Innovation in general education governance is one of the development trends not only in Vietnam but also in the world. This is also an important measure to change and improve the quality of education, especially expand autonomy of high schools and universities. The paper focuses on some main contents: overview of general education; the experiences of some countries in the implementation of the school administration model towards the school autonomy model so that give lessons for Vietnam’s education can be learned in the context of development conditions nowadays. The results in this work would be used to classify the schools into the various groups. The data also analysts on decision-making capability, on what we called an “index of school autonomy”, expressed the possible level of school-level decision-making.

The article deals with the world rating of Ukrainian educational sphere according to The Global Competitiveness Report and UNESCO Science Report. It shows comparative indices of Ukraine in contrast to the other countries of these world ratings according to the “Quality of primary education”, “Penetration of primary education”, “Penetration of secondary education”, “Quality of secondary education”, “Quality of education in Sciences”, “Quality of school management”, “School access to the internet” and others. The article also defines strategic directions of reforming Ukrainian education system to improve its position in the world international ratings.

Progress in information technology that is so fast is expected to improve the quality of education in Indonesia. In the world of information technology education can help and support the learning process. Especially now all the learning process activities can be done online. Progress in information technology must also be supported by quality human resources. In this case the teacher is very instrumental in the utilization of information technology in the world of education. Because the teacher is one of the education supervisors who will encourage the advancement of the quality of education in Indonesia. But in reality the quality of teachers in Indonesia is inadequate. There are still many teachers who cannot use information technology in learning especially for teachers who are senior or old. As teacher supervisors, they must improve the quality of their performance in using technology. To improve the ability of teachers to use technology, ongoing training is needed to use technology. The role of the head of the school as a supervisor is also needed, namely the principal is obliged to supervise, control, and approach the teacher in terms of the use of technology in the learning process.

The quality of education is influenced by the managerialization of the universities, which refers to the introduction of substantial changes in the decision-making processes of the academic institutions, and the application of renewed information systems along with new managerial methodologies to restructure the organisational strategic relationships with stakeholders. This paper proposes a questionnaire to assess the importance of facilities in universities according to their financial budget consumed value. Semi Structured Interviews were conducted with the heads of logistic and financial departments in Egyptian universities, twenty public universities and twenty-three private universities, in order to identify criteria for the most significant university's facilities and appealing infrastructure that contributes to the quality of education.

Teachers’ attitude is an important factor that influences the quality of the implementation of inclusive education. The quality of inclusive education is part of the quality of education in general in a country. The quality of education of countries around the world is measured by the United Nations using the Human Development Index and placing countries in the very high, high, medium, and low categories. Systematic review was carried out to  get an idea of ​​the attitudes of teachers towards inclusive education and the factors that influence it in countries based on the HDI category. By using three electronic search engines for academic data, namely EBSCOhost, ProQuest, and Taylor & Francis Online, 18 articles reporting teacher attitudes towards inclusive education in various countries were discussed. The results found that there were no differences in teacher attitudes towards inclusive education between countries with very high and high HDI categories with countries in the moderate HDI category. Knowledge of children with disabilities and teaching experiences of these children is known to influence the attitudes of teachers towards inclusive education in countries with all HDI categories. The support from community, the availability of professional assistance, and the length of the implementation of inclusive education are factors that influence the attitudes of teachers in very high and high HDI categories countries, while the negative perception of disability makes teachers held negative attitudes towards inclusive education. Recommendations for improving the review of this topic are discussed in this study

In the world of education the name of the supervision of education has long been known by people or has long been known, which is meant by the supervision of education is not far from the problem of improvement regarding the problem of education in the learning and teaching process. In this process what has been seen is what goals in the learning and teaching process, supervision techniques are ways to achieve certain goals, both related to the solution of the problems of the teachers in the learning and teaching process, the problem of the principal in developing safety and other issues related to and oriented to improving the quality of education. The process and technique of educational supervision is necessary and very important to be applied and applied properly and correctly in educational institutions, because in the second case it will also discuss the quality of schools.

