The article touches upon the problem of technogenic risks arising in the course of building and operating oil and gas complexes in the Caspian Sea taking into account the adoption of the Con-vention on the legal status of the Caspian Sea and regulation of the territorial division of the Caspian Sea. Technological risks are presented from the position of safety of industrial facilities in the offshore area and in the coastal zone, the impact of these facilities on the ecology of the Caspian is considered. The risk analysis was carried out taking into account world experience, as well as incidents that occurred at the offshore oil and gas production facilities in the Caspian Sea. There has been presented the layout of oil and gas fields at the bottom of the Caspian Sea and the division of the bottom based on adopting the Convention. A general description of the Caspian Sea has been given; unique features of the Caspian and the most unexplored seismic effects have been stated. It has been recommended to conduct a comprehensive assessment of the state of the seabed according to seismological, mud, volcanic and engineering-geological conditions; to develop measures for preventing and reducing the damage from hazardous natural processes and exploitation of oil and gas fields; to forecast the fluctuations of the Caspian Sea level, taking into account today’s economic activity; to study the natural and technogenic factors determining the environmental safety of the Caspian Sea; to monitor seismic phenomena, crustal movement in zones of tectonic faults at the sea bottom, etc. The speed and direction of wind currents in the Caspian Sea have been analyzed. The maps of mud volcanoes location in the Caspian basin (located on land, hidden and identified by seismic, geological, geophysical and geochemical methods, etc.) are illustrated. Conclusions are made about the high risks for developing hydrocarbon deposits in the Caspian Sea basin. There is the need to take into account environmental requirements and standards, to use modern technologies, to prevent incidents at offshore oil and gas production facilities.

In view of the Caspian offshore development there appeared the problem to find an optimal method of conveying hydrocarbons from the extraction site to the main warehousing and transit hubs. The article shows the advantages of the Astrakhan region in transporting complex constructions for regular provision of oil and gas fields compared to possibilities of shipbuilding industries of other Caspian states: technologically, oil rigs can be delivered as soon as possible to any location in the Caspian sea shelf at little cost. Yet, current state of the water transport complex, and, primarily, transportation and logistics infrastructure in the Astrakhan Region without further improvement of objectives and rates of modernization, without proper maintenance of logistic and manufacturing processes can become a limiting factor for the social and economic development of the region, the Southern Federal District and the state, as a whole. It should be noted that implementing major investment projects on the development of abundant oil deposits by "LUKOIL" JSC in the Caspian Sea, and progressing of transmodal conveyance in the transport corridor "North-South" can become possible only if Volga-Caspian Sea Canal is effectively functioning. The article studies measures to cope with logistic limitations, comprehensive implementation of which will help to consolidate the position of the Astrakhan Region as a transport and logistic cluster in the Caspian Sea.

The article discusses the features of the development of oil and gas fields in the Caspian region by the coastal states. The analysis of the participation in various years of large international companies in the development of oil and gas fields in the waters of the Caspian Sea is carried out. The development of the resource base of hydrocarbon raw materials in the countries of the Caspian region associated with the discovery of new geological structures is considered. Aspects of how the countries of the Caspian region have become full-fledged exporters of hydrocarbons are outlined. The main aspects of the great prospects for the development of the Caspian countries and possible steps in bringing to a new stage of cooperation between the states of the region in the energy, transport and communication spheres are stated. It is indicated that the joint development of the shelf hydrocarbons, which are of international and regional importance, serves to strengthen dialogue and cooperation on dividing the bottom of the Caspian Sea.
