The purpose of the article is to provide general description of the draft laws, which define the main directions of the State policy in the area of arms trafficking in Ukraine. Methodology: dialectical method, method of analysis and synthesis, logical and semantic method, system method, method of classification and grouping, inductive method were used in the course of the research. Research results: The scope of the draft laws in the area of arms trafficking in Ukraine is analyzed, their shortcomings, gaps and contradictions are identified. Practical consequences: Based on the study, it is concluded that it is necessary to develop and legislative implementation of the general concept of arms trafficking in Ukraine, which should define the main directions of public policy in this area. Value / originality: The author's view on the expediency of distinguishing certain areas of State policy in the area of arms trafficking in Ukraine is substantiated.

In the context of European integration, the importance of state policy in the field of innovation of enterprises, especially small and medium-sized businesses, is growing. Therefore, the state of the regulatory framework should promote the development of Ukraine’s innovation system, which will increase the amount of foreign investment and increase the welfare of the population. All this requires effective coordination between legislative institutions. The dynamic formation of the legal basis for the development of innovation activities of small and medium enterprises shows positive trends, but attempts to intensify innovation activities have not been implemented in full. The article generalizes the Ukrainian legislative and regulatory support to support the innovation activities of small and medium enterprises. The structure of the institutional basis for supporting the innovation activities of small and medium enterprises was drawn up. Problems of functioning of the national innovation system are revealed. In the process of research the following methods were used: analysis and synthesis, induction and deduction, comparison, graphical and tabular method, system method. The state of the innovation system of Ukraine in relation to the world level is determined on the basis of international indices. The directions of solving the revealed problems of innovative activity of small and average enterprises are proposed, which should be solved by means of state policy tools.

The aim of the article is to consider the scientific genesis of the problem of operational and investigative measures to combat intentional homicide by criminal police units. Subject of research is the stages on development of scientific knowledge on the issue under investigation. Methodology: In the course of the research the following methods are used: analysis and synthesis method, dialectical method, logical and semantic method, historical and legal method, legal modeling method. Research results: The state of scientific researches on the problem of crime prevention by the criminal police in general and intentional homicide in particular was examined. Practical consequences: In the course of the research, the development of scientific knowledge on the prevention of intentional homicide by criminal police units was gradually considered. Value / originality: It is the first study dedicated to the development of the history of prevention of intentional homicide by criminal police units in Ukraine.

The article is devoted to the problems of finding ways to improve the mechanisms of implementation of state policy in the socio-humanitarian sphere. The purpose of this article is to identify areas for improvement of mechanisms for implementing public policy in the socio-humanitarian sphere, taking into account the needs of their unification within a single approach to the organization of social processes in the analyzed area. Achieving this goal has provided solutions to more practical problems: the development of goals, objectives, areas of state policy in the socio-humanitarian sphere, as well as organizational and legal support for its implementation. All this together will allow to introduce quite detailed algorithms and tools for managing the socio-humanitarian development of Ukraine and to quickly and effectively overcome the negative risks that arise in it. The content, essence and state-legal nature of mechanisms of public administration, as a set of ways and tools of practical realization of state policy are revealed. The analysis of modern approaches to understanding the essence of mechanisms of public administration is carried out. The author's definition of the mechanism of public administration in the socio-humanitarian sphere is offered. The content and essence of state policy in the socio-humanitarian sphere are revealed. The conclusion concerning the basic determinants and features of its development is made. Approaches to the formation of mechanisms for the implementation of state policy in the socio-humanitarian sphere are generalized. The need to further unify approaches to the implementation of such public policy in different sectors of the socio-humanitarian sphere has been proved. The main directions of improvement of mechanisms of its realization are allocated. The mechanism of state policy implementation in the socio-humanitarian sphere is defined as a set of nonlinear sets of tools and methods of state influence, which is implemented through appropriate management decisions (a set of measures as components of state policy) to develop the rights and interests of citizens and practical implementation. guarantees of the state in the fields of education, health care, social security, as well as others covered by the humanitarian mission of the state and able to influence the formation of productive forces, human, intellectual and social capital in society.

In Peru, the adoption of a new school curriculum based on gender equality and nondiscrimination against sexual minorities led to the mobilization in 2016 of organizations connected to conservative churches under the slogan Con Mis Hijos No Te Metas (Don't Mess with My Children). This new countermovement uses street protests, the courts, and Congress to disseminate an antigender agenda that goes beyond its initial opposition to sexual education. Organizations in the countermovement consider the concept of gender to be a dangerous imperialist ideology, arguing that the state violates individual freedoms when it uses gender as one of the pillars of public policy.

The state policy and the needs of the community dictate models of libraries and information centers development and set certain tasks, such as providing information sources, consultations, and services. It is necessary to establish a new paradigm of organization and functioning of the libraries within the context of globalization and information revolution. The basis of these changes is democratization of the national program of librarianship development in Ukraine based on modernization of libraries in all its forms: from library staff trainings to funding for the material maintenance of the library.

