This article discusses how to design the passing grade of field competency selection (SKB)   for the needs of the recruitment process for prospective Government Employees with a Work Agreement (PPPK) who will fill the formation of Functional Positions at the Ministry of Maritime Affairs and Fisheries (KKP). The absence of government guidelines in designing the passing grade value for PPPK candidates triggers Ministries/Institution to design the passing grade value SKB as a necessity in the recruitment process. Research through empirical studies designed the passing grade value SKB for the KKP Functional Position using the Ebel method approach, the Trial Method, and the Judgment Method. The results of the study reveal that the technique of designing the the passing grade value SKB is very dependent on the technical policy of preparing questions so that it is easier, more precise in considering the standard setting method approach or determining the method approach to designing the passing grade value SKB.The  passing grade value SKB for the Functional Position of the KKP Guiding Agency based on the three methods obtained results that have close values ​​or differences that are not too significant. The range of values ​​between the interval 45 – 55 absolute numbers. This data indicates that between the technical policy of problem formulation and determining the Ebel method as an approach to the standard setting method in designing the passing grade  value is correct and inline.  Keywords: PPPK, Passing Grade  Value, Methods Approach

The Children's Forum is a forum for children's participation in development that bridges children's aspirations to the government. Child-friendly Cities/Districts aim to ensure the fulfillment of children's rights in a city/district. Both were formed by the Ministry of Women's Empowerment and Child Protection, so their existence is interrelated with each other. In Banyumas Regency both have been formed, so that with the presence of the Banyumas Children's Forum, participation can be analyzed as an effort to create a Child-friendly City in Banyumas Regency. This study aims to find out how the participation of the Banyumas Children's Forum in realizing Child-friendly City in Banyumas Regency is viewed from the perspective of multi-stakeholder partnerships using descriptive qualitative research methods. The selection of informants used was purposive sampling technique. Collecting data using interview, documentation and observation methods and data analysis methods using interactive analysis methods. The results showed that the Banyumas Children's Forum was formed by a Decree of the Banyumas Regent, fostered by the Banyumas Regent, and facilitated by the facilitators. However, the relationship between the facilitator and the Banyumas Children's Forum has not been closely intertwined because the task of the facilitator is conditional if the Children's Forum needs assistance. For the Child-friendly City program, it is the responsibility of all stakeholders, including the Banyumas Children's Forum which is included in the Banyumas Child-friendly City Task Force. The Banyumas Children's Forum is included in one of the institutional cluster indicators, which are responsible for realizing Child-friendly City. Therefore, to help realize a Child-friendly City, a Children's Forum has now been formed in 27 sub-districts throughout Banyumas, and it is being targeted to establish a Children's Forum in all villages. The activities of the Banyumas Children's Forum are monitored and evaluated directly by the Banyumas Regent as the supervisor and the Head of the Section for the Fulfillment of Children's Rights of the DPPKBP3A.

Village-Owned Enterprises (BUMDes) is a village economic institution that aims to help support driving the economy of rural communities. Pamulihan Village, where the majority of the people were farmers, really needed BUMDes in order to support and improve the village economy. The research objective was to analyze the level of participation of the Pamulihan Village Community in the existence of BUMDes in order to support village economic development. This research is a type of qualitative research with data collection techniques in the form of interviews and documentation. The results showed that 1) BUMDes Pamulihan Village had succeeded in giving a positive impact on improving the village economy and community welfare. 2) Management of BUMDES by the management is very orderly based on the regulations that have been set by the government, 3) BUMDES Pamulihan Village although not maximized in running its business units, based on the data collected, it was found that high community participation in welcoming the existence of BUMDes .

This paper describes how the evolution of national development planning policies in Indonesia is mainly related to the philosophical, political and economic framework factors that influence it, as well as how the challenges and policy scenarios that can be taken in responding to the issue of amendments to the 1945 Constitution to establish the State Policy Guidelines as national development guidelines. The analysis found that changes in the national development planning policy model were driven by a number of factors such as the mainstream and the state's political direction, the configuration of existing political power and the dominant economic mainstream at that time. These factors not only affect the national development planning policy model, but also become a challenge in the planning and implementation of national development in Indonesia.

