Merit System is the placement of someone with a high leadership position based on their competency. The government as the holder of power always makes new regulations or policies and also changes existing policies, to improve the quality of life of the people and the government institution itself. This article aims to analyze the merit system policy in the implementation of the government in Indonesia in implementing the principles of good governance and to see how the role of Baperjakat in making the mutation decision letter has caused problems between ASN and the Regent of Simeulue. The research method uses descriptive qualitative through literature review and research information. Sources of data obtained through journals, news, and documents. Data analysis techniques using Nvivo plus 12 analysis in the form of the crosstab. The results showed that the procedure for the policy of the position of the State Civil Apparatus (ASN) issued by the Regent of Simeulue was not based on established rules. In the process of mutation, the basic foundation of its implementation is still to use the seniority system and the spoil system where this system is not well used in the mutation process. In this mutation, the application is not by the principles of good governance.

The government plays an important role in ensuring the country’s development.  Similarly, for a province; the government of a province should take actions to improve the quality of the province. However, besides the government there are the role of civil society organizations that could not be ignored. If the government and civil society organizations’ perspectives are contradicting to each other, community will be living in ambiguous situation; there could be some of the community will choose to be in the civil society organizations’ sides, or in support to the government. This essay will describe how the people in Aceh Province in Indonesia has experienced various challenge because of there were some contradictions between the government and certain civil society organizations. Therefore, it is necessary to have good cooperation between government and civil society organizations. Although the civil society organizations will act as oppositions or partners of government, but it should synergy with the main aims should be for the better life of the people; community development.  Keywords: government, civil society organizations, community, development

The DMIJ program is a noble program from the Indragiri Hilir Regency Government to advance the villages in this district. The community is a welfare target as well as an element driving the success of the DMIJ program. This program is one of the government's flagship programs to advance villages in Inhil Regency. There are not many scientific studies have specifically addressed this program. There are actors who must work together in order to achieve the goal of this program. In addition, the factors that influence the success of this program must be maximized by these actors and implemented in a sustainable manner. This journal explained what matters should be the District Government in order to maximize the activities that will be carried out at the Integrated DMIJ Plus. This journal discussed  how important the role of the community is in the DMIJ program and what factors can influence community participation. This journal is expected to become a consideration for the government to win the hearts of the people so that they are willing to work together to make the DMIJ program a success

Creating Good Governance is the role of the Government to improve the welfare of thecommunity. For the essence of government is public service. The Fire Department is anagency of local government office which is engaged in the social community services,particularly services in the handling of the fire hazard. The purpose of this study was todetermine the quality of service in the fire department of Surabaya in accordance withservice quality dimensions of Agus Dwiyanto namely: the attitude of the officer, theprocedures, time, facilities and services. Informants were taken are the people who neverget the services and Surabaya City Firefighters. In the method of data collection, theresearchers used primary data by using a questionnaire to the informant. The results showedthat the quality of service at the Fire Department in Surabaya based on five dimensions ofservice quality in general has not been fulfilled optimally. Particularly on indicators ofresponsiveness officer, indicators ease of the procedure, according to SOP service indicatorand service satisfaction indicators get low grades. Therefore, the Government Office offires are expected soon as possible to fix the procedures and services as well as the attitudeof officers to serve the community with optimal namely by providing training andeducation to the intense fire officials that the ability and insight to grow.Keywords: quality, service

Emerging trends point to good governance as a panacea towards accelerated development in economic, political and social sectors of nations. Nigeria, wishing to realize, promote or maintain economic, political and social strides, should strive to embrace good governance. Efficient political and economic strands promote social order. The leaders and the led should embrace the good governance philosophy if development administration is to meet the underlying rationale it stands for. Both the leaders and the led have their (individual) roles to play to embrace good governance and strengthen development administration. Good governance in development administration is showcased in government‘s ability to design, formulate and implement policies and programmes which are development oriented and committed to the improvement of the quality of life of the citizens. It is especially accepted, that to promote good governance, the civil society should be obedient to the policies or constitutional dictates expected of them. However, the government through its arms should lead while the citizens follow.

Accountability and transparency are key principles to fight corruption and achieve good governance in any country, especially in a democratic setting. Accountability and transparency are the criteria for goof governance which bring about legitimacy and popular support from the people. The economy of the country cannot develop when its members lack a sense of duty and accountability. In create an administration that will be responsive to the yearnings and aspiration of the people by the government, the role of accountability and transparency cannot be over stressed. This paper examines the concept of accountability, transparency and corruption in decentralized governance. It highlights the types of accountability and identify that the process of accountability should increase the pressure for more transparent local governance.

This research aims to determine the role of the village government in improving the welfare of the people of Bulili Village in Duhiadaa District, Pohuwato Regency. The research approach uses descriptive research which provides an overview of how the government plays a role in improving the welfare of the community in the village of Bulili, Duhiadaa District, Pohuwato Regency. Informants were the village head, village head, BPD chairman, LPM Chair, village treasurer and Bulili village community leaders. The results showed that the Bulili Village Government in improving community welfare carried out three programs such as: 1) agricultural production improvement program. For the economic sector the Bulili village government planned assistance that would improve the economy of Bulili villagers such as providing rice seeds, corn seeds, tractor assistance, Hansplayer (tengki) assistance, fertilizer assistance, and PNPM assistance, 2) program to increase livestock production, namely the collaboration of district government, sub-district government and Bulili village government in the form of providing assistance for productive superior cows and productive goat seeds to village community livestock farmers bulili which was formed by the village village government. 3) development of village livestock agribusiness, which is to form a group of livestock farmers who are given the assistance of productive cow and goat seeds to each group to be managed as part of a government program in order to improve the welfare of the village community. In addition, the formation of livestock farmer groups is one of the right solutions in increasing livestock business in the village, various livestock businesses such as the procurement of productive seeds, prevention of livestock diseases and access to marketing can be done in groups and work together which in turn increases profits and business income in order to improve the welfare of the people in Bulili village.

