The article is devoted to the development of innovative processes in the livestock industry of meat sector. The main forms and methods of classification of innovations are studied. The features of innovative activity of enterprises of agro-industrial complex of Kazakhstan are analyzed. Indicators of innovative activity of agricultural entities of the republic in comparison with European countries are presented. The author pays main attention to the formation and development of innovative processes at enterprises for production of meat and products of its processing, which is of considerable interest, since innovative activity in this industry has its own specific features. In agricultural sector, economic and financial state of production directly depends on introduction of innovations, the use of modern innovative technologies that save resources, increase the profitability and efficiency of production system. The assessment of potential resources for the development of beef cattle breeding has been carried out, the tendencies of the growth of livestock, meat production, its import and export in recent years have been studied. The main problems of animal husbandry industry, in particular raising of beef cattle, are highlighted, conclusions about the possibility of increasing the potential of meat products are drawn. On the basis of performed analysis of the level of innovation activity, the identified problems in agricultural production, recommendations were developed for the future development of innovations in the country's beef cattle breeding, since in the new economic conditions, an important role is played by innovative developments and their application in this industry.

The relevance of this topic of the article is associated with the need to automate and digitalize the branches of agro-industrial complex of the Republic of Kazakhstan, ensuring the country's food security and improving the well-being of the rural population. The main problems of the development of animal husbandry in the republic are considered. The structure of its production by farm categories has been analyzed. It has been determined that about 55% of the industry's products are provided by the households, which contain 55.3% of the cattle population. The purpose of the study is to justify the need to increase the volume of beef cattle breeding through the use of innovative technologies and digitalization of livestock farms, as well as the development and scientific confirmation of rational options and technical solutions for low-cost, environmentally friendly meat production technologies. The work uses the methods of economic and statistical analysis, which consists in summarizing statistical data, illustrative presentation of factual information, etc. Results – the authors state that meeting the existing high demand for Kazakhstani meat products in domestic and foreign markets currently requires a transfer and adaptation of highly efficient technologies based on automation and digitalization of production processes in livestock farming, taking into account the objective conditions in the regions of the country. The data on technology of organizing winter and cultivated pastures in cattle breeding, pasture rotation, seasonal rotations, preparation of scientifically grounded feeding rations, the choice of machines and equipment for the automation of technological processes are presented. An economic assessment of the effectiveness of creating model farms by levels of digitalization was carried out: basic, advanced, digital; indicators of labor productivity, payback period are calculated. The conclusions indicate the need to increase government support for the meat industry.

The article is devoted to the study and analysis of the current state of the animal husbandry industry in the Republic of Kazakhstan in the context of regions. The indicators of the dynamics of the number of livestock of farm animals for the period 2015-2019 by regions, indicators of productivity in the industry, indicators of the volume of production of meat products are analyzed. The dynamics and structure of costs in the country’s livestock industry are also considered.Today, one of the most pressing problems in the development of the agro-industrial complex is the low level of labor productivity due to low automation and digitalization of technological processes. The need to meet the demand for livestock products in the domestic market of the Republic of Kazakhstan, as well as to increase its export resources, poses a challenge for Kazakhstani science and practice to develop, scientifically substantiate and master modern technologies for the production of low-cost, environmentally friendly, competitive products of the industry. They should be resource-saving, aimed at maximizing the use and improvement of the genetic potential of farmed farm animals, adapted to the specific natural and economic conditions of the regions of the republic. The development and mastering of such technologies will make it possible to weaken the negative impact of the industry on the environment, reduce the cost of material resources, and effectively use the available land and water resources [5].The main problems hindering the effective development of the country’s livestock industry are identified. The promising strategic directions for the development of this industry have been determined. From the point of view of experts of the financial organization, the country has good potential and opportunities to export its beef and pork to China, and the lamb of the Edilbay sheep breed to the countries of the Middle East.

