The need to improve the efficiency of transport infrastructure, which is an important subsystem of urban services as a determinant of the quality of life of the city’s population, has been substantiated. The factors that determine the quality of the urban transport system, the features of urban transport have been highlighted. Transport infrastructure development in Russia has been analysed. It has been proved that in the conditions of the formation of the digital economy, artificial intelligence systems are an effective tool for decision-making. In the formation of intelligent systems for managing urban transport flows, the use of network models has been proposed, for which mathematical methods are necessary to obtain not only point, but also interval estimates of the model parameters, taking into account a priori uncertainty.

Cycling and general sustainable mobility has become a topical issue around Europe, and gradually also in Latvia, including Valmiera – a medium size town, which is a research-base for this study where the governance and development of the municipal cycling infrastructure is analysed. The rapid growth of cycling in Valmiera not only highlights some deficiencies in urban infrastructure developments, but also reveals the management problems: the expectations and needs of users of different means of transportation and also pedestrians are not met. Looking towards solving various cycling development issues, it is necessary, first of all, to develop an understanding of system’s approach and the systemic governance of the cycling infrastructure. The urban transport/mobility system must be developed as a whole, integrating cycling mobility in it as an independently and continuously developing component, promoting a process of cooperation between all parties involved. Thus, to facilitate the cycling mobility of inhabitants in Valmiera, the involvement/participation of all the interested parties shall be pro-actively communicated – informed, educated/trained, pro-cycling behaviour encouraged. During this integrative case study, both quantitative and qualitative research methods were applied complementary: analysis of documents, infrastructure observations in the town with photo documentation, survey of inhabitants, also in-depth semi-structured interviews with open-ended questions. Additionally, a participatory observation was conducted through participation in cycling activities, forums, working groups, etc., elaborating suggestions for the municipal planning document - Transport Infrastructure Development Concept of Valmiera.

Abstract. This paper assesses the quality of IASI/Metop-A (IASI-A) and IASI/Metop-B (IASI-B) ozone (O3) products (total and partial O3 columns) retrieved with the Fast Optimal Retrievals on Layers for IASI Ozone (FORLI-O3) v20151001 software for nine years (2008–2017) through an extensive inter-comparison and validation exercise using independent observations (satellite, ground-based and ozonesonde). IASI-A and IASI-B Total O3 Columns (TOCs) are generally consistent, with a global mean difference less than 0.3 % for both day- and nighttime measurements, IASI-A being slightly higher than IASI-B. A global difference less than 2.4 % is found for the tropospheric (TROPO) O3 column product (IASI-A being lower than IASI-B), which is partly due to a temporary issue related to IASI-A viewing angle in 2015. Our validation shows that IASI-A and IASI-B TOCs are consistent with GOME-2, Dobson, Brewer and SAOZ retrieved ones, with global mean differences in the range 0.1–2 % depending on the instruments. The IASI-A and ground-based TOC comparison for the period 2008–July 2017 shows good long-term stability (negative trends within 3 % decade−1). The comparison results between IASI-A and IASI-B against smoothed ozonesonde partial O3 columns vary in altitude and latitude, with maximum standard deviation for the 300–150 hPa column (20–40 %) due to strong ozone variability and a priori uncertainty. The worst agreement with the ozonesondes and with UV-vis retrieved TOC [satellite and ground] is found at the southern high latitudes. Compared to ozonesonde data, IASI-A and IASI-B O3 products overestimate the O3 abundance in the stratosphere (up to 20 % for the 150–25 hPa column) and underestimates the O3 abundance in the troposphere (within 10 % for the mid-latitudes and ~ 18 % for the tropics). Based on the period 2011–2016, non-significant drift is found for the northern hemispheric tropospheric columns while a small drift prevails for the period before 2011.

One of the priorities of the state policy in the field of transport infrastructure development is the modernization of the Russian seaport infrastructure, the creation of modern competitive transport hubs and other architectural objects with a complex functional and planning structure. This article is devoted to the study of functional and technological solutions of modern sea passenger terminals and the requirements to these solutions taking into account the interests of consumers, including people with limited mobility. The functional diagram of the passenger building of the seaport and types of pre-trip passenger training operations are given. It is shown that the efficient decisions of optimizing functional , technological, architectural and planning solutions of seaport passenger terminals is possible with the use of modern IT and technologies for passenger handling. From the perspective of system approach the tasks of functional and technological solutions’ optimization are aimed at achieving the high quality of architectural environment and are the mathematical programming tasks.

