The article deals with high-school teachers (university teachers) and supplementary vocational education (SVE) teachers. The authors cover the requirements for the quality of preparation for these positions under the conditions of applying the competence approach. The teachers’ professional competence as it exists in Russia and abroad is analysed; various scientific schools’ approaches and predictions of the groups’ competence are presented. The study of the requirements for the occupational preparation of high-school and SVE teachers by students, teachers themselves, and representatives of the authorities from different countries has shown that they all single out such professional characteristics as personal responsibility, communication skills, subject knowledge, the ability to manage educational processes, intellect, professional interests, etc. In the article the authors’ approach to identifying the competency formation levels is presented, such as informational, operational, personal and reflective levels; as well the criteria for the estimation of the given competencies are stated. The estimation of the criteria is based on such characteristics as depth and width. The authors point out that today there is no unified approach to the formation of the set of competencies of high-school and SVE teachers and to the determination of their levels. Nevertheless, work in this direction is actively carried out in various scientific schools.

The selection and determination of appropriate learning strategies can improve the results to be obtained from the application of classroom learning models. This writing aims to discipline students to develop individual abilities of students to be more active in the learning process and improve the quality of learning. The learning process in Indonesia in general only uses conventional learning models that make students passive and undeveloped. In order for the quality of learning to increase, the Team Assisted Individualization learning model is combined with the task learning and forced strategies. The Team Assisted Individualization cooperative learning model is one of the cooperative learning models that combines learning individually and in groups. Meanwhile, task and forced learning strategies are strategies that focus on giving assignments that require students to complete them on time so that the learning process can run effectively. Students are required to do assignments according to the given deadline. This makes students become familiar with the tasks given by the teacher. Combining or modifying the learning model of the assisted individualization team with forced and forced learning strategies is expected to be able to make students more active, disciplined, independent, creative in learning and responsible for the tasks assigned. Therefore this method of incorporation is very necessary in the learning process and can be applied to improve the quality of learning in schools.

This article examines the problem of assessing the quality of the professional training of students who complete higher education courses. The authors analyze the essential characteristics of quality control and assessment of educational processes at a university, as well as criteria, tools, and methods used for assessing the quality of education. The authors believe that the Pedagogical Olympiad is one of the most efficient tools to evaluate the quality of professional training. The article describes practices to evaluate the quality of education among students during the “All-Russian” stage of the Russian Student Olympiad (ARSO) in speech therapy (Saransk, 2015), as well as aspects of content and the procedure to apply this evaluation tool; the results of this evaluation allow the authors to conclude that the quality of professional competence development and personal education of students are assessed qualitatively and quantitatively.

Improving the quality of education is the responsibility of all stake holders, especially teachers during the process of learning in the classroom. Therefore, there is a need for teacher competence development that is influenced by various factors such as the principal's efforts. Based on this, the author wants to conduct a research entitled efforts of the principal school in developing teacher competence to improve the quality of education in the Public Senior High School in Banda Aceh which aims to determine the factors that can affect, the constraints faced and the efforts of principals in developing teachers’competency to improve the quality of education at SMA Negeri Kota Banda Aceh. Population and sample in this study were all principals of Public Senior High School in Banda Aceh as many as 16 headmaster are taken as sample (total sample). This is a descriptive research method with qualitative approach. data were collected through observation, interviews, and documentaries. Data was analyzed using simple statistics that is by tabulating the data in the table, calculating frequency and percentage then drawing conclusion. The results showed that the factors that affect teachers’ competence and the quality of education is the effort of the principal, training attended by teachers; learning facilities; teaching experience, health condition and educational background. Constraints faced against pedagogical and professional competence. The principal's efforts to develop highly effective and efficient teacher competencies can be done through MGMP empowerment, academic and clinical supervision and workshops or training with peers in schools. Students’ learning achievement can be increased by giving extra class in the afternoon, enrichment, remedial, and regular try out.

