Electronic terminological dictionaries published by the Russian National Public Library for Science and Technology and plans for the future

Russian National Public Library for Science and Technology publishes electronic terminological dictionaries. The history of this activity line and the publications are discussed, e. g.: The English-Russian Dictionary in Machine-readable Cataloguing, SIBID Electronic Terminological Dictionary (1-st and 2-nd editions), and Electronic Dictionary of Standardized Abbreviations in the Russian and 25 Foreign European Languages for Bibliographic Records. Links to purchase the dictionaries are given. Plans for the future are discussed. The paper is prepared within the framework of the State Order to RNPLS&T for 2021 No. 730000F.99.1.BV09АА00006.

The digital publications on standardization produced by the Russian National Public Library for Science and Technology are discussed, namely: English-Russian Dictionary of Machine-Readable Cataloguing, Electronic Terminological Dictionary of the System of Standards on Information, Librarianship and Publishing (SIBID), Database on Standards. Each entry comprises a brief description, its characteristics and intended purpose. In conclusion, digital publications on standardization being planned are discussed.

The history of international standards for ILL and Document Delivery e-messaging formats is discussed. ISO 10160 and ISO 10161 standards and a new standard ISO 18626: Information and documentation - Interlibrary Loan transactions are examined. Ongoing results of analyzing ISO 18626 standard at the State Public Library for Science and Technology of the Russian Academy of Sciences Siberian Branch are revealed.

Talking STS is a collection of interviews and accompanying reflections on the origins, the present and the future of the field referred to as Science and Technology Studies or Science, Technology and Society (STS). The volume assembles the thoughts and recollections of some of the leading figures in the making of this field. The occasion for producing the collection has been the fiftieth anniversary of the founding of the University of Edinburgh’s Science Studies Unit (SSU). The Unit’s place in the history of STS is consequently a recurring theme of the volume. However, the interviews assembled here have a broader purpose – to present interviewees’ situated and idiosyncratic experiences and perspectives on STS, going beyond the contributions made to it by any one individual, department or institution. Both individually and collectively, these conversations provide autobiographically informed insights on STS. Together with the reflections, they prompt further discussion, reflection and questioning about this constantly evolving field.

This chapter discusses the history of American frontier law. The new nation faced the problem of how to deal with the western lands. Some of the states had huge, vague, and vast claims to chunks of western land, stretching out far beyond the pale of settlement; other states did not. The Ordinance of 1787 dealt with the issue of governance and the future of the western lands. It set basic law for a huge area of forest and plain that became the states of Ohio, Indiana, Illinois, Michigan, and Wisconsin. The Ordinance of 1790 extended the influence of the Northwest Ordinance into what became the state of Tennessee.

The Bibliographic Records in Libraries' Searchable Online Public Access Catalogs (Opac) Have Recently Taken on a New Role as a source of bibliographic data that can be aggregated, shared, circulated, manipulated, transformed, studied, and interpreted. Scholars' new awareness of library catalogs not just as aids to locating books and other materials but as sources of bibliographic information that researchers can manipulate and transform has inspired new scholarship on the history of the catalog and a new focus on how the catalog, in both its analog and digital forms, shapes bibliographic knowledge. Our Early Novels Dataset (END) project, for example, uses methods from book history, library science, and literary studies to think about the shape and history of the bibliographic metadata in the library catalog. Our research group's collective experiments with bibliographic metadata ask what happens when we look at the library catalog record not just as a utilitarian aid for searching or as an object of critique, but also as a work in progress with a literary character of its own. We ask what we can learn from the shape given to bibliographic information by the earlier catalogers whose records our project inherited and on whose expertise we draw. We also ask how the familiar languages of the library catalog record and the controlled bibliographic description might help make new forms of knowledge about books. And we press on the inevitable and generative tension between the particular perspective of the library catalogers who transform specific copies of physical books into bibliographic data and the informational fields dictated by machine-readable cataloging (MARC) descriptive standards.

