The historical, theoretical, scientific and practical aspects of architectural and restoration activities, which have observed in the aspect of the formation and development of architectural restoration education in Ukraine are considering within the article. Training issues of restoration specialists of real estate consideration is an important area of architectural higher education due to the need to replenish personnel for the development of scientific-, design- and professional activity spheres. The interdependence of the spheres of science, practice and education is a necessary condition for the preservation of cultural heritage, which currently exists as one of the important indicators of the state's cultural policy. The problem of mastering the architectural and urban planning heritage consists in the need to consider two opposing tendencies: the protection of the primary uniqueness of an architectural monument and the development of a historical urban environment with the involvement of modern architecture techniques, as a result of which historical authenticity is gradually lost and the urban environment is acquiring an increasingly universal and international character. In contemporary architectural design this problem is solved at the stage of developing urban planning documentation and detailed plans for the territory of historical areas, considering the system of restrictions on architectural and urban planning activities in the protection zones of cultural heritage objects of different use modes. The educational programs of the KhNUCEA Department of Reconstruction and Restoration of Architectural Objects have been developed considering professional competencies, aimed at mastering the world experience of achievements in the field of architectural and restoration education while maintaining the traditions that have developed over the years of the architectural education existence in Kharkov. The Department of Reconstruction and Restoration of Architectural Objects, formed in 1996, has united in its team specialists with experience in scientific and practical activities in the areas of urban planning restoration, restoration of architectural monuments, architectural archeology, reconstruction of historical objects.

“Everyone is obliged to take care of the preservation of historical and cultural heritage, to preserve historical and cultural monuments” (Article 44 of the Constitution of the Russian Federation). The study is aimed at considering the most promising methods of safekeeping, maintenance, popularization and museum presentation of cultural heritage. When working on the study, the methods of theoretical analysis and synthesis and the analogy method were used. The authors have identified and analyzed applied areas of safekeeping, maintenance, popularization and modern use of cultural heritage objects, namely: monuments of archeology, architecture and urban planning. Various techniques for inclusion of such objects in the modern socio-cultural and architectural-urban context were analysed. Criteria are selected for choosing monuments of architecture, urban planning and archeology for museification, as well as for their introduction into the tourist and recreational infrastructure of the region. Also the scenario of attracting the population, in particular youth, to the problem of preservation of cultural heritage objects is considered. The authors propose improvement of territory and construction of modular youth centers, and organization of cultural and entertainment events (festivals, exhibitions, historical quests, thematic fairs, performances) near or in the territory of the monument protection zones.

Pre-project studies in modern building design in the historical and architectural urban environment is relevant to architects, as the city-planning requirements are systematically updated and complicated. A special attention is paid to the analysis of international documents, which formulate objective approaches to preservation of the unique architectural and artistic images of the urban environment. The purpose of this study is to concretize the list of research works for identification of the architectural design standards in the historical environment. The events and the standards are formulated on the basis of the structural analysis of the Russian and foreign experience of modern design organizations. A number of proposed analytical studies include the data systematization in terms of town planning regulations established by cultural heritage sites, photographic recording of landscape, graphical analysis of streets in order to identify common patterns in the historical development of the architectural environment and styles. On the examples of Achinskaya Street in Tomsk and a new construction project the process of developing such standards is clearly demonstrated. The presented design method can be used in the design and estimate documentation for new building construction within the protection zones, development control zones and will meet the requirements for the Federal Law of Cultural Heritage Objects (Historical and Cultural Monuments) of Peoples of the Russian Federation.

Cultural heritage objects constitute a very diverse environment, inhabited by various bacteria and fungi. The impact of these microorganisms on the degradation of artworks is undeniable, but at the same time, some of them may be applied for the efficient biotreatment of cultural heritage assets. Interventions with microorganisms have been proven to be useful in restoration of artworks, when classical chemical and mechanical methods fail or produce poor or short-term effects. The path to understanding the impact of microbes on historical objects relies mostly on multidisciplinary approaches, combining novel meta-omic technologies with classical cultivation experiments, and physico-chemical characterization of artworks. In particular, the development of metabolomic- and metatranscriptomic-based analyses associated with metagenomic studies may significantly increase our understanding of the microbial processes occurring on different materials and under various environmental conditions. Moreover, the progress in environmental microbiology and biotechnology may enable more effective application of microorganisms in the biotreatment of historical objects, creating an alternative to highly invasive chemical and mechanical methods.

Problem statement. In the modern urban planning practice of development of historical cities the role and potential of the city center are still insufficiently defined, features of its preservation and possible development are not revealed. In Ukraine, there is still no clear definition of the concept of “city center”, which does not contribute to the sustainable urban and architectural development of historic cities. Today there are different interpretations of such an urban category as “city center”. According to the researcher M. Bevz, the “city center” provides a rare opportunity to trace the millennial evolution of the urban planning system, which is rare in Ukraine. Some researchers believe that the city center is an important communication hub and a special space in which various functions of urban life are introduced, in all its evolution, modification, meanings and perceptions (O. Rybchynsky “Formation and revitalization of historical cities of Ukraine”). The author of the study considers it most appropriate to consider the concept of “city center” as identical to the concept of “historical core of the city”. Characteristics of the concept of “historic area of the city” appeared only in 2000 in the Law of Ukraine “On Protection of Cultural Heritage” as part of the settlement, which preserved cultural heritage sites and related planning and form of construction that originate from previous periods of development, typical of certain crops or periods of development. One of the most important methods of preserving and properly modernizing the environment of historical areas should be considered “revalorization”, which contributes to the cultural value of the historic city center. The purpose of the article is to highlight the importance of the historical area as a basis for the formation of interactive recreation. Results. Implementation of revalorization into the theory and practice of domestic reconstruction of the urban environment on the basis of comprehensive and deep theoretical research, as well as ideas for improving and arranging urban space with a focus on successful foreign solutions for using the cultural potential of the central areas of historical cities in the system of interactive recreation. The city should be considered as a multifunctional phenomenon in the diversity of manifestations due to its general cultural and historical significance. In this context, the historic city center is a concentration of interactive communication between residents. Interactive communication is primarily an exchange of ideas for improving the urban environment and enhancing information exchange between people. In such interaction of people and environment of special importance acquires the reflection of human emotional reaction to the made architectural and town-planning environment with its historically formed “human” scale and richness of forms that in turn is necessary protective reaction of the modern person to “standardization” of new city building. The creation of interactive recreation based on the cultural potential of the historic areas of the city allows to form in these areas full-fledged interactive recreational spaces in the combination of existing and new buildings. Scientific novelty and practical significance. Due to the active growth of requirements for the quality and comfort of the urban space of the historic core of the city, the practical significance of the study is to study the historically formed substance of the city, its authenticity; preservation, revival and development of the historical image of the city center on the principles of revalorization. Today there is a need to find and develop methods of activating the environment, one of which is the creation of interactive recreation, which will help to adapt the city-forming and functional significance of their historic areas to new needs.
