The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

It is emphasized that the aviation area is a high-tech sector of the economy of any state, the dynamic development of which requires streamlining national legislation in this area, expanding international cooperation, updating legal instruments used by public authorities in state regulation in the air transport area. In this regard, it is emphasized that the efficiency of the air transport area directly depends on the status of state regulation of aviation activities. As a result of the legislative understanding of the composition of air transport, it is concluded that air transport in this case is understood in a broad sense not only as a set of direct aircraft, but also as a holistic system, which also includes a set of objects for ensuring air transport functioning, air traffic control, etc. It is emphasized that such an interpretation of air transport is not entirely appropriate, as it significantly expands the understanding of this term. In this regard, the expediency of understanding air transport exclusively as a set of vehicles that are united only by their inherent characteristics (transportation in the airspace) is justified. And it is already expedient to single out the objects, the functioning of which has the providing (service) nature and creates conditions for the proper operation of the air transport itself. The significance of aviation and transport for Ukraine, which ensures its functioning, is revealed. It is argued that today it is important to ensure effective state support, for example, by updating the existing system of effective state preferences and incentives for planning and production of air transport. The specific features inherent in the field of air transport as an object of state regulation are formulated. It is established that the state, realizing the importance of state support for the planning and development of modern innovative high-tech air transport, takes appropriate steps in this direction; the specified steps are outlined. The peculiarities of the negative impact of the pandemiological situation in the world since the beginning of 2020 on the aviation area of Ukraine are characterized. It is concluded that the state needs to respond appropriately, i.e. to implement appropriate state regulation of the aviation area functioning during the pandemic, in particular in the implementation of air transportation in exceptional cases, the operation of airfields and airports in quarantine, aircraft parking in designated areas, standardization of issues, related to the return of passengers for canceled flights or their rebooking, providing state support to the aviation area in connection with the cessation of financial revenues from all market participants (including by allocating subsidies from the state budget, providing state aid to ensure minimal operation of airports and airfields, exemption of airlines from paying certain types of taxes for a certain period of time), etc.

The article examines the historical and legal preconditions for the formation of self-regulation in Ukraine and other countries. On the basis of the conducted research, the peculiarities of the development of self-regulation in the territory of Ukraine in different historical periods are determined. The preconditions for the formation of the institution of self-regulation in the field of management and professional activity are described. It is determined that self-regulation has been inherent in society since the beginning of the primary forms of the common cause. The primary forms of SROs developed rules of professional activity, performed the functions of control and supervision due to the vacuum of state regulation in such areas. The peculiarity of such organizations was certain legalization by the state. Such SROs regulated their own activities at the level of development and adoption of local acts. A feature of national self-regulation was the transition from voluntary to compulsory regulation. to distinguish three periods of development of legislative support in the field of self-regulation. Declarative (from 1991 to 1996): this period is characterized by the formal consolidation at the legislative level of the right of participants in public relations to create an SRO. However, the status of SROs was practically not regulated at the legislative level. At the state level, there was no strategy for the development of self-regulation in the field of management and professional activities. Institutional (from 1996 to 2016): during this period the system of delegation of powers from public authorities of the SRO, the system of legalization of the SRO is introduced. However, the rules on SROs are still chaotic, there is no clear mechanism for control and supervision of SRO activities by public authorities, the concept of participation in SROs as business entities and persons of certain professions is not defined. In a number of areas, despite the consolidation of the right to create SROs at the level of laws, SROs have not worked. Reformation (from 2016 to the present): characterized by the development at the legislative level of the Concept of reforming the institution of self-regulation, which outlines the problematic issues of the institution of self-regulation in Ukraine, identifies areas for improvement. Small entrepreneurship in rural areas plays a significant role in the Ukrainian economy, since its development contributes to the economic growth of the welfare of rural residents, the acceleration of scientific and technological progress, contributes to the saturation of the territorial markets with the necessary goods and services, and provides employment of freed labor resources. However, one