The article is devoted to the problem of technical and technological development, which in the modern globalized world is subject to the laws of cyclicity. The realities of today are evidence that in every country of the world coexist and interact elements of different levels of technological structures, which requires a balanced policy to manage their development. Therefore, the purpose of this study is to identify the main theoretical and methodological approaches to the periodization of technical and technological development of the world economy and the formation of generalized criteria for structuring periods of its cyclical dynamics. In the course of the research the tasks were solved, which consisted in the selection of those theoretical and methodological approaches that most fully cover the causal links between changes in technology and technology, on the one hand, and development – on the other; identifying in each approach the criteria of periodization and determining the possibilities of these approaches to describe the current situation. The methodological basis was such general scientific research methods as dialectics, analysis and synthesis, the unity of historical and logical, as well as methods of generalizations, comparisons and classifications. The result of their application was to clarify the essence and establish the specifics of the conceptual approaches of M. Kondratiev, С. Perez and S. Glazyev, which today are considered to be leading in explaining technical and technological development. Based on the comparison of these theoretical and methodological approaches, a generalized idea of the criteria for periodization of the latter is formed. The general conclusion of the study is the formation of scientific ideas about the stages through which society passes in its technical and technological development. This allows you to properly assess the current state of a particular economic system and choose more effective instruments of economic policy to guide its development through progress.

Purpose. A study of the current state of the fight against cyber terrorism and cyber extremism in the context of the development of new technologies, when modern achievements of scientific and technological progress are actively used in the area under consideration in order to develop new approaches to solving the question posed. Methodology: the article is based on a reasonable combination of the general scientific dialectical method with legal positivism. Social connections and phenomena, and their interaction with scientific categories are considered in dialectical unity. Consideration of a separate document is based on comparative legal positivism. The work uses scientific methods of analysis and synthesis, induction and deduction. Conclusions. 1. Today there is no comprehensive approach to organizing the fight against cyber terrorism and cyber extremism. 2. At present, terrorism and extremism are actively using in their activities modern capabilities of electronic and information-telecommunication systems and technologies. 3. The current global geopolitical situation in the world does not allow the creation of an effective international system for combating and countering terrorism and extremism, especially in the use of modern electronic and telecommunication technologies. Scientific and practical significance. The article presents some of the author’s positions on how, in the absence of effective legal means of organizing the interaction of law enforcement structures of states, it is possible to consolidate one’s efforts to minimize the spread of cybercrime in the world and, in particular, such most dangerous manifestations of it as cyber terrorism and cyber extremism.

Tourism has been growing and diversifying in recent years to become one of the fastest growing sectors of the economy in the world. Modern tourism is closely linked to economic development and is embracing an increasing number of new destinations. Such dynamics have transformed tourism into a key driver of socioeconomic progress. As for recreational tourism as one of the key species, it not only covers most of the related industries directly or indirectly, including transport, construction, trade, catering, agriculture, housing and communal services, culture, art, sports, etc., but also stimulates their development. The focus of recreational tourism on the sea and ocean coasts has expanded the range of tourism services. Aquaculture, which is becoming more relevant in the context of ecosystem conservation, is one of these areas of activity. Since aquaculture and tourism require certain requirements for water quality and the environment, there is an inevitable conflict of interest between entrepreneurs. And as research has shown, such conflicts have arisen in many countries. It has been found that solving this issue may not be the same for everyone. Only individual management, strategic planning and continuous monitoring will allow the effective development of coastal areas and profit for the country. Independent research conducted by the Scottish Research Forum found no evidence of a negative relationship between aquaculture and recreation. In many cases, aqua farms are of cognitive and gastronomic interest to tourists. The study also does not consider the development of aquaculture to be incompatible with tourism, but on the contrary it is an integrating process. Both industries are important to the economies of the countries, so in every territory where aquaculture and recreation can be mutually beneficial, a balance must be struck between them. The aim of the study is to analyze the specific aspects of aquaculture in Ukraine and in the world. The main objectives of our research are: to explore the role and importance of aspects of the introduction of recreational tourism in aquaculture; to analyze the current state of tourism in the world and its economic indicators; to identify the problems of intensification of recreational tourism in the coastal regions of the world; to offer the own vision of the prospects of integrating aquaculture into recreational tourism. Research methods. To achieve this goal there are used general scientific and special research methods in the work, such as: statistical method is for systematizing economic and statistical information on the development of tourism and aquaculture; methods of analysis and synthesis are for studying the functioning of aquaculture in general and its individual aspects; regional method is for studying the functioning of the industry in regional development; method of economic analysis is implemented in identifying trends, patterns and prospects of tourism and aquaculture.

