The article presents the results of research of separate aspects of the process of complex assessment of the strategic management level of the enterprise innovative development on the basis of the methodology of multi-purpose analysis of the situations of making managerial decisions in conditions of uncertainty, conflict and risk. An appropriate system of generalized and partial indicators of the functioning of the enterprise, which influence the level of its innovation development, is formed. It includes: 1) a subsystem of the indicators of a generalized assessment of the state of organizational, technical and economic development of the enterprise; 2) a subsystem of effective quality indicators for assessing the level of strategic management of innovative development of the enterprise. In order to carry out the analysis of the factors impact on the results of the innovation activity of the enterprise, a modified aggregate rating criterion is chosen. It is based on the average geometric value of the detailed indicators. The above-mentioned facts allow obtaining integrated assessments of the level of strategic management of innovative development of the enterprise by reducing the negative impact of the levelling of individual indicators, the values of which fall out of the general trend of the studied processes. It is noted that the property of taking into account the antagonism of the economic environment is inherent to the recommended for use in the process of integrated assessment of the level of strategic management of innovative development of the enterprise by the average geometric meanings of the detailed indicators that characterize the situation of making innovative decisions. Thus, to some extent, it is possible to take into account the continuous overall impact of the competitive environment of the enterprise. In order to carry out an in-depth study of assessments of the level of strategic management of innovation development and innovative activity of the enterprise as a whole, a structural diagram of construction of a functional of estimating the integral indicator of the formalized situation of making innovative decisions is formed. The basic scheme of estimation of the level of strategic management of innovation development of the enterprise is developed. According to this scheme, we have determined the key stages of the research. They are the monitoring of key partial performance indicators of an enterprise, which affect the final results of innovation activity; the assessment of the organizational and technical level of development of productive forces of the enterprise; the integral assessment of the level of security and effectiveness of strategic management of innovation activities; the integrated assessment of the level of effectiveness of strategic management of innovative development of the enterprise. The indicator "stock of financial strength" has been determined as a priority indicator in assessing the situation of the adoption of innovative solutions.

Today in Russia there is a definite situation in the field of innovative development, characterized by a number of distinctive features. In a dynamic environment of industrial production and entrepreneurship, the need for the formation and development of non-proprietary resources is beyond doubt. The dynamics of productivity growth, the development of new high-tech production systems, the growth of the patent base in enterprises, trends in innovative development in general in the sector of the economy and large-scale production.The state of development of the economic system, depending on the structure of the innovation development of the subjects. At the same time, the innovative development of companies is manifested both in investments in advanced production technologies and in the production of high-tech products. The purpose of the scientific article is to analyze the innovative development in the Russian Federation.The goal necessitated the following tasks:1. To analyze the indirect indicator of innovation development – the volume of domestic expenditures on research and development in the context of country adaptability;2. To analyze the innovation activity of organizations by districts of the Russian Federation;3. To produce a factor analysis of indicators on the innovative development of the Russian Federation;4. The article presents the results of Ukraine for part of the Global Innovation Competitiveness Index. The analysis of the current state of innovative development of regions is carried out. The study notes that in Ukraine, organizational and economic mechanism for stimulating innovation in relation to the ecologization of the economy is practically not involved. Its implementation in economic activity involves introduction and implementation of the principles of rational nature management and minimization of negative impact on environmental objects in the implementation of anthropogenic activities. Author has proved that: innovation processes in industry are mainly extensive; new types of products are mastered mainly through usage of scientific and technological achievements of previous years. The article proves that: this type of innovation development has narrow boundaries and will not allow maintaining the competitiveness of domestic enterprises for a long time; the investment process in Ukraine does not fulfill the function of facilitating updating of the production base on an innovative basis. Author notes that the main problems related to the regulatory action of legislation in the field of scientific and technological and innovation development in Ukraine are: lack of own long-term programs for the development of national economy based on innovation; non-compliance with provisions of the law; unsystematic legislation; lack of mechanisms for implementing the priorities of scientific and technical and innovation activities; complexity and long-term decision-making procedure; lack of effective anticorruption mechanisms; lack of integrated application of mechanisms of state influence (financial, credit, tax, etc.) for achievement of certain priorities; suspension and cancellation of mechanisms for supporting scientific and technical activities; absence of coordinated activity of the executive authorities aimed at the country's innovative development. Tendencies were studied and a set of measures aimed at stimulating the process of ecologization of innovation activity at the state and regional levels was proposed. In the article features of introduction of mechanism of ecologization of innovation activity are investigated. The article states that effective implementation of the policy of ecologization of innovation activity is possible only under conditions of integrated implementation of the adaptive mechanism of ecologization of innovation activity at the state, regional and local levels. The priorities of introduction of adaptive mechanism of ecologization of innovation activity of Ukraine are determined. The study has proved that the goals, ideas and strategies of economic and social development of Ukraine should be taken into account when constructing a model of sustainable regional development. The result of the implementation of this Strategy is the formation of a strong state and the activation of its regulatory function.

