In this research searched identify the understanding from teacher manager of the state public network of Basic Education from Santa Maria/RS about the Institutional Program of Scholarship for Initiation Teaching (PIBID). To achieve the proposed objectives a survey was conducted with a qualitative approach. The instrument used it was a questionnaire with open questions answered by a school management teacher who since 2016, holds the position of management.The results indicate the absence of school the discussions and guidelines of the decisions involving the actions developed daily by PIBID. It is appropriate evidence that school management does not recognize its social function training for teachers.

 Este artigo analisa as políticas públicas educacionais que se referem às orientações sobre formação docente, na expectativa de identificar os avanços da formação continuada dos professores da educação básica que atuam na Educação de Jovens, Adultos e Idosos dos estabelecimentos de ensino da rede pública estadual do Maranhão. Dada a necessidade de elaboração de estratégias diferenciadas nessa modalidade de ensino, a formação continuada de educadores de jovens, adultos e idosos representa uma alternativa para atender à realidade e aos interesses dos educandos. Este estudo caracteriza-se como uma pesquisa qualitativa e quantitativa, que utiliza como procedimentos metodológicos a pesquisa bibliográfica e documental e uma investigação no âmbito da Secretaria de Estado de Educação do Maranhão, com técnicos desse órgão, por meio de entrevistas e levantamento de dados estatísticos que, depois de tabulados, analisados e qualificados respaldaram a elaboração do presente artigo. Nas considerações finais, apresentamos alguns elementos decorrentes da pesquisa realizada, os quais nos permitem apontar que, no estado do Maranhão, as ações de formação continuada nesse campo educacional ainda estão longe de atingir todos os professores que atuam nessa modalidade de ensino, inviabilizando o adequado aperfeiçoamento desses profissionais. A implementação das ações esbarra na descontinuidade das políticas públicas, na falta de orçamento e nas mudanças frequentes na coordenação das ações de Educação de Jovens, Adultos e Idosos no âmbito da referida instituição sem qualquer aproveitamento ou aperfeiçoamento do que já havia sido iniciado.Palavras-chave: Formação. Professores.CONTINUED EDUCATION FOR TEACHERS’ CONTINUED TRAINING IN THE PROGRAM FOR EDUCATION OF YOUNG, ADULTS AND ELDERLY STUDENTS: legal aspects and implementation of actions directed basic education teachers Abstract: This article analyses the educational public policies related to the teachers’ training guidelines in order to identify the advances in the continued training program to basic education teachers who work with the Education of Young, Adults and Elderly at the public network of the State of Maranhão.  Due to the necessity of implementing different strategies in this kind of teaching, continued training of teachers of youngsters and adults represents an option to attain to the reality and the interests of the students. That study is characterized as a qualitative and quantitative research, it utilizes as methodological procedures literature and documentary research and investigation within the Secretariat of Education of the State of Maranhão, with technicians from this office, by means of interviews and surveys which, after being tabled, analyzed and qualified they reinforce the production of this article. In the conclusion we present some elements from the research accomplished which allow us point out that in the state of Maranhão actions for continued training in this educational field are still a long way to reach all teachers who work in this kind of teaching, hindering adequate improvement of teachers. The implementation of actions lacks continuation of policies, budget, apart from frequent changes in the coordination of actions for Education of Young, Adults and Elderly within the institution itself which contributes to the non-continuation or change of government policies, without any profit or improvement of what had already been started.Keywords: Training. Teachers. FORMACIÓN CONTINUA EN EDUCACIÓN DE JÓVENES, ADULTOS Y ANCIANOS: aspectos legales y implementación de acciones dirigidas a los profesores de educación básicaResumen: Este artículo analiza las políticas públicas educativas que hacen referencia a las directrices sobre la formación del profesorado, con la esperanza de identificar los progresos de la educación continua de los profesores de la enseñanza de educación primaria que trabajan en la Educación de Jóvenes, Adultos y Ancianos de las escuelas públicas del Estado de Maranhão. Con la necesidad de preparar estrategias diferentes en ese modo de la educación, la formación continua de profesores de los jóvenes, adultos y ancianos es una alternativa para ayudar en la realidad y en los intereses de eses estudiantes. Ese estudio caracterizase como una investigación cualitativa y cuantitativa, utilizando procedimientos metodológicos como a investigación de la literatura y documental y la investigación en el Departamento de Estado de Educación de Maranhão, con su proprio cuerpo técnico, a través de entrevistas y estadísticas, que después de tabulados, analizados y calificados apoyó la preparación de este artículo. En las consideraciones finales presentamos algunos resultados de el estudio hecho que nos permiten señalar que, en el estado de Maranhão, las acciones de formación continua en ese campo de la educación, aún están lejos de llegar a todos los profesores involucrado en este tipo de educación, lo que hace imposible el desarrollo adecuado de los maestros. La realización de acciones choca con la discontinuidad de las políticas, en la falta de presupuesto, además de los frecuentes cambios en la coordinación de las acciones de la Educación de Jóvenes, Adultos y Ancianos en el contexto de la institución sin ningún tipo de recuperación o mejora de lo que ya se había iniciado.Palabras clave: Formación. In this study, we analyzed the relationship between the management team of a State School in Minas Gerais and the families of the students, identifying perceptions about their own performance and the participation of families in the institutional scope. To this end, the theoretical-methodological axis is characterized by a case study, with a descriptive approach and a qualitative approach, based on a corpus consisting of information from seven Basic Education Specialists (BSE). Thus, we found that the management team, in general, admits the essentiality of family participation at the institutional level. However, according to the findings of this research, conflicting situations are evidenced between school members and family members/guardians of students, which demonstrates the constant need for school debates on interpersonal relationships, even with the possibility of stirring up controversies and causing confrontations of ideas, given the need to put democratic guiding principles into practice, through communicability.


