The Local Government Ordinance (LGO), formulated by the National Reconstruction Bureau (NRB) in 2000 and promulgated by provincial governments in August 2001, assigns powers, responsibilities, and service delivery functions to three levels of local governments: district, tehsil, and union. Responsibilities for the delivery of social and human development services, such as primary and basic health, education and social welfare, are delegated to the district level, whereas municipal services, such as water, sanitation and urban services are assigned to the tehsil level. The LGO does not only deal with the delivery of public services in its plan but also stresses the need for fiscal decentralisation, claiming that “Fiscal decentralisation is the heart of any devolution exercise. Without fiscal decentralisation no authority is devolved.”

In the last ten years the Human Development Index (HDI) in Tabalong Regency, South Kalimantan Province has always been at the bottom of all regencies/cities, namely between 9th and 10th, this is very sad because it is contrary to the condition of Tabalong District which is rich in Natural Resource. In connection with this the local government is trying to find ways to improve HDI so that it can catch up with other regions. Gerbang Emas Bersinar Program, which began in 2015 by local governments targeting mainly in the fields of economy, health education and people's welfare, was able to improve the HDI of Tabalong Regency, which had always been ranked lower in the last few years, always in the top 5. This research will explain how tGerbang Emas Bersinar Policy can contribute to the improvement of HDI in Tabalong Regency.

In 1995 the Dutch Ministry of the Interior and the Association of Dutch Local Governments (VNG) initiated an ambitious program to improve public service delivery. The aim of this so-called Public Counter 2000 (in Dutch: ‘Overheidsloket 2000’ or ‘OL2000’) program was a nation wide network of one-stop government agencies, providing citizens and trade and industry with information and public services. These one-stop government agencies should have both physical and virtual incarnations. The services delivered are primarily those of local government. However, also services of the national level and of (semi-) private agencies may be incorporated. The first phase of the OL2000 program consisted of piloting. Enschede was the host of one of the 15 pilot projects. This chapter describes the background to OL2000, its results and its future plans. It will then focus on the Enschede pilot, Ole 2000. Ole 2000 is a virtual, online public counter for a range of local housing and building services. This chapter discusses the problems encountered in the Ole 2000 pilot and draws out some lessons to be learned from this project.

Fiscal decentralisation aims to provide own financial resources or transfers from the central government for an efficient use of the original competences by local governments. This paper deals with the role of fiscal decentralisation and its impact on local public services. Rational indicators of revenue and expenditure fiscal decentralisation and selected local government expenditure are compared by public services, including the extent of decentralisation in selected EU countries. Modelling and comparison of selected EU countries is carried out through the method of multidimensional scaling according to the similarity of local government expenditure on services of social protection, healthcare, education, and recreation and culture (as % GDP) in years 2006, 2009 and 2012.

Decentralisation puts weigh in the dynamic of local government. As consequences of decentralization, local governments are entitled to enact local regulation in order to serve public services in the daily basis. Local regulation as the product of the Mayor of course does not stand alone. It is part of national legislative system which lay at the low tier of the hierarchy of laws. It should be work effectively and harmoniously with the system. By analyzing the nature of decentralization and the function of local legislation, it is essential to establish a good review mechanism for this legislative product. Different mechanism results in different consequences to the regulation. This article has analysed three mechanisms both preventive and represive; executive review which is done by the Governor and National Government; judicial review which is done by the Court and even political review which is exercised by the local representatives who act as balancing power to the local executive.Keywords: Peraturan Kepala Daerah, Executive Review, Judicial Review, Political Review

Local governments in the Philippines are the nearest service units to its citizens. They are expected to deliver quality services to their constituents. As recipients of the different services, citizens are deemed in better position to assess whether quality services are delivered by the different municipalities in the country. In order to address the need to gather citizens’ feedback on the service delivery performance of the local government units (LGU), the Department of Interior and Local Government developed the Citizen Satisfaction Index System (CSIS). The municipality of Tumauini in the province of Isabela is one of the selected LGUs to implement the CSIS project in the country to measure its performance in service delivery for 2018. This study assessed the awareness and satisfaction of the people in Tumauini, Isabela on the services for Public Works and Infrastructure delivered by the LGU. There were 150 respondents selected using the multi-stage probability sampling method. In gathering the data needed, face to face interview was used with the aid of survey questionnaire. Overall, results revealed that citizens of Tumauini are aware and satisfied with the different service indicators of the Public Works and Infrastructure programs. Results of the study may help local government officials in crafting policies and making management decisions to improve the performance of the local government of Tumauini in the provision and delivery of Public Works and Infrastructure services to its constituents.

