The article reveals prospects for legislative implementation of educational and scientific systems of higher education institutions in the circumstances of European integration of educational space as envisaged by constitutional provisions of Ukrainian education. It highlights stages in evolution of ideological basis for development of the legislative process in the field of education. It has been found that the first stage established the ideology for development of a national education system; the second stage launched modernization of the national education in accordance with the European standards and principles; the third stage activated the potential for modernization of Ukrainian school on the basis of social equality and cohesion, economic development and competitiveness of Ukraine. The article exposes directions in development of legislation in the field of education which are determined by structural components. It has been established that development of each of the listed areas is covered in provisions of two framework laws on education, state programs and branch-specific laws that have been approved since Ukraine has proclaimed its independence. Analysis of the abovementioned sources facilitated exposure of certain advantages and contradictions, the consideration of which is an important precondition in forming a new regulatory environment for education. The internationalization of education is a requirement for the survival and adaptation of higher education institutions to the conditions of globalization. The internationalization of educational programs involves attracting and training students from outside the borders of nation states; elaboration and implementation of academic mobility programs for teachers and students; organization of scientific and academic events, where the exchange of good practices takes place - characterizes the training opportunities for students and graduates of higher education institutions who could work in conditions of professional mobility and labor migration. The authors in this study aim to describe some educational policies, practiced by developed countries have international higher education systems, based on innovative models.

In the context of modernization of the national education system there is a need to rethink the experience of theory and practice of training primary school teachers. In the Concept of artistic and aesthetic education of students in secondary schools of Ukraine the purpose of artistic education of the younger generation acquires a new humanistic sound. It is ensured through the perception of works of domestic and foreign art, through the practice of artistic activity and is aimed at forming students' personal and artistic attitude to art, their artistic and figurative thinking, enhancing the need and ability for artistic and creative self-realization and spiritual self-improvement. Students of pedagogical faculties of higher education institutions must have formed moral and aesthetic orientations and clear criteria for evaluating the beautiful in art and the world around them. Future specialists must lay the foundations of pedagogical skills; they must become carriers of aesthetic culture. Therefore, the concept of professional and aesthetic readiness of future primary school teachers today requires a precise understanding of its essence, structure and possibilities of formation in the educational process of higher education. The article considers the problem of professional and aesthetic readiness of future primary school teachers for pedagogical activity. The essence and structure of professional and aesthetic readiness of future specialists are characterized. Theoretical and methodological bases of enhancing professional and aesthetic readiness of the students of pedagogical faculties at higher education institutions are revealed. The structural components of professional and aesthetic readiness of future primary school teachers to carry out pedagogical activities are determined. It is proved that the process of formation of professional and aesthetic readiness of future specialists should be carried out taking into account national features, ethnic traditions, which will be directly included in the process of aesthetic and cultural activities of students. The main requirements for professional and pedagogical training of future primary school teachers are summarized.

The article reveals the economic essence of the current state of higher education in Ukraine. It examines the main problems of state regulation of risks and challenges facing modern education at the stage of reform. The subject of the study is the very system of higher education in Ukraine. The purpose of the study is to analyze the state of the modern market of higher education in the country, as well as the features and trends of its development to date in the process of reform. The development of the national education system is shown together with its social and economic problems and challenges, as well as the political conditions that find the direction of the development of education in the country. It was revealed that the main risks in the education system of Ukraine can be considered a decrease in the number of highly skilled professionals, the closure of a number of educational institutions with a reduction in the contingent that lead to financial losses. In addition, among the risks studied, the low efficiency of training technologies and the low-level of graduates’ competence, corruption and low rating indicators in the world educational community are highlighted. The author specifies the existing external risks of the education system in the country and presents possible ways of overcoming them. And also draws the conclusion that the current conditions of the country’s existence and specifically the development of the education sector, the introduction of new models and training programs is a complex process. The reform of higher education today does not have significant results, therefore, it is suggested that the entire education system in Ukraine is integrated and fundamentally reformed, with the aim of overcoming existing discrepancies between the educational product and the needs of society. So, the author says that the modern structure of education should give to ensuring ideal conditions for the functioning and development of the education system, taking into account the needs of modern society and the existing problems in the educational sphere, which should give quality educational services and freedom of choice in education.

