The paper presents an analysis of the range of veterinary medicines registered in the territory of the Russian Federation and used for the prevention and treatment of arachnoentomoses. The most common active ingredient was determined: Fipronil (contained in 54 TN – 24,11% of the total number of insectoacaricides). It has been established that the Russian company NPF Ecoprom JSC occupies a leading position in the production of insecticidal acaricides (31 TN – 13,84%). The overwhelming majority of the investigated drugs were also developed in the Russian Federation – 143 TN (63,84% of the total insectoacaricide market). It was found that the largest number of insectoacaricidal preparations has a wide spectrum of action and is effective for the treatment of arachnoentomoses – 145 TN (64,73%), and the largest group among the target animals are dogs (127 TN can be used for their treatment – 56,70%). The dynamics of state registration of insectoacaricidal preparations was also studied. Most of them are registered in 2020.

This paper presents an analysis of the range of veterinary medicines registered in the territory of the Russian Federation and used for the prevention and treatment of helminthiasis. The Russian Federation is a leader in the development and production of anthelmintic medicines registered on its territory. Antiparasitic medicines used for the prevention and treatment of helminthiasis are divided according to the spectrum of action depending on the class of helminths. It was revealed that the majority of medicines (89 medicines – 58,17%) have a wide spectrum of action. Of these, 62 medicines (40,52% of the total amount of anthelmintic medicines) are intended for the treatment of nematodes and cestodoses. When distributing anthelmintic medicines among target animals, it was found that 75 medicines (49.02%) are intended for the treatment of productive animals, and 78 medicines (50,98%) are intended for the treatment of unproductive animals. When assessing the dynamics of state registration of anthelmintic medicines for veterinary use, it can be noted that over the past 4 years there has been a tendency towards an increase in the average annual registration.

Implementation of the Decree of the President of the Russian Federation of May 7, 2018, No. 204 “On the national goals and strategic tasks of the development of the Russian Federation for the period up to 2024” assumes that Russia should move from 8th to 5th position in the world for the number of patent applications for inventions during 6 years. The paper analyzes the patent activity of inventors in the field of medicine on the example of spinal neurosurgery. Analysis of patent documents demonstrates that developments in the field of spinal neurosurgery have currently a high potential for commercialization throughout the world. However, domestic developers should pay due attention to the full scope of legal protection of their inventions to take a leading position in the world market.

The article examines organizational and legal problems related to state registration, production, procurement and use of medical devices for first aid. The study significance is accounted for by the need to find solutions to problems related to equipping first aid activities with medical devices, which is becoming extremely important for the modern Russian society. Moreover, a comprehensive study of these issues has not been undertaken so far. The purpose of the study is to develop a set of proposals of an organizational and legal nature to improve quality of medical devices for first aid and equipping all potential participants of first aid delivery with such devices. To eliminate the problem of low equipment of potential participants of first aid delivery with the means of delivery, the composition of first-aid kits, packs, sets, and packages for all categories of participants have to be approval by the Ministry of Health of the Russian Federation. The authors also propose organizational and legal measures to improve interdepartmental and intradepartmental cooperation in this direction with the Russian Ministry of Health playing the coordinating role. The authors have also identified the need for improving the procedure for state registration of the production of first aid devices either though amending the Federal Law "On the Basics of Public Health Protection in the Russian Federation" regarding the provision that first-aid kits, packs, sets, and packages equipped with medical devices registered in the prescribed manner are not subject to state registration. As an alternative, the authors propose amendments and additions to the Rules of the state registration of medical devices, providing for a simplified state registration of first-aid kits, packs, sets, and packages. In addition, the authors name arguments in favor of improving the clinical trial procedure for first aid medical devices and propose changes to Article 38 of the Federal Law “On the Basics of Public Health Protection in the Russian Federation” in terms of eliminating the problems of legal techniques in the definition of the term “medical device” regarding first aid. Keywords: First aid; first aid kits; first aid equipment; medical devices.

The aim of the research is to analyze the indicators of medical personnel of various specialties staffing in the Russian Federation and abroad. Material and methods. The data from Rosstat in the field of healthcare were used. The proportion of doctors of various specialties was calculated. Descriptive statistics method was used; indicators trend analysis was carried out. Results. The indicator of staffing by doctors of all specialties per 10,000 population in the studied period had a downward trend (-4.3%). The largest decrease occurred among pediatricians (-36.0%). Less decrease concerns obstetricians and gynecologists (-1.7%), psychiatrists and psychiatrists and narcologists (-11.7%), phthisiatricians (-16.6%). An increase was registered among therapeutists (except GP) (+ 1.8%), (family) GP (+ 14.2%), surgeons except anesthesiologists and resuscitators (+ 4.0%), X-ray specialists and radiologists (+15, 3%), and dentists (+ 2.3%). The indicator was stable among ophthalmologists, otorhinolaryngologists, neurologists, dermato-venereologists, and exercise therapy doctors. The proportion of therapeutists (except GPs) and GPs tended to increase and amounted 1.7% and 22.8%, respectively, by the end of the studied period. The indicator increased among surgeons except anesthesiologists and resuscitators, obstetricians and gynecologists, ophthalmologists, otorhinolaryngologists, neurologists, X-ray specialists and radiologists, exercise therapy doctors, and dentists. The decrease was registered in pediatricians, psychiatrists and psychiatrists and narcologists, phthisiatricians, dermato-venereologists. The Russian Federation occupies a leading position compared to foreign countries in terms of staffing by doctors (per 100,000 population). Conclusion. To implement personnel policy in healthcare, it is necessary to pay attention not only to quantitative indicators providing population with doctors, but to qualitative ones as well. It is necessary to balance the ratio of doctors of different specialties to form a sustainable national health system. Scientifically based mechanism for specialist’s distribution should be developed.