The pragmatic role of financial mechanisms in the paradigm of innovation development on the basis of fundamental principles of national science and practice is explored. It is proved, that the key parameters of modern innovation development show steady tendencies of decreasing entropy of financial mechanisms of the state. It was clarified that the transfer of emphasis on the use of advanced technologies, the transition to the release of high-tech products, the adoption of progressive organizational and managerial decisions in innovation activities should be based on the principles of innovation imperative and autocratic mechanisms in the country's economic policy. It was stated that the intensification of innovation processes in the state should be based on the principles of interaction between subjects of scientific and technical and entrepreneurial activity, in particular, to minimize the consequences of changes in the structure of economic activities. It has been established that the paradigm of innovation development requires the formation of an effective financial policy of the state, the main tasks of which are activation of innovation activity of economic entities and the creation of a coherent system of their financial support, taking into account an effective financial mechanism. This will be facilitated by systematization of state financing and stimulation of innovative development of the national economy.

The purpose of the study is to develop tools for assessing the level of innovative development of an enterprise in order to improve the management of its innovation activities. Radical increase of the role of innovations in modern conditions predetermines the activation of innovative activity of enterprises on the basis of increasing production efficiency, implementing promising research and development projects and implementing innovative programs. The situation in the world economy demonstrates that the innovative component of enterprise development is the main source of growth and contributes to the level of competitiveness of the organization. As a result of the generalization of the experience of research in the field of innovative development, a system of economic indicators that maximally characterizes the innovation activity carried out by enterprises is formed, which is the basis for developing tools for assessing the level of innovation development of the enterprise, a toolkit for assessing the level of innovative development of an enterprise using the proposed system of economic indicators, to increase the level of innovative development of the enterprise tions and to assess their cost-effectiveness.

The subject of the study is to substantiate classifications of the factors of innovation development of the industry: according to the priority, traditional, barrier, according to the hierarchical level of innovation, the nature of supply demand for innovation, the peculiarity of the influence of factors on the market environment, the influence of factors on innovation localization, importance of innovations, the effect of innovation, nature of the impact, the power of influence, the type of competition, and other classifications of factors of innovation development of the industry. The need to intensify the development of Ukrainian industry in an innovative way requires the identification of the impact on these processes of various factors. To group these influences, the assessment of these factors should be done in the context of separate classes. For this purpose, it is necessary to develop a classification of innovative factors of industrial development. The purpose of the paper is to investigate and systematize the defining conditions for the activation of innovative development in the industrial sphere. The following methods were used in the work: dialectical method of scientific knowledge, analysis and synthesis, comparative, as well as the method of data generalization. It is proved that the complex non-use of these classifications for the substantiation of innovative development of the industry will improve the quality of planning and forecasting documentation and provisions of industrial policy. The applied meaning arising from the criteria for the classification of factors is based on their specific spatiotemporal and situational application, in particular, in conditions of imperfect competition. The classification of innovative factors of industrial development according to their priority is given. In this classification, the priority is determined by the importance and relevance of innovative industry development tasks on the basis of conclusions made as a result of the literature review. Summarizing the factors of innovation development in the barrier classification allows us to distinguish three aggregated groups of factors: socio-political and managerial, socio-economic, and financial. Our socio-economic analysis of innovative development factors of industry also allowed us to identify the following their classification attributes: the hierarchical level of innovation implementation, the character of demand for innovation, the nature of the impact on the market environment, the type of impact, the time horizon of action, impact on the area of innovation localization, the economic essence of innovation, the nature of the significance of innovation, innovation effect, the nature of effective impact, the power of influence, the type of competition.

At present, intensification of innovation activity is recognized as the priority direction in the operation of agrarian enterprises. It is determined that this, first of all, requires the formation of a qualitatively new system of marketing provision for innovative development of agricultural producers, introduction of modern information and communication technologies, and the use of digital marketing instruments. Therefore, the research is aimed at substantiating and developing proposals to improve the effectiveness of innovative development of agrarian enterprises with the use of marketing instrumentarium. To achieve the aim, research methods such as analysis and synthesis, comparison, generalization, statistical analysis, structural and logical method, systematization are applied. The indicators of innovative development of food production enterprises are analyzed in accordance with KVED-2010. The key factors that determine the feasibility of using marketing instrumentarium in the innovative development of agrarian enterprises are identified. The main advantages of using information and communication technologies as an important marketing instrument in the innovative activities of agrarian enterprises are defined. Global trends in the development of the digitalization process in agriculture are examined. The peculiarities of digital channels for the promotion of agrarian products are considered, which include content marketing (SEO, SERM, SMM, PR content, e-mail marketing, ORM); digital advertising (contextual, targeted, media advertising); multichannel promotion; web-analythics. The directions of intensification of innovation activities of agrarian enterprises with the use of marketing instruments are defined, which are conventionally systematized by eight groups: operational response; budget optimization; remote mode and taking care of the team; assistance to agrarian business through the growth of corporate social responsibility and implementation of social initiatives; marketing strategy adjustments; transformation of communication mix and portfolio of innovative products; e-com enhancement, focus on trade marketing.

