Pelayanan yang efektif dan efisien adalah tuntutan dari masyarakat kepada instansi pemerintah dalam memberikan pelayanannya. DPMPTSP Kabupaten Blitar merupakan salah satu instansi pemerintah yang meluncurkan inovasi pelayanan publik. Inovasi yang diluncurkan oleh DPMPTSP adalah Pelayanan Joss Banget Mas, yaitu Jemput Online Single Submission Bersama Instansi Terkait dan Malam Hari Bisa. Inovasi ini merupakan bukti bahwa DPMPTSP Kabupaten Blitar telah melakukan percepatan pelayanan dan sekaligus menjawab permasalahan yang dihadapi oleh masyarakat. Jauhnya lokasi kantor yang berada di tengah kota serta persyaratan yang belum diketahui banyak masyarakat menjadi dasar diluncurkannya inovasi Joss Banget Mas. Tujuan dari penelitian ini guna mendeskripsikan terkait pelayanan Joss Banget Mas. Penelitian deskriptif dengan pendekatan kualitatif merupakan jenis penelitian yang dipilih oleh peneliti dengan pengumpulan datanya menggunakan observasi, wawancara, dokumentasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa inovasi pelayanan Joss Banget Mas telah beroperasi dengan baik dan sesuai dengan kebijakan PP No. 24 Tahun 2018. Selanjutnya sumber ide-ide inovasi mendapatkan masukan dari pegawai maupun masyarakat. Budaya inovasi pada inovasi Joss Banget Mas adalah penyederhanaan syarat-syarat sehingga memudahkan masyarakat dalam mendaftarkan perizinan usahanya. Selanjutnya kemampuan dan alat inovasi Joss Banget Mas cukup memadahi tetapi terdapat kekurangan pada bagian alat yang digunakan. Kemudian tujuan, hasil, pendorong dan hambatan adalah untuk mempermudah pelaku usaha dalam memperoleh perizinan berusaha, hambatannya yaitu sering terjadi error dan down pada server OSS. Terakhir, DPMPTSP Kabupaten Blitar mengadakan pelayanan mandiri kepada masyarakat guna mengumpulkan data inovasi untuk inovasi tunggal. Kata Kunci: Inovasi, Pelayanan Publik, Pelayanan Joss Banget Mas, Online Single Submission (OSS).   Effective and efficient services are demands from the community on government agencies in providing their services. DPMPTSP Blitar regency of the government agencies that has launched public service innovations. The innovation launched by the DPMPTSP Blitar Regency call as Joss Banget Mas Service with Online Single Submission Delivery with Related Agencies and Can Night. This innovation is proof that the DPMPTSP Blitar Regency and at the same time answers the problems faced by the community. The remote location of the launch of the Joss Banget Mas innovation. The purpose of this research is to describe the services related to Joss Banget Mas. Descriptive research with a qualitative approach is the type with the data collection techniques using observation, interviews, documentation and literature study. The results showed that the Joss Banget Mas service innovation had operated well and was in accordance with applicable policies. The second indicator of governance and innovation in its implementation is in accordance with PP. 24 of 2018. Furthermore, sources of innovative ideas get input from employees and the public. The culture of innovation in Joss Banget Mas innovation is the simplification of the requirements so that it makes it easier for the public to register business licenses. Furthermore, the capabilities and innovation tools of Joss Banget Mas were sufficient but there were shortcoming in the parts of the tools used. Then the objectives, results, drivers and obstacles are to make it easier for business actors to obtain business licenses, there are also obstacles, namely frequent errors and downs on the OSS server. Finally, DPMPTSP Blitar Regency provides independent services to the community to collect innovation data for a single innovation. Quality Public Service Administration Field of Population in Sub District Wonocolo Surabaya. This research is descriptive research using qualitative approach. Technique of data collection is done by observation, interview, and documentation. The research informants in this research are 1 person Head of Government Section as key informant, 1 person service officer in District Wonocolo and 3 people of service user society as supporting informant. From the result of the research, the quality of public service in population administration in Wonocolo district is seen from the aspects of tangible facilities, reliability, responsiveness, assurance, empathy (empathy), namely: (1) Wonocolo district in particular the public service part of the physical facilities and completeness of facilities and infrastructure is sufficient to support the productivity of population administration services in the District Wonocolo. (2) The community is satisfied with the services provided by Wonocolo Sub-district in the reliability aspect of the reliability in handling any community's complaints, reliable in terms of time and the accuracy of the service process. (3) Employees in terms of helping people who need services, especially people who are confused with the service has been seen between officers and visitors who communicate with each other. (4) Security in District Wonocolo has shown efforts to improve the quality of its services related to providing a sense of security for the community that is by placing a parking attendant who helped secure the situation in the parking. (5) Aspects of empathy (empathy), which is given the District Wonocolo is by giving a pleasant impression. It can be seen from the attitude of the officer who explained clearly about the service procedure and received criticism and suggestion wholeheartedly as an introspection for better service. Keywords : The Quality, Public Services, Sub-district Wonocolo