This study seeks to explore the problem of the dichotomy of science and its solution in Islamic Higher Education. which is analyzed in the perspective of education policy regarding higher education regulations by using the content analysis method in the study of library research. The issue of the dichotomy of science is actually a classic issue of the dark legacy of the past colonialism which Indonesia's founding fathers have been fighting for a long time. This real effort is proven by the issuance of a joint decree initiated by the Minister of Religion, KH. Wahid Hasyim and the Minister of Education of the Republic of Indonesia regarding the implementation of religious teaching in state educational institutions which are stipulated through the Regulation of the Minister of Religion No. 3 August 11, 1950. In the study of Islamic education, there is a classification (taqsîm) of knowledge, the first is al-'ulum al-diniyyah (religious sciences) which is called religious science and the second is general science or general sciences. In essence, Islam has never recognized the dichotomy of science (tafriqh), Islam only recognizes classification (taqsîm) based on the sequence and stages of learning, starting from fardlu 'ain and fardlu kifayah. The scholars and figures have formulated solutions starting from the regulatory aspect as stated in the joint regulation of the Minister of Religion and the Minister of Education, several other strengthening regulations through the 2003 National Education System formulation and the Higher Education Regulation, or in the form of ideas and ideas such as the tree of knowledge scheme, integration, integration. -interconnection and Naquib Al-Attas' ideal idea of ​​Islamization.

With the global advancements in Information and Communication Technology (ICT) and the national and international demand for well-developed ICT skills and competencies, academic programs at higher education institutions need to make necessary adjustments to content and processes. This study reports on the current ICT integration practices in a TESOL postgraduate program at a Saudi Arabian university, addressing viewpoints at administrative, faculty, and postgraduate student levels. Three different questionnaires were used to answer the following questions: What are the TESOL postgraduate students’ practices of ICT integration, and how do they perceive their professors’ practices? What ICT integration practices do faculty members use, and how do they perceive the merit and desirability of their practices? And ‘How is ICT integration tackled at the administrative level with respect to policy and procedures, infrastructure, training, and technical support? The findings indicate that ICT integration practices in this program are lagging expectations. This is not a matter of attitude, potential, and challenges in the current situation, but is related to understanding the national ICT policy and developing sustainable strategies at an institutional level to guide and support faculty members’ practices. Since the impact of such changes will go beyond higher education to the broader national education system, much more attention needs to be dedicated to teacher education and professional development programs, including TESOL postgraduate programs.

The process of standardization of education is determined by the need to create, on the one hand, unified, and on the other hand, distinctive only to the certain field of knowledge/specialty components, which clearly define the lists of competencies of graduates and expected learning outcomes. This creates the basic mechanisms for developing a wide variety of educational programmers run at higher educational institutions as a basis for training a new generation of specialists with higher education, including pedagogical education, in accordance with the requests of students seen as customers of educational services (internal stakeholders) and employers (external stakeholders). Therefore, educational standards are an essential element of any national education system, the type of which is determined by political, socio-economic conditions, traditions of a particular country and so on. Ukraine, which is no exception, seeks to integrate with the European research and educational space with their high standards in science and education. In the process of specifying the features of training the pre-service teachers to be ready for professional career development with regards to the implementation of Standards of Higher Education in the specialty of 011 “Educational, Pedagogical Sciences”, field of knowledge of 01 “Education / Pedagogics”, in particular for the second (Master’s) level of higher education, it was found that in the list of general competencies of the graduates the most important for the development of professional career are as follows: the ability to search, process and analyze information from various sources (GC2); ability to apply knowledge in practical situations (GC3); ability to acquire and master modern knowledge (GC4); ability to adapt and act in a new situation (GC5); ability of interpersonal interaction (GC7); ability to act socially responsibly and consciously GC8); ability to work in an international context (GC9). Acquisition of such competencies will allow the future teacher to fulfil the five key tasks related to their career growth. These are as follows: 1) career choice; 2) career adaptation; 3) career planning; 4) career change (move); 5) career development.

<p><span>The legal status of polytechnic has been fundamentally changed from time to time. After the Law of National Education System Number 20/2003 and the Law of Higher Education Number 12/2012 came into effect, the polytechnic has been granted a new legal status that offers more diverse programs at various levels. Since then, polytechnic could conduct vocational diploma programs and degree programs in applied sciences from graduate to postgraduate. This legal status raises legal problems whether polytechnic is a higher education institution in vocational or applied sciences. Best education practices in some countries classify applied sciences higher education as academic education, not vocational education. This doctrinal research paper then will examine this legal problem using statute, historical and comparative approach, in the light of the Development Legal Theory. This study shows that the legal status of polytechnic is heavily dependent on government policy. In the absence of a clear and firm ground policy of vocational education, the legal status of the polytechnic has been interpreted differently from time to time. The government ought to reset the vocational education policy and then reform the law of the national education system. Therefore, the legal status of the polytechnic will be more sustainable and have better legal certainty accordingly. Regarding the recent development of higher education, it will be better if the government constitutes polytechnic as a higher education institution in applied sciences.</span></p>

A mentoring approach towards excellence is proposed in this paper. This approach should be followed to develop educational leaders and faculty members to prepare HEIs to build capacity and capability to implement the provisions of the national education policy (NEP) 2020. The approach includes designing the mentoring programme at the institute level, selection and orientation of mentors, selection and orientation of mentees, mentoring process, mentees and mentors’ outcomes, and ultimate outcomes of the mentoring programme-academic, research, and excellence. The authors have noted recommendations to make the mentoring programme successful.
