Features of application of geoinformation systems and technologies for solving production problems of JSC "Russian Railways"

The article discusses the possibility of creating effective geoinformation technologies to improve the operation of JSC "Russian Railways". The need for them is due to the huge scale of the territories occupied by the railway infrastructure, and the specifics of work activities that are associated with the organization of the transportation process. It is proposed to follow five principles when creating a unified railway GEODATA database: the use of a single coordinate base, the uniqueness of each object and the use of geographical coordinates as the primary key, the definition of a generalized graph of the railway network using a digital path model, the use of existing geoinformation resources, continuous updating and updating of information. Railway infrastructure plays a major role in providing the most cost-effective way to transport freight and passengers. The increase in train speed, traffic growth, heavier axles, and harsh environments make railway assets susceptible to degradation and failure. Railway switches and crossings (S&C) are a key element in any railway network, providing flexible traffic for trains to switch between tracks (through or turnout direction). S&C systems have complex structures, with many components, such as crossing parts, frogs, switchblades, and point machines. Many technologies (e.g., electrical, mechanical, and electronic devices) are used to operate and control S&C. These S&C systems are subject to failures and malfunctions that can cause delays, traffic disruptions, and even deadly accidents. Suitable field-based monitoring techniques to deal with fault detection in railway S&C systems are sought after. Wear is the major cause of S&C system failures. A novel measuring method to monitor excessive wear on the frog, as part of S&C, based on fiber Bragg grating (FBG) optical fiber sensors, is discussed in this paper. The developed solution is based on FBG sensors measuring the strain profile of the frog of S&C to determine wear size. A numerical model of a 3D prototype was developed through the finite element method, to define loading testing conditions, as well as for comparison with experimental tests. The sensors were examined under periodic and controlled loading tests. Results of this pilot study, based on simulation and laboratory tests, have shown a correlation for the static load. It was shown that the results of the experimental and the numerical studies were in good agreement.

В статье анализируются причины строительства Владикавказской железной дороги и механизм сооружения этой важной железнодорожной артерии. Актуальность темы анализа истории развития железнодорожной сети Северо-Кавказского региона определяется необходимостью подробного изучения проблем ее социально-экономического развития. Строительство Ростово-Владикавказской железной дороги также является примером государственно-частного сотрудничества, которое хорошо себя оправдало. Дорога была построена полностью за счет средств акционеров, среди которых были как крупные промышленники, так и простые обыватели. Находясь в частной собственности, Владикавказская железная дорога хорошо функционировала и развивалась. При этом государство получило важную транспортную артерию, имевшую большое экономическое и военно-стратегическое значение. Немаловажным было и то, что за счет Владикавказской железной дороги был построен ряд социальных объектов – больницы, учебные заведения. В статье также показана заинтересованность общественности Владикавказа и региона в целом в строительстве железной дороги. Различные варианты прокладки пути, строительства станций широко обсуждались как специалистами, так и простыми горожанами. В итоге был выбран наиболее оптимальный путь и месторасположения станции Владикавказ. В свое время, благодаря открытию Владикавказской железной дороги, был дан заметный импульс дальнейшему развитию торговли и промышленности на Северном Кавказе. Последующее расширение транспортных артерий уже в наши дни может существенно оживить экономику Кавказа и России в целом, а также внести свой вклад в деле развития туризма в регионе. В связи с этим и необходимо анализировать историю строительства Владикавказской железной дороги и перенимать лучший опыт прошлого. The article analyzes the reasons for constructing Vladikavkaz railway and the mechanism of constructing this important railway artery. The topic relevance of studying the history of the railway network in the North Caucasus is determined by the necessity for further problem research of its socio-economic development. In its time Vladikavkaz railway had a huge impact on the development of trade and industry in the North Caucasus. The construction of the Rostov-Vladikavkaz railway is also an example of public-private cooperation, which has paid off well. The road was built entirely at the expense of shareholders, among whom were both large industrialists and ordinary people. Being privately owned, the Vladikavkaz railway functioned and developedwell. At the same time, the state acquired an important transport artery of great economic and military-strategic importance. It was also important that a number of social facilities were built at the expense of the Vladikavkaz railway - hospitals, educational institutions. The article also shows the interest of the public in Vladikavkaz and the region as a whole in the construction of the railway. Various options for laying the track, building stations were widely discussed by both specialists and ordinary citizens. As a result, the most optimal route and location of the Vladikavkaz station were chosen. Further expansion of transport arteries today can significantly revive the economy of the Caucasus and Russia as a whole, as well as contribute to the development of tourism in the region. In this regard, it is necessary to analyze the history of constructing Vladikavkaz railway and adopt the best experience of the past.