The present work addresses the question of psychological distress of the caregivers of patients with dementia. The research covers caregivers residing in Russia and Kazakhstan. The thesis starts with concluding the pre-existing knowledge on the research question, from which the author develops the methods for collection of the primary data. Methodology of the research is designed to analyze the data in a qualitative approach. The thesis builds an understanding of the state of psychological distress in which caregivers of Kazakhstan and Russia live in. To do that, the author conducted a survey with range of multiple choice and open questions that examined the stress triggers and proof of the existence of stress in their lives based on answers. A total of 52 active caregivers answered to a survey consisting of 22 questions. The results show that Russian and Kazakhstani caregivers experience moderate to severe levels of psychological distress due to insufficient funding and informational support, among other reasons.

Despite the recent enactment of the Zimbabwean Constitution which provides for the right to basic education, complaints, reminiscent of a failed basic education system, have marred the education system in Zimbabwe. Notwithstanding glaring violations of the right to basic education by the government, no person has taken the government to court for failure to comply with its section 75(1)(a) constitutional obligations, and neither has the government conceded any failures or wrongdoings. Two ultimate questions arise: Does the state know what compliance with section 75(1)(a) entails? And do the citizens know the scope and content of their rights as provided for by section 75(1)(a) of the Constitution of Zimbabwe? Whilst it is progressive that the Education Act of Zimbabwe as amended in 2020 has addressed some aspects relating to section 75(1)(a) of the Constitution, it has still not provided an international law compliant scope and content of the right to basic education neither have any clarifications been provided by the courts. Using an international law approach, this article suggests what the scope and content of section 75(1)(a) might be.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