of the main problems that slow down the development of small businesses in rural areas is the lack of financial support at the regional and national levels. A prerequisite for the further successful development of small business in rural areas is the stable and comprehensive state regulation. To date, there is no single algorithm of state intervention in the sphere of entrepreneurial activity. Each state, in accordance with socio-economic conditions of development, establishes state priorities and general state development. Small entrepreneurship in rural areas develops under the influence of external participants in the process: the state, local governments, and competitors. In reforming the economy, small businesses in rural areas have assumed the role of creator of the foundation for creating a new management system. The creation of small enterprises in rural areas allows solving a number of organizational and economic tasks, namely: the refusal of centralized management due to its ineffectiveness; creation of conditions for the reduction of the number of employees due to the elimination of ineffective units; the implementation of rational transformations for the further development of a particular area of the entire region. State regulation and support for the development of small businesses in rural areas in Ukraine should include a system of regulatory, economic and organizational measures that will promote the living standards of the population in rural areas, increase the efficiency of economic activity and rational use of available resources. Consequently, the further development of rural areas of Ukraine depends on how the state, community and rural dwellers work in this regard. The reasons for the slowdown of rural areas are the lack of human capital in rural areas, as well as financial support. It is also necessary to develop a single legal space within which social partnership of all members of society can be realized for the common goal – development and prosperity of not a separate group of people, but of the entire population of our rich country. Prospects for further research we see in the future the study of regional features of state support of small business in rural areas.

The purpose of the article is to summarize the methods of state support for agricultural enterprises in order to increase their competitiveness in determining the directions of support for entrepreneurship in the agricultural sector of Ukraine. Research methods. The methodological basis of the article is the dialectical method of cognition and the systematic approach to the study of the fundamental provisions of science regarding the state support development for subjects of agricultural entrepreneurship. The use of the monographic method has allowed to substantiate aspects of state support for agrarian entrepreneurship. Research results. The state and methods of state support of entrepreneurship in the agrarian sector of Ukraine and the development of entrepreneurial activity in rural areas are investigated. The financial state of agrarian enterprises and the state of state support in the agrarian sector of Ukraine are analyzed. Forms and methods of state support of agricultural enterprises of Ukraine are substantiated. Recommendations for increasing the competitiveness of agricultural enterprises, the competitiveness of their products, increasing export potential and the international image of agricultural production have been developed. Scientific novelty. The directions of state support for the further development of entrepreneurship in the agrarian sector are proposed. The legislative, regulatory and economic aspects of state regulation, the possibilities of its improvement and targeting are considered. Practical significance. The practical recommendations for improvement of state support of agrarians in modern conditions are offered. The conceptual approach to formation of the state regulation of agrarian production which can be the basis for development of measures for state support of agrarian enterprises is substantiated. Justified socio-economic importance of the horticultural industry. Found that the lack of state support in the size, allowing to reduce the growing deficit of own funds of agricultural producers, hinders systematic development of horticulture, and allocations of state does not provide to mitigate the effects due to the negative impact of macroeconomic factors. Describes the main normative documents regulating the development of horticulture in the Russian Federation. The influence of macroeconomic factors on industry development, installed emerging trends: the rising costs for laying the Foundation plantings and care until fruiting stage, exceeding the relative increase in the volume of subsidy; increase in the deficit of own funds of agricultural organizations for the renovation of the space and costs for the organization of reproduction processes, which reduces the rate of renovation of plantations. The factors that have significant influence on the development of the industry, actualize, in particular, the need to increase volumes of state and differentiation of forms of state regulation. Comparable analysis of the dynamics laying areas of perennial plantings and measures of state support of horticulture is evidence of emerging imbalances in the organization of reproduction processes. A correlative relation of the degree of influence of the dimension of the state support at the rate of renovation of perennial plantings. Reviewed the new rules of subsidizing of horticulture in 2020. Justified by the necessary amount of subsidies for planting and care before the entry into fruiting with emerging macroeconomic imbalances in the sectoral development.