The discrepancy in price trends, the severe competition in the meat cattle market has affected shortened meat supplies and the supply of beef to the prices was reflected in the overall assessment of the circulation of these products in the market and statistics of the industry, in particular. Therefore, there is a situation where the supply is market in the range. The decrease in demand for meat products in connection with its increase in not balanced to demand. What causes this to happen? The analysis shows that in the development of meat cattle, a problematic situation associated with trends in socioeconomic life has occurred: low purchasing power of the population; rise in energy prices; an unequal exchange between processing enterprises and agriculture. Does not stimulate the development of the credit and tax system. This, in turn, led to a reduction in the number of animals, correspondingly a decrease in the volume of production of meat and meat products, and as a result, the level of consumption of products of the meat industry is lower than rational. As for meat cattle breeding, it should be noted that the industry has its own characteristics, not only technological but also economic ones. And if you look at the trends in the industry, the presence of its products in the market, then it would be justified and payback to work out a program of long-term development and market approval of meat cattle breeding products. What sequence of actions should help to solve perspective directions of development of the industry and its presence on the market of products? Where to start? An analysis of industry development suggests that such priority actions should be considered: substantiation of the number of livestock; analysis of animal productivity at different levels of feeding and production of beef; the correspondence of beef production to the processing capacity of raw materials; formation of volumes of market proposals for manufactured products; substantiation of the breakeven rate of meat cattle, taking into account the costs of production; аccording to market research data - the formation of demand in the meat products market; development of competitive principles, analysis of the participation of competitors in the market, studying the demand for products of the enterprise. It should be noted that during the years of Ukraine's independence, a number of important steps have been taken to reform the agro-industrial complex, however, in this important work, the formation of a modern market environment for meat cattle-breeding, in particular the formation of a complete market infrastructure, has not yet been completed in this important work. An important task is to improve the system of relations between the services of the marketing line – from the commodity producer to the consumer of products. Of course, the implementation of state incentives for beef production, as well as opportunities for increasing the purchasing power of the population, remains topical. Detected inconsistencies in the activities of meat market operators need to deepen research aimed at eliminating them, which will improve the actual state and improve the functioning of the market products industry.

The materials are related to the research of issues of public support for the development of small forms of business (SFB) in Kazakhstan. The most important link in agro-industrial complex is agriculture, which provides the country with food products and industry with raw materials. The article examines the domestic and international experience of public support of commodity producers, which makes it possible to draw a conclusion about the need to improve government regulation measures, taking into account regional characteristics, and implementation of State and sectoral programs. The authors note that the availability of budget funds has a significant impact on the effective activity of small businesses. The analysis showed the limited possibilities of attracting loans and other financial sources by small businesses. The solution to these problems should be carried out on the basis of the purchase of a guaranteed volume of manufactured products, provision of loans at the expense of budgetary allocations, concessional lending and taxation, subsidies. The necessary measures of government assistance for the development of the industry as a whole have been determined, in particular, animal husbandry, intensive gardening, and sugar beet processing. Based on the results of the developments, it was concluded that with financial and property support of agricultural producers, including small categories of agribusiness, the tasks set for agricultural sector - increase in market share of domestic products, decrease in import dependence will be implemented. Small farms play an important role in the production of agricultural products, food supply, social stability in the countryside.

The article considers the problems of ensuring the sustainable development of competitiveness of the meat industry in the Republic of Kazakhstan. Along with this an analysis was made of the current conditions for the formation of meat cattle breeding during the periods from 1990 and 2008 to 2015 as well as the dynamics of the number of cattle, meat production and meat consumption per capita. The main reasons are given for the insufficient development of the meat industry in comparison with the world's meat exporters. Information is provided on the implementation of planned indicators for the purchase of cattle in the period from 2011 to 2015 it is justified that state assistance in creating a competitive agro-industrial complex will ensure food security as well as increase the employment of the rural population.

