Currently in Russia the most serious attention is paid to the development of a comfortable urban environment. And there are already specific tasks of the President of the Russian Federation V.V. Putin on increasing the urban environment quality index by 2024 and reducing the number of cities with an unfavorable environment. However, the main problem in the development of a comfortable urban environment today is the state of the urban transport infrastructure and the complexity of its development. This is due to the constant growth in the number of urban residents, with an increase in the number of personal, public transport and freight vehicles necessary to ensure the life of cities, as well as the often poor condition of city roads and dense development of old city blocks, etc. As a result, today we need scientific approaches to solving the problems outlined in the article on the development of urban transport infrastructure, using for this logistics as a tool for effectively solving problems for the development of an urban comfortable environment, including using the experience already available in this area of cities such as Moscow, Kazan, etc. The article outlines topical problems associated with the implementation of the scientific concept of logistics for the development of urban transport infrastructure as a mechanism for solving the problems of forming an urban comfortable environment on the example of Yaroslavl, which are typical for most Russian cities, determined by the weak use of modern technologies in regional management planning.

<p>The article gives the urban environment quality assessment for the administrative entities of the Prokopyevsky urban district. The assessment is based on the methodology developed by V. N. Fedorov and M. Yu. Aksenova. The main indicators for assessing the urban environment quality were: environmental comfort, assessed through the perception of the environmental tension level by Prokopyevskresidents; population provision with social infrastructure facilities that are active components of social relations and act as carriers, forms and ways of meeting common individual demands. Two options for calculating the transport city center accessibility indicated the level of transport infrastructure development: that for vehicle owners and that for public transportusers.Asabasisforassessingtheurbanenvironmentaestheticqualities, the V. A. Nikolaeva method was used. For greater results comparability, scoring scales are used. At the same time, respondents were asked to determine the attractiveness degree and emotional impact of the each district urban environment. The total contribution of the urban environment quality objective factors was estimated with the help of the urban environment integral quality factor.<strong></strong></p>

Cycling and general sustainable mobility has become a topical issue around Europe, and gradually also in Latvia, including Valmiera – a medium size town, which is a research-base for this study where the governance and development of the municipal cycling infrastructure is analysed. The rapid growth of cycling in Valmiera not only highlights some deficiencies in urban infrastructure developments, but also reveals the management problems: the expectations and needs of users of different means of transportation and also pedestrians are not met. Looking towards solving various cycling development issues, it is necessary, first of all, to develop an understanding of system’s approach and the systemic governance of the cycling infrastructure. The urban transport/mobility system must be developed as a whole, integrating cycling mobility in it as an independently and continuously developing component, promoting a process of cooperation between all parties involved. Thus, to facilitate the cycling mobility of inhabitants in Valmiera, the involvement/participation of all the interested parties shall be pro-actively communicated – informed, educated/trained, pro-cycling behaviour encouraged. During this integrative case study, both quantitative and qualitative research methods were applied complementary: analysis of documents, infrastructure observations in the town with photo documentation, survey of inhabitants, also in-depth semi-structured interviews with open-ended questions. Additionally, a participatory observation was conducted through participation in cycling activities, forums, working groups, etc., elaborating suggestions for the municipal planning document - Transport Infrastructure Development Concept of Valmiera.

The relationship of mass motorization with the quality of the urban environment and the development of the transport framework is analyzed. Examples of the modernization of the transport system and the humanization of the urban environment from the world urban planning practice are given. The authors formulated a number of recommendations for the reconstruction of the transport infrastructure on the example of the Crimea.

The need to improve the efficiency of transport infrastructure, which is an important subsystem of urban services as a determinant of the quality of life of the city’s population, has been substantiated. The factors that determine the quality of the urban transport system, the features of urban transport have been highlighted. Transport infrastructure development in Russia has been analysed. It has been proved that in the conditions of the formation of the digital economy, artificial intelligence systems are an effective tool for decision-making. In the formation of intelligent systems for managing urban transport flows, the use of network models has been proposed, for which mathematical methods are necessary to obtain not only point, but also interval estimates of the model parameters, taking into account a priori uncertainty.