This Paper about public service Innovation of the investment Office and One Stop Integrated Service of Pandeglang Regency (Case Study of the Public Service Mall in Pandeglang) the purpose of the Public Service Mall This is for the realization of public services that are fast, easy, cheap, transparent by involving vertical agencies, State-Owned Enterprises / Regional-Owned Enterprises, and the private sector in one place. This study uses the theory of Rogers (in Nurdin, 2019: 30) five variables: relative advantage, compatibility, complexity, trialability, and observability. Approach The research used is a qualitative approach with a case study method. The findings of the research field concluded that the Public Service Innovation of the Investment Office and One Stop Integrated Service of Pandeglang Regency at the Public Service Mall in Pandeglang was not optimal because there were several problems such as the location of the Public Service Mall which was less strategic; the facilities and infrastructure provided are not adequate; service users are not yet fully technology literate; officers still lack discipline in punctuality of service hours, and absenteeism; and the less than optimal efforts of the Office of Investment and One Stop Services in Pandeglang Regency in socializing the Public Service Mall to the public. Globalization as the estuary of cultural changes and values ​​in society brings drastic transformations. The use of mobile phones and the internet which are increasing every year also requires the government to be able to give innovation to the concept of public services that are integrated with technological changes that are currently happening. The Mobile government which is part of e-government is a concept that should be implemented by the government. The West Java Provincial Government as one of the components of government in Indonesia in taking advantage of these opportunities adapts to technology. Adapting technology as part of government governance is the main focus on implementing mobile government, especially on mobile applications to achieve equitable and integrated public services. The purpose of this study is to analyze the optimization of digital opportunities in West Java Province with the concept of mobile government as the basis for its application. This research is classified as descriptive qualitative. The results show that mobile government has been implemented in the public service process carried out by the West Java Provincial Government. Pekanbaru City Regulation Number 3 of 2007 concerning Business Permits for Management and Exploitation of Swallow's Nests aims to preserve the environmental sustainability of the management and exploitation of swallow's nest. The problems that arise include the very minimal number of business permits that impact the contribution of regional income, noise pollution, air pollution, environmental impacts, and health problems. The purpose of this study is to analyze the management and management of swallow nests in Pekanbaru City. The approach uses descriptive qualitative data techniques that combine interviews, documentation, and observation. From the research, it can be seen that the policy of managing and exploiting swallow's nest has not been effective. Communication with target groups is carried out through socialization, but it is not practical. The quantity of human resources is still limited. The budget for the operation of the swallow's nest business license is still not optimal. Facilities are also still not optimal. Policy policies seen from the commitment of policy implementers tend to be lacking. Coordination in the supervisory process is not carried out consistently. Supporting factors are the assumptions of explicit policy assumptions and realities, authority resources, social and political conditions, and community support. The inhibiting factor is the information that forms policy formulation, apparatus resources, budget, facilities; economic needs; and target group support.

  The Kampung KB Program is a development program that aims to improve the quality of the population in Indonesia. An important aspect in this program is community empowerment. Development with an empowerment dimension is a development activity that occurs in society which is triggered by the desire to advance and allow economic growth and social cohesiveness. This program is a button up, where the government acts as a facilitator and the community innovates according to the issues and needs that develop in the local community. In Banyumas Regency, the program received serious attention from stakeholders so that this stretch was evident in the slogans of the KB village that are often found in almost every sub-district and village / kelurahan. This research was conducted in Karangpucung Village, South Purwokerto District, by observing community activities related to the Kampung KB Program in conducting program socialization and collaboration with other parties, such as sub-district and district governments, community leaders, and experts in the population sector. . The results of the research, which was conducted in a descriptive qualitative manner, showed that for enabling links, the PKK officials were assisted by the head of the RT / RW aggressively and voluntarily to socialize by going from house to house to raise awareness of the residents. The material is not only about family planning but also about local productive businesses and entertainment. For functional relations, this program involves the Puskesmas, family planning officers, midwives and also Babinsa who take an active role. The normative link is that the program is run through the main tasks and functions outlined by the BKKN, instructions and guidance from policy makers such as the sub-district head, village head and the head of district PKK supervisors. Meanwhile, related to the dissemination of the KB village program, it uses events that are widely liked by the community such as grand recitation, art competitions (kentongan), socialization of the risks of early marriage for youth groups, and the provision of supporting facilities, namely props for counseling, as well as the availability of libraries in KB villages.

Partnership in disaster mitigation is important considering that disaster risk reduction efforts are the responsibility of all parties. This study aims to analyze and describe the partnerships of government, NGOs, and Non-Government organization in disaster smart schools in improving earthquake and tsunami disaster preparedness in school located in the red zone in Padang City. This research is motivated by the city of Padang which is a disaster-prone area. Therefore, the municipal government of Padang has the responsibility to protect its citizens  from the threat of disaster. The research design used is a descriptive method with a qualitative approach. This research design is considered capable of explaining this research in depth. The results showed that overall the partnership between BPBD Padang and its partners namely Kogami, Jemari Sakato, POF BPBD West Sumatra, and DRRI, in an effort to improve preparedness in schools has gone quite well. The partnership in this study uses a mutualistic partnership models because the partners are aware of the important aspects of partnership, namely providing mutual benefit and getting more benefits so that they are able to optimally achieve the goals of Disaster Smart Schools.

The level of pluralism of the Indonesian nation, which has a variety of religions, cultures, languages ​​and ethnicities, makes the Unitary State of the Republic of Indonesia a heterogeneous country, so it is common for friction to occur and cause social conflict by directing the masses to act irrationally. Conflict situations tend to be easily exploited by those who try to take advantage of them. Conflict parties have different understandings about the problems at hand. From this explanation explicitly, the importance of the involvement of Kodim 1703 / Manokwari of West Papua Province in dealing with social conflicts cannot only be borne by the handling of conflicts that have occurred but is an initial form of a persuasive approach to all elements of society. needed. This study aims to identify and analyze the strategy of Kodim 1703 / Manokwari of West Papua Province in handling social conflicts based on Law of the Republic of Indonesia Number 7 of 2012 in handling social conflicts in Indonesia, especially West Papua Province. The method used by the writer is descriptive qualitative method. The data obtained came from interviews with informants who were directly involved in the field during the handling of social conflicts in Manokwari. Based on the research results, it can be concluded as follows: (1) The role of Kodim 1703 / Manokwari in handling social conflicts in Manokwari City is limited by Law Number 7 of 2012 concerning Social Conflict Handling so that it is not optimal by involving all levels of society so that no one feels left out or ignored.   Keywords: Management Strategic and Social Conflict
