Introduction. The deindustrialization processes in Ukraine can be defined as the result of national industrial potential degradation, that throws domestic economy back in the past in comparison with highly developed countries. At the same time, the restoration of the industry is constrained by sharp "investment hunger», which deepens the problems of unemployment and emigration of the population, preserves a low standard of living. Overcoming the systemic problems prevailing in the domestic industrial sector requires the decisive use of effective industrial development instruments, one of which is industrial parks. Purpose. The article aims to argue the perspective directions of the Ukrainian industrial sector development using the mechanism of industrial parks on the basis of international experience analysis. Method. Methodological base of the paper covers a complex of complementary methods of scientific research of economic processes and phenomena: historical and logical method, method of system analysis, methods of economic and mathematical modelling, comparative and statistical analysis, general scientific methods of analysis and synthesis, methods of induction and deduction. In order to carry out the complex analysis, methods of computer processing, analysis and display of information using the Microsoft Excel program also are used. Results. The article has discussed essential and economic and legal aspects of industrial parks creation as a mechanism for the formation of a favourable investment climate in order to increase the international competitiveness and develop industrial sector of Ukraine. Advanced international experience of using industrial parks to provide accelerated economic growth on an innovative basis has been analysed. Existing preconditions and prospects for activating the policy of industrial parks creation in Ukraine have been investigated. Legislative initiatives to promote the opening and launching of new industrial parks in the domestic practice of industrial development have been argued. The measures of industrial policy, which should complement the existing legislative norms and initiatives concerning the development of a network of industrial parks in Ukraine, have been outlined. The results of the econometric analysis of industrial parks influence on the main macroeconomic indicators (gross domestic product, foreign trade, employment, volumes of industrial production) of Ukraine have been presented.

In the paper, we investigate the main causes and consequences of de-industrialization manufacturing and identify important factors influencing the structural transformation of the industrial sector through the prism of global technological challenges. Important challenges identified include environmental challenges of the threatening impact of climate change, digitalization in all spheres of public life, the technological leadership of developed countries in context field of Industry 4.0, changes in the geopolitical landscape and trade conflicts between countries; migration and population aging; changes in competencies and retraining of employees to acquire digital skills; cybersecurity and volatility threats; quarantine amid the COVID-19 pandemic. The current structural imbalances of Ukrainian industrial development are considered and the current state and dynamics of structural changes in the Ukrainian economy in technological, reproduction, sectoral and foreign economic dimensions are analyzed. Crisis trends in the Ukrainian industry developed long before the start of the COVID-19 pandemic: comparing the structure of Ukrainian industry by type of economic activity, a decrease in the share of the manufacturing industry, a loss of production potential for a number of high-tech industries (automotive industry, instrument making, shipbuilding) and a decrease in added value in manufacturing industry with Ukraine's establishment as an independent state in which profound political, social and economic reforms have begun to take place. The analysis made it possible to determine further opportunities for industrial development, taking into account harmonization with European trends in digital and green transformations in industry. Based on the research results, complex directions for solving structural imbalances in industry at interrelated levels are proposed: state, regional and local levels. Overcoming the consequences of Ukrainian manufacturing deindustrialization in the context of European integration is dependent on developing and implementing relevant policy of manufacturing modernization and principles of the "circular economy"; integration into strategic value chains; creating conditions for training personnel with digital competencies; development of an innovative infrastructure – scientific, industrial, technological parks, innovation clusters and business-incubators. This will lead to the development and introduction of domestic innovation in production, which in turn should inspire further progress in the innovation structural transformation in Ukrainian economy and help to enhance national competitiveness and achieve sustained economic growth.

