It is emphasized that the aviation area is a high-tech sector of the economy of any state, the dynamic development of which requires streamlining national legislation in this area, expanding international cooperation, updating legal instruments used by public authorities in state regulation in the air transport area. In this regard, it is emphasized that the efficiency of the air transport area directly depends on the status of state regulation of aviation activities. As a result of the legislative understanding of the composition of air transport, it is concluded that air transport in this case is understood in a broad sense not only as a set of direct aircraft, but also as a holistic system, which also includes a set of objects for ensuring air transport functioning, air traffic control, etc. It is emphasized that such an interpretation of air transport is not entirely appropriate, as it significantly expands the understanding of this term. In this regard, the expediency of understanding air transport exclusively as a set of vehicles that are united only by their inherent characteristics (transportation in the airspace) is justified. And it is already expedient to single out the objects, the functioning of which has the providing (service) nature and creates conditions for the proper operation of the air transport itself. The significance of aviation and transport for Ukraine, which ensures its functioning, is revealed. It is argued that today it is important to ensure effective state support, for example, by updating the existing system of effective state preferences and incentives for planning and production of air transport. The specific features inherent in the field of air transport as an object of state regulation are formulated. It is established that the state, realizing the importance of state support for the planning and development of modern innovative high-tech air transport, takes appropriate steps in this direction; the specified steps are outlined. The peculiarities of the negative impact of the pandemiological situation in the world since the beginning of 2020 on the aviation area of Ukraine are characterized. It is concluded that the state needs to respond appropriately, i.e. to implement appropriate state regulation of the aviation area functioning during the pandemic, in particular in the implementation of air transportation in exceptional cases, the operation of airfields and airports in quarantine, aircraft parking in designated areas, standardization of issues, related to the return of passengers for canceled flights or their rebooking, providing state support to the aviation area in connection with the cessation of financial revenues from all market participants (including by allocating subsidies from the state budget, providing state aid to ensure minimal operation of airports and airfields, exemption of airlines from paying certain types of taxes for a certain period of time), etc.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

The aim of the article is to study the information support of the institutional field and state regulation of agricultural development of Ukraine through the analysis of current strategies and tools and programs of state support. The relevance of the study is due to the significant increase in the role of state support for key sectors of the economy in a systemic crisis caused by the coronavirus pandemic COVID-19 and restrictive quarantine measures. Limitation of budget funds implies an urgent need for their most rational use, identifying trends and areas of which this study is devoted. The research methodology is based on comparative analysis, economic and mathematical modeling, methods of assessing the effectiveness of budget programs, the use of analytical surveys, statistics on self-assessment of agribusiness and data from independent news agencies on the effectiveness of government regulation. The information base is the regulatory framework for state support of the agricultural sector, analytical studies on budget support for the agricultural sector and budget expenditures for agricultural development were based on official data from the State Statistics Service of Ukraine and the Ministry of Economy, Trade and Agriculture of Ukraine. The study analyses some components of the Strategy for the development of the agricultural sector of Ukraine, the Concept of development of farms and agricultural cooperation for 2018-2020, the project and the place of state support in its regulation. The dynamics of state support for 2016-2019 is shown, the main factors of influence are characterized and the dynamics of state support of the agricultural sector of Ukraine evaluated according to the OECD (Organization of economic cooperation and development) methodology is given. An analysis of the expenditures of the State Budget of Ukraine in 2020 on agricultural and rural development is carried out. The given research can be used at formation of current programs of budgetary support of branch, development of concepts of sustainable development of separate forms of managing – farms and peasant farms, adjustment of strategic plans, formation of their key indicators for monitoring and for increase methodological bases and principles of state regulation and other institutional factors of agricultural finance.