Introduction. By this time the ministry has not yet become central bodies of executive power (CEB), whose leading function is the formation of State policy. The type chosen for another CEB does not always correspond to the features performed by this organ. It is difficult to separate the "functions in the implementation of State policy" from "some functions for implementing State Policy". The law does not define "public policy". This negatively affects the functioning of the CEB system. The aim of the article. The purpose of the article is analysis of existing problems in organization and activity of the system of the CEB and scientific substantiation of ways of their solution. Results. The term "ministry" means a kind of CEB has two main features: 1) The ministry responsible for the development of State policy; 2) The ministry is headed by a member of the government-a politician and not a government official. The main purpose of the executive power-solving body of social problems; Task – A set of measures that are derived from the main goal and subject to resolution to achieve it, specify the main purpose of the activity of the Authority; The function is activity related to obtaining a clearly defined final result which directly reflects the goal achievement and tasks of the executive authority. As for the optimal number of ministries in Ukraine, we believe that the decisive should be that all directions of the State policy are in the sphere of influence of the government, their unjustified chopping or consolidation between the ministries, as well as the chosen The number of ministries allowed to implement program of CMU. Along with the agencies, services and inspections should allocate another category of "other" CEBs, which neither in the form nor on the functional orientation do not belong to services, agencies, inspections. State policy-enshrined in the Constitution and laws of Ukraine, other acts of legislation the rules of operation and strategic objectives of the State and their due directions of activity of the State, approved by the decisions of the competent bodies of State power. Conclusions. The basis for the reform of the existing system of COIS proposed to put a division of functions in the formation of State policy and functions for the implementation of State policy. The CMU should provide for the formation and implementation of State policy. Ministry – to form State policy and ensure its implementation. Other CEBs – implement State policy. The legislation should define the meaning of the term "public policy". The tasks and functions of ministries shall be clearly defined. The type of each other CEB (service, Agency, inspection) shall comply with the legally fixed features for it.

The article studies the phenomenon and concept of the digital state. The author reveals the general concept and importance of digitalization in public administration. The article explains the problems of relevant interpretation and the limits of applicability of the concept to the system of public administration. The author considers methods, approaches, and prospects for improving the efficiency of public administration in the context of the digitalization of society and puts forward his concept for the term “digital government”. Using methods of analysis and synthesis, induction, deduction and abduction, classification, and formalization, the work reveals the essential descriptive characteristics of the phenomenon and concept of the digital state. After the data analysis, it is proposed to consider the concept of digital state in four interpretative definitions: as an ecosystem of multiservice and proactive state digital services; as an integrated computer and software meta-platform; as an organizational and technological approach and corresponding paradigm; and as a digital ontology of state-building and functioning, public administration and public policy. According to the author’s interpretation, the concept of the “digital state” includes: “digital government”, “digital democracy”, “digital justice”, “digital electoral technologies”, “digital public control of public administration”.

The main objectives of the state policy in the field of information, which is the reason for the creation of appropriate conditions for achieving this goal were definited. In particular, coordination of the central executive authorities to address the problems of information, execution of functions of the general state of the customer National Informatization Program projects, the organization of international cooperation in matters of information and the like. The state policy of information covers the entire complex of relations that arise: in the creation, collection, storage, processing, storage, retrieval and dissemination of information; in the preparation and use of information and information resources; while ensuring the sovereignty of information, information security and information protection.

Recently, the terms “adaptation and integration of migrants” are often found in scientific and public literature. However, there is still no unified opinion and clear understanding of the essence and content of these concepts, their distinctive features, which negatively affects the formation and implementation of the state policy of adaptation and integration of migrants and requires development of theoretical provisions on these processes. The purpose of this article is to develop theoretical provisions on the adaptation and integration of migrants, as well as on the state policy of adaptation and integration, the formation of a holistic view of these phenomena and processes. The article is devoted to the theoretical understanding of such concepts as adaptation of migrants, integration of migrants, state policy of adaptation and integration of foreign citizens. The author’s vision of these phenomena is also presented. In the course of the study, general scientific methods of analysis and synthesis were used, as well as a systematic approach, methods of comparisons, etc. The conclusion of the article contains the main theoretical positions that form a systemic view on the adaptation and integration of migrants, the state policy of adaptation and integration, which create a holistic view on these processes

The processes of globalization, manifestations of external military, political, economic aggression against Ukraine have led to the formation and strengthening of the destructive impact of hybrid threats, which led to the deployment of a negative chain reaction of aggravation of imbalances in the economic system. Under such conditions, the problem of developing strategic and tactical principles became relevant for the formation and implementation of public policy to combat hybrid threats to ensure the economic security of the state. The purpose of the study is to determine the strategic imperatives of the public policy to combat hybrid threats and ensure the economic security of Ukraine. Theoretical and methodological aspects of the spread of hybrid threats are generalized, its level and directions in the economy of Ukraine are determined, priority spheres, tasks and tools of the state policy of counteraction to hybrid threats and ensuring its economic security are substantiated. The directions of distribution and the set of hybrid threats to economic security at the present stage of socio-economic development of Ukraine are identified. The basic provisions of the Concept of counteraction to hybrid threats to the economic security of Ukraine are developed. It is concluded that the problem of hybrid threats became especially relevant for Ukraine after choosing the pro-European direction of development to which Russian Federation responded with the annexation of Crimea, military, and then political and economic aggression in the Donbas. Ukraine's economy continues to be significantly affected in the form of hybrid threats, which lead to the deployment of a negative reaction to the imbalance of political and socio-economic systems. Growing processes of global integration require the application of new approaches to the formation of high-quality and effective public policy to combat hybrid threats.
