Significance Ukrainian Foreign Minister Dmytro Kuleba on November 29 called for action "now, not later" to "deter" Russia. The same day, US Defense Department spokesman John Kirby said the Pentagon was watching Russian troop movements near Ukraine "with great concern". Fears of imminent conflict stem not just from the number of troops and tanks moved closer to Ukraine, but from Moscow's more than usually hostile rhetoric and its deliberate ambiguity, through hints that Ukraine may provoke it into some form of action. Impacts The threat of Russian action will accelerate and expand the defence assistance Ukraine gets from the United States and other NATO members. Moscow would hope its importance as a gas supplier mitigates EU sanctions imposed for military action against Ukraine. The Ukrainian government will be tempted to use the Russian threat to curb domestic opposition.

Progressive collapse is a relatively rare event which happens due to unusual loading on a structure that lacks adequate continuity, ductility and indeterminacy which causes local collapse in that structure and then extends it to other structural parts. In 2003, US defense department to published regulations UFC 4-023- 03 on the building design against progressive collapse and in 2009 submitted a revised version of the regulations. This regulation, based on the ASCE 7-05 standard, introduces two general approaches to building design against progressive collapse, including direct design and indirect design approaches. In this study, a variety of structural design methods for progressive collapse have been investigated. Moreover, their strengths and weaknesses have been mentioned. In general, the results of this study show that design based on AP is more economical than other methods. Also, using this method is much more commonly accepted by researchers and designers.

The Opening the Archives Digital Collection on the history of US–Brazilian relations contains 50,000 documents about the two countries during the Brazilian military dictatorship (1964–1985) at the height of the Cold War. Student researchers, under the leadership of James N. Green, Professor of Brazilian History and Culture at Brown University, have scanned and indexed thousands of records from the presidential libraries of John F. Kennedy, Lyndon B. Johnson, Richard M. Nixon, Gerald Ford, Jimmy Carter, and Ronald Reagan, as well as from the State Department, the Central Intelligence Agency, and the Defense Department, among other institutions and organizations. This digital archive affords researchers access to U.S. sources that register the decisions of Washington policymakers as they responded to the rise of radicalism in the early 1960s and the establishment of an authoritarian regime in 1964, which lasted twenty-one years. Materials include documentation on U.S. economic and military aid programs, analyses of the political situation in Brazil, and evaluations of the opposition to the generals in power. Other archives record U.S. labor organizations’ programs directed toward Brazilian trade unions. A collection of dossiers registering information on high-ranking Brazilian military officers, which was compiled by the U.S. Defense Department, provides insights into the relations between the Pentagon and the Brazilian Armed Forces. With the ultimate goal of publishing 100,000 records, the project reflects Brown University’s deep commitment to fostering collaborative relationships in international research projects while strengthening the university’s goal of becoming a leading center for the study of Brazil in the United States. Designed to give universal open access to these archives for researchers, the project is sponsored by Brown University Libraries in partnership with the State University of Maringá, Paraná, and Bem-te-vi Diversidade in São Paulo.

Japan is known around the world for its «economic miracle», since the end of the XX century began to experience an economic crisis, which is even more intense at the present time. Japan is one of the countries that has the highest public debt relative to GDP. Nevertheless, it continues to be one of the most economically developed countries in the world. In addition, there have recently been drastic changes in the field of defense: the transformation of the national defense Department into a full-fledged Ministry, an increase in the budget allocated to defense, etc. The issue of constitutional reform (amendments to article 9) is on the agenda. The practical majority of reforms take place under the rule of the current Prime Minister, Shinzo Abe. The purpose of the article is to study and evaluate the mutual influence of economic growth and the strengthening of Japan’s military power

Most of the cybercrime are originated from abuse of mobile phones. If there is a possibility to identify the persons who abuse mobile phones, then the task of Cybercrime, Information forensic and Defense department is getting easier. Here the authors proposed a technique to identify the International Mobile Equipment Identity (IMEI) number, time stamp andgeographical location of the smartphone/mobile. Whenever the mobile camera is used the identity information such as IMEI number, timestamp and geolocation are embedded in the captured image automatically. For that, a mobile application was developed and deployed as a mobile service. By decoding the image, the embedded identity information of that mobile phone is revealed. Using this information it is easy to identify the person/s.

The results of the research published in the article will be useful to professionals directly or indirectly involved in the process of identification and resolution of conflicts of interest, to managers at all levels and to internal control and compliance professionals. The article summarizes the arguments and counterarguments within the scientific discussion on the specificity and peculiarities of the concept of conflict of interest, its nature and not identical with the concept of corruption. The article deals with the conceptual apparatus of the conflict of interest problem and defines the main approaches to the resolution of conflicts of interest and summarizes the research results in this area. Based on the analysis of legal acts and other sources, it is determined that the existence of a conflict of interest is not a necessary prerequisite for the occurrence of a corruption offense. The results of the monitoring of compliance with the legislation on conflict of interests and other restrictions on the prevention of corruption are clearly illustrated, information on the functioning of the system of prevention and detection of corruption in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine is presented. The direct participants of anti-corruption activities in the system of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine were identified, considerable attention was paid to the issue of conflicts of interest in the structural units of the defense department, namely to authorized persons for the prevention of corruption. Also, a certain algorithm of implementation of the process of identification of risks related to the presence of conflicts of interest in the system of internal control and compliance is formulated. An example is given of preventing and avoiding conflicts of interest through the use of specific tools. The study empirically confirms and theoretically proves that the identification of existing conflicts of interest in a separate structural unit must be taken into account when identifying and assessing risks in the functioning of the internal control system. Methodical tools of the study were methods of analysis, synthesis, comparison, induction, deduction. The study period is from 2014 to the present.