Subject. This article analyzes the meat production of the Republic of Tatarstan and the respective enterprises' competitiveness. The article discusses principles and measures to enhance the effectiveness of beef cattle breeding, and identifies its determinants. Objectives. The study aims to determine key directions for enhancing the effectiveness of the beef cattle breeding sector and its development. Methods. The study is based on comparison, systematization and generalization of data, and the methods of economic and statistical analysis. Results. To evaluate to what extent the meat productivity of cattle depends on its determinants and how they correlate, we performed a correlation and regression analysis by addressing the multiple correlation. We built a multiple-factor correlation and regression model of business activity of agricultural enterprises in the Predvolzhskaya Natural and Economic Zone for 2019. We figured out that 500 young growing cattle and livestock constitute the optimal size of cattle breeding enterprises in the Predvolzhskaya Natural and Economic Zone in the sampled population. Conclusions. The cost effectiveness of the overall agricultural production and certain types of products mostly depends on the scale of key sectors presented in agricultural enterprises and the extent of production concentration. In the market economy, the stable and effective performance of agricultural enterprises mainly depends on the relationship between the production and reprocessing of products. The findings can be used to outline methodological principles of the agricultural production economics, effectiveness, attain and increase the appropriate competitiveness of beef cattle breeding enterprises.

The objective possibility of increasing beef production due to the development of beef cattle breeding is determined by natural and economic factors, both in Russia and the Republic of Tatarstan, the presence of huge areas of natural forage lands and cultural pastures, which allow for full-fledged feeding of cattle throughout the calendar year with a full-fledged balanced feed diet. The material and technical production base in the agricultural sector of the Republic of Tatarstan at this stage fully meets the requirements of technological approaches to expanding the number of beef breeds of cattle (cattle) in this region, both in large agricultural enterprises, farmers, households and individual agricultural entrepreneurs. At the present time, the Republic of Tatarstan clearly shows the trend of long-term development of the beef cattle industry. However, in the current situation, the main share of beef in the Republic of Tatarstan is produced by agricultural organizations and representatives of small agricultural businesses engaged in the breeding of dairy and meat cattle. In the context of the introduction of innovations in the organization of agricultural production, industrial crossing of dairy cows with purebred bulls of meat breeds is used as one of the directions for the growth of beef production.

Despite modernization, digitalization, and informatization of human activity, economic systems continue to depend on natural factors. First of all, this applies to the agricultural sector, which depends on the dynamics of temperature, amount of precipitation, which affect the cultivation of crops, state of pastures, which is important for the development of animal husbandry. The purpose of this article is to analyze the situation in the Republic of Kalmykia in 2020 caused by natural and climatic disasters. For this purpose, the author used such methods as the analysis of documents, materials of the national and federal media, observation, interviewing during a scientific expedition to the regions of the republic. This approach allowed us to hear the opinions of rural residents whose livelihoods were affected by the unprecedented climatic drought and get a reliable picture of the consequences of the natural anomaly. The Republic of Kalmykia is the driest in the southern part of European Russia. Rural areas of the republic are regularly affected by drought, one successful year alternates with two or three unfavorable ones. The analyzed year of 2020 was the driest, which brought huge losses to the agricultural sector of the republic. About 54 agricultural organizations and 1,416 peasant farms were affected, the productivity of pastures in the republic fell by two or three times due to the drought, and even more in the most affected areas. Agricultural producers suffer huge losses, which will further affect the development of the region’s agro-industrial complex. The article analyzes how internal (agricultural enterprises, farms, authorities, the Ministry of Agriculture) and external resources (federal authorities) interacted in overcoming the emergencies. The lack of scientific analysis of the relationship between natural, climatic and economic factors hinders not only the adoption of the necessary measures to support the region, but also the prevention of negative consequences of various natural anomalies, and the timely and adequate response to them.

