The article provides information and analyzes the regulatory documents adopted in the Russian Federation, the Khabarovsk Krai, and the orders of the director of the Khabarovsk branch of the. 1The S. Fyodorov Eye Microsurgery Fedaral State Institution, the Khabarovsk Branch, of the Ministry of Health of Russia on ensuring epidemiological well-being by organizing assistance to patients with diseases of the organ of vision and adnexa in the context of the spread of a new coronavirus infection. The developed complex of anti-epidemic measures in the provision of emergency and planned ophthalmological care to residents of the Far Eastern Federal District made it possible in 100% of cases to fulfill the state task for the provision of high-tech medical care

The article presents an overview of the data of statistical observation of the Khabarovsk Krai, the Russian Federation and the Far Eastern Federal District (Okrug) on tuberculosis; their significance for assessing the epidemic situation and the quality of anti-tuberculosis care in these territories in 2002–2019 is studied. The dynamics of statistical indicators for 18 years is given using the methodology for calculating rank values. The dependence of the incidence of tuberculosis on the population density in the constituent entities of the country, the Far Eastern Federal District and its regions has been determined

Purpose. Evaluation of the first experience in organizing systematic telemedicine consultations/conciliums between the national medical research center and medical organizations in the territory of the Far Eastern Federal District (FEFD) of the Russian Federation. Material and methods. The analysis of organizational and technical difficulties in creating of stable system of planned and unscheduled telecommunication events between the Khabarovsk branch of the Fyodorov Eye Microsurgery Federal State Institution (Khabarovsk branch) and assigned to it medical organizations of the 3rd level, providing ophthalmological care for patients from 8 administrative territories of the FEFD. Results. Organizational and methodological department was created in the Khabarovsk branch, which clarified and eliminated the factors that impeded of telemedicine consultations/conciliums for ophthalmologists of medical organizations of the 3rd level; a set of organizational measures was taken to register these medical organizations in the Federal Register of Medical Organizations, in the Unified State Information System in the Field of Healthcare; the equipment necessary for communication was purchased and technically prepared; methodological assistance was provided in setting up equipment in the regions, including on-site visits; backup connections of several providers have been created; an algorithm for preliminary notification of regional ophthalmologists about the knowledge transmission has been worked out; an organizational algorithm for forming a request for telemedicine consultations has been tested. For 2019–2020 the Khabarovsk branch conducted 32 knowledge transmissions, 560 telemedicine consultations on patients living in the FEFD. Conclusion. The introduction into the daily clinical ophthalmologists practice in the FEFD of system of periodic telecommunication events between the Khabarovsk branch and assigned medical organizations of the 3rd level after the elimination of organizational and technical difficulties showed a high demand, allowing consultations on patient management in accordance with modern standards of ophthalmological care. Purpose. Analysis of organization and results of medical work in the Khabarovsk branch of the S. Fyodorov Eye Microsurgery Federal State Institution (Khabarovsk Branch) in the context of a pandemic of the novel coronavirus disease (COVID-19) in 2020. Material and methods. The analysis of regulatory documents adopted in the Russian Federation, Khabarovsk Krai, and orders of the Director of the Khabarovsk Branch to ensure epidemiological wellbeing in organization of treatment process was carried out. Results. The developed complex of anti-epidemic measures to ensure epidemiological wellbeing at provision of emergency and planned ophthalmological care to residents of the Far Eastern Federal District of Russia made it possible in 100% of cases to fulfill the state task for the provision of high-tech medical care. The total volume of medical care for ophthalmological diseases in the Khabarovsk Branch as a whole decreased by 18,9%. It should be noted that the same trend was observed in all branches of the S. Fyodorov Eye Microsurgery Federal State Institution. Conclusion. Despite the problems that COVID-19 brought to work of the Khabarovsk Branch, it still fulfilled its mission, as defined by S. Fyodorov - to bring light and goodness to people living in the Far East of Russia. The article evaluates the effectiveness of changes in the organizational work of the diagnostics department of the Khabarovsk branch of the S. Fyodorov Eye Microsurgery Federal State Institution (Branch) in the context of a pandemic of the new coronavirus infection COVID-19. The data on the organizational restructuring of the activities of the diagnostic department of the Branch are presented. It was due to strict requirements for compliance with anti-epidemic measures in the context of the pandemic of the new coronavirus infection COVID-19. Thanks to this, it was possible to maintain the annual volume of providing ophthalmic surgical care to residents of the Far Eastern region of the Russian Federation. Its decline was only 17.4%. Key words: pandemic of the new coronavirus infection COVID-19, ophthalmosurgical clinic, reorganization of work, volumes of planned surgery.

