Development of the technical specifications and changes to the TSs for refractories by JSC “The Ukrainian research institute of refractories named after A. S. Berezhnoy” in 2018

This article includes information about development of technical specifications (TS) and changes to the TSs for refractories by institute in 2018. In 2018, the following standards were developed, agreed with enterprises in accordance with the requirements of the state standardization system and approved: one new technical specification and 14 change to TS for serial refractory products, produced by Ukrainian enterprises; 3 new TS for serial refractory products developed PrJSC “KDZ” were checked and agreed; 6 new technical specification and 11 change to the current specifications for the pilot batches of refractories manufactured by JSC “The URIR named after A. S. Berezhnoy”. Changes to technical specifications and new technical specifications have been developed in concordance with requirements of the modern system standardizations of the Ukraine (СОУ КЗПС 74.9­02568182­003:2016, ДСТУ 1.5:2015, СОУ МПП 01.120­090:2005), endorsed by manufacturers and enterprise consumers, tested for compliance with current legislation, technical regulations and regulatory documents and entered into the database «Technical conditions of Ukraine» — SE “Kharkivstandartmetrology”, and approved by the technical committee TC 7 “Refractories”. Institute plans to continue work on the development of TS and changes to the TSs for refractory products, study and analysis of the global level of standardization in the field of refractories.

Enhancing State Standardization of the Retail Trade System in Russia

The goal of the article is to ground proposals dealing with enhancement of state standardization of the retail trade system in Russia. In some Russian regions there is a poor provision of the population with retail trade enterprises, which requires certain steps aimed at developing the trade system on the part of state. State regulation of the trade system in Russia is carried out by standards of minimum provision of the population with the area of trade facilities, which are fixed by bodies of power of Russian Federation entities and bodies of local self-governance and approved by the government. However, only 3% of municipal establishments in the country have developed these standards, which demonstrate the low practical importance of figures being adopted. The author puts forward a hypothesis, according to which figures of the trade area per thousand of dwellers used as a standard of min provision of the population with retail trade in Russia should be revised due to market development of trade in this country. To check the hypothesis the author studied works by prominent scientists dealing with this subject and found out that in countries with the developed market system the indicator of the population rekoning on the number of enterprises is taken as a standard. The effective methodology of figures standardization in Russia was researched and it showed its poor scientific validity. As a result, it was proposed to change the standard of min provision of the population with the retail trade and use the standard of the number of trade units per one dweller differentiated by forms of trade. Recommendations of the article form a sound basis for enhancement of the effective standard-legal regulation of the trade system in Russia.

This article includes information about development of the technical specifications (TS) and changes to the TSs for refractories by institute in 2017. In 2017 in accordance to the requirements of the state standardization system 12 change to TSs for serial refractory products, produced by Ukrainian enterprises, including verification and approval 1 change to TS for serial refractory products developed PrJSC “KDZ”, 10 TSs and 4 change to TSs for pilot batches of refractories manufactured by JSC “The URIR named after A. S. Berezhnoy” have been developed and endorsed by enterprises. Changes to technical conditions and new technical conditions developed in accordance to the requirements of modern system to standardizations of the Ukraine (SОU КZPS 74.9-02568182-003:2016, DSTU 1.5:2015, SОU MPP 01.120-090:2005), have been endorsed by manufacturers and enterprise consumers, tested for compliance with current legislation, technical regulations and regulatory documents and entered into the database “Technical conditions of Ukraine” — SE “Kharkivstandartmetrology”, and approved by the technical committee TC 7 “Refractories”. Institute plans to continue work on the development of TS and changes to the TSs for refractory products, study and analysis of the global level of standardization in the field refractories.

Development of technical specifications and changes to the technical specifications on refractories by PJSC “THE URIR NAMED AFTER A. S. BEREZHOY” in 2016

This article includes information about development of technical specifications (TS) and changes to the TSs for refractories by institute in 2016. In 2016 in accordance to the requirements of the state standardization system 10 TS and 14 changes to the current TS have been developed, agreed with the companies and approved, including 7 new TS and 6 change to TS for pilot batches of refractories manufactured by PJSC “THE URIR NAMED AFTER A. S. BEREZHOY”, 3 TS and 8 change to TS for serial refractory products, produced by Ukrainian enterprises. Institute plans to continue work on the development of TS for refractory products, study and analysis of the global level of standardization in the field of refractories.