AbstractIn card-based cryptography, designing AND protocols in committed format is a major research topic. The state-of-the-art AND protocol proposed by Koch, Walzer, and Härtel in ASIACRYPT 2015 uses only four cards, which is the minimum permissible number. The minimality of their protocol relies on somewhat complicated shuffles having non-uniform probabilities of possible outcomes. Restricting the allowed shuffles to uniform closed ones entails that, to the best of our knowledge, six cards are sufficient: the six-card AND protocol proposed by Mizuki and Sone in 2009 utilizes the random bisection cut, which is a uniform and cyclic (and hence, closed) shuffle. Thus, a question has arisen: “Can we improve upon this six-card protocol using only uniform closed shuffles?” In other words, the existence or otherwise of a five-card AND protocol in committed format using only uniform closed shuffles has been one of the most important open questions in this field. In this paper, we answer the question affirmatively by designing five-card committed-format AND protocols using only uniform cyclic shuffles. The shuffles that our protocols use are the random cut and random bisection cut, both of which are uniform cyclic shuffles and can be easily implemented by humans.

AbstractThis article proposes a framework for empirical research on contested meaning of norms in international politics. The goal is to identify a design for empirical research to examine associative connotations of norms that come to the fore when norms are contested in situations of governance beyond-the-state and especially in crises. If cultural practices shape experience and expectations, they need to be identified and made ‘account-able’ based on empirical research. To that end, the proposed qualitative approach centres on individually enacted meaning-in-use. The framework comprises norm-types, conditions of contestation, types of divergence and opposition-deriving as a specific interview evaluation technique. Section one situates the problem of contestation in the field of constructivist research on norms. Section two introduces distinctive conditions of contestation and types of norms. Section three details the methodology of conducting and evaluating interviews and presents the technique of opposition-deriving with a view to reconstructing the structure of meaning-in-use. Section four concludes with an outlook to follow-up research.

Tax sovereignty is now an expression of the phenomenon of state power. In general, there is a widespread but also accepted view that a citizen is dependent on the state and the state is dependent on tax resources. The social status of a citizen in the state is of great importance; it affects the development of personality and, last but not least, reflects the degree of democracy acquired in a particular state. Various tax law measures for the benefit of the citizen are important for the identification of social behavior and are an attempt to improve certain ways of life. The aim and ambition of this article is to emphasize the tools of social policy (e.g., minimum wage, subsistence minimum, social right to work) that are related to the social function of taxing income. In this context, the authors deal with a social function of tax collection and imposing of taxes, justice in taxation, and point out social aspects of the system of taxes in the Slovak Republic. In this article, the authors present the attitudes of both critics and proponents. It also deals with tax justice, which is often a category subjective to the evaluator. The benchmarking attribute of tax collection should be that citizens will have the certainty of social justice in the state and will therefore pay attention to the minimum wage and subsistence minimum as an integral part of tax policy under the legal conditions of the Slovak Republic. All tax legislation, especially tax reform, is perceived with a certain sensitivity regarding tax subjects.

Objective: To evaluate the epidemiological profile and the operative complications of patients undergoing gynecological operations for benign diseases in a tertiary public hospital in the state of Roraima, Brazil. Methods: We conducted a retrospective survey through the analysis of 518 records of patients submitted to gynecological operations between January and June 2012. We included the three major operations during this period (n = 175): hysterectomy, colpoperineoplasty and suburethral sling placement. We excluded 236 cases of tubal ligation and 25 cases where it was not possible to access to medical records. Results: The mean age was 47.6 years; the education level of most patients was completed junior high (36.6%); 77% were from the State capital, 47.4% were in stable relationships and 26.3% were housewives. The majority of patients had given birth three or more times (86.6%), with previous vaginal delivery in 50.2%, and cesarean delivery, 21%. The main diagnostic indications for surgical treatment were uterine myoma (46.3%), urinary incontinence (27.4%) and genital dystopias (17.7%). We found three cases (1.7%) of high-grade intraepithelial lesions on Pap smear. The most common procedure was total hysterectomy (19.8%), 15.5% vaginally. The most common complication was wound infection (2.2%). Conclusion: Women undergoing gynecological operations due to benign disease had a mean age of 47 years, most had levels of basic education, came from the capital, were in stable relationships, predominantly housewives, multiparous and showed low operative complication rates.