The purpose of this study is to determine the extent of the handling of public complaints management based on E-government in Kendal Regency and the response of the Kendal Regency Government to complaints from the public. This study used a qualitative descriptive research method, while data collection was carried out in three ways, namely observation, interviews, namely interviews with experts or people who understand topic to be researched and documentation study. The results showed firstly that E-government-based complaint handling system at UP4 of the Communication and Informatics Office of Kendal Regency was running optimally. The indicators that can be seen are as of February 2019 as many as 1338 complaints that were submitted to the Public Service Complaints Management Unit (UP4) 1248 have been processed. Second, in the context of implementing e-government in managing complaints, it is included in the scope of Government to Citizens (Government to Society) and also includes the use of Government to Employees services. Third, the types of e-government services in Indrajit (2004: 29-32) are described as divided into three main classes, namely: publish category, interact category, and transact category. In compalint handling system based on e-gove at UP4 Kendal district, it is included in the interact class category, because there has been a two-way communication and interaction relationship between the government and the community. The development of science and technology in this era is increasingly rapid, it encourages the government to make changes and innovations to realize good governance, one of which is in terms of public services. One form of public service in Indonesia is land. The Ministry of Agrarian Affairs and Spatial Planning / National Land Agency as a government agency responsible for land affairs make innovations through the West Kotawaringin Regency Land Office as a tangible manifestation of good governance in land services namely online certificate checking services to provide services that facilitate the community. The purpose of this study is to analyze how the implementation of the online certificate checking service innovation and what factors influence it. This type of research used in this research is descriptive research with a qualitative approach. The results showed that the innovation of online certificate checking services improved the performance of the West Kotawaringin Regency Land Office, which was faster, more precise, transparent and accountable in providing services to applicants. Internal factors that influence are vision and strategy, human resources, organizational structure and organizational culture. External factors that influence are technology, government policies and natural conditions.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

Abstract This study aims to express the factors that influence the existence of Madam balanse dance at Seberang Palinggam. Type of this research was a qualitative study with using descriptive method. The main instrument of this study was the researcher. The additional instruments used were such as stationery, camera and flash disk. Techniques of data collection werecarried out by using literature study, observation, interviews, documentation. The steps in analyzing data were data collection, reduction, data presentation and drawing conclusions of the research. The results show that the dance originated from trading activity which led to cultural encounters, namely Portuguese culture (dance) with Nias culture (maena). The cultural meeting creates a form of art performance  namely Madam Balance Dance. The existence of the Madam balanse dance is influenced by several factors such as: customs, religion, community and government environment. This dance has changed its function from dance as a custom to dance as entertainment, this is because of the lack of interest in the community and the government of Padang to preserve and learn the Madam Balanse dance. One of the efforts to keep the Madam Balanse dance alive and sustainable is that the government have to promote or introduce the Madam Balanse dance again to the public. Keywords: Factors Affecting the Existence of Madam Balanse Dance

The purpose of this research to describe the social capital that is owned by the working group members of PHBS of SMP Negeri 107 Jakarta in an effort to implement a clean and healthy living behavior. This research uses a qualitative approach and is a descriptive research through data collection techniques in-depth interviews, observation, and literature study. The results of this research shows that social capital is owned by members of the working group of PHBS of SMP Negeri 107 Jakarta can support its success in an effort to implement clean and healthy living behavior.

ABSTRACT Income Tax Article (PPH) 21 tax on income in the form of salary, wages, honoraria, allowances, and other payments received or obtained by an individual domestic Taxpayer in respect of employment or occupation, services and activities. Therefore, government agencies and companies paying employees or employees are required to implement the calculation of Article 21 income tax on income received by their employees every month. This research was conducted at PT. Bina Swadaya Consultant. Furthermore, the purpose of this study was conducted to analyze the calculation and withholding of Article 21 Income Tax on employees of PT. Bina Swadaya Consultant, whether it has been in accordance with the Tax Law No.36 of 2008 on Income Tax. This research uses descriptive research method, and data collection technique used is documentation technique. The results of this study indicate that the calculation, deduction, deposit and reporting of PPh 21 applied by PT. Bina Swadaya Consultant is not in accordance with Law No.36 of 2008 on Income Tax article 4 paragraph 1, namely the calculation of Income Tax Article 21 Permanent Employees due to the company does not include attendance allowance in the calculation. Based on that, it is expected that the government through related parties can perform socialization and technical assistance in implementation of Article 21 PPH in enterprises in order to optimize state revenues. Key Words: Calculation of Income Tax (PPH) Article 21, Withholding of Income Tax Article 21   and Provision of Income Tax Article 21

