Coproduction as Pedagogy: Harnessing Community Data Partnerships for the Classroom

ABSTRACT Increased computing capacity and the spread of computational knowledge has generated the expectation that organizations and municipalities use large quantities of data to drive decision making. However, municipalities may lack the resources to meaningfully use their data for decision making. Relatedly, political science and public administration programs face the challenge of training students for success in this environment. We believe one remedy is the adoption of coproduction as a pedagogical strategy. This article presents a case study of a partnership between a university research team and a municipal emergency communications center as a demonstration of how coproduction can be harnessed as a teaching tool. Findings from this project were presented at the Southern Political Science Association Annual Meeting, January 8–11, 2020, in San Juan, Puerto Rico.

Political science is two realms, the intellectual and the organizational, and the task is to consider how the organizational realm might be adapted to the highest improvement of the intellectual realm. Political science has a certain competence (domain) in the study of politics as the organization of power. It also seeks to expand competence as capability. Charles Merriam provides a point of departure Merriam's most successful idea has been that of enhancing competence through improvements in “the field of method.” Competence, however, now demands methodological flexibility, so as to probe more into theexerciseof power. Four fields are strategic: public administration, political interests, urbanization, and the interpenetration of politics and economics. Competence also leads into unorthodox subjects, such as force and foolish, irrational, and pathological decision making (or “the Oxenstierna-Mullins Effect”). Finally, competence demands (and is enhanced by) the reach of political science into serious practical problems of human affairs.

Much of the literature of policy analysis and public administration is dominated by incremental and “divisible goods” paradigms. Policy is assumed to be a process of marginal and adjustive decision making in which benefits are dispensed piecemeal—proportionate to prevailing distributions of power or publicized need. This essay asserts the existence of a class of nonincremental, indivisible policy pursuits for which the analytical weaponry of political science is largely inappropriate. Such policies display a distinctive set of political and administrative characteristics. These characteristics are explained and examined in connection with manned space exploration policy. An assessment is offered of the challenges posed by nonincremental policy to contemporary outlooks in political science.

The purpose of this case study is to provide a pedagogical teaching tool for undergraduate business students to fully comprehend the importance of the business management functions of planning, organizing, leading and controlling businesses. This case is inspired by events in the history of Rockwell International Corporation. As a major conglomerate struggles to transform itself over a period of eight decades, Rockwell provided a challenging problem for students to solve.

 In response to the assumptions of new public management models and public or good governance, practical aspects of research in the area of public admin­istration and the development possibilities of qualitative research methods are presented in the article. Due to the fact that qualitative research has become increasingly popular in the above disciplines, data archiving and trans­parency is discussed (Moravcsik), (Yom et al.) and guidelines and principles are established (American Political Science Association). However, there is a lot of controversy among scholars (Monroe), and some examples are missing. This paper presents the challenge of ‘openness’ in the empirical activities (or empirical practice) of researchers. Its purpose is to present the archiving data potential from in-depth interviews on the example of a small set of qualitative data from research in the field of public administration. Firstly, the basic assumptions of new models of functioning of public administration and related consequences for researchers are described. In the second part, the challenges related to openness in contemporary public administration models are briefly mentioned. Next, the method of creating an archive from existing data, individual stages, documents, and data is outlined; it is based on the au­thor’s best practice on Qualidata (American Political Science Association; Van den Eynden et al.) and DA-RT principles.1 The summary includes examples of probable opportunities and challenges related to usage of data archiving for the research in public administration and political science development.

AbstractIntergovernmental agreements between municipal and Indigenous governments are rapidly expanding in number and importance in Canada and the United States, yet they remain underexamined in the literature. This article considers how to measure the success of these agreements. It takes as a case study the port divestiture agreement between the City of Cornwall (Ontario, Canada), and a neighbouring Indigenous government, the Mohawk Council of Akwesasne. While the agreement represents a partial success and partial failure by conventional public policy and public administration metrics, these evaluations are different when measured against the Haudenosaunee (Iroquois) principle of “one-mindedness.” Findings, which were generated using anthropological and qualitative political science methods, suggest that the use of both Indigenous and non-Indigenous frameworks are required to produce accurate and comprehensive evaluations of these agreements and the outcomes that are produced by them.

Experimental evidence in cognitive psychology and behavioral economics is transforming the way political science scholars think about how humans make decisions in areas of high complexity, uncertainty, and risk. Nearly all those studies utilize convenience samples of university students, but in the real world political elites actually make most pivotal political decisions such as threatening war or changing the course of economic policy. Highly experienced elites are more likely to exhibit the attributes of rational decision-making; and over the last fifteen years a wealth of studies suggest that such elites are likely to be more skilled in strategic bargaining than samples with less germane experience. However, elites are also more likely to suffer overconfidence, which degrades decision-making skills. We illustrate implications for political science with a case study of crisis bargaining between the US and North Korea. Variations in the experience of US elite decision-makers between 2002 and 2006 plausibly explain the large shift in US crisis signaling better than other rival hypotheses such as “Iraq fatigue.” Beyond crisis bargaining other major political science theories might benefit from attention to the attributes of individual decision-makers.