The rapid growth in high-tech production is a key development trend in the modern world industry. However, the situation in the developing countries, as well as in “transition economies” (former socialist countries) differs from the one in developed countries. The economy restructure during the transition “from plan to market” in the post-Soviet states after the collapse of the USSR did not improve the state of the industrial sector in these countries. On the contrary, some industries were lost, economic interregional and intersectoral relations were destroyed when they became sovereign countries. And their foreign trade was reoriented outside the Commonwealth of Independent States (CIS) and later the Eurasian Economic Union (EEU). The purpose of the article is to assess the degree of readiness of the EEU and the CIS countries as a whole for the digital transformation of the economy on the basis of an analysis of their innovative and industrial development. The differentiation of the EEU countries by the level of industrial development, as well as the degree of lagging behind global trends in the transition to a post-industrial economy, is revealed. The analysis of the positions of the EEU countries in international rankings showed, that these countries continue to yield to the world leaders in terms of innovation activity and economic development. Today this gap may even widen. Only three countries still correspond to the main trends of world innovative development in the post-Soviet space: Russia, Kazakhstan and Belarus. Others have difficulties in innovative and industrial development.

The subject of the research is the approaches used in foreign experience in the formation of forecasts of budget parameters for the long term. The study aims to determine the quality criteria for national and regional long-term budget projections based on the best practice of developed countries. In foreign practice, the question of choosing preferable solutions for long-term budget projections remains open. In Russian studies, some of the above issues are highlighted as of the first decade of the 2000s and require updating, and the foreign regional experience on the use of the longterm budget forecasting lacks detailed analyses. This substantiates the relevance of this study. The novelty consists in highlighting the list of “best practices” in implementing long-term fiscal projection for the national and subnational levels based on the study of the experience of foreign countries. To achieve this goal, the author uses methods of a comparative analysis of international experience in building budget forecasts, system analysis, and analogy. As a result, a list of criteria that meet the good practices of developing long-term budget forecasts has been formed. It is proposed to determine the forecasting horizon within 30–50 years, generate forecasts annually or with a specified frequency if there is a mechanism for updating them. The authors conclude that developing forecasts on a scenario basis using the principle of continuity in relation to the estimates obtained and forecasting methodology, as well as assessing the sensitivity of budget parameters to exogenous factors and budget sustainability are necessary characteristics of longterm budget projections. Prospects for the study consist in studying methodological solutions for forecasting budget parameters and developing tools for the regions of the Russian Federation for calculating indicators of long-term budget projections.

Введение. Рассматривается международный опыт реформирования системы образования, свидетельствующий о появлении новых образовательных моделей. Целью явилось изучение особенностей практического опыта использования инновационных методов в педагогических практиках различных стран и оценка эффективности процесса обучения. Материал и методы. Методологическую базу исследования составляли теоретические методы сравнительного и системного анализа, а также статистический анализ данных по отдельным странам Евросоюза и США. Изучение методической, аналитической, педагогической литературы было посвящено исследованию международного опыта реформирования системы образования, которое основывалось на опыте, представленном в международных публикациях в сборниках научных статей и научно-методических периодических изданиях. Результаты и обсуждение. Образовательная политика развитых стран строится на образовательной аналитике. Органы государственной власти, политические партии и общественные объединения стремятся повысить эффективность системы образования в соответствии с задачами развития общества. Форматы образовательных программ изменяются. Представлено внедрение в образовательный процесс новых технологий, таких как геймификация, роботизированные платформы, искусственный интеллект и встраивание этих технологий в образовательные программы. Оценивается эффективность использования новых образовательных технологий, основанных на инновациях с трансформационным содержанием, их дидактический потенциал. Заключение. Делается вывод о том, что многие технологии (такие, как геймификация) требуют дальнейшего изучения их применения. В результате эффективность технологий, используемых образовательным сообществом, в основном подтверждается повышением продуктивности учебного процесса, мотивацией и уровнем готовности студентов обучаться в интеллектуальных образовательных средах. Introduction. The international experience of reforming the education system, indicating the emergence of new educational models is examined in this article. Aim and objectives. The aim of the study was to investigate the characteristics of practical experience in the use of innovative methods in teaching practice of various countries and assessment of the effectiveness of the learning process. Materials and methods. The methodological base of the study is the theoretical methods of comparative and system analysis, as well as statistical analysis of data for individual countries of the Europe and the USA. The study of methodological, analytical, pedagogical literature was devoted to the study of international experience in reforming the education system. The study was based on the experience presented in international publications in collections of scientific articles and scientific and methodological periodicals. Results and discussion. The educational policy of developed countries is based on educational analytics. Government bodies, political parties and public associations strive to increase the effectiveness of the education system in accordance with the objectives of the development of society. Formats of educational programs are changing. The introduction of new technologies into the educational process, such as gamification, robotic platforms, artificial intelligence, and the integration of these technologies into educational programs, is presented. Conclusion. The effectiveness of the use of new educational technologies based on innovations with transformational content and their didactic potential are evaluated. It is concluded that many technologies, for example, such as gamification, require further study of their application. As a result, the effectiveness of the technologies used by the educational community is mainly confirmed by an increase in the productivity of the educational process, motivation and the level of readiness of students to study in intelligent educational environments.

