The article aims to highlight the latest approaches to the introduction of countries gender budgeting. The authors propose the application of the method of ranking countries based on 4 key indicators related to the gender gap (Economic participation and opportunity, Educational attainment, Health and survival, Political empowerment) of the Global gender gap index and then analyse the result considering the level of socio-economic development of each country. Ten sample countries were randomly chosen. The results of the study confirmed the mutual influence between the gender gap and socio-economic development. The proposed method of ranking countries compared to socio-economic, political and environmental development allows countries with a high value of the gender gap index to offer specific tools to reduce it. The research conducted can help improve existing practices, facilitate initiatives to develop gender parity and further work on geographical and sectoral orientation.

The 73rd Amendment to the Constitution of India was introduced with a stated legislative intent of reserving not less than a third of seats for women in institutions of local self-government, the three-tier panchayati raj institutions. That amendment is considered a milestone in India’s project of empowerment of women. This paper evaluates the power and prestige of the post of an adhyaksha (chairperson) of a zila (district) panchayat (council) in general, and in particular the status of women elected to the post during 2016 in the state of Uttar Pradesh (UP). Analysing the candidature, electoral success, electoral practices and subsequent functioning of zila panchayat adhyakshas (ZPAs), the authors argue that despite seats being reserved for women, no meaningful political empowerment of women has occurred in UP. The paper questions the efficacy of the indirect mode of election of ZPAs in bringing about empowerment of women, arguing that indirect elections enable powerful ruling elites to use women as proxies, subverting the legislative intent of the 73rd Amendment. The paper therefore proposes electoral reforms.

We examine the role of societal modernization and women’s political empowerment in generating support for women politicians amongst citizens. Using a global analysis of 116 countries with a new dataset of micro- and macro-level longitudinal data, we show that societal modernization and women’s political empowerment only have positive effects on support for women in politics when the other is also present. For citizens who experienced either societal modernization or women’s political empowerment, but not both, we do not see this positive relationship. Crucially, these patterns hold when analysing the current social and political context, as well as the context experienced by citizens during their formative years. We argue that both social and political changes are required to develop supportive attitudes towards women in politics.

The Punjab Borderland offers a fascinating insight into how the new international boundary between India and Pakistan was made, subverted, and transformed. Dispelling the established historiographical narratives of an increasingly militarised border that presents as the epitome of animosity and a classic example of inter-state tension, this book offers a corrective to these accounts by bringing out narratives of border crossings and social relations built on mutual benefit and trust. It conceptualises the making of the vast contraband as an analytical tool, not merely as borderland societies' modes for evading the state imposition of a partitioned geography on their local lifeworld, but as a catalyst for enabling social mobility and political empowerment for the population involved and a thriving market for consumption in the urban centres. It reveals a 'bottom-up' history of the Punjab border and the invention of the borderland society, narrating a story with local meanings and transnational dimensions.

AbstractThe introduction of social protection schemes for long-term cares that is assistance with daily living activities in case of extended impairments, constitutes a comparably recent development. Taking a birds-eye perspective, this chapter explores which international interdependencies and national constellations contributed to the establishment of long-term case systems from 1945 to 2010. In particular, we investigate the relevance of channels of horizontal diffusion, that is, geographic proximity, cultural similarity, and colonial ties, the influence of the European Union as well as domestic factors such as problem pressure and women’s political empowerment.