The subject of research is the theoretical and practical principles of organization and development of rural green tourism enterprises, its regulation and support as a form of entrepreneurial activity in rural areas. The purpose of the work is to develop theoretical principles and practical proposals for the implementation of state support for rural green tourism enterprises and its improvement. The methodological basis of the article were the main theoretical and methodological provisions of economics, regulations of Ukraine, the works of leading foreign and domestic scientists. Results of work. The paper identifies the conditions and resources, features and institutions of organization and development of rural green tourism enterprises. The importance and sources of its spread and growth as a form of entrepreneurial activity in the countryside are substantiated. The forms of statistical reporting for the account are offered. The directions of improvement of the state regulation of the further development of its subjects are developed, including with the involvement of regional and local authorities, united territorial communities. Field of application of results. The conclusions of the article can be used in the educational and scientific process of higher education institutions, the work of rural communities, local governments, fiscal services. Conclusions. In the future, to ensure the development of rural green tourism in Ukraine and its effective management is considered appropriate: to improve the regulatory framework of rural tourism activities at both state and regional levels; constantly monitor indicators and study the needs of the market of its products and services; create an infrastructure of state financial and credit support for rural green tourism entities.

The article is devoted to problematic issues of public-private and municipal-private partnership in the field of physical culture and sports. Further development of this form of interaction between the state (municipalities) and businesses in the field of physical culture and sport involves a number of issues. Some of them are connected with a social component. The development of public-private partnership in the field of physical culture and sport must be dictated by the need for the implementation of the goals and objectives of the social policy of public authorities in this area. The availability of public services, including in the field of physical culture and sport, should be enshrined as a legal principle of state-private and municipal-private partnership. The author proposed to consolidate in legislation the priorities of the public-private (municipal-private) partnerships in the field of physical culture and sports. One of them has to be the development of mass sports. Public-private (municipal-private) partnerships can be used to develop the system of sport clubs at its place of residence. It is necessary to consider concluding agreements for such partnerships not only in relation to sports facilities, but also in relation to the state and municipal services in the field of physical culture and sports.

Introduction. The article substantiates the important role of the state in the regulation of invest-ment mechanisms for the development of regional structural transformations in agribusiness. The modern development of agribusiness at all levels cannot be effectively implemented in the face of significant transformational changes, global challenges and complex economic environment. Agribusiness entities need state-level support for the investment providing of reproduction processes in order to enhance their competitiveness, which will have a positive impact on all other related industries. The purpose of the article is to study the experience of using the state regulation mechanisms of the development of regional structural transformations in agribusiness. Results. The investing efficiency in agribusiness is achieved only under the conditions of action rationality of the activation instruments complex of entrepreneurial activity, both in the field of agrarian production, in related industries, as well as in the activity of private and public investors. The tools of business activation and the means of their use, a set of prerequisites and the driving factors for attracting / investing in the agro-sphere form the basis of the organizational and economic mechanism of investment activity development in the region agribusiness. In order to develop and implement an effective mechanism and determine the set of its necessary levers and tools, it is need to investigate in detail the object to which this mechanism is aimed – investment activity in the agro-sphere of a particular region, to identify their peculiarities, conditions and factors of positive and negative impact on the investment potential and o enterprise activity and organizations of the agro-sphere, to develop a conceptual model of the mechanism of investment activity development in the region agribusiness. Conclusions. In order to create a favorable investment climate in the agricultural sector, it is necessary to ensure a stable economic and political situation; development of a science-based market reform strategy; availability of appropriate legal framework. Real priority should be given to the development of agriculture and agro-industrial production; effective functioning of the agricultural market infrastructure; overcoming inflationary processes and corruption and shadowing the economic sphere. Important steps in this direction will be to curb the growth