The integration of Ukraine into the European community is impossible without changes in the education sphere. The implementation of such projects of the European Union as "Horizon 2020” provides the collaboration between experts in Agriculture and Engineering. The results of the questionnaire conducted by “Agro Survey” agency showed the lack of student’s practical knowledge in Ukrainian Engineering and Agricultural universities. It is obvious that the quality of education in Ukrainian technical universities doesn't meet the requirements of the European labour market. Getting theoretical knowledge has no value until students can apply it for practical purposes. We suggest that a subject like Physics should be practice-oriented. If the Physics course at technical universities integrates theory with practice, students will be better prepared for their future career. The purpose of the study is to define the basic principles of professional competence as the key factor for improving the quality of future engineer’s training in the process of studying Physics. To select and interpret the factual material, concepts and theories the theoretical analysis of philosophical, psychological and pedagogical literature on research was used in the paper. The pedagogical experiment was carried out on the basis of 4 universities in different regions of Ukraine and involved 159 respondents (151 students and 8 university teachers). To determine the strategies for implementation of the profession-based tasks in Physics course we carried out specially designed questionnaires for students majoring in Agrarian Engineering and university teachers. One of the necessary conditions for future engineer training is professional orientation in studying. We suppose that to consider the relationship between a comprehensive Physics course and the disciplines of professional and practical training the in-depth analysis should be performed. First of all, it will help to determine Physics knowledge, abilities and skills that should be used in student’s further professional training. Second of all, it will enable the most effective use of engineering-based tasks in Physics classes. However, knowledge of basic Engineering and General Theoretical subjects is not applied by the students of Technical High School for a long-period of university study. The results of the survey have shown that studying major subjects at a later stage doesn’t motivate students to learn Natural Science and Engineering disciplines. We can conclude that profession-based tasks in Physics class contribute to the formation of a system of natural knowledge, practical skills and abilities. They stimulate the students’ cognitive interest in Physics as a science, help to better absorb material of other disciplines, develop creative abilities and influence the formation of persistent motifs for obtaining knowledge of professional disciplines.

The current atmosphere ruling in the society,the quality of created and contemporary relations among people are in principle simultaneously relatively faitfully projected into the relations inside the family, into the collective. Its approximate reflection is present, therefore, in the living working collective. Deformed social relations are deforming, what is clear, also the environment of economic relations. The atmosphere in the working place is immediately influencing the movement of social relations, from the atmosphere unreeled from the state of the society.However, the most dangerous for the society and its existence is the creation of such a situation and the social atmosphere that are directly determined and channeled by non legal and unrightful practices of concret individuals and groups which are typical for the so called social underworld.It is unavoidably necessary also to proceed to the revision of documents concerning the attained education in the interest of the optimal run of the state and its economics that are shoved by managers in all grades and levels of the state and its public administration management. Such a procedure in the private sector should be activated in the facultative base. It would be necessary to eliminate and to remove - on the basis of the exactly achieve results - from management processes and influence such persons that are not shoving the achieved declared education by the trustworthy way. It will be also necessary to analyze their justification and ways of their selection into the management functions together with the determination of the concrete personal responsibility for the contingent unstandard way in the selection process. After the moral and material social damages counting up it will be inevitably necessary to require the compensation from persons and institutions that caused the mentioned damagers.Means accumulated in such a way will be able to use for the development of public estates.

A signal of mechanical and acoustical vibration generated during a bearing’s quality testing contains variety of useful information about their operational conditions. At defined testing speeds, the bearings generate a periodical and a non-periodical vibroacoustic signal of different intensities, which are dependent on the quality of bearings and/or their damage type. A dynamical response of the tested bearings recorded in time characterizes also the nature of the unwanted noise of bearings. Therefore the dynamical response of the maximum acceleration recorded in time is one of the major criteria of bearing quality evaluation in terms of noisiness. The second criterion is a determination of statistically significant frequency interval for the equivalent acceleration value expressed in decibels. Consequently, from the effective acceleration value, the bearing quality can be determined in terms of its vibration severity, as well as its noise level. This objective methodology substitutes the evaluation bearing quality by means of measurement of the vibration acceleration on the given test device and simultaneously evaluation of the noise quality and its intensity auditorily. Verifying the proposed methodology 100 % conformity was achieved between the methodology currently used and the new methodology, which eliminates the subjective quality evaluation of bearings auditorily.

