The paper characterizes conditionings of demand on railway cargo carriages in Poland. Advantages of geographical location of Poland were shown from the perspective of international freight corridors scheme. Historic intermodal freight volumes were visualized and taken in reference. The authors took an effort to define notions for a set of elements of logistic infrastructure with substantial meaning for functioning of railway transportation. Key focus was put on features of railway sidings and operational issues linked to their usage. Subjective law provisions and regulations of high significance were quoted and commented. Reasonableness of offering grants from European Union public funds for creation or amelioration of railway reloading facilities was proven in the context of EU transport policy aimed at support for modal shift to environmentally friendly shipping solutions. Ones of the most important drivers of the country-wide logistics service performance are the number, quality and functionality of intermodal terminals. A systemic operational cooperation between node elements in the net of such facilities is crucial for the efficiency and environmental friendliness of the national logistic system. Moreover, looking from the perspective of national economy sustainable development, there is also a need to provide intermodal reloading services all over the county so creation of appropriate facilities in regions where they are missing is especially important. The Kujawsko-Pomorskie Region has favourable conditions for placement of logistic service infrastructure. Enterprise strategies should assume increased freight diversification as according to the EU transport policy 30% of long distance inland surface transport should be done with usage of environmentally friendly modes. Vast majority of freight is transported by roads. Construction of a new railway infrastructure, including intermodal terminals, should create new possibilities in the field of organization of physical distribution flows.

The EU transport policy regarding financial provision of public passenger transport is considered. Place the separate provisions of EC Regulation 1370/2007 of the European Parliament and of the Council of 23 October 2007 on public passenger transport services on rail and road transport, which repeals Regulation (EEC) № 1191/69 and (EEC) № 1107/70 of the Council, which must be over 8 years implemented in Ukraine. This article has been written to identify and analyse lobbying on transport on the European forum. The paper presents the definition of lobbying and main objectives of the EU transport policy. It describes interest representatives and their interest as well it contains analysis of the number of lobbyists and the budget spent on lobbying in transport. There are examples of lobbying in transport presented based on researches conducted in the framework of the doctoral thesis.

Intermodal transport, or briefly speaking transport using at least two different modes of transport, is becoming an increasingly important element of the EU transport policy not only in terms of cost and time, but also in terms of safety and environmental protection. In Poland, mainly due to the observed development of intermodal terminals it recognizes the growing importance of this type of transport. In the last 5 years investments in the development of intermodal terminals with the use of the European Union funds have exceeded 300 million Euro. It is difficult, however, to identify the compliance of these projects with the available methodological standards and good practices. The article is just such an attempt – it examines the projects of development of intermodal terminals in Poland for the achievement of the objectives, compliance with the schedule and the efficiency of the planned budgets. A consequence of the analysis is to identify common problems for this type of projects and to offer solutions through greater use of the available project management methodological tools successfully used in other industries and sectors.

The article reviews performance of a major infrastructure project in the Eastern Baltics – namely, construction of the highspeed railway «Rail Baltica/Rail Baltica II» (Helsinki – Tallinn – Riga – Vilnius – Warsaw –Berlin), the longest tracks of which will lead through territories of the Baltic States. Latvia, Lithuania and Estonia consider the project strategically important in terms of elimination of infrastructural isolation of these countries from the rest of the European Union, which corresponds to an overall EU transport policy goal of creating a single European railway area. Although the prospects of economic payback of the Rail Baltica remain unclear, given high probability that the Project will be completed sooner or later, today both regional and external actors evaluate the potential cargo and passenger capabilities that may come with it.

Purpose – The purpose of this paper is to present the condition of the bus fleet operated by the bus companies and its impact on the passengers’ decision about the choice of means of transport in the light of the strategy of sustainable development of a region and the European Union (EU) transport policy. Design/methodology/approach – The paper reviews the legal documents of the EU relating to the implementation of the strategy of sustainable development of a region in a public transport. It shows the current condition of research on the shape of the bus fleet in bus companies in Poland, and on the basis of the analysis performed, it indicates the status of its operation and use. It also shows the results of a survey on factors which direct passengers when choosing a means of transport. Findings – The paper shows that the condition of the bus fleet is of great importance to the quality of transport services provided by the bus company and, as a result, to the implementation of sustainable development policy in a region. Practical implications – By pointing to the fact that the aim of the EU transport policy is to increase the role of public transport, strategic action should be taken to renew the bus fleet in the bus companies. Originality/value – The paper presents the need to adapt the condition of the bus fleet to the requirements of its passengers, which in turn will improve the attractiveness of bus transport and will increase the role of public transport in passenger transportation.
