KAJIAN LITERATUR MODEL KONSEPTUAL KEBERHASILAN E-GOVERNMENT

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

The present paper consists of two parts. In the first part, the issues of communication between government and business entities have been considered. The role of the communication for the modern society development has been assessed. Implementation of concepts of open government, public participation and corporate governance are the requirements to the governments who would like to “keep in touch” with business entities. In many countries, cooperation, awareness and continuous interaction not only with citizens, but also with business entities became important factors of changes in the system of management, especially in the government information policy. In such countries, a shift is observed of regulatory function toward more open and more interactive interaction. Business entities have a real chance now to influence the improvement and development of public policy and management system. The publications on this subject mainly those published abroad, have been analysed. A particular emphasis is on the characteristics of communication channels: reliability, speed and effectiveness (efficiency). In the second part of the paper, the issues of creation of “digital government”, as well as special aspects of creation of “digital government” in developing countries have been considered, although in many ways the processes of “digitalization” of government organs are characteristic for the developed countries as well. It has been noted, that the implementation of digital information technologies and digital communications in the public sector organization would have a favorable impact on the way the public services are provided. With proper implementation, the digital government may decrease the cost of provision of public services and establish conditions for better contacts with citizens, especially in distant and less populated regions. Digital government can also influence the creation of better transparency and accountability of the decisions made, stimulate the development of local digital culture and promote the development of democracy. To determine the efficiency of any particular act of communication the concept of “communicative result” is introduced. The cultural dependence of the communication result has been noticed.

Dalam kehidupan berbangsa dan bernegara, maka pemerintah memiliki fungsi memberikan berbagai pelayanan publik yang diperlukan oleh masyarakat, mulai dari pelayanan dalam bentuk pengaturan ataupun pelayanan-pelayanan lain dalam rangka memenuhi kebutuhan masyarakat dalam bidang pendidikan, kesehatan, utilitas, dan lainnya. Berbagai gerakan reformasi publik yang dialami oleh negara-negara maju pada awal tahun 1990-an banyak diilhami oleh tekanan masyarakat akan perlunya peningkatan kualitas pelayanan publik yang diberikan oleh pemerintah. Peningkatan kualitas pelayanan publik mutlak diperlukan mengingat kondisi sosial masyarakat yang semakin baik sehingga mampu merespon setiap penyimpangan dalam pelayanan publik melalui gerakan maupun tuntutan dalam media cetak dan elektronik. Apalagi dengan adanya persaingan terutama untuk pelayanan publik yang disediakan swasta membuat sedikit saja pelanggan merasakan ketidakpuasan maka akan segera beralih pada penyedia pelayanan publik yang lain.Hal ini membuat penyedia pelayanan publik swasta harus berlomba-lomba memberikan pelayanan publik yang terbaik. Ini yang seharusnya ditiru oleh penyedia pelayanan publik pemerintah sehingga masyarakat merasa puas menikmati pelayanan publik tersebut.Kata kunci : pelayanan publik di provinsi riauABSTRACTPublic service is basically about a vast aspect of life. In the life of nation and state, the government has a function to provide various public services needed by the community, ranging from services in the form of arrangements or other services in order to meet the needs of the community in the field of