The article gives a rationale for rebuilding the country’s innovation capacity as a key task of the current economic policy of the state, since it is the use of innovations that is extremely important for successful business activity and for obtaining competitive advantages in the world market. The subject matter of the study is the role of banking system, whose lending activity can serve as a powerful source for funding innovation, which, in turn, is seen as a key driver for investment and economic growth. The purpose of the research paper is to substantiate the appropriate theoretical and methodological approaches to understanding the role of the banking system within the framework of stimulating innovative development of the economy. The article critically analyzes the current state of innovation activity in Ukraine and systematizes the main factors restraining the innovative development of the economy. Particular attention is paid to the lack of funding for innovation, the ineffective structure of the national economy, and insufficient state financial support. The lack of an adequate level of funding for innovation activities of enterprises is identified as one of the main constraints on the introduction of innovations and enhancement of innovation potential. It is stressed that the limited amount of own funds and the objective difficulties in attracting foreign financial resources of investors are usually the main reasons for the low degree of innovation activity of enterprises in Ukraine. It is argued that it is the banking system that can act as the main institutional element of the innovation infrastructure, which has the proper organizational, technological and financial potential, sufficient for accumulation and redistribution of those investment resources that are necessary for activating the innovation process in the national economy. The advantages of banks in comparison with other participants of the financial market are determined, which determines the key role of the banking system in the innovative development of the economy. The author articulates a set of organizational, institutional and economic measures at the macro- and micro-levels which can contribute to incorporating the banking system into the framework of stimulating innovation processes.

The article presents the results of research on innovation activity based on the analysis of the directions of innovative development of Kazakhstan and suggests a set of measures, the implementation of which will allow building a connected system of measures for the formation of an innovative ecosystem. The main focus is given to improving the efficiency of innovation activities based on an institutional approach, which is aimed at the formation of a stable system of relationships between participants in the innovation cycle, each of which is individually interested in improving competitiveness based on the use of innovations. The formation of an innovation ecosystem also includes the development of two innovation clusters as the basis for the formation of a knowledge-based economy. Based on the analysis provided, we concluded that the organization of innovative infrastructure did not provide the required pace of innovative development of Kazakhstan for a number of reasons. To date, the Republic has successfully implemented state programs that aim to create conditions for the transition to the fourth industrial revolution. The focus on innovative development remains important and mandatory for achieving the goals set out in the program documents.

The article analyzes the concept of innovation and innovation development. The aim of the article is to study the innovative capabilities of a production enterprise, it is determined that the inefficient use of innovative ideas by enterprises results from the need to increase the economic development of industrial enterprises and the introduction of innovative ideas and projects, as well as the development of a model of innovative development of the corresponding type. The subject of the study is: factors of generating signs of innovation, the influence of scientific and technical developments on the industrial enterprise is determined. The analysis of the existing structure allows us to determine precisely the priority directions of innovative development in the conditions of global changes and integration into the world economic space of post-socialist enterprises, taking into account constructive and key factors ensuring their resultant effect. In addition, a closed scheme of the formation of a system of strategic innovation development, which will allow the verification of the adequacy of predictive values and ensure the achievement of strategic innovative performance of the business entity, is proposed. Methodology. The article uses classical methods of scientific research, among which are: observation, scientific abstraction and comparison, analysis and synthesis. Results. The conducted research is based on the thesis that structural and dynamic shifts within the production enterprise and their transition to a qualitatively new level of economic growth are only possible if active development of innovative resources of different nature will increase the ability of the enterprise to self-development, improve competitive positions, and make it possible to become an equal partner in the world community. Practical implications. Explains the complex causes of the current state of industrial enterprises, namely, former socialist enterprises, their problems were identified, and the ways of the enterprises’ exit to the new level of development are proposed taking into account the constitutive and key factors of ensuring the effectiveness of the innovation activity itself. The closed-loop scheme of strategic innovation development of a production enterprise is suggested in the practice of management that will protect an enterprise from the inefficient use of innovative resources and innovative opportunities on the basis of a counter-check on the adequacy of the constructed forecasts and the feasibility of carrying out innovative changes and attracting investment resources. Value/originality.