Introduction. The effective transition to social and environmental oriented economy is based on numerous factors. In many countries, financial correction is taking place, the main mechanism of which is the transformation of the economy into a new format. Financial intermediation based on the principles of social and environmental financing can have a significant impact on overall progress. Purpose. The purpose of the article is to assess the current state of the Ukrainian financial market within the level of implementation of the studied tools for the possibility of improving the state of social and environmental responsibility. Methodology.During the study, the following methods were used: dialectical method and methods of analysis and synthesis – to study the main options for social and environmental development of the country based on the use of financial instruments that are actively and successfully used by developed countries; statistical method – to analyse of monthly volumes of issue of "green" bonds in the world; structural and logical analysis – to study projects implemented in Ukraine in conjunction with IFC. Results. The application of financial instruments, such as "green bonds", social impact bonds and "green banking", in international practice to increase the level of social and environmental responsibility has been studied. The prospects of application of the researched financial instruments in Ukraine in the context of financing the projects of sustainable development are estimated.

The relevance of the research topic is justified by the rapid technological development of genetics and genomics and introduction of genetic technologies and inventions in scientific and medical practice, which is not provided with a proper systematized legal protection in national and international legislation. The legislators problems are caused by the uniqueness and complexity of the genomic legal relationship. The subjects of knowledge in the framework of post-non-classical scientific rationality need to focus on the epistemological philosophical foundations of the knowledge of genomic legal relations. The purpose of the study is to identify and reflect the features of knowledge of the legal protection of genomic legal relations. Research tasks suggest defining the concept and composition of genomic legal relations, identifying the object and subject of legal protection of genomic legal relations, distinguishing between the concepts of "legal safeguard" and "legal protection" of genomic legal relations. The methodology of scientific research includes the dialectical method, general scientific logical operations (deduction and induction, analysis and synthesis), and private scientific methods (formal legal and comparative legal methods). Within the framework of the methodology of post-non-classical scientific rationality, a systematic approach to the study of the object of knowledge is used - the study of the structure, functional and instrumental aspects of the protective genomic legal relationship.

The aim of the article is to review the audit as a form of control of the State Financial Inspection of Ukraine and to analyse its forms and types. The subject of the study is the audit as a form of control of the State Financial Inspection of Ukraine. Research methodology. The research is based on the use of general scientific and specialscientific methods and techniques of scientific knowledge. The dialectical method made it possible to investigate the definition of the audit as a form of control of the State Financial Inspection of Ukraine and the procedure for its appointment. The comparative legal method was used in order to compare doctrinal approaches to this issue. Interpretation of the content of normative legal acts of domestic legislation was carried out with the help of the normative-dogmatic method. These acts regulate the problem of appointment and conduction of the audit. The system-structural method was used for the study of the audit institution as a whole (system) with the coordinated functioning of all its elements. Methods of analysis and synthesis helped to study some parts of this institute to formulate further conclusions about its most optimal functioning. Practical impact. The analysis of types of audits, as well as their characteristic features, helped to develop recommendations for improving the procedure for conducting audits by the State Financial Inspection of Ukraine, as well as to identify problematic issues that require further consideration and research. Correlation/originality. In the research, there was made a proposal about audits, which are carried out by the State Financial Inspection of Ukraine and its territorial bodies. The proposal was to make them a form of forecasting control. It was recommended to qualify the fact of prevention the officials of the controlling body from carrying out the audit, checking or not providing the necessary documents for audit and verification as an administrative offense. A special attention was paid to the timeliness of the selection of explanations from the involved persons during the detection of offenses.