Purpose. To analyze cataract surgery performed in the Khabarovsk branch of the S. Fyodorov Eye Microsurgery Federal State Institution (Khabarovsk branch). Material and methods. The work of the Khabarovsk branch on the treatment of patients with cataracts in 2018–2020 was analyzed on the basis of annual statistical reports submitted to the Head Organization and the Analytical Center of the Ministry of Health of the Khabarovsk krai. Results. Cataract surgery account for more than 30% of the total volume of surgeries performed in 2018–2020. The largest (up to 63%) share of the number of cataract surgery in the structure of the subjects of the Far Eastern Federal District falls on the Khabarovsk krai. To correct aphakia, the Khabarovsk branch currently uses large arsenal of intraocular lenses, which allows satisfying the ever-increasing demands of patients for obtaining high visual functions after surgery. Conclusion. The Khabarovsk branch has all the modern technologies for the surgical treatment of senile cataracts and satisfying the increasing demands of patients for obtaining high visual functions in the postoperative period and is the leader in cataract surgery in the Far Eastern Federal District. Article is devoted to the analysis of the Order of the Russian Ministry of Health of 19.03.2020 № 198n (an edition of 29.04.2020) “About a temporary order of the organization of work of the medical organizations for implementation of measures for prevention and reduction of risk of spread of a new koronavirusny infection of COVID19” regarding formation of the temporary staff list of the division of the medical organization providing medical care to citizens with a koronavirusny infection of COVID-19 and also the requirement with the staff of this division. The criteria recommended by the Ministry of Health of the Russian Federation for determining the number of rates of medical workers in these divisions, requirements for medical workers of the division have been considered, a practical example of calculation of rates has been given.

The relevance of the publication topic is argued by the need for an in-depth study of the globalization process, which is global financial, political and cultural integration, unification, the global division of labour, the planetary migration of capital, human and productive resources, standardization of legislation, and interference of cultures of the world community. The theoretical and practical goals of the publication are to study causal algorithms for the formation of a negative scientific and production balance of the Russian Federation and an increase in disproportions between the import and export of high-tech products, as well as a comparative description of global development as a symbiosis of contradictory trends in the subordination of the world economy to the interests of transnational capital. The theoretical and methodological basis of the publication was the scientific works of domestic and foreign scientists studying the globalization of the industrial economy due to the intensification of international scientific and technological competition and the expansion of the innovation market, deepening of specialization and division of labour, and the increase in the risks of producing high-tech products at the national and world levels. Scientific novelty lies in the authors’ interpretation of such socio-economic advantages of globalization as economies of scale, stimulation of labour productivity, rationalization of production at the interstate level and the spread of innovative technologies, cost reduction, price regression, achieving sustainable growth in the well-being of society, on the basis of which the development is confirmed global industrial economy on a research basis characterized by such attributes interdependence, asymmetry, regionalization and diversification, regression efficiency, inclusiveness, resource and raw material demarcation, a high degree of uncertainty and of the economic risk. The practical significance of the results obtained is determined by an in-depth analysis of the American (based on differentiation of labor and specialization of personnel, demarcation of labor duties, concentration of scientific and production efforts on a purely economic result) and Eurasian (characterized by mobility and compactness of production processes, saving transaction costs, adaptability to market conditions and availability of labour-tolerant staff) strategies for innovative development of industrial economics. Based on a critical rethinking of the American and Eurasian strategies, proposals and recommendations are formulated on the formation of the scientific and technical policy of the Russian Federation

In 2019 The Ministry of Health of the Russian Federation together with experts of the National Research Center of Therapy and Preventive Medicine of the Ministry of Health of the Russian Federation has developed programs to strengthen the health of employees, which include behavioral medicine practices aimed at changing lifestyle and correcting risk factors. Scientific evidence shows the effectiveness of such programs, and new components of programs aimed at improving the well-being of employees can increase the effectiveness of preventive measures. In this article, we will review the domestic and international experience of using comprehensive health and well-being promotion programs to improve the health of employees in Russia.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated
