В настоящей статье в сравнительном аспекте рассматривается песенный фольклор д. Яманово и с. Тобурданово Канашского района Чувашской Республики и бытование этой микролокальной традиции у потомков чувашских переселенцев из этих населенных пунктов в Новосибирскую область. Были использованы современные, архивные и опубликованные материалы (1933-2020 гг.), записанные на материковой территории традиции и в ее сибирской диаспоре. Системы фольклорных жанров поволжской и сибирской традиций во многом совпадают. Некоторые жанры, относящиеся к обрядовому фольклору, в Сибири оказались утраченными. В фольклоре сибирских чувашей более заметны заимствования из русской традиционной музыки. Подобное качество проявляется на уровне отдельных компонентов (песенные сюжеты, напевы), а также в плане целых жанров (лирические песни поздней традиции, русские частушки, фольклоризованные церковные песнопения). Благодаря глубокой структурированности элементов музыкального языка, свойственной чувашской песенной культуре, ритмо-синтаксическая и ладовая основа подавляющего большинства песенных образцов сохранилась в сибирско-чувашской традиции практически без изменений. Отличия между поволжскими и сибирскими вариантами затрагивают преимущественно уровень мелодики. Заметно также усиление роли низового диалекта в сибирско-чувашской диаспоре. The article considers the song folklore of the village of Yamanovo and the village of Toburdanovo of the Kanash district of the Chuvash Republic in a comparative aspect and the existence of this microlocal tradition among the descendants of the Chuvash immigrants from these settlements to the Novosibirsk region. The study employed the modern, archival, published materials (1933-2020), and the traditions recorded on the mainland territory and in its Siberian diaspora. The systems of folklore genres of the Volga and Siberian traditions largely coincide. Some genres related to ritual folklore were lost in Siberia. In the folklore of the Siberian Chuvash people, borrowings from Russian traditional music are more noticeable. This feature is manifested at the level of individual components (song plots, melodies), as well as in terms of entire genres (lyrical songs of the late tradition, Russian ditties, folklorized church chants). Due to the deep structuring of the elements of the musical language inherent in the Chuvash song culture, the rhythmic-syntactic and modal basis of the vast majority of song samples has been preserved in the Siberian-Chuvash tradition almost unchanged. The differences between the Volga and Siberian versions affect mainly the level of melodica. The strengthening of the role of the Anatri dialect in the Siberian-Chuvash diaspora is also noticeable.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

Abstract. This research is based on the phenomenon that the condition of tea plantation in Cianjur Regency is abandoned and damaged by the condition of underplanting population, whereas based on the Decree of the Minister of Agriculture of the Republic of Indonesia Number 46 / Kpts / PD.300 / 1/2015, Kabupaten Cianjur has designated as National Tea Plantation Area. The purpose of this research is to know: 1) Feasibility of Tea Tea farm in Cianjur District; 2) The condition of the tea community trading in Cianjur regency; and 3) The role of farmer institution in the development of Tea people in Cianjur Regency. The research was conducted in 3 (three) sub-districts of Cianjur People's Tea Center namely: Campaka, Takokak, and Sukanegara. The research methodology uses the descriptive and descriptive research with secondary and primary data sources collected through FGD. The result of this research are: (1) Farming Farming (agribusiness) of tea plantation in Cianjur Regency is not economically feasible; (2) Tatuiaga Teh shoot still using the village and / or village collectors trader channel, the margin obtained by farmers and traders of collectors is still reasonable, the added value of processing is still enjoyed quite large by the local green tea processor and dry / black tea; (3) Tea farmers' institutions in improving the bargaining position of farmers in the market have not been effective yet. Penelitian ini dilandasi oleh adanya fenomena bahwa kondisi perkebunan Teh rakyat di Kabupaten Cianjur banyak yang terlantar dan rusak dengan kondisi populasi yang underplanting, sedangkan berdasarkan Keputusan Menteri Pertanian Republik Indonesia Nomor 46/Kpts/PD.300/1/2015, Kabupaten Cianjur telah ditetapkan sebagai Kawasan Perkebunan Teh Nasional.  Penelitian ini bertujuan untuk mengetahui: 1) Kelayakan usahatani Teh rakyat di Kabupaten Cianjur; 2)Kondisi tataniaga Teh rakyat di Kabupaten Cianjur; serta 3)Peranan kelembagaan petani  dalam pegembangan Teh rakyat di Kabupaten Cianjur. Penelitian dilakukan di 3 (tiga) kecamatan sentra Teh rakyat Kabupaten Cianjur yaitu: Campaka, Takokak, dan Sukanegara.  Metodologi penelitian menggunakan penelitiandeskriptif dengan sumber data sekunder dan primer yang dihimpun melalui FGD. Hasil dari penelitian ini adalah: (1) Usahatani (agribisnis) perkebunan Teh rakyat di Kabupaten Cianjur tidak layak secara ekonomi; (2) Tataniaga Teh  pucuk masih menggunakan saluran pedagang pengepul desa dan atau Kecamatan, margina yang diperoleh petani dan pedagang pengepul masih wajar, nilai tambah pengolahan masih dinikmati cukup besar oleh pengolah Teh hijau local dan Teh kering/hitam; (3) Kelembagaan petani Teh dalam meningkatkan posisi tawar para petani di pasar belum berfungsi efektif. AbstractThe territory of the Republic of Indonesia is very wide covering many large and small islands, so it is not possible if everything will be managed entirely by the Government which is domiciled in the State Capital, to manage the administration of state government to all corners of the country, it is necessary to form a regional government. Local governments and village governments have shifted from a centralized system of government to a decentralized one so that providing services to the public is closer and can be done optimally. This implementation brings a lot of hope to the improvement, management, and quality of local performance. This study aims to examine the role of the Village Consultative Body (BPD) in the Village Government and what factors hinder the role of the Village Consultative Body (BPD) in the Village Government in Karang Jaya Village. This research is a descriptive type of research, namely a study that describes the phenomena of a BPD cooperation management with the village head, thus the approach used is the normative approach. The results show that the BPD in Karang Jaya village has not been able to carry out its role optimally because the human resources of BPD members are still low, especially in the education sector so that in carrying out its roles and functions the BPD does not understand what to do concerning the control and supervisory functions. becomes its authority in controlling and supervising the performance of the Village Government / Village Head.Keywords: BPD, Karang Jaya, Role

The article is devoted to the study of the contribution of the Old Believer Bishop Methodius to the formation of the spirituality of the communities of the outlying territories of the Russian Empire. The main purpose of the publication is to analyze the role of Bishop Methodius in maintaining the spirituality of the peasants in the village of Pavlovsk, Yakutsk Region at the turn of the 19th-20th centuries. Achievement of this goal presupposes the widespread use of previously unpublished and not introduced into scientific circulation sources, some of which have been preserved in the author's personal archive. The article examines the stages of formation and features of the religious life of the Old Believer community of Russian peasant migrants in Pavlovsk, Yakutsk region. The publication mentions some facts of the biography of Bishop Methodius, in whose subordination were the Old Believer communities of the Tomsk, Irkutsk, Yenisei provinces, Amur, Yakutsk, Trans-Baikal regions. It is noted that Methodius was accused of spreading the “schism” and hiding from the persecution of the authorities in Kuytun of the Trans-Baikal region. Here he conducted religious rituals and corresponded with the headman of the Old Believer community of Pavlovsk – P. I. Kushnarev. In his letters, Methodius provided spiritual support to fellow believers, explained the peculiarities of understanding religious texts, the essence of church rituals. The article describes the arrest, imprisonment and the last months of the life of Bishop Methodius in Vilyuisk. In 1908 P. I. Kushnarev transported the remains of Methodius to the Old Believers' cemetery in Pavlovsk, Yakutsk region. During the period of persecution of the clergy of the Old Believer Church, Methodius' activities to strengthen and maintain the spirituality of fellow believers became an example for his followers. In 1905-1913 prominent representatives of the Old Believer Church visited Pavlovsk: Bishop Anthony, Bishop Joseph of Eastern Siberia. The article presents their unique photographs from the personal archive of the author. Currently, Bishop Methodius has been canonized. Every year the place of his burial in Pavlovsk, the Republic of Sakha (Yakutia), is visited by pilgrims from all regions of modern Russia.