education, health, utilities, and others. The various public reform movements experienced by developed countries in the early 1990s were much inspired by public pressure on the need to improve the quality of public services provided by the government. Improving the quality of public services is absolutely necessary given the improved social conditions of the community so as to respond to any deviations in public services through the movement or demand in print and electronic media. Especially with the competition especially for public services provided by the private makes little customers feel dissatisfaction it will soon switch to other public service providers.This makes private providers of public services must compete to provide the best public service. ABSTRACT One of the supporting factors for the success of the bureaucracy in carrying out its functions as executor of public services is the existence of quality of bureaucratic leadership. As a means of improving the quality of public services organized by the bureaucracy, some developed countries have implemented Electronic Government. This study aims to explore new concepts for the development of bureaucratic leadership theory and electronic government implementation of the quality of public services. The design of the study used a quantitative approach to test the truth of the theory against empirical reality from the influence of bureaucratic leadership variables (X1) and the implementation of Electronic Government (X2) on the quality of public services (Y). The results of this study, Bureaucratic Leadership proved to have a positive effect on Public Service Quality, amounting to 39.6%. The implementation of Electronic Government proved to have a positive effect on the Quality of Public Services, amounting to 33.9%. Bureaucratic leadership and Electronic Government Implementation together have a positive effect on the Quality of The Population and Civil Registration services in the Cilegon Municipality Population and Civil Registration Agency, at 28.6%. In order to preserve this positive influence, Cilegon Municipality Bureaucracy leaders are advised to continue to improve: Employee Motivation, Employee Quality, Effectiveness of Electronic Government-based Service Socialization, Electronic Government-based Organizational Culture, and e-Leadership.Keyword: Bureaucratic Leadership, Electronic Government, Public Services ABSTRAKSalah satu faktor penunjang keberhasilan birokrasi dalam menjalankan fungsinya sebagai pelaksana pelayanan publik adalah adanya kepemimpinan birokrasi yang berkualitas. Sebagai sarana dalam upaya meningkatkan kualitas pelayanan publik yang diselenggarakan oleh birokrasi, beberapa negara maju mengimplementasikan Electronic Government. Penelitian ini bertujuan untuk menggali konsep  baru bagi pengembangan teori Kepemimpinan Birokrasi dan Implementasi Electronic Government terhadap Kualitas Pelayanan Publik. Desain penelitian yang digunakan dengan pendekatan kuantitatif untuk menguji kebenaran teori terhadap kenyataan empirik dari pengaruh variabel kepemimpinan birokrasi (X1) dan implementasi Electronic Government (X2) terhadap kualitas pelayanan publik (Y). Hasil penelitian ini, Kepemimpinan Birokrasi terbukti berpengaruh positif terhadap Kualitas Pelayanan Publik, sebesar 39.6%. Implementasi Electronic Government terbukti berpengaruh positif terhadap Kualitas Pelayanan Publik, sebesar 33.9%. Kepemimpinan Birokrasi dan Implementasi Electronic Government secara bersama berpengaruh positif pada kualitas Pelayanan Publik Kependudukan dan Pencatatan Sipil di Dinas Kependudukan dan Pencatatan Sipil Kota Cilegon sebesar 28,6%. Guna menjaga kelestarian pengaruh positif ini, pimpinan Birokrasi Kota Cilegon disarankan untuk terus meningkatkan: Motivasi Pegawai, Kualitas Pegawai, Efektifitas Sosialisasi Pelayanan berbasis electronic Government, Budaya Organisasi berbasis Electronic Government, dan e-Leadership.Kata Kunci: Kepemimpinan Birokrasi ,E-Government, Pelayanan Publik.