An attempt to use the base thermodynamics and exergoeconomic aspects of decision tasks of energy efficiency and energy saving with the examples of in heat-, gas- and watersupply in housing and communal services of Ukraine is presented. The methodology of forming the analytical dependences of account and payment of the got and used heat is presented as a result of this approach. This system of account has the followings advantages: 1) the sum of payment takes into account not only an amount but also quality of energy flows; 2) efficiency of work of all elements of this system is taken into account.  The operating presently system of tariffs on natural gas does not take into account current composition of gas and exergy of gas. Dependence, which takes into account the real exergy of natural gas which is supplied, is offered in relation to the minimum exergy of natural gas, which is foreseen DSTU. At forming of cost of water-supply in dependence for determination of sum of payment for water is suggested to enter a constituent, which takes into account the exergy of stream of water, which influences the amount and pressure of the given water. Realization in practice of the exergyeconomic going near tariffs on energy which is consumed in housing and communal services of Ukraine allows from single power positions objectively to estimate efficiency of functioning of all elements of the systems heat-, gaz- and water-supplys. It allows practically to carry out market approach to forming of tariffs on heat-, gaz- and water-supply and to mobilize producers, suppliers and users of services, in this sphere of housing and communal services of Ukraine on an energy-savings and energy efficiency. It is necessary to expect that introduction of these principles has social influence because it is a step which unites the citizens of Ukraine in the decision of tasks of establishment of transparent and just price policy of the state in housing and communal services of Ukraine and improvements of situations with ecology in our country.

The relevance of this research involves a comprehensive consideration of the links between the concepts of "pedagogical excellence" and "pedagogical competence" of university teachers during classes. The study aims to establish the relationship between pedagogical excellence and communicative competence in the structure of pedagogical activities of HEIs teachers. Methodological basis: a sociological survey (drawing up a system of research questions), method of information analysis (processing of respondents' answers), ranking method (suggested for respondents during the provision of answers to the questions). Results of the research: updating the basic components of the pedagogical skill of the teacher: humanistic orientation of activity, professional competence, professionalism, pedagogical abilities, pedagogical technique, communicativeness. The main characteristics of pedagogical excellence and communicative competence of university teachers (inconsistency; interdependence; hierarchical organization) were revealed. Key dimensions of pedagogical excellence as an element of communicative competence (competence of nonverbal communication, competence of verbal clarity, competence of verbal richness of speech) were determined. The relationship between pedagogical excellence and communicative competence is proved. The basic components of pedagogical excellence are defined (humanistic orientation of activity, professional competence, professionalism, pedagogical abilities, pedagogical technique, communicativeness). The links of communicative-speech competence are presented. The characteristics of communicative-speech competence, which determine the quality of professional interactions of university teachers, are highlighted. The regularities and peculiarities of communicative-speech competence of teachers are presented. The practical value of the study was to present a summary of the causal links of the concepts of "pedagogical excellence" and "communicative competence" of university teachers during the classes.

In the teaching process, the relationship between students and university teachers is an important determinant of the quality of learning and teaching process. The concepts of didactic theories provide a different approach to the didactic - methodical determination of teaching and the position of students in the scientific - teaching process in relation to the concept of the old school and the traditional pedagogical paradigm of teaching. The student is observed and experienced as a collaborator, learning partner, authoritarian teaching styles are abandoned, democratically oriented communication and interaction are developed, with mutual respect, tolerance and respect for all participants in the teaching process. The analytical - descriptive method, comparative analysis and content analysis were used. The relationship and position of students and university teachers in the teaching process through the prism of didactic theories advocated by Christina Möller and Felix von Cube are presented. The issues of selectivity, cooperation and competitiveness as a starting point for defining the position of students in teaching, purposes and goals of learning, based on the modern pedagogical paradigmatic orientation of the “learning society”, and the analysis of the position and position of students and university teachers through the prism of cyber-information didactic theories and curriculum theories.

In the given work, on the basis of the carried out researches at the decision of seismic surveying tasks an attempt on advancement of methods and means of excitation of elastic vibrations by the generator of seismic vibrations (GSV) is made. The geometry of the real GSV differs from the ideal axially symmetric form resulting in deviations of parameters of geometry of mass (deviations of the centre of mass, main central axes of inertia), and is a consequence of the static and dynamic disbalance.The character of forces and moments acting on the GSV, as a whole and on separate units, depends on quality of the law of change of total force of resistance of escapement and return of plunger; dynamic loads resuling in occurrence of transverse waves at excitation of seismic vibrations deterioting the accuracy of determination of well bottom position are formed.
