Historical and cultural heritage as factor of stimulation of regional economic development

The role of cultural heritage in the socio-economic development of regions and communities is shown in the paper, namely, its importance for potential development opportunities of the tourism and recreational industry. The model of using cultural heritage at the regional and local levels with the purpose of creation of tourist and recreational cluster "Nevitsky Castle" is proposed. The methodology of attracting internal investments in the form of remittances of migrant workers, budget assignments of all levels, and small business resources for the development of the territory has been elaborated. The current state and features of the territorial organization of Zakarpatska Oblast tourist potential are analyzed. Tourism is proven to be one of the most profitable sectors of the world economy, which is developing most dynamically and is among the most important factors of socio-cultural development that contribute to improving the level and quality of life of the population. That is why attention is paid to the priority of the tourism and recreational industry in the economy of the region. Specific proposals for the implementation of public-private partnership based on the example of the tourist and recreational cluster "Nevitsky Castle" are developed in such a way that everyone gets their own benefit – an investor does not need to buy the land, the state guarantees the permitting and documentary support, creates an infrastructure component, and participates in the restoration of a cultural heritage object, while a private partner invests his own money and entrepreneurial experience, effectively manages his own project, involves modern technology, creates jobs and fills the budget. The creation of appropriate conditions in the real sector of the economy for the return of migrant workers and productive use of their savings and for the implementation of the President of Ukraine initiative "Come back and stay" and the Government Program of micro and small business lending is scientifically substantiated. The systemic use of cultural heritage as an important factor for the social, economic, and cultural development of territories of different administrative levels is recommended.

Currently, the issue of preservation and effective use of cultural heritage is relevant. Bryansk region has a significant number of valuable historical and cultural monuments. Almost every district is rich in unique places of interest, a special place among which is occupied by the estate. Within the framework of the concept of landscaping of the estate of Alexei Konstantinovich Tolstoy in the village of Krasny Rog, Pochepsky district, Bryansk region, together with the company "Bryanskpromburvod" were carried out field surveys, engineering-geological, hydrological surveys and other necessary activities in order to compile a pre-project proposal for the reconstruction of the source of artesian water, taking into account archival and bibliographic materials, with minor changes in view of the current state of the territory of the object of cultural heritage. Taking into account engineering-geological and hydrological researches, results of full-scale inspection of the territory, the technology of drilling of a well, necessary materials and the equipment for its arrangement is picked up. The article considers the issue of attracting tourists and vacationers to the source of artesian water in the estate of Alexei Konstantinovich Tolstoy. Above the source it is recommended to install a pump room for the release of water, in order to protect it from pollution, and perform it in the architectural style corresponding to the period of life of Alexei Konstantinovich Tolstoy in the estate. Historical and cultural heritage can act not only as a factor in the development of spiritual life, but also as one of the promising areas of economic development in the Bryansk region. The attractiveness of the Museum-estate increases the tourist attendance, and part of the funds can be used for the maintenance of cultural heritage.

Immovable cultural heritage creates a background for sustainable cultural development of cities. As a cultural artefact, it appears in two-fold situation in the above-mentioned context. Firstly, the continuity of the valuable features as carriers of cultural content should be preserved. Secondly, the possibility of the evolution (functional, spatial or social) of the object should be assured. Now the valuable features of the immovable cultural heritage are described in a static, quantitative ways with focus on phenotype, e.g. spatial volume, place, details of architectural style, number and places of windows, etc. Such type of description without any argumentations is practically closing any possibilities for further evolution of the protected objects. It is especially true if we speak about urban valuable structures. The authors of the article present a proposal for dynamic, genotype oriented modelling of the possible evolution of the former military town of Kaunas Fortress as an example of immovable urban cultural heritage. The model is based on the evaluation of changes in the cognition of urban structure with presentation of complex numerical values. Research included the following parts: historical urban development analysis of heritage territory, current state analysis, investigation and modelling of territory spatial structure genotypic changes. The results of the presentation demonstrate the limitations and subjectivity of the present system of description of valuable features of the objects of immovable cultural heritage and present the possible way for the improvement of the situation.

The development of small business, agriculture is one of the key areas of economic development of the republic and has great potential and signifi cant reserves. However, this area of economic activity has a number of specifi c features, consisting not only in the seasonality of agricultural production as the basis for the formation of cluster formations and in the presence of a large number of unforeseen risks associated with natural and climatic unpredictable changes, and, according to the authors, agricultural businessmen are not suffi ciently motivated for production activities.

