This article explores the cooperation of Spain and Russia in the area of education due to implementation of the joint degree program between Peoples’ Friendship University of Russia and University of the Balearic Islands). The study of the bilateral dialogue within the framework of educational policy and outlining its prospects is relevant since Spain is the strategically important partner for the Russian Federation. Analysis of the potential of university cooperation between the two countries at the present stage is also necessary for expanding the presence of Spain and Russia in the humanitarian sphere abroad, and creating a positive image of both countries among foreign partners. The novelty of this research lies in the detailed analysis of the joint Master’s program and postgraduate education implemented between Peoples' Friendship University of Russia and University of the Balearic Islands), its current state and development prospects, as well as the challenges faced in the process of implementation of this project. It is noted that the joint degree program between the Russian and Spanish universities are an integral part of their cooperation in the sphere of education. The author establishes that the difference in academic degrees in the Russian and Spanish systems of education remains a crucial and unresolved issue, which obstructs the bilateral partnership in this area.

The Difference

Reduction of the number of credit organizations in the banking sector of the Russian Federation has been considered. The paper has been based on the data of Statistical Bulletin of the Bank of Russia for 2015-2017 years. Attention has been paid to some problems of creating banks resources potential especially because of declining external financing. The problems of small and medium-sized banks, including the availability of state budget funds have been designated. The main characteristics of the dynamics of lending to non-financial organizations and individuals have been considered. A discrepancy between the high financial results of the banking sector and a very modest contribution to the investment activities of non-financial organizations has been noted. Particular attention has been paid to the difference in interest rates on loans and deposits for different categories of borrowers and depositors.

The article presents a comprehensive study of the current state and development prospects of hard-to-recover reserves. The role of hard-to-recover reserves in the structure of the crude oil base by categories of reserves and federal districts, as well as on the shelf of the Russian Federation is considered. The analysis of industry-wide trends in the reproduction of the mineral resource base with differentiation by deposits and companies-subsoil users is carried out. The issues of the current state of the volume of financing for geological exploration and the cost of preparing hydrocarbon reserves have been investigated. The dynamics of the distribution of recoverable oil reserves, volumes and efficiency of geological exploration at fields discovered in recent years have been analyzed. The characteristics and dynamics of production of certain categories of hard-to-recover oil by region have been investigated.

In the article, the authors deal with the current state and the development prospects of trailering in the Russian Federation, demonstrating the fact that trailering development favourable contributor to the economy of the state. The authors identify and analyse the major immediate factors restricting the pace of trailering development in the Russian Federation, and claim that trailering cluster creation in trailering-favourable regions is the basic line of trailering development.

The article is devoted to an analysis of the current state and development prospects of tourism in major and minor urban settlements in the Russian Federation. According to the authors, an effective implementation of events aimed at their image potential promotion encourages the socio-economic development of the areas under consideration. The authors identify the immediate prerequisites for tourism development and provide an analysis of the key factors which constrain the development of domestic and in-bound tourism in Russian cities and towns. In the article, the authors pay special attention to the concerted action of the state, cities/towns, the business sector and society to arrange for the conditions and to design the mechanisms which will ensure the planned development of the tourist industry in Russian cities and towns at an ever increasing pace.

The article discusses the difference between victimization tension in a multicultural and multicultural society. The authors determine a characteristic of the current state of development of society and indicate the consequences of transition, globalization and geopolitical changes. The problems of education arising in a multicultural environment are highlighted. The analysis of the effectiveness of using the restorative approach of school mediation services in Russia and abroad is presented. The article provides an analysis of victimization of Russian society, which determines the main zones of victimization arising as a result of geopolitical and migration processes. Six main territories that are vulnerable from the point of view of the emergence of a multicultural environment were identified. Communities with victim motivational and fundamental characteristics aimed at preserving identity without the exchange of cultural patterns are described. The article is concerned with the current state of digitalisation of the agro-industrial complex (AIC) in the Russian Federation. It lists a number of legal instruments that have been approved by the legislative authorities and establish the digitalisation trends of the agro-industrial complex at the federal and regional levels. It shows GIS technology opportunities in the process of the AIC digitalisation. It deals with the implementation of the Decree of the Russian Federation Government, which has determined the establishment of excellent scientific and educational centres in connection with the implementation of one of such projects in the Belgorod Region. It examines the experience of both project development for the basin-based agricultural landscapes using GIS technologies and the introduction of soil protection agriculture within the entire region in relation to the territory of the Belgorod Region. It shows changes in the available land structure in the Belgorod Region due to the introduction of basin-based nature management projects. It considers the advantages of the basin approach to be used in the course of the AIC digitalisation.

Whether graduates are employable, whether they are getting jobs, and why some get jobs and others do not have been of concern. Yet, until recently, no empirical study had examined the extent to which emergency management degree holders who want emergency management jobs actually get them. Jensen and Kirkpatrick (2020), found that the majority of graduates who intended such jobs got them, while almost a third did not. Jensen and Kirkpatrick (2019), proposed a theoretical framework that might guide research on job outcomes of emergency management degree program graduates, including job placement. This manuscript reports the authors' efforts to utilize the theoretical framework to explore the difference between those graduates who wanted and secured an emergency management position post-graduation and those who wanted one but did not. Specifically, this manuscript reports initial findings and challenges related to this question in the context of a theoretical framework of job placement and the current state of emergency management higher education nationally.

The subject of research is agricultural cooperation. The purpose of the study is to consider the problems and prospects for the development of cooperation in the countryside. The objectives of the research are to study the state and development of agricultural cooperation in the Russian Federation and the Republic of Bashkortostan, the level of state and regional support for cooperation in rural areas. The novelty of the research: information is presented on the development of agricultural cooperation in the Republic of Bashkortostan, taking into account the problems and measures to support it through the provision of grants and subsidies. Conclusions: agricultural cooperatives in the republic certainly have every chance to develop, but with the support of state and regional authorities.
