of public policy in Vietnam.Keywords: Political power, control of power abuse, publiy. Public policy is a decision to deal with a particular problem situation, that identifies the objectives, principles, ways, and means to achieve them. The ability and understanding of policy makers in the policy-making process is very important for the realization of public policy of rapid, accurate and adequate. The product to suit the needs of the public policy, public participation in the policy process is needed in the policy cycle, from policy formulation to policy evaluation. This paper attempts to review the importance of community participation and other forms of public participation in the policy process, in particular, policy areas.

Regional development agencies (RDAs) are governance-based institutions that aim to help a specific region to socioeconomically develop by ensuring cooperation among the public sector, the private sector, and nongovernmental organizations within that specific geographical region. In Turkey, which was not able to eliminate the regional differences via centralized policies, development agencies (DAs) were established as “the new-type organizations of public management” in the early 2000s. Taking part in regional development that is a vital area and not having a usual organization have increased the expectations from these agencies. Today, there is a great pressure on DAs concerning their accountability. The best way to understand the level of accountability of DAs that have an approximately 10-year history is to analyze the annual reports they have to announce to the public. This chapter carries out a content analysis on disclosure items in the annual reports of 25 DAs in Turkey and examines their level of accountability to their stakeholders.

This paper provides a discussion on the perception of Malaysian media and environmental non-governmental organisations (ENGOs) on the role of images in shaping the public's mind about environmental matters. Two methods were employed for this study. First, a total of 24 participants from the Malaysian media and ENGOs were interviewed. Second, a total of 2,050 environmental articles on media newspapers and ENGOs newsletters from the period of 2012 to 2014 were collected for the quantitative content analysis. The findings from interview confirmed that pictures were labelled by journalists and ENGOs staff as the most important tool in presenting the reality of the environmental problems to the public. This is because, upon seeing the pictures accompanying environmental articles, readers will gain more trust of the environmental information. This was in harmony with the results of the quantitative content analysis, where more than 60% of pictures were found on environmental articles.

Big data may offer solutions for many challenges for transportation safety, providing more data faster, with higher spatial and temporal resolution. However, researchers and practitioners identify biases in big data that need to be explored and examined before performing data-driven decision-making. Leveraging semi-structured interviews of big data experts, this study includes a quantified analysis of topic frequency and an evaluation of the reliability of concepts through two independently trained coders. To identify the trends in the unstructured textual contents, the research team developed a text mining pipeline to identify trends, patterns, and biases. The study identifies key terms experts use when describing the role of big data in transportation safety, how the terms relate to the big data experts’ language through network plots, and clustering shows a need to focus on sources, quality, analysis, and implementation of big data. Results show value in maintaining the centrality of transportation experts and the public to determine the proper goals and metrics to evaluate transportation safety. Practitioners and researchers can develop new methods to improve population representation with big data, in addition to addressing difficult transportation safety problems. Working ahead of emerging trends and technologies of big data could support further advancements in transportation safety.