Local governance occurs where a local government gives citizens a say in things that really matter to them, and e-governance initiatives provide electronic means to enable citizens to participate in this shared governing of the community. The clearer a local government is about the nature and degree to which it needs to act as a democracy actor (better citizens and better government) and/or a service delivery actor (better decision making), the greater the prospect that it can choose appropriate electronic means through an e-governance approach to meet those ends. In order to guide an e-governance practice and inform further research, this chapter: provides models that articulate the elements that constitute better decision making, better citizens, and better government, and presents examples from five local governments of how electronic means can satisfy particular ends.

This chapter examines the development of e-Government in selected Egyptian local governments. A content analysis of 25 local government website portals was conducted examining categories of e-Management, e-Services, e-Democracy, and e-Decision making. The study first sets out to examine the overall level of maturity of local government websites in these four areas in Egypt. Second, this study examines whether Egyptian human development indicators explain the maturity of local government websites. Firstly, the overall results indicated that e-Government maturity in Egypt was primarily in the information dissemination stage. Secondly, local governments had a greater population in social services industries which indicated a greater level of e-Government maturity. Out of 17 variables tested, there were very few human development indicators related to e-Government website maturity. The results of this chapter showed the maturity of e-Government in local governments in a developing country matched against developed nations. Also, the results showed the limited impact of human development indicators to predict e-Government website maturity.

This study examined the application of e-governance for service delivery in Ojo and Alimosho Local government areas of Lagos State. Questionnaire and Interviews were used as major instruments for data collection alongside other secondary sources. The simple Random Sampling technique was used to derive a sample of 100 respondents from a population size of 748 workers from Ojo and Alimosho Local Government Areas. Simple percentages were used for the demographic data analysis, as well as to test the hypotheses. The findings revealed that the application of E-governance is still a far cry in the local governments. Generally, the concept is novel among the workers as it is generally construed to mean electronic payment of salaries and lodgments into the Banks by the citizens. Beyond this, it was revealed that such facilities like web sites, constant electricity supply, enabling environments to boost tele-density, internet diffusion, adult computer literacy, cyber cafes, computer, etc. were not adequately available as expressed by the respondents.

The Sustainable Capacity Building for Decentralization (SCBD) project funded by the AsianDevelopment Bank (ADB) aimed to strengthen the capacity of local governments in Indonesia.Banjarnegara Regency was selected by the ministry of internal affairs for the implementation ofthe project. The SCBD Project in Banjarnegara consists of five components including frameworkof capacity building, institutional capacity building, human resources management, humanresources development and sustainable financial and budgeting. This project will is held in fiveyears using two funding schemes phases, donor funded the first 3 years (2009‐2011), thencontinued by the local government of Banjarnegara. During the 2009‐2011period, the projecthas finished all five components, PMU then conducted evaluation to ensure achievement of theSCBD’s main goal: strengthening local governance for delivering good public services. The expostevaluation method used to evaluate the SCBD Project for short term outcomes found thatthe project hasn’t directly improved the public services performance even having completed allfive components of the project. Most people in Banjarnegara Regency felt no significantimprovement of public services provided by the government. The ineffectiveness of publicservices can be understood, because not all of the components of the SCBD project had beenthoroughly implemented at local government level. Moreover, many activities of the projecttend to overlap implying lack of coordination among the project implementation units.Key words: evaluation, SCBD

The new approaches to the delivery of local public services include co-creation. In this paper, we focus on two local public service delivery actors: local governments and civil society. Our objective is to identify different types of co-creation in social innovations and the relevant drivers and barriers that account for the success or failure of co-creation processes at the local government level in Slovakia, focusing on the fields of welfare and the environment. The main findings of our analysis are that co-created innovations are mostly initiated by non-governmental actors, and that most local governments have neutral or even negative attitudes to co-created innovations. We provide a positive case study, in which the local government was open to co-creation, and public services were provided in an alternative way. Our study uses a qualitative approach and is based on original survey data from our own research, conducted mainly within the ‘Learning from Innovation in Public Sector Environments’ (LIPSE) research project.
