The digital transformation is permanently changing the government, administration, and society . This process is being intensified by the much-discussed technologies of artificial intelligence, and poses a variety of challenges for parliaments and indirectly for parliamen­tary studies . Their different dimensions have not been discussed comprehensively so far, although the technological developments affect all parliamentary functions and their prem­ises . This article systematizes and structures the various effects of the age of artificial intel­ligence on parliamentary democracy . Namely, the conditions of democratic representation change, the innovation-friendly regulation of digital technologies becomes a parliamentary task, parliamentary control has to be adjusted to the use of algorithms and artificial intelli­gence in government and administration, and possibly, the epistemological and organiza­tional structures of parliamentary work might have to be adapted . This provides starting points for future detailed analyses to adequately capture these processes of change and to accompany them from different disciplinary perspectives .

The paper investigates the theoretical and practical aspects of providing the corporate social responsibility in a digital economy. The digital transformation of economic activity necessitates a business response to fundamental new challenges and threats related to cybersecurity, privacy, copyright protection, blockchain, misinformation, ethical algorithms for artificial intelligence etc. The quantity and complexity of digitalization problems determines the need for a consistent and comprehensive approach to ensuring digital responsibility in economy. Corporate digital responsibility can be defined as a responsible and ethical using of digital technologies; forecasting the social, economic and environmental consequences of decisions made in the digital economy. The analysis of social reports and web resources of Ukrainian companies indicates that their potential of digital responsibility is limited to the digital skills transfer and partial using in communications with stakeholders. At the same time, there are promising ways of manifesting social responsibility of domestic enterprises: investments in digital infrastructure and education; using digital technologies to monitor the responsibility and business ethics of suppliers and contractors; digitalization of environmental management processes; protection of digital rights and personal data of customers, employees, partners; dialogue with real and potential stakeholders through digital channels. Foreign experience shows that it is efficient to form public-private partnership platforms in the field of digital responsibility and sustainable development. It is also appropriate for the government to develop and implement a strategy for the digital transformation, programs of economic and advisory support for digital social entrepreneurship; to form standards for assessing and reporting about corporate digital responsibility; to eliminate the institutional and legislative barriers to the digital economy development; to overcome the digital divide in society; to create algorithms for personal data processing and suitable digital platforms.

Recent years have seen a reemergence of interest in artificial intelligence (AI) among both managers and academics. Driven by technological advances and public interest, AI is considered by some as an unprecedented revolutionary technology with the potential to transform humanity. But, at this stage, managers are left with little empirical advice on how to prepare and use AI in their firm’s operations. Based on case studies and the results of two global surveys among senior managers across industries, this article shows that AI is typically implemented and used with other advanced digital technologies in firms’ digital transformation projects. The digital transformation projects in which AI is deployed are mostly in support of firms’ existing businesses, thereby demystifying some of the transformative claims made about AI. This article then presents a framework for successfully implementing AI in the context of digital transformation, offering specific guidance in the areas of data, intelligence, being grounded, integrated, teaming, agility, and leadership.

Purpose: this article includes the review of the Japanese policy on the digital transformation transformation of the agricultural sector, description and analysis of the implementation cases, as well as identification of obstacles to achieve the expected results.Methods: the study uses the methods of structural, comparative and systems analysis and the principle of formal logic. The article is based on the analysis of scientific and analytical materials devoted to the problem of research. The factual basis is the framework documents of the Cabinet of Japan, media, reports of Japanese research institutes.Results: the article provides a brief review and analysis of the Japanese public of digital transformation of the agricultural sector, provides some cases, summarizes the interim results of the measures taken, identifies problematic factors that prevent the achievement of the expected results. The hypothesis is put forward about the key role of the government in the process of developing new standards for the digital transformation.Conclusions and Relevance: Japan agricultural sector is facing a severe labor shortage. The situation is expected to get worse in the next 5 years. The Japanese government expects that digital technologies and autonomous equipment will compensate for the lack of labor on farms, as well as provide a new stage in the development of the traditional agricultural sector. However, the digitalization of agriculture sector is not limited to the introduction of the latest technology, but also involves the development of new safety rules for the use of robotic tractors, unmanned aerial vehicles, improving farmers ICT education, and standardizing new agricultural terms. However, despite the promise of using digital technologies, the high cost of new equipment and the complexity of its use is a significant obstacle to the digitalization of agriculture in Japan. The study of the features of the digital transformation of the Japanese agricultural sector is very important for the effective implementation of industry projects that exist today in Russia.