A 3Win strategy for establishing a sustainable model of collaboration between the industry and universities is developed. Primary objectives of the work are outlined and are focused on the establishment of a model of sustainable collaboration between the industry, academic and research societies and student teams. This allows us to resolve the issue of preparing well qualified IT specialists in the necessary fields in collaboration with foreign partners and teams. This also presents the opportunity of development and research, targeted at the end consumer, by creating working prototypes or products. The sustainability of such a collaboration model supplements and is maintained by the long-term integration of mutual interests of the parties participating in the process. The analysis of the viability of this model is carried out on the basis of operation of R&D Start-up School. The definition of the 3Win strategy is established, as an interaction model, based on which each of the participating parties (the university, the company and the student body) receives their own personal benefits and achieves their own goals. In addition, this is a synergic model – where the cooperation of the participants results in a much more effective outcome, than individual efforts of each of the participants separately. The model, which is described as the 3Win strategy, in a way can be classified as a synthetic model, that incorporates the benefits of a number of other models developed previously. A1 – a department within the university as an incubator for developers, A2 – a department within the university as a center for certification support, Model B – a department within the university acting as a center for collaborative research and development and finally Model C – a department within the university as a business incubator. Simultaneously, this is a new class within the models of higher calibre, due to the fact that it facilitates a high degree of stability for the collaboration. The implementation of the model within the scope of international multi-university collaboration is described, along with its benefits. Examples of interaction between various components of the models based on existing cases are provided and the approaches for the 3Win strategy between the industry, universities and student body are described. The road-maps for further development of the aforementioned approaches are established

The problem of the need for construction of railways in the North Caucasus as a strategically and economically important enterprise for maintaining and developing the viability of the region is considered. Preconditions and opinions on the appropriateness of railway connection are given. To achieve this goal in the region, it was decided to establish a new joint-stock company of the Rostov-Vladikavkaz railway. The dynamics is investigated from planning, choosing the final direction from those proposed by the engineers who carried out surveys on the ground, to the actual opening of permanent traffic on the first (main) line of the Rostov-on-Don - Vladikavkaz Society - the first highway that connected the Caucasus with the central part of the state in 1875 ... A brief description of this path is given. The geography of the line was investigated. Some stages of further development are given, the results and opinions obtained during the operation of the road are summed up. The issue of location and development of the Rostov railway junction is considered. Already in the first years of operation, the enormous potential of railway transport in the North Caucasus was obvious, not only strategically, but also as an economically important enterprise that opened up new opportunities for the development of the region, which in turn made the railway the main industrial giant.