This paper demonstrates an application of the previously published method for selection of optimal catchment descriptors, according to which similar catchments can be identified for the purpose of estimation of the Sacramento – Soil Moisture Accounting (SAC-SMA) model parameters for a set of tested catchments, based on the physical similarity approach. For the purpose of the analysis, the following data from the Model Parameter Estimation Experiment (MOPEX) project were taken: a priori model parameter sets used as reference values for comparison with the newly estimated parameters, and catchment descriptors of four categories (climatic descriptors, soil properties, land cover and catchment morphology). The inverse clustering method, with Andrews’ curves for a homogeneity check, was used for the catchment grouping process. The optimal catchment descriptors were selected on the basis of two criteria, one comparing different subsets of catchment descriptors of the same size (MIN), the other one evaluating the improvement after addition of another catchment descriptor (MAX). The results suggest that the proposed method and the two criteria used may lead to the selection of a subset of conditionally optimal catchment descriptors from a broader set of them. As expected, the quality of the resulting subset of optimal catchment descriptors is mainly dependent on the number and type of the descriptors in the broader set. In the presented case study, six to seven catchment descriptors (two climatic, two soil and at least two land-cover descriptors) were identified as optimal for regionalisation of the SAC-SMA model parameters for a set of MOPEX catchments.

The article deals with the problem of transport infrastructure development in modern cities. The relationship of mass motorization with the quality of the urban environment and the development of the transport framework is analyzed. Examples of the modernization of the transport system and the humanization of the urban environment from the world urban planning practice are given. The authors formulated a number of recommendations for the reconstruction of the transport infrastructure on the example of the Crimea.

A global imperative that is especially relevant for Ukraine in view of the social, environmental and economic challenges of sustainable development is to ensure sustainable development. Therefore, addressing the topic of prospects for the development of infrastructure in the country's regions, given the fact that Ukraine is currently moving towards the implementation of a wide range of reforms aimed at improving the welfare of the population is a very important topic. First, because the components of the infrastructure are the main principles of quality of life, which affect the level of satisfaction of citizens. Secondly, a highly developed infrastructure complex is able to bring the country to a whole new European level of development. In terms of infrastructure development, the following priority areas are: housing and communal services, transport and communications, medicine, education, recreation system, ecology, social security, culture, as the most important systems that ensure the gradual sustainable development of each region, and the country as a whole. Despite the sufficient attention of state and regional authorities to the development of infrastructure in many regions of the country, there are still problems of existing infrastructure facilities, such as - educational, cultural, sports, medical, preschool educational institutions and schools, hospitals, etc. The degree of wear of which sometimes reaches 60%. In addition, there are problems with the provision of urban and regional transport to meet the existing needs of residents of the city and its remote areas, which provokes significant time to travel, and so on. In general, the quality of most social infrastructure facilities leaves much to be desired, which determines the high degree of relevance of the topic of this article. The article analyzes the current state of educational institutions, health care and transport infrastructure of the Dnipropetrovsk region, identifies urgent problems. In addition, the problems of the development of transport infrastructure (insufficient number of transport units, its unsatisfactory technical condition, frequent breakdowns, high level of wear, etc.) are highlighted, which requires taking measures to increase the level of accessibility and comfort of transport in the region.

The integration of Ukraine's transport complex into the pan-European and global system of transport networks is one of the country's development strategic directions. The Chuguev city is a significant industrial, transport and cultural center of the Kharkiv region, is part of the agrarian and industrial agglomeration of the Kharkiv region and is located on the international transport corridor (ITC) "Europe - Asia". The current state of the Chuguev city's transport infrastructure is analyzed. The misunderstanding of the strategic role of cities as an economic and socio-cultural phenomenon leads to the fact that the possibilities of a highly intelligent urban environment are not yet in great demand, therefore the assessment of the impact of the international transport corridor "Europe - Asia" on Chuguev's transport infrastructure is a relevant research area. As a result of the SWOT analysis, the strengths and weaknesses of Chuguev's transport infrastructure, related opportunities and threats were identified. As a result of the analysis, major transport issues identified. The priority measures for the Chuguev city's transport infrastructure development of are offered. The construction of the Chuguev city's southern bypass, which will simultaneously become an access road to the airfield, freight railway station, the future regional transport and storage logistics center is proposed to implementation. It is necessary to improve the Chuguev city on the verge of intensifying economic activity and urbanization processes using potential, modernization and development of external transport infrastructure, as well as improving the quality of the territory for further development. Improving the quality of the Chuguev city's territory should be achieved as a result of the development and implementation the "Development of transport infrastructure Concept" as the basis for scientifically based recommendations and objectives to improve transport infrastructure and passenger bus services. The subject of this article is the problem of detecting unknown signals in conditions of high a priori uncertainty, which can occur during the determination of unoccupied frequency channels in cognitive networks. It should be noted that various sources of radio emissions work on the air, which in turn complicates the solution of the problem of detection, since it is impossible to say what kind of signal will be received. Most existing algorithms require information about the signals for their operation. In practice, it is not possible to have such data on all sources of radio emission due to their diversity. The goal of the article is to study non-classical signal detection algorithms in conditions of high a priori uncertainty, when there is information only about noise, and signals are unknown.  The task: to conduct a comparative analysis of unknown signal detection algorithms based on a set of quality indicators and to determine the set of Pareto-optimal detection algorithms, as well as to identify the best algorithm for a set of quality indicators.  The method of statistical modeling of detection algorithms on samples of real signals and noise is performed. As a result, we obtained estimates of speed of work and quality of signal detection for a number of different variants of unknown signal detection algorithms. Possible variants of implementation of the detectors were summarized in the table. These variants were formed taking into account the dimension of the DPF sample and the number of implementations on which the decision is made. A comparative analysis of different types of detection algorithms is carried out taking into account the set of performance indicators and the quality of signal detection. It should be noted that the values of quality indicators of detection of unknown signals and performance indicators of the algorithms are related and contradictory. Conclusions. A multicriteria selection of a subset of Pareto-optimal variants is performed. Using the conditional preference criterion, the only preferred variant of the algorithm for detecting unknown signals is selected from the Pareto subset. The results of the research can be used in automated radio monitoring in cognitive radio networks