El propósito de este artículo es describir la calidad educativa en la educación universitaria venezolana, se presenta una breve descripción del término calidad educativa y de los intentos por evaluarla en las universidades venezolanas. La metodología que se utilizó fue un estudio bibliográfico, descriptivo, de tipo documental, la técnica usada fue el uso de fichas bibliográficas. Las categorías consideradas por los autores fueron: a) reflexiones sobre el concepto de calidad educativa; b) las experiencias de las universidades venezolanas en torno al tema; y c) experiencias del estado venezolano para evaluar la calidad educativa a nivel universitaria. Como conclusión se tiene que se debe seguir trabajando para realizar nuevas definiciones del término calidad educativa en el contexto venezolano, y que las universidades venezolanas y el Estado venezolano han tenido mecanismos para evaluarla, sin embargo, no se han observados cambios en la transformación de la universidad venezolana.  AbstractThe purpose of this paper is to describe the quality of education in the Venezuelan university; this is a brief description of the term educational quality and its attempts to evaluate it in the Venezuelan universities. The methodology used was a bibliographic, descriptive, documentary-style study, the technique used were the bibliographical cards. The categories considered by the authors were: a) Reflections on the concept of educational quality; b) The experiences of the Venezuelan universities on the subject; and c) The experiences of the Venezuelan state to assess the educational quality of university. In conclusion, new definitions should be developed about educational quality in the Venezuelan context, and the Venezuelan universities and the Venezuelan government they both have had mechanisms to evaluate the quality of education, however changes have not been observed to transform the Venezuelan University yet.

The industrial revolution 4.0 is a digital-based era that demands the quality of human resources (HR) who have high skills. The Education and Training Center (ETC) is one of the institutions that plays role in increasing the quality level of human resources. This study aims to see the effect simultaneously and partially between the competence of instructors and infrastructure on the quality of ETC graduates in the face of the era of the industrial revolution 4.0. in Indragiri Hulu Regency. The population in this study consists of all ETCs in Indragiri Hulu, there are 15 ETCs and all ETCs were sampled. Multiple regression and correlation analysis using SPSS 22.0 was used to determine whether or not there is an influence and relationship between variables. The results of the study concluded (1) the competence of instructors and infrastructure simultaneously had a significant effect on the quality of graduates. (2) Instructor competence partially has a significant effect on the quality of graduates. (3) Facilities partially has a significant effect on the quality of graduates. The variable that has the greatest contribution to the quality of ETC graduates in Indragiri Hulu Regency is the competence of the instructor followed by infrastructure. In this case, of education it will be very difficult for ETC graduates to compete in the world of work. Because this is a factor caused from within the ETC itself.

ABSTRACT             Curriculum management and teacher professionalism are an important part of educational components in improving the quality of education. The order to achieve a good education and quality it is necessary to a good management, especially in the area of ​​curriculum that will be taught to students about the objectives, content or materials, implementation and evaluation of curricula. In addition to curriculum management there is also a need for professional educators to get students the best service from their teachers. This research inted to (1) Know the impact of curriculum management on the educational quality of Qotrun Nada islamic boarding school Depok, (2) Know the impact of teacher professionalism on the quality of education at Qotrun islamic boarding school Depok, (3) Know the impact of curriculum management and teacher professionalism on quality education Qotrun Nada islamic boarding school Depok. In this research the researcher uses quantitative descriptive with type of correlative research. The data were collected through a questionnaire from a population of 150 who were all teachers at the Qotrun Nada boarding school. Based on the analysis of the research data, the: Management of curriculum boarding, teacher professionalism and quality of education at Qotrun Tada boarding school Depok is good. Simultaneous boarding curriculum management and teacher professionalism influence the quality of education at Qotrun Nada boarding school. This is evidenced by the multiple linear regression equation model with a significance value of 0.000 <0.05, Ho rejected and Ha accepted. This article presents the results of research on the value and target priorities in the quality management process in higher education. It is determined that the quality of education is a mean of development of the individual and society, a condition of trust in the educational sphere, it reflects the degree of conformity of the properties and results of educational processivity to certain norms and standards of education. It is established that the quality is traced in the presence of competencies that characterize the ability of graduates of the institution to effectively pursue professional activity in modern socio-economic conditions.Each specific historical level of the qualitative parameters of higher education is the result of determining the goal, or the spontaneity and purpose of indifference, or the symbiosis of the two previous possibilities. It is necessary to take into account the fact that in the absolute majority of cases the quality of higher education does not have a self-sufficient target status, but rather becomes the context and prerequisite for achieving some other strategic goal of individual or supra-individual (social, cultural, civilizational, global) value. The totality of these circumstances exacerbates the need to analyze the quality of higher education through the lens of a hierarchy of targets. Goal setting is the process of justification and goal setting. And the goal can be achieved by combining objective factors and ways and actions to do so. It is also proved that the structural components of personality, value orientations are the most important component of an individual's organization, his ethical-psychological and intellectual activity. And worldview is a set of views, principles, understanding of the world and program of action and forms the foundation of human consciousness. The acquired knowledge and beliefs, combined in the worldview, form a system of understanding by the man of the world and himself.Therefore, the quality of education can be ensured if the management system is in place, which involves the organization of a continuous process of influence of the management entity on its object and the appropriate coordination of their joint activities. The process of quality assurance in higher education should be systematic and include monitoring of the educational environment, comprehensive analysis of the factors influencing the quality of education and developing models of quality management of educational services.Keywords: value, purpose, target priorities, quality management of higher education quality, quality of education
