The article highlights the author’s approach to improving coopera- tion mechanisms of the State Border Service of Ukraine with public organiza- tions and population. There has been analyzed public control as a means their cooperation and priorities of improving the cooperation, particularly, forms and methods of organizing citizens’ feedback, introduction of the assessment pro- cedure of the efficiency of the SBSU and population and public organization. There have been stated conceptual pillars of the public control development in the SBSU, developed by the author, including public control forms and resource provision. There has been considered a mechanism algorithm of the public par- ticipation in the development of the border administration through submitting petitions or proposals concerning a legally enforceable enactment draft (or the legally enforceable enactment currently in force). There has been represented a mechanism model of discussing legally enforceable enactments and public peti- tions, developed by the author. It is noted that one of the mechanisms of interac- tion of the SBSU with the public is effective public control, which becomes an in- tegral part of ensuring national security and political stability. The conditions of permanence of Ukraine's threats in the border area, and in certain areas and their exacerbation, along with further reforms of the institutes of Ukrainian statehood, cause the problem of establishing and implementing public control in the border area as an important and urgent one.It is proved that public control is intended to determine the correctness of the military-force policy in the border area, the validity of the scale and optimality of the forms of activity of the border guards. In accordance with all this, in the subject area of public control should be: political decisions on issues of border security, including international agreements; the expediency and validity of government programs for the provision and reform of the border authorities of Ukraine, assess- ment of the effectiveness of these programs and the procedure for making changes to them.

The agreement between British Foreign Minister Sir Samuel Hoare and Pierre Laval, French Premier and Foreign Minister, in early December, 1935, was a major turning point in European international politics during the interwar period. It placed a premium on Fascist aggression in Ethiopia by proposing that Italy be given actual or de facto control over huge slices of the African country. Several volumes of memoirs published in the last few years throw new light on some aspects of the proposal itself and on the politics of Great Britain, Italy, and France toward the Italo-Ethiopian conflict, policies which at the height of the international crisis produced the Hoare-Laval Plan. In addition, the State Department documents, published and unpublished, are a mine of information on these matters.

Food is the fundamental right of every human being. Communities or nations that are not satisfied with food sufficiency will have the potential to cause economic instability and even to bring down a government. Dependence on rice as a staple food can threaten economic and political stability when food is not adequately covered. One alternative that can be made to avoid the threat is to switch to other carbohydrates-based foods that grow in Indonesia, including sweet potato, cassava, arrowroot, and ganyong. However, those local food variety is still considered as second-class food, due to the persistence to rice-eating culture. Therefore, there is a necessity to create a local food campaign on internet media. The Internet is now growing into a medium capable to reach all kinds of people in a quick and precise manner. This descriptive study uses secondary data such as books and journals related to state defense and food security. The study finds that the use of internet as a medium for local food campaign to the community has not been implemented optimally, both by the government and non-government. In line with the rapid development of the internet and the importance of defending the country in all aspects, local food campaigns through internet media require the participation of all stakeholders.

Keywords: defending of the state, local food campaign, internet

Developed economies of individual states are becoming an example and set the pace of development for others. Countries that are now leading the way have brought people to the forefront with their spiritual, human and intellectual qualities. Ukraine has not yet taken this experience and goes in the opposite direction, devaluing all kinds of relations in the state. The purpose of the research is to highlight the state of the organization of interaction of the population with all branches of power in order to understand and identify the steps towards the development of the knowledge economy. The object of research is the social complex of living conditions of the population of Ukraine, as the basis for the formation of value orientations of the knowledge economy. The methods used of the research were the practical side of the built relationship between the population and authorities at all levels. The hypothesis of the research is the idea that everyone should take his worthy place to shift a car called State in the direction of improving the quality of social relations, which will serve to increase the economic component. The statement of basic materials. To date, the state of interaction and communication with government is striking by the depreciation and neglect of moral, ethical and legal standards. The incompetence of the authorities and the high corruption of all structures leads to disruption of relations between all segments of the population. The great anti-social orientation of many laws and reforms does not allow a citizen to develop and realize his potential, as the consciousness of more than half of the population has mastered a single opinion – how to survive. The aim of the study is to develop the concept of “nation-building” as a socio-political project that is adequate to the national ethno-socio-cultural traditions, aimed at improving national security and strengthening the political stability of the entire Russian multinational society in the face of new chal- lenges. The scientific novelty of the research lies in the conceptual generalization of new problems, challenges and risks of constructing the concept of “nation-build- ing”, which require fundamental theoretical understanding within the framework of domestic ethnopolitical science. The article uses an interdisciplinary methodology in the development of the socio-political concept of “nation-building”. The use of socio-cultural analysis made it possible to adapt the concept of “nation-building” to Russian political traditions and values. Comparative political analysis allowed us to compare domestic and foreign approaches to the formation of nation-building. The sys- tematic method revealed the structural elements of the state policy of nation- building in Russia. The result of the research is the proposed socio-political concept, which depends on the role of the state and the challenges of modernity in the Russian ethno-political process and the formation of a civil nation.

The main premise of this chapter is that state actions are crucial for economic development and those actions are partly shaped by the culture. Because some cultures are more conducive to development, it is engaged with the question: “Would it be possible to direct cultural change to serve economic development?” Since culture is a subject-object relationship, it might be possible to direct cultural change and consequently build up a developmental state. This chapter particularly focuses on the defining characteristics of a developmental state. In addition to the three characteristics recognized in the literature (relative autonomy, capacity, and embeddedness), four others are identified which are essential for a state to become developmental and remain so. These are: legitimacy of the state, integration of the society, socio-political stability, and motivation for economic development. The Korean developmental state is taken as a case study and investigated under this new light.

Decision-making consists of selecting an action from a set of available options. This results in an outcome that changes the state of the decision-maker. Therefore, decision-making is part of a homeostatic process. Individuals with psychiatric disorders show altered decision-making. They select options that are either non-optimal or nonhomeostatic. These dysfunctional patterns of decision-making in individuals with psychiatric disorders may fundamentally relate to problems with homeostatic regulation. These may manifest themselves in (i) how the length of time between decisions and their outcomes influences subsequent decision-making, (ii) how gain and loss feedback are integrated to determine the optimal decision, (iii) how individuals adapt their decision strategies to match the specific context, or (iv) how seemingly maladaptive responses result from an attempt to establish an unstable homeostatic balance.

Is the civic duty to report crime and corruption a genuine moral duty? After clarifying the nature of the duty, I consider a couple of negative answers to the question, and turn to an attractive and commonly held view, according to which this civic duty is a genuine moral duty. On this view, crime and corruption threaten political stability, and citizens have a moral duty to report crime and corruption to the government in order to help the government’s law enforcement efforts. The resulting duty is triply general in that it applies to everyone, everywhere, and covers all criminal and corrupt activity. In this paper, I challenge the general scope of this argument. I argue that that the civic duty to report crime and corruption to the authorities is much narrower than the government claims and people might think, for it only arises when the state (i) condemns genuine wrongdoing and serious ethical offenses as “crime” and “corruption,” and (ii) constitutes a dependable “disclosure recipient,” showing the will and power to hold wrongdoers accountable. I further defend a robust duty to directly report to the public—one that is weightier and wider than people usually assume. When condition (ii) fails to obtain, I submit, citizens are released of the duty to report crime and corruption to the authorities, but are bound to report to the public, even when the denunciation targets the government and is risky or illegal.