В статье рассматривается сущность лишения права заниматься определенной деятельностью как обязательного дополнительного наказания за преступление, предусмотренное ст. 264 УК РФ. В большинстве приговоров по ст. 264 УК РФ дополнительное наказание сформулировано как лишение права заниматься деятельностью, связанной с управлением транспортным средством. Однако использование в приговорах единой формулировки не снимает вопросов, связанных с толкованием объема назначенных судом ограничений. Автором выделены два подхода к определению содержания понятия «транспортные средства»: широкий, включающий все виды транспортных средств, и узкий, включающий только механические транспортные средства. Анализ судебных решений позволяет сделать вывод об отсутствии единообразного подхода к определению содержания наказания в виде лишения права заниматься деятельностью, связанной с управлением транспортными средствами. Показано, что в практике применения наказания за преступления, предусмотренные ст. 264 УК РФ, сложилась парадоксальная ситуация: лицо, нарушившее правила дорожного движения, лишается права управления всеми видами транспортных средств. По мнению автора, такая ситуация нарушает принцип справедливости: характер наказания не соответствует характеру совершенного преступления. В целях единообразного применения уголовного закона Пленуму Верховного суда РФ следует разъяснить, что суды должны конкретизировать вид транспортных средств, права управления которыми лишается осужденный, исходя из характера совершенного преступления. The article deals with the essence of deprivation of the right to engage in certain activities as a mandatory additional punishment for a crime under Art. 264 of the Criminal Code. In most of the sentences under Art. 264 of the criminal code additional punishment is formulated as deprivation of the right to engage in activities related to driving. However, the use of a single wording in sentences does not remove questions of interpretation of the scope of the court's limitations. The author identifies two approaches to the definition of the concept of “vehicles”: wide, including all types of vehicles, and narrow, including only mechanical vehicles. Analysis of court decisions leads to the conclusion that there is no uniform approach to determining the content of the penalty in the form of deprivation of the right to engage in activities related to the management of vehicles. The article shows that in the practice of punishment for the crimes provided for in the Art. 264 the criminal code, there is a paradoxical situation: a person who violates the rules of the road, is deprived of the right to control all types of vehicles. According to the author, this situation violates the principle of justice: the nature of the punishment does not correspond to the nature of the crime committed. For the purpose of uniform application of the criminal law to the Plenum of the Supreme Court of the Russian Federation it is necessary to explain that courts have to specify a type of vehicles which right of management is deprived condemned, proceeding from character of the committed crime.

The global information society creates data in various formats and data is stored in many sources. Interest is focused on true story formation with respect to sustainable development. The suitable recommendation is to implement a multidimensional view on big data. Such an approach works with big data along three levels. Basic level represents default activities and analyses for data storage in data warehouse. Advanced level is focused on searching for links between stored data and information sources in the global society and variable level searches unexpected events based on complex statistics and mathematical methods with the support of Artificial Intelligence, Business Intelligence, Customer Intelligence, Competitive Intelligence, Swarm Intelligence. These kinds of activities are important for IT product development such as specification of the road for an adopted methodology, definition of a reference for needed dimensions and phases for IT development, and also as a warning against omissions and mistakes.

This chapter teases out the core elements of the ordinary conception of “race.” This does not include a scientific or philosophical definition of race. Rather, the chapter talks about the view of race that most people just slip into when going about the everyday business of life. It is a conception that has been taken so thoroughly for granted that many do not even question it. The chapter argues that understanding the conception of race is key to understanding dehumanization, because beliefs about race lie at the heart of the dehumanizing process. It shows that dividing human beings into races—into “our kind” and “their kind”—is the first step on the road to dehumanizing them.

Following a brief review of literature on big data as well as wisdom, this chapter provides a definition of data-based wisdom in the context of healthcare organizations and their visions. The author addresses barriers and ways to overcome barriers to data-based wisdom. Insights from interviews with leading healthcare professionals add practical meaning to the discussion. Finally, future research directions and questions are suggested, including the role of synchronicity and serendipity in data-based wisdom. In this chapter, developing data-based wisdom systems that flourish Wisdom, Virtue, Intellect, and Knowledge are encouraged.

One of the main priorities of transport policy in the EU is to take measures to support railway transport as an environmentally friendly transport mode. An interesting challenge for a railway transport operation is represented with cost items for its operation. This problem is exacerbated if transport flows are routed through a congested railway infrastructure. If some or all transport takes place on congested rail infrastructure, the carrier’s costs increase, which may ultimately lead to withdrawal from the market. The article deals with the impact of insufficient capacity on the rail carrier’s costs. We used a pre-cost calculation methodology to calculate the rail carrier’s additional costs due to the insufficient railway network capacity based on detailed calculation of train costs and proposed a methodology for carrier decision-making in case of insufficient rail infrastructure capacity. The case study showed that the use of a diversion track in case of insufficient planned rail line capacity may not be advantageous for carriers, even with a longer waiting time for capacity to be released. One of the ways to eliminate the negative effects of congested railway infrastructure is investment in the increase of its capacity.