The various kinds of problems land around land and land together have a Cultivation Rights Title itself such a delicate and complicated it feels conflict land that is just keep on coming from the opening of the land and forest , damage to the customary overlapping permission and many other conflict certain harming other parties. The results of the investigations and analysis Forest Watch Indonesia has indicated the occurrence of violations of related to the licensing of some companies by the district government Long Bentuq area. Изучение исторического опыта организации деятельности отечественной пенитенциарной системы в целом и опыта деятельности Общества попечительного о тюрьмах в частности имеет не только познавательное значение, но и позволяет вычленить и адаптировать положительный опыт использования потенциала общественно-благотворительных структур в реализации современной уголовно-исполнительной политики. В статье осознанно был сделан акцент на анализ деятельности именно уездных отделений Общества попечительного о тюрьмах как основного и самого многочисленного звена общественно-филантропического пенитенциарного движения в Российской империи. Опираясь на материалы фондов Государственного исторического архива Чувашской Республики, Национального архива Республики Татарстан и нормативные источники, автор предпринял попытку проанализировать деятельность уездных отделений Общества попечительного о тюрьмах по обеспечению пищевым довольствием арестантов уездных тюремных замков. The study of the historical experience of organizing the activities of the domestic penitentiary system in general, and the experience of the Society for the Care of Prisons, in particular, has not only cognitive value, but also allows us to isolate and adapt the positive experience of using the potential of public-charitable structures in the implementation of modern penal policy. The article consciously focused on the analysis of the activities of the district branches of the Trusteeship Society, as the main and most numerous link of the socio-philanthropic penitentiary movement in the Russian Empire. Based on the materials of the funds of the State Historical Archive of the Chuvash Republic and the National Archive of the Republic of Tatarstan, and normative sources, the article attempts to analyze the activities of the county branches of the Society for the Care of Prisons to provide food for the prisoners of the county prison castles.

The article deals with the issues concerning formation of the institute of the elders and the role of village elders in the functioning of the local government system in modern Chuvashia. For a region where the share of rural population in the total population is quite high, the study of this topic is in demand. The article briefly covers the main aspects in the development of the rural community and the state policy in rural areas. The analysis of this topic coverage in domestic and regional historiography is carried out. The main attention is paid to the history of forming the institute of village elders, the characteristics of the legal status and functions of village elders, and the main forms of their activities are shown. The village elders and organization of their activities in the 1990s were caused by the need to represent the interests of the population in the authorities of different levels. At the first stages, their functioning was initiated by the residents of villages themselves. Subsequently, the regional authorities and municipalities also began to deal with the organization and legal regulation of village elders’ activities. Legislative formalisation of village elders’ institute at the state and regional level took place in 2018. The practical activities of Chuvashia village elders cover most issues of developing and improving rural territories, they are the main assistants of local authorities and guarantee of public territorial self-government in rural areas. At the same time, alienation of rural residents from solving issues of rural society was noted, for this purpose, the materials of a sociological population survey were used. It is shown that formation of the institute of elders and regulation of their activities in the republic took place on the basis of rural elders’ practical work, the analysis of the experience of interaction with local self-government bodies and taking into account the experience of other regions. At present stage, interaction with the republican authorities at various levels is being improved. The empirical basis of the article is made up of official documents, legislative acts, media materials, and the results of public surveys.

Although population of the Caucasus has been studied in a rather detailed way, there are peoples whose anthropological portrait is still incomplete. Among them are the Ingush, one of the oldest autochthonous peoples of the Caucasus. This work presents new material on the dental anthropology of medieval Ingush, collected in 2017 during expeditions to the Jairakh and Sunzhen districts of the Republic of Ingushetia. In the Jairakh district, the investigations were carried out in the crypt complexes of the 15th–18th centuries – Targim, Agikal, Tsori, Salgi, and in Sunzhen region - in crypts near the village of Muzgan. The craniological series of medieval Ingush studied according to the dental anthropology program can be described as belonging to the western range of odontological complexes. Unlike most modern Caucasian groups, it does not belong to gracile forms, but rather to a maturized odontological variant, which has deep roots in the Caucasus. The results once again demonstrate a certain conservatism and stability of the dental system, which preserves morphological traits of ancestral groups longer than other anthropological systems.

Evidently, a few months after the Jakarta Charter was signed, Christian circles from Eastern Indonesia submitted an ultimatum, if the seven words in the Jakarta Charter were still included in the Preamble to the 1945 Constitution, then the consequence was that they would not want to join the Republic of Indonesia. The main reason put forward by Pastor Octavian was that Indonesia was seen from its georaphical interests and structure, Western Indonesia was known as the base of Islamic camouflage, while eastern Indonesia was the basis for Christian communities. Oktavianus added that Christians as an integral part of this nation need to realize that they also have the right to life, religious rights, political rights, economic rights, the same rights to the nation and state as other citizens, who in fact are mostly Muslims. This paper aims to determine and understand the extent to which the basic assumptions of the Indonesian people view the role of Islam as presented in an exclusive format.