The transformation of conventional industrial parks into eco-industrial parks (EIPs) presents an effective opportunity to attain inclusive and sustainable industrial development. UNIDO has acquired broad experience of EIPs by implementing a number of EIP projects in developing countries. To support these, a UNIDO EIP Toolbox was developed in order to (a) provide a practical set of customized and flexible tools to assist practitioners with the development and implementation of EIPs and related initiatives, and (b) to support EIP implementation and decision-making processes in relation to existing and new industrial parks. The EIP Toolbox currently covers tools on selecting industrial parks for EIP projects, stakeholder mapping, policy support, assessing industrial parks against the International EIP Framework, industrial symbiosis identification, monitoring impacts from company-level Resource Efficiency and Cleaner Production (RECP) assessments and park-level EIP opportunities. The focus of this paper is the application of the developed EIP tools in Viet Nam, supported by learnings from their application in other countries (e.g., China, Colombia, India, Morocco and Peru). The application of the EIP tools to date has demonstrated their value in contributing to the development and implementation of EIP practices. The added value of the tools is to support decision-making and stakeholder consultation processes on specific EIP topics of interest. An overall lesson learned from the tools’ applications is that they are useful in identifying and prioritizing “tip of the iceberg” symbiosis and RECP options as well as park-level EIP opportunities through interactive stakeholder consultations or workshops, possibly led by park management, and in guiding the discussion through a step-by-step structured approach. As such, rather than a stand-alone solution, the tools are best placed to be used as a supplementary instrument, in conjunction with other pragmatic and detailed implementation approaches. The current version of the UNIDO EIP Toolbox represents version 1.0. It is envisaged that the set of tools will be updated and expanded to reflect insights from their application in EIP projects. It is hoped that this paper will create further interest among EIP stakeholders and the academic community in applying the UNIDO EIP Toolbox as well as feedback from users in developing, transition and developed countries to further strengthen and expand the tools.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

The article considers the current and future systems for assessing the effectiveness of the use of state resources to create a national innovation system as a factor in improving the economic security of the state, the author develops a methodological approach to assessing the effectiveness of the use of state resources to create a national innovation system. The cyclical development of the world economy in the conditions of globalization is connected, first of all, with the change of technological structures, as well as with the provision of competitiveness for all levels of economic management. In the domestic and foreign economic literature, there is an idea of the national innovation system, which covers all types of economic objects in the country with innovations, increasing their competitiveness, and, thus, the national economy as a whole, and also directly affects the increase in the level of economic security of the country. Most developed countries and many developing countries have already established or are in the process of establishing their national innovation systems, built either on the basis of models already known and tested in other countries, or new, unique models for building innovation systems. The differences between these models of creation of national innovation systems of different countries are, both in the levels of economic objects, which are the basis of innovative breakthrough, and in the degree of use of public resources: "centralized model", based on public resources, or "market model", or a mixed model of "public-private partnership". These issues are the basis for consideration of the presented article. The methodological basis for writing the article was modern scientific research methods, including: dialectical method, method of system analysis, methods of analogy, comparative analysis, expert methods, structural-functional and normative approaches.