В статье рассматриваются основные направления социального развития Республики Адыгея в условиях нарастания вызовов экологической безопасности. Отмечается, что структуру экологической безопасности региона формируют система эффективного природопользования, механизмы сохранения биологического и природного разнообразия территории и экологические инструменты поддержания здоровья населения. Подтверждается тезис о том, что обеспечение экологической безопасности является одним из основных показателей эффективного управления субъектом РФ. Обосновывается необходимость учета современных экологических стандартов при разработке и выборе модели социально-экономического развития региона. Анализируются меры государственной политики в области развития транспортной инфраструктуры, направленные на ослабление деструктивного воздействия экологических вызовов на качество жизни населения республики. На основе генерализации результатов социологических исследований, проведенных в регионе в период с 2008 по 2021 гг. органами государственной власти и авторским коллективом, оценивается отношение населения к экологической ситуации в Республике Адыгея. Делается вывод о целесообразности разработки комплексной программы социально-экономического развития с учетом специфики природно-биологического ландшафта региона и совершенствования экологической культуры как инструмента обеспечения экологической безопасности и высокого уровня качества жизни населения. The paper discusses the main directions of social development of the Adyghea Republic in the context of increasing challenges to environmental safety. The structure of environmental safety of the region is formed by a system of effective environmental management, mechanisms for preserving the biological and natural diversity of the territory and environmental tools for maintaining public health. The authors confirm the thesis that environmental safety is one of the main indicators of effective management of the subject of the Russian Federation. The need to take into account modern environmental standards in the development and selection of a model of socio-economic development of the region is justified. The publication analyzes measures of state policy in the field of transport infrastructure development aimed at reducing the destructive impact of environmental challenges on the quality of life of the population in the republic. Based on the generalization of the results of sociological studies conducted in the region from 2008 to 2021 by state authorities and the author's research team, the attitude of the population to the environmental situation in the Adyghea Republic is evaluated. It is inferred that it is advisable to develop integrated socio-economic development taking into account the specifics of the natural and biological landscape of the region and improve ecological culture as an instrument to ensure environmental safety and a high level of quality of life for the population.

Currently in Russia the most serious attention is paid to the development of a comfortable urban environment. And there are already specific tasks of the President of the Russian Federation V.V. Putin on increasing the urban environment quality index by 2024 and reducing the number of cities with an unfavorable environment. However, the main problem in the development of a comfortable urban environment today is the state of the urban transport infrastructure and the complexity of its development. This is due to the constant growth in the number of urban residents, with an increase in the number of personal, public transport and freight vehicles necessary to ensure the life of cities, as well as the often poor condition of city roads and dense development of old city blocks, etc. As a result, today we need scientific approaches to solving the problems outlined in the article on the development of urban transport infrastructure, using for this logistics as a tool for effectively solving problems for the development of an urban comfortable environment, including using the experience already available in this area of cities such as Moscow, Kazan, etc. The article outlines topical problems associated with the implementation of the scientific concept of logistics for the development of urban transport infrastructure as a mechanism for solving the problems of forming an urban comfortable environment on the example of Yaroslavl, which are typical for most Russian cities, determined by the weak use of modern technologies in regional management planning.