Modern society can be described as a complex system. Trends in the integration of cultures, intellectual potentials, technologies have become predominant in social development, which today determine not only social progress but also the private lives of billions of people. Globalization in recent decades is the most pressing phenomenon of scientific controversy. In the course of numerous discussions, certain theoretical and methodological approaches to understanding this phenomenon were outlined, as well as the global problems that globalization has posed to humanity. In recent years, society has changed dramatically, globalization has transformed the existence of humanity. At the heart of these transformations is the technological development of planetary society of the XXI century, which results in the extraordinary mobility of modern man and humanity in general. In this context, society faces risks that can dramatically change human lives. One example of such risks is the COVID-19 pandemic, which has transformed the existence of society, and its consequences will have a long-term impact on the development of our planetary society.

The editors of the special issue, in their call for papers for this special issue, expressed a degree of disquiet at the current state of International Relations theory, but the situation is both better and worse than they suggest. On the one hand, in some areas of the discipline, there has been real progress over the last decade. The producers of liberal and realist International Relations theory may not have the kind of standing in the social/human sciences as the ‘Grand Theorists’ identified by Quentin Skinner in his seminal mid-1980s’ collection, but they have a great deal to say about how the world works, and the world would have been a better place over the last decade or so if more notice had been taken of what they did say. On the other hand, the range of late modern theorists who brought some of Skinner’s Grand Theorists into the reckoning in the 1980s have, in the main, failed to deliver on the promises made in that decade. The state of International Relations theory in this neck of the woods is indeed a cause for concern; there is a pressing need for ‘critical problem-solving’ theory, that is, theory that relates directly to real-world problems but approaches them from the perspective of the underdog.

An estimated 300,000 babies are born each year with severe Inherited Disorders of Hemoglobin (IDH). Despite major advances in the understanding of the molecular pathology, control, and management of the IDH thousands of infants and children with these diseases are dying due to the accessibility to appropriate medical care. In addition, as malaria has been the principal cause of early mortality in several parts of the world for much of the last 5000 years, as a result, it is the strongest force for selective pressure on the human genome. That is why, in the world, there is an overlap of malaria endemicity and IDH. Over the past twenty years several studies have shown that IDH such us hemoglobin and/or red cell membrane abnormalities confer resistance to malaria reducing hence the mortality during the first years of life. This has led to the selection of populations with IDH in malaria-endemic areas. This may explain the overlap between these two pathologies. This chapter aims to present the relationship between IDH and malaria susceptibility, make an overview of the current state of knowledge and the burden of IDH, and highlight steps that require to be taken urgently to improve the situation.

The socio-economic inequality of the Russian regions poses a significant threat both to the successful social and technological development of the country. Since employment is one of the crucial highlighters of such inequality, the paper is devoted to assessing regional inequality in terms of employment quality in the context of technological changes. The article presents a system of social and economic indicators to determine the place of each region in the interregional employment inequality. The novelty of the study includes the methodological approaches and methods to estimate regional employment inequality and its components. The authors reveal the employment quality and its main components keeping relatable with the technological development. Based on these points, we developed employment quality coefficient and carried out a typology of Russian regions in terms of the employment quality. The study uses data from the Rosstat on working conditions and economic activity of the population for 2005-2019. The results expand the scientific ideas about the interdependence of employment and technological development. In addition, the research results should be considered when developing the state technical policy, differentiating the employment policy and socio-economic development of the regions.