The article considers the processes of digitalization of migration as a state policy aimed at improving the regulation of migration flows. The purpose of the study is to show the possibilities of digitalization of migration in Russia and at the international level, the positive aspects of this process and the main risks and threats arising during the implementation of digital technologies for making managerial decisions. The relevance of the study is associated with the necessity of introduction of digital technologies in the state management of migration processes. The paper reveals the concepts of digital transformation and the digital state. The authors note the difficulties that arise when trying to define digital technologies due to the unique and changeable social environment in which they are created. The study used systematic and comparative methods, content analysis of print and electronic media, analysis of scientific sources, which made it possible to study digital technologies as an object of state management of migration processes. According to the results of the analysis the paper concludes that digital transformation technology can influence the management of international migration in three different dimensions: 1) increase the gap between developed and developing countries; 2) contribute to the modernization of traditional methods used in the practices of international organizations; 3) influence the adoption of new, more informed management decisions in the field of migration to ensure border security. The authors reveal the main problems that developers of digital technologies and representatives of government bodies may face when mass implementing these technologies in migration practice. The conclusions of the article can be useful for interested government authorities involved in the regulation of migration processes.

Currently the speeding up of digital transformation makes it obvious that application of digital technologies and the degree of involvement into digital transformation is an essential and significant aspect of scientific and technical potential of an industrial enterprise. The article is devoted to the analysis of trends and prospects of development of basic technologies which are the basis for digital transformation of the world economics: the Internet of things, artificial intelligence, robotization and technologies of the big data processing. The authors present the assessment of the current state of digitalization for Russian industrial enterprises by analyzing the data on the implementation of the above mentioned technologies in business-process.


The article considers the main projects aimed at innovative development and digital transformation of agriculture in Russia. This topic is very relevant in connection with programs of the Russian Federation government aimed at the innovative development of the country's economy in general, and in particular within the framework of the project on digitalization of agriculture. The aim of the study is to develop a mechanism for applying blockchain and token decentralized registry systems to improve efficiency of agricultural enterprises. The options for introducing artificial intelligence into the work of the agro-industrial complex, as well as the effect that can be obtained, are analyzed. Ideas of using the distributed blockchain registry system in managing fixed assets of agricultural enterprises and the scheme of creating a database across the country are presented. The methods of using tokens for the conclusion of contracts and sale of agricultural products, which will allow to build mutually beneficial cooperation for buyers and sellers of agricultural products, and receive reliable information about the methods of its cultivation.

Abstract Public debates and current research on “digitalization” suggest that digital technologies could profoundly transform the world of work. While broad claims are common in these debates, empirical evidence remains scarce. This calls for reliable data for empirical research and evidence-based policymaking. We implemented a data module in the Socio-Economic Panel to gather information on digitalization in three domains: artificial intelligence (AI), platform work, and digitalized workplace. This paper describes the existing approaches to measure technological exposure, the challenges in operationalization of digital transformation in a household survey, the implemented questionnaire items, and the research potential of this new data.

The digital development of construction is an important task, the achievement of which will lead to a more comfortable life for citizens, to an increase in the manufacturability of the construction business and more efficient management of urban planning activities by state bodies. The relevance of the introduction of digital technologies in construction is determined by a set of tasks that are set taking into account the development of the entire digital economy of the country. Currently, the government of the country has organized full-scale activities to achieve digital maturity of economic sectors. This article analyzes the digital transformation of the construction industry, examines state goals and tools to achieve them in the field of digitalization of construction. Problems of innovative development of the construction industry require the integrated implementation of digital technologies in solving various problems in the production of building materials, construction design and construction production itself. The main purpose of the study is to analyze the digital transformation of the technical customer's work at the stages of the life cycle of a capital construction object - pre-design, design, construction stage, overhaul, reconstruction, demolition, as well as separately the stage of restoration of a cultural heritage object. When analyzing the activities of a technical customer in the context of the digital transformation of the country's construction industry, at each stage of the life cycle of a capital construction object, the procedures and necessary services that have passed into electronic form are considered in relation to the conditions of the city of Moscow, and important tasks that require the fastest digitalization are highlighted.