Авторами разработан инновационный проект по выращиванию и разведению крупного рогатого скота мясного направления на базе К(Ф)Х Михеевой С. И. и подготовлена конкурсная документация по отбору участников мероприятий по поддержке начинающих фермеров и развитию семейных животноводческих ферм крестьянских (фермерских) хозяйств государственной программы Пензенской области «Развитие агропромышленного комплекса Пензенской области на 2014-2022 годы». На основе результатов проведенного исследования разработана модель развития мясного скотоводства на базе крестьянского (фермерского) хозяйства. Данная модель предусматривает выращивание, доращивание и откорм крупного рогатого скота породы Герефорд. Преимуществами данной породы являются устойчивость и выносливость, простота в разведении, способность передавать положительные качества по наследству, высокие качества мяса. С учетом производственных показателей выращивания скота герефордской породы авторами определены финансовые показатели и экономическая эффективность производства говядины. Чистая прибыль в пятый год проекта составит 2213 тыс. руб., рентабельность затрат и продаж 123 и 55 % соответственно. Организация бизнеса с учетом технологических особенностей отрасли позволит К(Ф)Х Михеевой С. И. получать уровень рентабельности гораздо выше, чем в промышленности, а устойчивый спрос на мясо и мясопродукты гарантирует ее сбыт. The authors developed an innovative project for raising and breeding beef cattle on the basis of the peasant farm enterprise of Mikheeva S. I. and prepared competitive documentation for the selection of participants in measures to support beginning farmers and the development of family livestock farms of peasant farm enterprises under the Penza Region state programme "Development of the Agricultural Sector of the Penza Region in 2014-2022". Based on the results of the study, a model of beef cattle breeding development on the basis of a peasant (farm) enterprise was developed. This model provides for breeding, rearing and fattening of cattle of the Hereford breed. The advantages of this breed are stability and endurance, simplicity in breeding, ability to transfer positive qualities by inheritance, high quality of meat. Taking into account the production indicators of the Hereford cattle breeding, the authors determined the financial indicators and economic efficiency of beef production. Net profit in the fifth year of the project will be 2213 thousand rubles, profitability of costs and sales will be 123 and 55% respectively. Organization of business taking into account technological features of the industry will allow the P(F)E of Mikheeva S. I. to get a level of profitability much higher than in the industry, and stable demand for meat and meat products guarantees its sales.

Изучен породный состав и численность племенного скота мясного направления продуктивности в Российской Федерации. На долю мясных пород в мире приходится 40%  от всего поголовья крупного рогатого скота. В России специализированное мясное скотоводство как самостоятельную отрасль животноводства начали создавать в начале 30-х годов прошлого века. На современном этапе в нашей стране разводят 12 пород крупного рогатого скота мясного направления продуктивности. К наиболее многочисленным относят абердин ангусскую, калмыцкую, герефордскую и казахскую белоголовую. Относительная численность животных этих пород составляет около 97% от всего поголовья скота мясного направления продуктивности. Лимузинская, галловейская, обрак, шаролезская, салерс имеют небольшой удельный вес, и совсем незначительный — у таких пород, как симментальская мясная, русская комолая и бланк-блю бельж. Территориальные и климатические особенности России позволяют в настоящее время заниматься мясным скотоводством в 59 регионах во всех федеральных округах. В 2000 году разводили 9 пород в 7 округах с численностью племенных животных около 82 тыс. голов. В 2019 году поголовье племенного мясного скота составило более 359 тыс., принадлежащих 12 породам, что в 4,4 раза больше по сравнению с 2000 годом. The article discusses the breed composition and number of breeding cattle for meat production in the Russian Federation. There are thousands of different breeds in the world, but only a few dozen are classified as meat. The share of beef cattle in the world accounts for 40% of the livestock, respectively 60% are dairy cattle. In Russia, specialized beef cattle breeding as an independent branch of animal husbandry began to be created in the early 30s of the last century. At the present stage, 12 breeds are bred in the beef cattle breeding of our country. Numerous breeds include Aberdeen Angus, Kalmyk, Hereford and Kazakh white-headed. The relative number of these breeds is about 97% of animals in the meat production direction. The rest of the breeds (Limousine, Galloway, Obrak, Charolais and Salers) have a lower specific weight. It is necessary to distinguish breeds with an insignificant specific gravity - these are Simmental meat, Russian hornless and blank-blue belge. The territorial and climatic features of Russia currently allow for beef cattle breeding in 59 regions in all federal districts. In 2000, 9 breeds were bred in 7 districts with about 82 thousand breeding animals. In 2019, the number of pedigree beef cattle amounted to more than 359 thousand heads belonging to 12 breeds, which is 4.4 times more than in 2000.