ABSTRAK  Filipina yang dikenal sebagai negara patriarki diera kolonialisme kini menjadi satu-satunya negara yang yang memiliki tingkat kesetaraan gender tertinggi di Asia. Pengembangan kebijakan pemerintah yang berfokus pada peningkatan kesetaraan gender, menjadikan laki-laki dan perempuan  memiliki akses yang sama terhadap semua sumber daya. Hal ini menimbulkan pertanyaan tentang implementasi gender mainstraiming yang dilihat dari konteks pembangunan di Filipina dalam menegakkan kebijakan kesetaraan gender. Tulisan ini mengelaborasikan bahwa implementasi konsep gender mainstraiming yang mengintegrasikan perspektif gender ke dalam persiapan, perancangan, penerapan, monitoring dan evaluasi kebijakan, peraturan pelaksanaan dan program pembiayaan, sebagai salah satu kunci keberasilan kesetaraan gender di Filipina. Dalam artikel ini, penulis menjabarkan tiga argumen utama keberhasilan kesetaraan gender di Filipina pada tulisan ini: pertama,  diaodpsinya terminologi gender mainstraiming. Kedua, penerapan gender mainstraiming yang dibuktikan dengan dibentuknya beberapa undang-undang peraturan serta program terkait penerapan kesetaraan gender yaitu The Magna Carta of Women (MCW), The Philippine Development Plan for Women (PDPW) 1989-1992, dan The Philippine Plan for Gender-Responsive Development (PPGD) 1995−2025. Ketiga, implementasi gender mainstraiming dibeberapa sektor diantaranya partisipasi ekonomi dan peluang, pencapaian pendidikan, kesehatan dan kelangsungan hidup, dan pemberdayaan politik. Keseiusan dan kesadaran tinggi pemerintah mengenai pentingya kesetaraan gender konteks pembangunan dituangkan dalam perturan serta undang-undang sebagai kunci yang kemudian diimplementasikan disegala kebijakan. Dalam penjabarannya, penulisan ini akan menggunakan metode penelitian kualitatif dengan bersumber pada data sekunder. Kata Kunci: Kesetaraan gender, perempuan & pembangunan, gender mainstraiming, Filipina ABSTRACT The Philippines, which is known as a patriarchal country in the era of colonialism, is now the only country that has the highest level of gender equality in Asia. Development of government policies that focus on improving gender equality, giving men and women equal access to all resources. This raises questions about the implementation of gender mainstreaming seen from the context of development in the Philippines in enforcing gender equality policies. This paper elaborates that the implementation of the concept of gender mainstreaming which integrates a gender perspective into the preparation, design, implementation, monitoring and evaluation of policies, implementing regulations and financing programs, is one of the keys to the success of gender equality in the Philippines. In this article, the author outlines three main arguments for the success of gender equality in the Philippines in this paper: first, the diodection of the terminology of gender mainstreaming. Second, the implementation of gender mainstaking as evidenced by the formation of several laws and programs related to the implementation of gender equality, namely The Magna Carta of Women (MCW), The Philippine Development Plan for Women (PDPW) 1989-1992, and The Philippine Plan for Gender- Responsive Development (PPGD) 1995-2025. Third, the implementation of gender mainstreaming in several sectors including economic participation and opportunities, educational attainment, health and survival, and political empowerment. The seriousness and high awareness of the government regarding the importance of gender equality in the development context is outlined in regulations and laws as keys which are then implemented in all policies. ‘Leave no one behind’ (LNOB) is the central, transformative promise of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). Hence, SDG 5—‘Achieve gender equality and empower all women and girls’—is an intrinsic enabler for sustainable development and representative democracy for each country and the world at large. The SDG 5 stipulates the requisite collective action for transformation and creating conducive environments towards substantive equality for all women and girls. In order to take on the challenge of translating SDG 5 into reality for women and girls across the world, it is fundamental to address the key areas of gender inequality, such as gender-based discrimination in law and in practice, violence against women and girls, the lack of and unequal access to and ownership of economic resources, and women’s unequal participation and representation in both private and public decision-making positions. This Technical Paper focuses on political parties’ responsibilities on achieving gender equality in politics and women’s political empowerment, particularly women’s participation and representation in positions of power and decision making at all levels.

Abstract A community is a collection of human beings in which humanity can be built through understanding and progressive religious awareness of their social structure. The purpose of this research was to describe the community empowerment carried out by Isy Karima Islamic Boarding School based on religious ecology. The research method was qualitative descriptive, and the data were people’s written or spoken words and observed behavior. The research approach was based on sociological and anthropological paradigms. The data analysis begins by arranging the data and organizing it into patterns, categories, and basic units of description. The data were reduced using a coding analysis in the conceptualization form or assigning new names to the informants’ explanations. A coding analysis was used to explain the implementation of Isy Karima Islamic Boarding School in empowering the local community. The results show that the religious ecology developed by the Islamic boarding school was successful in inspiring community members to develop their self-potential. The presence of Islamic boarding, which plays a central role as an agent of change, can provide (economic, social-cultural, psychological, and political) empowerment for the community. This community empowerment is important as a prerequisite for achieving sustainable development.