Abstract In this article we consider the main problems associated with the anthropogenic load and underdeveloped tourist infrastructure on Olkhon Island. Large numbers of tourists arrive on the island uncontrollably, complicating the operation of transport infrastructure and putting pressure on the landscape. In this regard, there is a need to develop a way to control the tourist flow. Olkhon Island is a protected area, the natural resources of which are protected by many laws and restrictions. At the same time, restricting tourist entry is not possible due to the fact that tourism is the main way for many residents to earn money. In this article, a comprehensive analysis of the current state of the tourist infrastructure on Olkhon Island is made, the main problems are identified, and promising approaches and possible solutions are outlined. We considered the main methods for registering tourists, which are used both in the Russian Federation and in tourist centres in many countries. It was proposed to create an electronic resource that will not only provide up-to-date information about Baikal, Olkhon Island and tourist services, but also allow electronic registration of tourists in this area.

This article considers the problems of infrastructure financing, which is necessary for the successful development of regional economic systems. To identify the current problems in the development of investment attractiveness of the Russian regions, we selected the following factors: availability and level of provision of industrial, social, transport, and other infrastructure with facilities, government expenses on the creation and development of regional infrastructure. The study consists of several stages and is based on data published on the official websites of the World Bank, Gazprombank, the Ministry of Economic Development of the Russian Federation, and the Ministry of Regional Development of the Russian Federation. The study shows that the absolute leaders in terms of infrastructure investments are such countries as China, the United States, and India. In the total amount of infrastructure investments, transport infrastructure and telecommunications have an absolute advantage. In recent years, one of the development priorities of the Russian regions has been investing in physical culture and sports infrastructure facilities. This is due to major international sporting events and increasing the investment attractiveness of the regions. An important trend in the development of infrastructural support for the development of regional economic systems has been the conclusion of international investment transactions (IIT) and regional agreements. Most countries and regions, leading in the inflow of foreign direct investment, are the leaders in terms of infrastructure development at the same time.

The level of transport infrastructure development directly affects the rate of economic growth. In 2018, in Russia, 67.1 % of the total volume of transported goods were delivered by road transport. However, we cannot talk about the full realization of the road transportation system since 57.6 % of public roads do not meet regulatory requirements. The available statistics indicate that, first of all, attention should be paid to the condition of the roads. The article analyzes the system for road maintenance in the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The article examines and analyzes the advanced foreign experience in the field of technologies for servicing roads in the winter. As the result of analysis, the authors propose introducing performance-based contracts into the field of the road sector. The creation of an economically feasible form of performance-based contracts can lead to a decrease in the cost of road maintenance by 10-40 %.

Introduction. As a result of the analysis of statistical data on the number of road accidents that occurred with the participation of personal mobility equipment (PME), the main measures to reduce the considered indicator – accident rate are identified. A wide variety of individual means of transportation, which today is typical for many cities of the Russian Federation and is more prevalent in metropolitan cities, leads to a number of problems, including accidents. In order to develop targeted measures necessary to eliminate the problems that arise, it is necessary to develop a specialized classification system that will allow you to assign PME to a certain category, taking into account the main characteristics and, on the basis of this, to develop the necessary requirements for the movement of various categories of PME in an urban environment.Methods and materials. Increasing the attractiveness of individual vehicles in view of their accessibility and environmental friendliness leads to an increase in their number in the urban environment, which provides prerequisites for changing the urban transport infrastructure and developing certain requirements for their safe movement.Results. The authors analyze the main classification systems of PME and determine the possibilities of their application for the subsequent solution of related problems that arise when driving PME in an urban environment.Conclusion. As a result of the analysis of classification systems, a modified classification system is proposed, based on a minimum set of classification features, which allows you to assign different types of PME to one of the proposed classification group according to a certain weight and power characteristics. The ways of further research in this area are determined.

Cities are a complex social institution. A special feature of cities is the development of engineering and transport infrastructure. In this article, to assess the state of the urban agglomeration, the transport system of the city is considered as an indicator of social comfort. As part of the support, control and management of the urban environment, administrative authorities use information technologies that are implemented using geographical information systems (GIS). These GIS take into account all indicators of social comfort, which are based on spatial data about the urban environment. From this, we present the concept of an urban environment data management model for public authorities. The model is based on geoinformation systems. Since the geoinformation analysis allows you to create thematic maps of the urban environment with their subsequent assessment and calculation of indicators of social comfort. For this purpose, an analysis algorithm is presented for the main indicators of transport infrastructure assessment. Thus, this study provides an opportunity to assess the state of the city model and set goals for the development of urban transport networks to increase the level of social comfort of the population.
