Agrarian zoning is a zoning of the land in the agricultural sector of the economy, based on climatic, economic and environmental indicators, includes homogeneous land with appropriate production potential, the level of ecological and anthropogenic load, characterized by a certain ratio of the land, type of agricultural production and agricultural specialization, the level of labor efficiency and allows to determine the public administration with the potential of production activities of agricultural enterprises. Agrarian zones have been formed on the territory of Sumy and Kharkiv regions. According to the affiliation of the enterprise to the agricultural zone the agricultural enterprise is provided with information on zoned crops and types of crop rotations that are most suitable for growing on its territory, implementation of technological measures for land use and protection, the level of impact of these measures on productivity and efficiency of land use. Ecological zoning provides restrictions on the cultivation of certain crops on the territory of the agricultural enterprise, taking into account its local characteristics and the optimal ratio of crops in crop rotations. Such economic indicators in the organization of the economy as specialization, concentration and integration of production with skillful application will help increase the efficiency of land use of agricultural producers. Socio-economic classification features of agricultural zoning will determine the level of employment and integration of labor by raising the qualification level of the population by sending them to study at the expense of enterprises in connection with the need to provide qualified personnel. The result is the investigation of scientific and methodological provision and the necessity to introduce a zonal approach of land resources management at agricultural enterprises. Component structure of agrarian zoning as branch land zoning in the agrarian sector of the economy for the purpose of administrative actions improvement as to competitive agricultural commodity producer formation was distinguished and revealed.

The purpose of this work is to analyze the land resource potential of the Transcarpathian region and the main trends in the efficiency of its use. The study of land use optimization in the mountainous and foothills of the Carpathians is of particular importance. The specific climatic and morphological conditions of the region and the reorganization of land use exacerbate the problem of effective development of the agricultural sector and ecology of land reproduction. Method. General scientific methods, including analysis, scientific synthesis, analytical method, methods of comparison and generalization been used in the study. To study the current state of land and resource potential of the Transcarpathian region, information from the Main Department of the State Geocadastre in the Transcarpathian region and statistical materials of the Main Department of Statistics in the Transcarpathian region have been used. To achieve this goal, comparative geographical and statistical research methods have been used. Scientific novelty. The article highlights the trends, approaches and features of land use potential of the Transcarpathian region. Its spatial differentiation has been investigated, the component structure of the land fund of the Zakarpattia region has been analyzed and the intensity of the target use of the land resources of the region has been determined. A general assessment of the use of land resources of the Transcarpathian region has been done as a major factor in the development of agricultural monosystems and identified areas of its rational use. It has been determined that a characteristic feature of the land resources of the region is the low level of area use suitable for agricultural production, there is also a significant withdrawal of land for commercial and residential construction. Practical meaning. The results of this study can be used in the educational process of educational institutions; in the development of state and regional programs for the development of the agricultural sector of the national economy; for the preparation of new regulatory, program and methodological documents.

Introduction. The article describes the models of behaviour of agricultural enterprises in the context of the need of land resources increasing. The principles of organization of accounting and analytical activity on the basis of organization of a comprehensive analytical apparatus for land resources management are substantiated. In the context of solving the main problems, which have been identified during the study, a block diagram of accounting and analytical support for managing the land resources of agricultural enterprises in the land market is worked out. This diagram integrates the internal and external processes of land use, provides for the formation of clear accumulative analytical forms, which are designed to improve the quality of management decisions and to reduce the uncertainty and risks associated with operations with land plots and their use. Purpose. The article aims to determine the directions of adaptation of the analytical apparatus of agricultural enterprises to the requirements of the land market. Results. A block diagram has been proposed. This diagram will ensure the creation of a unified information base on land use with great analytical capabilities. Among them, we can distinguish the ability to carry out analytical sampling on any parameters (lease term, rent, the amount of rent, the cost of agro-chemical operations, the amount of material costs for a particular site, etc.). The availability of such information allows us to monitor the efficiency of the use of not only agricultural lands in aggregate, or, at the maximum, according to the sown areas, but also separately, which is according to the allocated field or a separate plot of land.