The year 2020, verging to a close, is one of the most difficult and hardest years in the life of mankind over the last century. Unfortunately, it is in the 20th year of each century for the last several hundred years that human civilization has been suffering from another global pandemic (to say nothing of local and regional pandemics)… Several pandemics of plague killed at least 300 million people, and the highest incidence in Europe occurred in 1720‒1722. In 1817‒1824, the First Cholera Pandemic spread across the world. One hundred years later, in 1918‒1920, fifty million lives worldwide were claimed by the Spanish flu (H1N1). For a year now, starting in December 2019 and throughout 2020, the entire world is fighting the 21st century pandemic – the global COVID-19 outbreak caused by the SARS-CoV-2 coronavirus. Despite all the difficulties that humanity faces today, life goes on, and the world scientific community is persistently looking for ways to get out of the latest pandemic trap. The world has learned the lessons of pandemics and learned to use the acquired knowledge and scientific legacy of past generations. This led to a quick response to the challenges that life presents us. In December 2020, at this writing, several pharmaceutical companies have already announced the invention of vaccines and the final stages of their trials. We hope that our esteemed authors and readership will witness yet another victory of science over the world's evil. 10 years ago to the day, creation of the History of Science and Technology journal began. Therefore, we would like to summarize some of the work undertaken over the years. The first issue of History of Science and Technology was published in 2011. The founder of the journal was the State Economy and Technology University of Transport. State Economy and Technology University of Transport was one of the three universities in Ukraine that mainly trained specialists for the railway industry. It is the teachers, students and staff of the State Economy and Technology University of Transport who became the primary authors of the first journal issues. Therefore, in the first years after the journal was created, its focus on the study of the history of the development of railway transport and related areas was apparent. Back then the journal was titled History of Science and Technology: Collection of scientific papers of the State Economic and Technological University of Transport. Printed versions of the journal were regularly distributed in libraries of higher educational institutions and research institutions of Ukraine. The electronic version of the full-text issue of the journal (without division into separate articles) was posted on the University library website. Gradually, the journal began to gain popularity, and as far back as in 2013‒2015 it received a large audience of readers and authors across regions and organizations from all over Ukraine. Accordingly, the themes of the articles changed, being no longer limited to rail transport, but extended to the study of the history of all branches of science and various technologies instead. In 2016, the journal History of Science and Technology replaced its founder. It was the State University of Infrastructure and Technologies which was established through the decree of Ukrainian government dated February 29, 2016 by way of merger of two metropolitan higher educational institutions – Kyiv State Maritime Academy named after hetman Petro Konashevych-Sahaidachnyi and State Economy and Technology University of Transport. Accordingly, the name of the journal has changed into History of Science and Technology: Collection of scientific papers of State University of Infrastructure and Technologies. The next stage in the life of the journal was the creation of its separate website in March 2018. Since then, work has begun on a deeper reform of the journal, which continues to this day. History of Science and Technology journal is constantly changing. Thus, steps have been taken to improve the design of the journal and bring it into line with internationally recognized standards. The composition of the journal's editorial board has undergone significant personnel changes. In April 2019, it underwent state re-registration of the print media and acquired its current name – History of Science and Technology journal. However, fundamental steps have been taken towards filling the journal with original and high-qualty scientific content that would be of interest not only to the Ukrainian reader but also to foreign reader. Strict analysis in the selection of articles, strict plagiarism policy, independent double-blind peer review, as well as numerous other steps and innovations, have affected the number of published articles. If in 2019 approximately 25% of submitted articles were rejected, in 2020 this figure reaches almost 60%. Although hopefully, a change in quality of articles for the better followed the change in their number. They have really become interesting to the international world community, as evidenced by statistics on daily visits to the journal's website by representatives from around the world. The journal generated interest among authors from different countries and continents. In the first issue of History of Science and Technology for the year 2020, articles by authors representing universities and research organizations from Ghana, Canada, USA, Spain, Russia and Ukraine were published. Thus, in the second issue of 2020, History of Science and Technology journal introduces its readers to articles by authors from around the world, namely Azerbaijan, India, Indonesia, Italy, Spain and Ukraine. While summing up our 10 years’ work, we would like not to be limited to bare figures. Thus, History of Science and Technology has published 10 volumes and 17 issues over the years, which include more than 400 articles by various authors. And of course, each of these published articles has undergone a great deal of work by authors, editors, reviewers, proof-readers, print workers, etc. All these people primarily have always been trying to make History of Science and Technology journal interesting for you, our Readers! Our team will keep working enthusiastically and persistently on it!

The 16 February is the most significant date in Lithuania’s history. In 1918, an independent democratically-run modern civic state was established, together with the restoration of the statehood tradition cherished in the ancient Lithuania (1253-1795). On 16 February 2018, we celebrated the birth of a modern Lithuania. This date is like a bridge between the old Lithuania born on 6 July 1253 and the new independent Lithuania restored on 11 March 1990. Had it not been for the 16 February, there would have been no events of 11 of March, nor the subsequent success story. In the lead-up to the Centennial of the Restoration of the State (hereinafter – the Centennial), the past is seen not only as a reason to celebrate the important anniversary but also as an inspiration to reflect the historical significance of the past for today and the relevance of the issues of today for the past, i.e. the centennial achievements of the state and its people, and our ambitions for the next centennial which is fast approaching. The Centennial of the new Lithuania is a success story. The main achievements are as follows: Lithuania has become a player of the European and world history, with its modern civil society aware of the importance of freedom and the responsibility that goes with it, and with new emerging vistas for action for the Lithuanian state and its people. Building of the modern Lithuanian state in 1918 was based on the principles of the equality of all, as well as the freedom and prosperity, and this is why all freedom loving people of the country and Lithuanians living abroad, for the first time in the history of Lithuania, became the creators of their state, and later on, during the years of the occupation – the guardians of its tradition. The heroes of the restored Lithuania are thousands of those of different nationalities, religions and social groups having built and safeguarded the tradition of the Lithuanian statehood and national identity. They include volunteers, farmers, teachers, architects and engineers, athletes, aviators, clergy of various denominations, Righteous among the Nations, freedom fighters, dissidents that challenged the Soviet regime, people that created the liberation movement Sąjūdis, and the Lithuanians living abroad that preserved the idea of statehood and fostered the Lithuanian traditions. The hero of today is each individual living in Lithuania and each Lithuanian living abroad, who actively contributes to the building of Lithuania of the twenty-first century and knows that his daily efforts have an impact not only on the present but also on the future of the history of the Lithuanian state and the nation. Apart from the most important symbol of the Centennial, the national flag, we have our state symbol Vytis, bridging the two Lithuanias – the old and the new. The Centennial has revealed our capacity to draw the best from the depths of the past for the needs of the present; we are always ready to give our responsible and often times hard efforts for the bettering of our state and the people; we stand for our freedom, when this fundamental value is threatened; we have the vigour to build not only our own but also the European and world history. These things serve as the basis for us being proud of the achievements of the restored Lithuania, while inspiring us to work for the present and be hopeful about the future.