Facts show that the quality of public services based on information technology in Palembang Governance is still low because there are still many public complaints about the services provided. For example, completion of the provision of building permit, e-ID card, industrial business permit, trade license and other permits taking a long time and costing additional charges. This research was conducted for three years, for the first year, research method and approach used was quantitative method. In this research, there were 200 respondents from civil state apparatus in work unit of Local Governance of Palembang directly or indirectly involved in providing public services. Through statistical test using SPPS, it is found that simultaneously and partially the development of apparatus resources through the dimensions of learning, education, development and training greatly affect the quality of public services based on information technology in the Government of Palembang. Thus, it can be concluded that the more improved aspects of learning, education, development and training, then the quality of public services based on information technology will also increase.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

Purpose Hospital information system (HIS) can be examined as a vital factor for developing the quality of health care and cost managing. There exists abundant literature on HISs, but implementation-based literature of HIS is rare, typically about progressive countries. However, a study that can comprehensively review published articles is scarce. Therefore, this paper aims to examine the systematic and comprehensive study of HIS in developed countries. Together, the benefits and harms relevant to HIS’s different mechanisms have been considered, and the fundamental challenges of them are addressed to design more efficient HIS in the future. Design/methodology/approach HIS has been used globally for numerous years and is now being used in a wide area. HIS is broadly used in clinical settings. Information technology (IT) and information system have been suggested as a required piece to solve the health-care-related issues. Hence, to improve HIS’s ability, this paper conducted a review method concentratating on research related to HIS until 2019. A total of 21 papers were recognized and examined as principal research for the summary. Findings The authors found that HIS can help in reduction of medical mistakes, enhancement doctors’ performance and increase in the quality of the care provided. HIS management can be used to provide better health-care services. Therefore, HIS must be sensible and use clear structures. The authors conclude that, generally, with an increase in awareness, acceptability and the need for HIS worldwide, there will be more strategies and approaches available. Research limitations/implications First, this paper provides an outline of the status of HIS. Second, it identifies some distinct research gaps that could be worth studying. Some flawless work may be removed because of applying some filters to select the original articles. Surveying all the papers on the topic of HIS is impossible, too. Practical implications Design and sustainability of HIS is still a big issue for most developing countries, despite its wide usage in the developed countries. The technology is changing rapidly, so the field should be reviewed regularly. This paper suggests a suitable framework that will guide HIS in the local conditions of developing countries. Social implications The government will be assisted by the suggested solving ways in its performance and design of electronic health-care projects. Originality/value The study brings the viewpoints on the state of HIS mechanisms in developing countries. The paper’s results can offer visions into future research requirements. By providing comparative information and analyzing the current growths in this area, this study will support researchers and professionals to understand the progress in HIS mechanisms better.

Firms from developed countries are increasingly offshore outsourcing services to developing countries to have cost as well competitive advantages. Although this is a growing practice, there has been limited empirical attention in understanding the outsourcing phenomenon, particularly from the perspective of service provider firms that execute important business processes for their overseas clients. Despite growing trends to outsource, only a few service provider firms report success. This puts the service provider firms under increasing pressure to add value and improve quality of relationship. They have to depend not only on tangible factors but some intangible factors also play an important role in their performance. In this paper, the authors try to find out factors that influence performance of service provider firms. Multiple regressions using four indicators of firm performance are carried out to see the influence of certain factors on information technology enabled service (ITES) firms’ performance.

This study aimed to examine the effect of the use of information technology, human resources and competencies on the quality of local government financial statements by the  accrual based government accounting standards  as interverning variable on the Government of Barru. Accrual accounting standards as defined in Regulation 71 of 2010 (PP No.71 Tahun 2010) concerning the Government Accounting Standards, and more technically set in Regulation 64 of 2013 (Permendagri No.64 Tahun 2013) concerning the Government Accounting Standards Implementation of Accrual Based On Local Government. The method used is descriptive survey. Samples were employees in the accounting / financial administration of the region on regional work units (SKPD) and Regional Financial Management Officer (PPKD) within the scope of local government Barru district. Methods of data collection is done by distributing questionnaires. Data were analyzed using path analysis. The results showed that the utilization of information technology have significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards, while the competence of human resources has no significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards.Keywords: Information Technology, Human Resources and   Competencies, Accrual Based Government Accounting Standards, Quality of Local Government Financial Statements.

User data fuel the digital economy, while individual privacy is at stake. Governments react differently to this challenge. Estonia, a small Baltic state, has become a role model for the renewal of the social contract in times of big data (hence, often ironically referred to as "E-stonia"). While e-governance usage has been growing in many parts of Europe during the last ten years, some regions are lagging behind. The Estonian example suggests that online governance is most accepted in a small state, with a young population, trustworthy institutions and the need of technological renewal. This work examines the development of e-governance usage (citizens interacting digitally with the government) during the last decade in Europe from a comprehensive cross-country perspective: Size, age and trust are relevant for the usage of digital government services in Europe. However, the quality of past communication infrastructure is not related to e-governance popularity.

Under the background of government purchasing public services (GPPS), the development of NGOs faces new opportunities and challenges. To promote the development of NGOs and optimize the quality of public services. This paper analyzes the internal problems of NGOs undertaking GPPS, such as structural mismatch, low employee autonomy, high mobility and lack of professionalism, and government departments in the GPPS management loopholes, unclear regulatory responsibilities, inadequate supervision and other external factors. With the help of 7S model, this paper puts forward that the government provides a good cooperation environment for NGOs to undertake public service projects by changing management mode, strengthening system construction and training employees. NGOs define their own positioning by formulating strategic planning, matching the demand structure of public services, improving working methods, and updating service concepts. The government and NGOs work together to achieve the win-win goal of optimizing public service quality and promoting the development of NGOs.