During the last few decades there has been a sharp transition in economic doctrine, within the context of economic growth, on the relative contributions of agriculture and industrial development. There has been a shift away from the earlier 'industrial fundamentalism' to an emphasis on the significance of growth in agricultural productivity and production. The focus, especially in the context of the present-day less developed countries like Pakistan, has sharpened with the rapid growth in demand for food, resulting from the increasing growth in population and the high income-elasticities of the demand for food. Coupled with this is the transition from resource-based agriculture to science-based agriculture. Agricultural economists are unanimous in the view that by the end of this century all increases in world food production will come from higher yields, i.e. increased output per hectare. This increasing emphasis on 'land-saving' technology to increase productivity and production has resuited from the growing population pressures on land and declining land-man ratios. Agricultural research has come to the fore in providing technologies that increase productivity and production. However, these technologies do not explicitly take into account the equity aspects of the problem. The extent to which the poor gain or lose from the introduction of a new agricultural technology depends on a host of complex and interrelated socio-economic and political factors such as the existing distribution of productive resources, access to modem inputs, the structure of the market, etc.

The book under review is a concise but fairly in-depth study of the prospects for export diversification from the Less Developed Countries (henceforth labeled as LDCs) particularly to Developed Countries (henceforth labeled as OCs). Given the multiple problems faced by the LOCs in exporting to the OCs - protectionist policies with regards to manufactured exports, volatility of prices obtained for raw material exports, etc. - the study analyses the potential for following an intermediate route. The important issues in the export of semi -processed and wholly processed raw materials are discussed. 111ese issues range from the problems and potentials for the location of processing facilities in the LOCs to the formulation of appropriate policies to encourage an export of processed goods rather than raw materials. Such policies will be useful both in solving the balance of-payments problems of the LDCs and in attaining the goal of the Lima Declaration and Plan of Action on Industrial Development and Co-operation, that called for 2S percent of world industrial production to be located in the LOCs by the year 2000.

The BID (Board of Industrial Development) framed the legislation and it was introduced before the state legislation and passed in the form of Maharashtra Industrial Act which gave birth to Maharashtra Industrial Development Corporation (MIDC), as a separate corporation on August 1, 1962. The BID was the first personnel strength of MIDC. A small ceremony at Wagle Estate Thane, under the Chairmanship of the Chief Minister Shri Y.B. Chavan, marked the birth of MIDC on August 1, 1962. The Board of Industrial Development during its existence between October 1, 1960 and August 1, 1962 has done enough spade work to identify the locations for setting up industrial areas in different parts of the state. Thus, right in the first year of establishment MIDC came up with 14 industrial areas, to initiate action for infrastructure and help entrepreneurs set up the industrial units in those areas. Maharashtra Industrial Development Corporation is the nodal industrial infrastructure development agency of the Maharashtra Government with the basic objective of setting up industrial areas with a provision of industrial infrastructure all over the state for planned and systematic industrial development. MIDC is an innovative, professionally managed, and user friendly organization that provides the world industrial infrastructure. MIDC has played a vital role in the development of industrial infrastructure in the state of Maharashtra. As the state steps into the next millennium, MIDC lives up to its motto Udyamat Sakal Samruddhi i.e., prosperity to all through industrialization. Indeed, in the endeavor of the state to retain its prime position in the industrial sector, MIDC has played a pivotal role in the last 35 years. MIDC has developed 268 industrial estates across the state which spread over 52653 hectares of land. The growth of the Corporation, achieved in the various fields, during the last three years, could be gauged from the fact that the area currently in possession of MIDC has doubled from 25,000 hectares in 1995.