The article examines the historical experience of the creation and operation of machine-technological stations, taking into account the peculiarities of their development in each period of their activities. The advantage of creation of machine-technological stations at city united territorial communities at the present stage as one of means of the maintenance of agricultural commodity producers from the area of the earths to 500 hectares of a full complex of technical means is outlined, the growth of which will contribute to the development of the market of agro-technological works and services. Among the main advantages - the proximity of technical means to the agricultural lands of farmers is a significant factor, given that the average size of the united territorial community is about 225 km2. In addition, the newly created machine-technological stations, whose activities will be aimed at working with small areas of agricultural land, will be equipped with appropriate technical means, which will save money. Restraining factors of development of machine-technological stations at the present stage are revealed, among which the main ones are limited financial resources at the stage of their creation, insufficient level of state support, lack of integration of machine-technological stations with agricultural enterprises that are consumers of their services. It is proposed to create a fund to support the newly created machine- technological stations at the city's united territorial communities to provide start-up capital in the form of interest-free loans on a competitive basis, which can be used for investment in technical means and equipment, working capital or expansion of agro-technological works. In addition, the improvement of programs of financial support for agricultural producers will promote the development of machine-technological stations in the agricultural sector. The implementation of the proposed proposals will contribute to the development of the market of agro-technological works and services in the direction of providing agricultural producers of small forms of management with a full range of quality technological services in a timely manner.

Introduction. The article describes the market and globalization exacerbate the problem of competitiveness of products, enterprises, states. The role of accounting-formation support is increasing for the management, socioeconomic and environmental basis of the competitiveness of enterprises in the livestock sector. Accounting in the agrarian sector has unquestionable success. It is demonstrated clearly by the identification of transaction and transaction costs in the livestock industry today. The importance of accounting are achievements in the agricultural sector. The accountants' attention and therefore at all levels of management are not isolated in accounting standards for these costs in the economic activity of an agricultural enterprise. Purpose. The task is to substantiate: The need to isolate the composition of transaction costs in accounting accounts. We must to ensure competitiveness in the new economic environment. It is requires accounting and information management of agricultural enterprises engaged in the livestock industry. Results. Scientists are suggest: transaction costs depend on the institutional environment in which the agrarian business operates. It makes impossible to directly influence such costs. The problem of competitiveness transaction costs are of great importance.We must require greater control at all levels of management. The article studies the role of marketing management in the activity of agricultural enterprises. The agricultural sector is one of the key sectors of the Ukrainian economy, the core component of which is agricultural production. The findings of the article show the fact that a significant number of agricultural enterprises are unprofitable, with their share in the total number of enterprises accounting for 13.3%. Their performance largely depends on the impact of the extremely complex, dynamic and uncertain environment. The article suggests that only the businesses possessing the ability of adequate adjustment to the environment with taking precautions against negative effects timely and using opportunities the fullest ensure their competitiveness and profitability of their activity in the long run. The article determines marketing management tools to be relevant for ensuring successful operation of agricultural enterprises under modern conditions, for there is a need to find new approaches to managing enterprise activities. The article reveals the essence of marketing management; offers the interpretations of the concepts of "marketing management" and "management of marketing" given by the Ukrainian scientists and foreign researchers; and studies the difference between them. The article suggests that marketing management is a broader concept than management of marketing due to the fact that it is management of all general and individual functions of enterprise, as well as all divisions of enterprise on the basis of marketing. Marketing management considers marketing and management inseparably - they also mutually penetrate and complement each other. The main goal of marketing management is to increase profitability of enterprise by achieving maximum customer satisfaction. Based on the generalization of different views of scientists, the main stages of a marketing management process at agricultural enterprise are identified and characterized, including analysis of internal and external environment, selection of target market segments, marketing strategy formation, marketing complex development, organizational structure construction, marketing management program formation and marketing management control and analysis. The process of marketing management at agricultural enterprise contains a number of specific procedures aimed at research and formation of the demand of target consumers and comprehensive satisfaction of their needs. The findings of the research prove that the use of marketing management tools will help ensure the market orientation of agricultural enterprise, which provides a focus on success, timely adaptation to the environment, gaining a leading position in the market, providing competitive advantage.

