SummaryThe critical endangered hispid hare (Caprolagus hispidus) was first recorded as present in Chitwan, Bardiya and Shuklaphanta National Parks of Nepal in 1984. Since then, the species was recorded only in Bardiya and Suklaphanta National Parks. For more than three decades, it had not been observed in Chitwan National Park (CNP), where it was consequently considered extinct. In January 2016, a new recording for the hispid hare took place in CNP, placing that rare mammal again within CNP mammal assemblages. We reported the first photographic confirmation of the presence (30 Jan 2016) of the species in the CNP after 1984. The presence of hispid hare is confined to isolate patched of grassland of the national park. The population of the hispid hare is rapidly declining due to anthropogenic pressure and grassland fire from its distributed range (only found in Nepal, India, and Bhutan).  In autumn and winter, 24 migratory waterfowl species from the north utilise the wetlands of Chitwan National Park, which provide vital staging, roosting, resting, foraging and breeding places. The birds stay for about eight months before returning north in March and April. These birds are indicators of healthy wetlands, and they distribute nutrients through their droppings that increase primary production of aquatic vegetation and fish. A population census of wetland birds was conducted during January 2014 in Chitwan National Park on the Rapti and Narayani rivers and associated wetlands, including Lami Tal, Tamor Tal, Garud Tal, Devi Tal and marshes and lakes around Temple Tiger. The study found that the Ruddy Shelduck Tadorna ferruginea was the migratory waterfowl with the largest population in these rivers.

Four new national parks are being created in Nepal, three in the Himalayas, including Sagarmatha (Everest), to protect the mountain ecosystems with their wildlife and a fourth, the Royal Chitwan National Park (already gazetted) to protect the rich wildlife of the Terai. This park includes a now thriving population of great Indian rhino as well as tiger and gaur, and may be extended to include areas where both marsh crocodile and the highly endangered gharial are found. This ambitious new conservation programme was described by John Blower in Oryx, October 1973. Melvin Bolton is FAO Ecologist with the National Parks and Wildlife Conservation Project in Nepal.

National parks in ‘developing countries’ have tended to deviate from the western model of strict protection in order to include economic development of local people in their park management philosophy. Royal Chitwan National Park, Nepal, has been managed in such a way as to allow for limited collection of grassland products to meet vital needs of villagers for structural material.Nearly 60,000 people are annually allowed to cut thatch and reed grasses for a nominal fee during two weeks in January: such visitation amounts each year to over 216,000 visitor-days. The total weight and value of grass products removed from the Park each year is estimated at 11,132 metric tonnes, worth NR 9.9 millions (about US $450,000). Subtraction of labour and permit costs yielded a net value of about NR 5.5 millions (about US $250,000) to the local economy. Individual villagers save about NR 2,000 (US $90) in costs for thatching material, and about NR 500 (US $25) for building canes, compared with what they would have to pay for other materials to build a house. Alternative products available in the market were considered to be unaffordable substitutes by more than 75% of the villagers questioned.Villager attitudes toward the Park are becoming more positive as they begin to realize that the Park is a valuable, needed source of managed resources that are not so easily, or not at all, available elsewhere.

The Chitwan National Park (CNP) is renowned as a premier attraction in Nepal. This study surveyed the ethnic communities and households living in the buffer zone (BZ) proximate to the CNP, where ecotourism has been strategically introduced to provide an alternative means of livelihood to the locals and to enhance biodiversity conservation. This study examined to what extent these households have economically benefited from local ecotourism activities as well as their perceptions of ecotourism. A structured questionnaire was used to collect data, surveying 145 Kumroj and Amaltari village households using a stratified random sampling technique. The findings indicated that similar ecotourism activities were taking place in both sites. We found that only certain households benefited directly, and that it was mostly the socioeconomically disadvantaged households that missed out on the livelihood opportunities provided by ecotourism. Further, it was revealed that the socio-economically disadvantaged locals still illegally extracted/sold forest products. However, such individuals also acknowledged that ecotourism has increased employment, social development, and forest conservation, and they desired to participate in ecotourism activities. This research can help policymakers better understand the gaps in their policies and restructure them to level the ecotourism playing field for all ethnic groups and economic levels (e.g., landowners versus non-landowners). This study recommends that policymakers rethink and reframe policies to protect the interests of communities living in the BZs of national parks, especially low-income households and/or locals who are disadvantaged because they do not have land or facilities to conduct ecotourism activities.