of external public debt and to restructure payments for its servicing; establishing clear mechanisms for regulating international investment cooperation; strengthen regional policy activity; to create modern information and methodological support for investment activities. The article deals with the problems of legal and economic principles of state regulation of business activity in Ukraine. The object of the study is entrepreneurship in Ukraine and problems that arise in connection with state regulation of entrepreneurial activity. The goals of the article are: to study the problems of state regulation of entrepreneurial activity in Ukraine and ways to improve it. Method of research - monographic, analytical. State regulation means the system of legal, organizational, administrative and regulatory-control measures of the state aimed at creating favorable conditions for the formation and development of entrepreneurship (favorable business environment) and its support, as well as management of the public sector of the economy to ensure the efficiency and competitiveness of the national economy . State regulation of entrepreneurial activity should be understood as the realization of the objectivity of economic necessity of coordination, coordination of activity of entrepreneurial structures in order to achieve the overall goal of macroeconomic development - meeting public needs. Therefore, the achievement of this goal depends to a large extent on the existence of a system of management, form and methods of state regulation of entrepreneurial activity. State entrepreneurship support policy is a set of priority decisions that determine the main directions and forms of legal, economic and organizational assistance to entrepreneurship development taking into account the interests of the state and economic entities. State support should mean, on the one hand, the state regulation of this sector of the economy, which involves, first of all, the conscious formation of legal, economic and organizational forms of business formation and development by state structures, and on the other hand, the creation of incentives, the use of material and financial resources, who engage in preferential or free entrepreneurship. The legal basis for the development of entrepreneurship in Ukraine is formed by legislative and other normative legal acts, corresponding norms of administrative, credit-financial, labor, civil and other branches of current legislation, the main of which are the laws of Ukraine «On Property», «On Business Societies», Business and Civil Codes. State support for entrepreneurial activity is conditioned by the need to develop the national economy in market conditions. Entrepreneurship is an independent, initiative, systematic, at-risk economic activity carried out by economic entities (entrepreneurs) in order to achieve economic and social results and profit. The purpose of the article is to reveal the essence and main directions of state regulation of the development of entrepreneurship in the agricultural sector in modern conditions. Research methods. The methodological basis of the study was a set of methods of scientific knowledge of the system and mechanism of state regulation of the development of entrepreneurship in the agricultural sector. The achievement of the goal was facilitated by general scientific methods: methods of empirical research (measurement, comparison, observation); methods of theoretical research (analysis and synthesis); as well as local (specific) methods: methods of situation analysis (computational-constructive method). Research results. It has been established that state regulation of the development of entrepreneurship in the agricultural sector is the integrity of the implemented protectionist measures that guarantee the financial, budgetary, legal, economic, investment security of the competitive functioning of business entities in a market environment in order to optimize the conditions and consequences of entrepreneurial activity, the formation of a decent level of food security of the state, adaptation of producers to modern conditions of instability and coronacrisis. It is substantiated that the financial costs for state support of agricultural producers should be at least 1% of the volume of agricultural production, but in reality they amount to 0.4%. It was revealed that agricultural producers do not have real tax support. It has been established that the implementation of the priority of state regulation of small business entities, individual entrepreneurs and households will only contribute to an increase in the integral efficiency of the use of budgetary funds. Scientific novelty. The essence and main directions of state regulation of the development of entrepreneurship in the agricultural sector in modern conditions are disclosed and a methodological approach to substantiating the main directions of modification of state regulation that contributes to solving the problems of the functioning of entrepreneurship in the agricultural sector of the economy is proposed. Attention is focused on the main components of expenditures for programs of state support for the development of entrepreneurship in the agricultural sector for 2021-2023. Practical significance. It is advisable to use the methodological approach as a base in the system of analysis of indicators of state regulation of entrepreneurship development in the agricultural sector according to the statistical reporting of business entities and macro-indicators of the socio-economic state of the country.