The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted. On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. It is concluded that the principle of equality of ownership and management in agriculture is violated in Ukraine. The article is dedicated to the study of the need to intensify the state influences upon the efficiency of land resources usage. The technology of the rational land resources usage is advanced by way of reducing straw as organic fertilizer under direct contribution in the ground that provides spare facilities, raises the level to the efficiency of production, influences upon increasing of the fertility of the ground. Offences such as unauthorized seizure and misuse of land, removal of a fertile layer without permission, pollution of land, non-implementation of land reclamation cause significant damage to the state and owners of land, which leads to irreversible loss of land, quality and fertility. A methodical approach to assessing the improvement of information and analytical support for agricultural development is to create an effective system of formation, processing and transmission of analytical data of the accounting for the timely adoption of effective decisions at all levels of the agricultural sector. The result of this improved method of assessing include the issue of land conservation and rational use for the purpose of sustainable domestic land use. That is what caused the selection of research topics, defined goals, objectives and building its structure and trends.

The peculiarities of the formation of new organizational and production structures of the agricultural sector of the Bulgarian economy in terms of integration into the European Union are considered. One of the conditions for ensuring the competitiveness of Bulgarian agriculture was the creation of a significant number of farms of various organizational and legal forms. Peculiarities of creation and functioning of private agricultural enterprises against the background of privatization of former labor cooperatives and state farms with observance of a clearly regulated legislative procedure are studied. The peculiarities of creating private agricultural farms in two forms are generalized: private households and large agro-firms. Of course, there were some difficulties with the privatization of agricultural machinery, equipment, technical and farm buildings. Also, difficulties arose with the management of agricultural commodity production due to the long absence of a tradition of private property in agriculture. It is proved that one of the features of the formation of new organizational and production structures was their creation on the basis of decolectivization and privatization. The main task of this process was to create an efficient and competitive environment for the development of the agricultural sector. The basis of agricultural management in Bulgaria in the period 1996-2007 were private agricultural enterprises, which were more efficient in their activities than other organizational and legal forms of management. However, the imperfection of the management system of the agricultural sector did not allow to accelerate the process of productivity of the industry, to attract the latest scientific advances and more efficient use of logistics. In the pre-integration period, no program of management actions for the functioning of agricultural enterprises was developed, which did not contribute to the growth of their financial and economic indicators and the competitiveness of these farms.

The purpose of the scientific research is to form the process of personnel provision at the agricultural enterprise and personnel management of the agricultural enterprise to increase its efficiency, identifying key components of personnel provision and their impact on the effective activity of the enterprise. As a result of the study, the place of Ukraine as a country-exporter of agricultural products, especially cereals, in the world space was shown. The market trends of the agricultural sector of Ukraine for 2014 – 2019 are analyzed. The key problems of the agricultural labor market are identified. An organizational scheme-algorithm for the formation of the process of effective personnel provision at agricultural enterprises is proposed, considering the main stages, which is based on a systematic approach. Within the framework of the system-process approach, it is proposed to implement the PDCA methodology, which allows effectively manage the activities of an enterprise on a systematic basis for further effective management of the personnel provision at an agricultural enterprise. Also, significant components of the personnel provision process are identified and, using the analytic hierarchy process (AHP), the influence of these components on the key performance indicators of each individual enterprise are revealed.

Принциповою відмінністю від існуючих моделей є наявність Національного науково-виробничого агроекологічного парку, регіональних наукових (економічних) центрів розвитку сільських територій та зміщення акценту ролі держави на реалізацію економічних функцій як агента земельних інтересів. Представлена  система інформаційного провайдингу в управлінні земельними ресурсами аграрного сектору економіки. Запропоновано концепцію розвитку державно-приватного партнерства в системі землекористування, що заснована на агрохімічному, меліоративному, логістичному та збутовому напрямах та має на меті забезпечення поєднання можливостей мікро-, мініагентів, спільних агентів та держави, в тому числі із залученням коштів регіональних і глобальних агентів, на компліментарній основі з приводу раціонального землекористування та підвищення прямих і непрямих доходів всіх представників груп земельних інтересів. A cluster model of dualistic (traditional and organic products) development of land use in Ukraine has been developed. A fundamental difference from existing models is the existence of the National Research and Production Agroecological Park, regional scientific (economic) centers for the development of rural areas and the shift in the emphasis of the role of the state on the realization of economic functions as an agent of land interests. The presented system of information providers in the management of land resources of the agricultural sector of the economy. The concept of development of public-private partnership in the land use system based on agrochemical, meliorative, logistic and marketing directions is offered and aims to ensure the combination of the capabilities of micro-, miniagents, general agents and the state, also with the involvement of regional and global agents, on a complimentary basis for rational land use and increasing the direct and indirect income of all representatives of land interest groups.