Justified socio-economic importance of the horticultural industry. Found that the lack of state support in the size, allowing to reduce the growing deficit of own funds of agricultural producers, hinders systematic development of horticulture, and allocations of state does not provide to mitigate the effects due to the negative impact of macroeconomic factors. Describes the main normative documents regulating the development of horticulture in the Russian Federation. The influence of macroeconomic factors on industry development, installed emerging trends: the rising costs for laying the Foundation plantings and care until fruiting stage, exceeding the relative increase in the volume of subsidy; increase in the deficit of own funds of agricultural organizations for the renovation of the space and costs for the organization of reproduction processes, which reduces the rate of renovation of plantations. The factors that have significant influence on the development of the industry, actualize, in particular, the need to increase volumes of state and differentiation of forms of state regulation. Comparable analysis of the dynamics laying areas of perennial plantings and measures of state support of horticulture is evidence of emerging imbalances in the organization of reproduction processes. A correlative relation of the degree of influence of the dimension of the state support at the rate of renovation of perennial plantings. Reviewed the new rules of subsidizing of horticulture in 2020. Justified by the necessary amount of subsidies for planting and care before the entry into fruiting with emerging macroeconomic imbalances in the sectoral development.

Introduction. Modern transformations of economic processes, taking place on the basis of intensive globalization and the need for stable development of socially oriented market economy, and hence, providing economic growth in Ukraine, require a comprehensive study of the functioning of fiscal space to ensure its effective evolution. By forming an appropriate resource base, provided it is used rationally and there exist civilized legal relations, the government of the country can create and implement effective instruments of state regulation, as well as influence the relevant processes within the society as well as provide optimal conditions for its development and self-improvement. The purpose of the article is to comprehensively study and substantiate the interaction of the components of the fiscal space of the state to ensure the effectiveness of their interaction in the future. Results. The article examines the peculiarities of the interaction of components of the fiscal space of Ukraine, a detailed analysis of factors influencing the formation and functioning of the fiscal environment has been carried out and the correlative dependence between the main items of revenues and expenditures of the State Budget of Ukraine in 2007-2020 has been determined. Based on the analysis, the existence of four components of the fiscal space has been identified and substantiated: political, economic, social and financial, in the context of their interaction and improvement. Conclusions. The functioning and interdependent influence of the components of the fiscal space of the state are interconnected by a number of factors that affect social development systematically though in a different manner. The dominant concept of this process is the detailing and thorough examination of these components for their interaction and mutual influence in the overall system of functioning and further evolution. Obviously, the key factor of such interaction of any of the presented spheres (political, economic, social, financial) is nothing but resource provision, which is not always regulated by fiscal methods (customs and tax instruments, preferences or other incentives, etc.), but is nevertheless provided by a proficiently arranged system of social-state communications, with the understanding that any touch points following the “state-society” model arise in the plane of the sphere of service provision. Therefore, an important aspect in this context is the issue of restoring social trust towards public authorities: legislative, executive and judicial, as well as providing quality parity conditions for the organization of co-functioning, cooperation, communication and provision of relevant services to citizens.

The article highlights the current state of the aviation industry in Ukraine in a difficult economic situation. In addition, the trends in the development of the aviation industry in Ukraine during the coronavirus pandemic, which resulted in severe quarantine measures and the economic crisis, were considered. The study is very important in our time, since the aviation industry is one of the strategically important sectors of the economy. Analyzed the current problems of the Ukrainian aviation industry, its relationship with the tourism industry. The directions of state support for the aviation industry, both in Ukraine and abroad, have been investigated. This article provides statistics for the past few years that will help you better understand the main aspects in this area. Therefore, additional research will identify a plan for future actions regarding the prospects for the further development of civil aviation in Ukraine. A new trend for civil aviation was also considered, with the help of which airlines are trying to actively operate during the period of global quarantine. The article also discusses what measures can improve the condition of Ukrainian airlines. Practical recommendations for increasing the competitiveness of Ukrainian air transport are provided. The formation of the Ukrainian aviation industry in order to develop probable strategies for the development of domestic aviation during the crisis has been studied. The problems of state regulation of activities in the field of aviation, guaranteeing aviation safety, ensuring the interests of the state, national security and the needs of society and economy in air transport during the coronavirus. Measures to support the aviation infrastructure of the world's leading countries and compared to measures to support the Ukrainian government are demonstrated. It is emphasized that the aviation industry is a high-tech sector of the economy of any state, the dynamic development of which requires streamlining national legislation in this area, expanding international cooperation, updating legal instruments used by public authorities in state regulation of air transport.