Tuna satak bathi sanak merupakan kearifan lokal masyarakat Jawa yang mencerminkan nilai-nilai luhur kerja sama dan gotong royong pada masyarakat Jawa. Konsep tersebut dipakai oleh para pedagang untuk menarik para pembeli, rugi sedikit tidak mengapa asalkan bertambah saudara. Metode penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan metode studi pustaka pada dokumen-dokumen tertulis berupa buku, artikel, hasil penelitian, jurnal dan artikel media yang terkait dengan konsep tuna sathak bathi sanak serta relevansinya dengan pembelajaran ilmu sosial di sekolah. Hasil penelitian yang menunjukkan bahwa integrasi nilai kearifan lokal tuna satak bathi sanak dapat dilakukan dengan strategi mengajak siswa mengobservasi penerapan nilai tersebut di tengah masyarakat, kemudian siswa mendiskusikan di kelas, dan menggali potensi-potensi kearifan lokal lain yang bisa dikembangkan.Tuna satak bathi sanak: integration of local wisdom of Javanese culture in social science learningTuna satak bathi sanak is a Javanese local wisdom reflects the noble values of cooperation and mutual cooperation in Javanese society, especially used by traders to attract buyers, a little loss is tolerable as long as you get more relatives. Data collection was carried out by using the literature study method on written documents in the form of books, articles, research results, journals and media articles related to mental disabilities and their relationship with social studies learning. The explanation of the results of the study was carried out descriptively. Data were analyzed using descriptive methods with a theoretical approach and concepts in accordance with social studies learning. The results obtained are if the integration of local wisdom values of tuna satak bathi sanak can be done with a strategy of inviting students to observe the application of these values in the community, then students discuss in class, and explore other potential local wisdom that can be developed.

This research was conducted in Tanah Ombak Reading Park, Purus III Village, Padang City, West Sumatra. This study aims to illustrate that Tanah Ombak reading park has a considerable influence in changing the stigma and views of the community around Purus Beach which is very far from the reading material and has bad behavior. This is where the role played by the Tanah Ombak Reading Park to make the children of the Purus Beach community have good character and good literacy too. This research uses descriptive research method using a qualitative approach. The purpose of descriptive research is to provide a description based on accurate facts obtained in the field. The subjects in this study were children who lived around Tanah Ombak Reading Park, while the object of the study was Tanah Ombak Reading Park, Padang, West Sumatra. Data collection techniques carried out by observation, interviews and literature. The informants in this study amounted to one person, Mr. Yusrizal. The results of this study are (1) children's reading literacy and society will develop well if the elements that play a role in the scope understand their respective roles (2) many activities held by Tanah Ombak Reading Park to improve reading literacy(3) Tanah Ombak Reading Park has various awards from other renowned institutions and artists. (4) the obstacle felt by Tanah Ombak Reading Park is the lack volunteers so the activities are not well structured. So it can be concluded that Tanah Ombak reading Park has a positive impact in providing education and teaching to children such as learning to count, draw, tell stories, play, and most importantly teach norms in society. However, all activities are constrained due to the limited volunteers so that the activities are only carried out by children independently, such as reading books by themselves without being accompanied by volunteers. Suggestion for the future that Tanah Ombak Reading Park informs the public about the needs of volunteers so that the activities in Tanah Ombak Reading Park can take place in a structured manner.

The Administrative Court and Law No. 5 of 1986 on State Administrative Justice have been provided facilities for the public to sue the government and ask to cancel the decision made by the government. Law No. 30 of 2014 on Government Administration has been stipulated that Government Administration Act more or less supersedes the provisions contained in the Law of the State administrative justice. Especially in this Law which attracts attention is the expansion of object disputes state Administration. The object of the state Administration dispute in this Act is different from its elements to the Law of the State administrative justice. One of these is a written stipulation that includes factual action. There is no explanation for the meaning of factual acts in this Administrative Administration Act. Therefore, further research is needed in this regard. This study aims to find out and understand the meaning of factual actions in Article 87 letter (a) of Law Number 30 of 2014. This study uses a qualitative approach to the type of research Normative Juridical. Data collection techniques are Library study is to collect data conducted by reading, quoting, recording and understanding various literature that have to do with research material. The object of the state Administration disputed in Law Number 5 of 1986 and its amendment has expanded on Law Number 30 Year 2014 on Government Administration. When the object of the dispute expands, it will affect the decision taken by the legal practitioner in this case is the state Administration judge.