Setu Babakan Cultural Village consists of 3 Zones: Zone A is the preservation center for cultural development, Zone B is the Indonesian culinary center, and Zone C is the commercial and natural study.  </em></p><p><em>                    This study aims to be a reference material to make Setu Babakan Cultural Area as a Sustainable Tourism Destination, therefore the concept of ecotourism research needs to be done to prevent Culture from being preserved but the environment and other important elements in the Babakan Setu Cultural Village are damaged.  </em></p><p><em>                    This study is a descriptive study that uses a qualitative approach using key informants only. The increasingly clear recognition and confirmation of the inclusive nature of the protected built environment with the socio-economic and cultural development of society, confirmed by scientific research, internationally accepted documents, and real action in many countries at the national and local level, has full implications for the approach to perceptions to all stakeholders on the importance of its potential in the context of achieving the globally accepted goals of the current 2030 Agenda for Sustainable Development. Perceiving the values of cultural heritage as a shared good of all citizens, which has the opportunity to enable sustainable urban development of the community to which they belong, requires a participatory approach to planning and utilizing the potential of a protected built environment in urban development processes. The promotion of participatory processes, ie the cooperation between the government, the civil sector, the business entities, and the local population is the basis for the planning and implementation of the activities related to the integration of the protected built environment in achieving the goals of sustainable urban development of the community. In this text, an attempt is made to perceive and assess civic participation as an indicator for confirming the role of cultural heritage in sustainable urban development through the open opportunities and vitality of civil society in the Republic of North Macedonia, through the case in Bitola.

One of several forms of implementation of engineering knowledge is the matrix method, one of them Market Appeal-Robusticity Matrix method. With this matrix the research conducted is (1) evaluating Minangkabau cultural heritage assets in Tanah Datar District in terms of their uniqueness and importance as tourist attraction assets, and (2) Evaluating Minangkabau cultural heritage assets in terms of the quality and current state of Cultural Heritage Tourism in Tanah Datar District. Furthermore, the Market Appeal-Robusticity Matrix method has been used to assess cultural heritage assets in Tanah Datar. Then for further information, in addition to direct observation, obtained from the tourism sector, travel agents, government, asset owners, and conservation specialists for questionnaires and interviews. The results of this research indicate Batu Angkek-Angkek and Istano Basa Pagaruyung, Sari Tabek Hall, Rao-Rao Mosque, Tuo Kampai Nan Panjang House, and Batu Basurek achieved the highest scores. Therefore, one of the implications of this research is the proposition of specific steps to improve the image of tourism products including the formulation of policies and management for the government, asset owners, and the community of Tanah Datar District with the aim of preserving these cultural heritage assets, so that this potential remains and able to become an economic resource, and also to position assets as a unique tourist product location for both this area and Indonesia.

<p>The aim of the article is to consider the existing criteria of single-industry towns (monotowns) in the Republic of Belarus, which are the subject of the current research. The article summarizes the main approaches to the concept of «single-industry city». The study is based on the analysis of the state scheme of complex territorial organization of the Republic of Belarus and shows the position of the single-industry towns of Belarus in the system of population displacement. The paper features an analysis of the existing criteria for attributing urban settlements to the category of «monotowns» and includes a list of the largest city-forming enterprises in the Republic of Belarus. The study proposes some basic directions of the further development of single-industry towns in Belarus, which can be used by the government and local authorities in the regional development. The results will help to institutionalize the category of «single-industry town» in Belarus. The study also proposes to include an article on the development of monoprofile cities into main strategic documents of the Republic of Belarus. Such an article should provide a permanent monitoring of the development of such urban settlements as well as adoption of corrective measures in case of depression. An important direction for future research is the definition of the criteria for a comprehensive analysis of single-industry towns – not only on the level of economic development of the city-forming enterprise, but also on the level of socio-economic development of the settlement as an administrative-territorial unit with a town-forming enterprise.</p>