Topicality. The evrointegration course of Ukraine and integration of economy of the state in a world economy to a great extent depend on the present export resources of country. The mortgage of successful development and global keeping of Ukraine is effective and competitive development of agriculture. The actuality of problem of stimulating the development of state budget support of the agrarian sector of the economy in ensuring the eurointegration of Ukraine. Aim and tasks. In the conditions of reformative motion of Ukraine in direction of entering into European Union and choice of way of development, the agrarian sector of economy occupies one of leading places, which a possible decision of problems of raising of economy of the state and providing of perspective development of other industries of economy is due to. The purpose of the article is to assess the national conditions and factors regarding the implementation of European principles for the construction of state economic relations in the field of agriculture. Basis of decision of these tasks is wide illumination of agroindustrial complex as backgrounds of development which will enable to provide an output on the new level of menage, inculcate European principles of construction of relations between farmers and state, to create the certain programs of support of agriculture and more main all - to provide stability of economy of the state. Research results. State budget support is the main direction of state regulation of agriculture with other branches of the economy, to ensure the effective functioning of agricultural production in general. Investigational problems of development and realization of export capacities of enterprises of agroindustrial complex of Ukraine. tendencies and certainly basic directions of introduction of eurointegration principles of menage are analysed in modern terms. Conclusion. By priority and strategically the important sector of economy of Ukraine traditionally is an agroindustrial complex. Therefore the valuable use him export potential will play a key role in integration of Ukraine in outer economic space. Prospects for future research in the field of implementation of European principles of management are related to the priority development of the regions, the effectiveness of the reforms implemented and the effectiveness of the development of the agro-industrial complex in the context of its state support.

Fines are sanctions or punishments that are applied in the form of the obligation to pay a sum of money imposed on the denial of a number of agreements previously agreed upon. There is debate over the status of fines in Islamic law. Some argue that fines may not be used, and some argue that they may be used. In the context of fines for delays in payment of taxes, in fiqh law it can be analogous to ta'zir bi al-tamlīk (punishment for ownership). This can be justified if the tax obligations have met the requirements. Whereas according to Islamic teachings, fines can be categorized as acts in order to obey government orders as taught in the hadith, and in order to contribute to the realization of mutual benefit in the life of the state. As for the amount of the fine, the government cannot arbitrarily determine fines that are too large to burden the people. Penalties are applied as a message of reprimand and as a means to cover the lack of the state budget.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

Presented is the research in a large number of studies, devoted to the study of state policy in relation to compatriots living abroad, at the same time, today there are practically no data on the state and assessment of the state and non-state support. In this regard, the authors have classified the forms of support into two groups - state and non-state, investigate the specific features of these forms of support, and analyze their effectiveness. Empirical analysis carried out in this research study includes qualitative data from expert interviews collected in 2021. In total, 31 interviews were conducted with experts from sixteen countries (Russia, Ukraine, Republic of Kazakhstan, Republic of Moldova, Republic of Kyrgyzstan, Armenia, Tajikistan, USA, Germany, Czech Republic, Turkey, Great Britain and Northern Ireland, Cyprus, Panama, Uganda, New Zealand). Representatives of Russian and foreign public authorities, heads of the Coordination Councils of organizations of Russian compatriots abroad, heads of Russian youth public organizations abroad, heads of higher educational institutions, teachers and educators, and public figures acted as experts. In conclusion, the authors summarize the effectiveness of state and non-state support for young students of compatriots abroad, form a set of practical recommendations for improving these forms of support.