<p>Purpose: to analyze the assessment of the the Government Institution Performance  Accountability Report of Bogor General Election Commissions compared to the<br />Bandung General Election Commissions which are used to measure the success of performance achievements and budget realization of a government agency to<br />realize the principles of good governance and to understand the use of<br />performance reports in improving the quality of performance in the next period. <br /> <br />Design/metholodology/approach: This research use qualitative approach with case<br />study method in Bogor General Election Commissions and Bandung General<br />Election Commissions. Data collection use document review.Finding: The results of the assessment analysis of the Government InstitutionalPerformance Accountability Report (LAKIP) of the Bogor City KPU compared to</p><p>the Bandung City KPU showed that the achievement of the performance of the<br />Bogor City KPU and the Bandung City KPU on the strategic targets set in the<br />performance agreement generally achieved the targets and in accordance with the predetermined plan, but there are also activities that do not reach the target, this is due to experiencing constraints caused by several factors in the assessment process<br />of Government Institution Performance Accountability Report (LAKIP).</p><p>Originiality/value: to maintain and improve the performance achievement it needs<br />cooperation, coordination, improvement and commitment off all Bogor General<br />Election Commissions and Bandung General Election Commissions employees</p>

The quantity and quality of green open space (RTH) in big cities in Indonesia has decreased and resulted in environmental damage. The existence of green space is very much needed by the people of DKI Jakarta. However, the availability has not met the standards set by law, it is suspected that the capacity of RTH managers and the role of stakeholders in encouraging land use for RTH sustainability is not maximized. This study aims to analyze the level of sustainability of RTH and analyze the factors that influence the sustainability of RTH in DKI Jakarta. The research method uses quantitative data with survey methods and questionnaires as a data collection tool. The number of samples taken as many as 340 people for sub-districts and villages was selected by purposive sampling with the consideration that there are green alley activities for the sustainability of RTH. Data were collected from December 2019 to February 2020. The data were analyzed descriptively using SPSS 24 and inferential PLS 3. The results showed that the level of sustainability of RTH in DKI Jakarta was in the low category on economic, ecological, socio-cultural aspects and very low category for aesthetics. Stakeholder support has a positive and real impact on the sustainability of RTH which is reflected by the role of the government, community, media and extension workers. Manager capacity also has a positive and significant impact on the sustainability of RTH which is reflected by technical, managerial and social capacities.

The bureaucracy arrangement in the government administration process studied in this research is how the role of the bureaucracy in the government administration process and the factors that influence the bureaucracy in the government administration process. This research is an empirical juridical legal research, by looking directly at the legal behavior of bureaucratic officials. Legal materials obtained regarding the structuring of government administration processes in Maros Regency are analyzed to find solutions to the problems faced. The results showed that the bureaucratic arrangement in the government administration process in Maros Regency, can be seen from the administrative management process by looking at the level of ease of service procedures, speed in service, low costs charged to the people, professionalism of officials in providing services. That the Maros Regency government in realizing the governance administration process has been running even though it is still not optimal. This is because there are still irregularities that occur in terms of public services to the community, although this is still in the stage of reforming towards excellent service standards. The influencing factor in the implementation of the bureaucracy in the implementation of public services in Maros Regency in serving the community is the availability of sufficient budget to support the operational implementation of public services. And the inhibiting factor is the service procedure factor, in addition to the lack of facilities and infrastructure

The existence of a favorite place is a public space that has an important role in the development of villages in urban areas. In the city of Denpasar there are many kampung-kampung (kampung-kampung: a community) that have many favorite places, where the existence of favorite places itself has quality with various facilities. This study aims to determine the quality of people's favorite places in the neighborhood. This study aims to determine the quality of people's favorite places in their neighborhood. The focus of the problem raised is places that are considered favorite by the people in their neighborhood and how the quality of physical object facilities, non-physical object facilities and infrastructure facilities at the favorite places. The research method used is a qualitative method, with a case study approach, the technique for collecting research data is through interview techniques, where the speakers come from people who live in Kepaon Islamic Kampung, Pemogan, Denpasar, asked to write on a piece of paper the places that people consider favorite according to their feelings, this writing technique aims to avoid the occurrence of the expression of feelings towards a favorite place between one resource person with another resource person. This research shows that there are many favorite places in the area of Kampung Islam, Kepaon, Pemogan, Denpasar, but favorite places that have quality with good facilities that are chosen by many people in their neighborhoods such as; Al-Muhajirin Kepaon Mosque, Sungai Taman Pancing Tukad Badung, Kertha Boga Market. The role of the community as well as the government is able to care for and maintain the quality of these favorite places, so that the community is guyub (guyub: close-knit interaction) to live in the area.  Index Terms— favorite places, community, neighborhood