Purpose. The study’s purpose is a socio-economic analysis of the Zakarpattia region’s current state of development to determine the factors that affect the current situation and priority areas for improving the territorial organization Zakarpattia region, which will ensure sustainable regional development. Design/methodology/approach. In the article, the authors used the literature review method to identify the state of research on socio-economic development of the regions of Ukraine and to justify the importance of separate consideration of the dynamics of macroeconomic indicators. As a result of the analysis of scientific literature sources on the issue of socio-economic development of the Carpathian region of Ukraine, it was revealed that empirical studies of statistical data are insufficiently presented. Based on the comparative method, system analysis, and synthesis, the leading statistical indicators of the Zakarpattia region are studied: gross regional product (GRP), inflation, the economic activity of the population, unemployment, level of consumer prices, capital investments, foreign economic activity, household expenditures, level of wages and incomes of the people for 2007–2019, the dynamics of which reflects two crisis periods: 2008 and 2014–2015. Economic development dynamics in conditions of political instability and rapid changes in the external environment show positive macroeconomic changes reflected in GDP growth, wage growth, increasing exports, and the excess of exports over imports. Findings. The hypothesis that the focus of achieving the most efficient use of the region’s potential and its balanced development is possible only based on coordination of economic, social, and environmental interests, both at the regional and national levels. In particular, the study of GRP of the Zakarpattia region during 2007–2019 shows a stable growth of the area's nominal GRP. However, the real GRP at the same time, although fluctuating abruptly and in general, remains virtually unchanged. A study of the share of the Zakarpattia region’s economically active population in the structure of the economically active population of Ukraine allows us to conclude that it has changed unevenly and has tended to decrease. The border location of the Zakarpattia region facilitated emigration. In 2020, the share of the economically active population was declining, and unemployment is rising due to the loss of many people of their jobs due to the pandemic, which directly impacts reducing real and nominal GRP. Today’s economic recovery is taking place without significant changes in domestic enterprises’ quantitative structure by industry and is not accompanied by an increase in foreign investment. Practical implications. The results of this research are of interest to scientists and students of educational institutions, employees of research institutions that study the development trends of the regions of Ukraine. Besides, the results can help employees of public authorities of the Zakarpattia region shape the area’s development strategy. Originality/value. This study highlights the strengthening of globalization processes at the present stage of development of our state puts before its regions the main requirement – to maintain and streng then the positive growth of vital socio-economic indicators through the introduction of administrative, legal, tax, financial and other measures in the interests of the population and the state as a whole. The main factors influencing the socio-economic development of the Zakarpattia region are identified. Thus, based on the analysis, we can conclude that the Zakarpattia region’s socio-economic development will depend on the dynamics of production and consumption and improve the results of foreign economic activity. Priority areas for improving the Zakarpattia region’s territorial organization, which will ensure regional development sustainability, have been identified. The unique geopolitical location of Zakarpattia region and its agricultural orientation and tourism are decisive factors in overcoming crises and reviving its socio-economic development.

Teaching English as a foreign language (TEFL) has always been paid great attention to ever since English was officially recognised as the first foreign language in China in 1964. The evident advantages of applying computer science and information technology in TEFL have been recognized by the government leaders, educational researchers, teachers and the students. Numerous researches and efforts have been made to integrate modern technology into TEFL and some progress has been achieved. However, the overall results fall short of expectations. To a certain degree, the computer aided language learning (CALL) in English in Chinese mainland is still at its infant stage and great potential of computer science and information technology in facilitating TEFL has not been fully realized. After exploring the current situation of the CALL in TEFL in Chinese mainland, this article categorizes the problems from personal, administrative, technical, economic and conceptual aspects. Based on the exploration of the current state and the problems existing, several suggestions are put forward for the normalization of CALL in TEFL in the Chinese mainland.

There is a difficult economic and social situation, especially in the formation and functioning of the small business sector at the present stage of development of the state in rural areas. Insufficient consideration the specificity of rural areas during economic reforms exacerbated their labor relations, unemployment has led to a significant scale. Implementation of the socio-economic and cultural development programs of communities in these cities did not provide financial resources. The importance of economic mechanisms determining future development of rural areas is increasing due to the role of local authorities in connection with the transfer to the regions many functions and powers of the management of socio-economic development that strengthens the influence of local communities on the formation of the town-forming base and the scope of employment. The study used general scientific and special methods groupings, logical analysis, strategic management, economic modeling, systematic and comparative analysis. It was shown that activation of participation of rural areas in business allows for socio-economic development of territories and surrounding rural areas, increase employment, reduce the amount of mass migration and outflow of active population abroad, suspend the process of reducing the level of quality employment capital. Proved that the development of small businesses in rural areas is a significant reserve for further business development in Ukraine and bringing it closer to the performance level of the developed countries. It was established that the level of entrepreneurship in rural areas is low, increase excessive imbalances in the distribution of economic potential of the regions between the regional centers and rural areas and districts, imperfect is the branch structure of the economy and low innovation activity of enterprises of rural areas and districts which negatively affects the socio-economic development of regions and the state as a whole. Based on the relevance and timeliness of small businesses in small towns, and later in rural areas, the strategic objectives of the state policy of small businesses in rural areas of the world experience. In further studies attention should be paid to the problem of implementation of government programs and strategies for the development of small business in foreign countries for their effective implementation in Ukraine, as well as problems of efficient funding of such programs through the budgets of different levels.