This essay explores the evolving international relationship of the two national park agencies that in 1968 began to offer joint training classes for protected-area managers from around the world. Within the British settler societies that dominated nineteenth century park-making, the United States’ National Park Service (NPS) and Canada’s National Parks Branch were the most closely linked and most frequently cooperative. Contrary to campfire myths and nationalist narratives, however, the relationship was not a one-way flow of information and motivation from the US to Canada. Indeed, the latter boasted a park bureaucracy before the NPS was established. The relationship of the two nations’ park leaders in the half century leading up to 1968 demonstrates the complexity of defining the influences on park management and its diffusion from one country to another.

The Fishing Cat is a highly specialized and threatened felid, and its status is poorly known in the Terai region of Nepal.  Systematic camera-trap surveys, comprising 868 camera-trap days in four survey blocks of 40km2 in Rapti, Reu and Narayani river floodplains of Chitwan National Park, were used to determine the distribution and habitat characteristics of this species.  A total of 19 photographs of five individual cats were recorded at three locations in six independent events.  Eleven camera-trap records obtained during surveys in 2010, 2012 and 2013 were used to map the species distribution inside Chitwan National Park and its buffer zone.  Habitat characteristics were described at six locations where cats were photographed.  The majority of records were obtained in tall grassland surrounding oxbow lakes and riverbanks.  Wetland shrinkage, prey (fish) depletion in natural wetlands and persecution threaten species persistence.  Wetland restoration, reducing human pressure and increasing fish densities in the wetlands, provision of compensation for loss from Fishing Cats and awareness programs should be conducted to ensure their survival.  We also recommend studying genetic diversity of sub-populations, as well as habitat use by radio-tagging.

Into Russian Nature examines the history of the Russian national park movement. Russian biologists and geographers had been intrigued with the idea of establishing national parks before the Great October Revolution but pushed the Soviet government successfully to establish nature reserves (zapovedniki) during the USSR’s first decades. However, as the state pushed scientists to make zapovedniki more “useful” during the 1930s, some of the system’s staunchest defenders started supporting tourism in them. In the decades after World War II, the USSR experienced a tourism boom and faced a chronic shortage of tourism facilities. Also during these years, Soviet scientists took active part in Western-dominated international environmental protection organizations, where they became more familiar with national parks. In turn, they enthusiastically promoted parks for the USSR as a means to reconcile environmental protection and economic development goals, bring international respect to Soviet nature protection efforts, and help instill a love for the country’s nature and a desire to protect it in Russian/Soviet citizens. By the late 1980s, their supporters pushed transformative, and in some cases quixotic, park proposals. At the same time, national park opponents presented them as an unaffordable luxury during a time of economic struggle, especially after the USSR’s collapse. Despite unprecedented collaboration with international organizations, Russian national parks received little governmental support as they became mired in land-use conflicts with local populations. While the history of Russia’s national parks illustrates a bold attempt at reform, the state’s failure’s to support them has left Russian park supporters deeply disillusioned.

In this study, discrete choice models that combine different behavioural rules are estimated to study the visitors’ preferences in relation to their travel mode choices to access a national park. Using a revealed preference survey conducted on visitors of Teide National Park (Tenerife, Spain), we present a hybrid model specification—with random parameters—in which we assume that some attributes are evaluated by the individuals under conventional random utility maximization (RUM) rules, whereas others are evaluated under random regret minimization (RRM) rules. We then compare the results obtained using exclusively a conventional RUM approach to those obtained using both RUM and RRM approaches, derive monetary valuations of the different components of travel time and calculate direct elasticity measures. Our results provide useful instruments to evaluate policies that promote the use of more sustainable modes of transport in natural sites. Such policies should be considered as priorities in many national parks, where negative transport externalities such as traffic congestion, pollution, noise and accidents are causing problems that jeopardize not only the sustainability of the sites, but also the quality of the visit.

The Wadden Sea ecosystem is unique in many respects from a biological perspective. This is one reason why it is protected by national parks in Germany and by its designation as a UNESCO World Heritage Site. In biology didactics, there are only a few studies that focus on the Wadden Sea. This work investigates students’ word associations with the two stimulus words “national park” and “UNESCO World Heritage Site”. The survey was conducted among students living directly at the Wadden Sea and among students from the inland. The analysis of the identified associations (n = 8345) was carried out within the framework of a quantitative content analysis to be able to present and discuss the results on a group level. A statistically significant difference was found between the two groups. Overall, results showed that the students made subject-related associations as well as a large number of associations to both stimulus words that could be judged as non-subject-related. In some cases, a connection with the region of residence could be found, but this was not generally the case. Even students’ immediate residential proximity to the Wadden Sea is no guarantee that they have knowledge of the two considered protection terms.
