In order to master the dispatching level of cascade hydropower stations and guide them to know how to operate in the future, based on the analysis of the factors affecting the dispatching results, a multiobjective evaluation system of power generation, flood regulation, ecology and water supply, which combines qualitative analysis with quantitative analysis, is constructed in this paper. The AHP method is used to solve the problem of determining the weights among the factors and the evaluation criteria. The quasi part adopts the idea of frequency division calculation to divide the evaluation grade scale. The final evaluation index system is more comprehensive and representative, the evaluation process is intuitive and easy to operate, easy to put into practical application

Objectives. We investigated the cognition and application of the “Evaluation System of Traditional Chinese Medicine Clinical Evidence” among populations with disparate backgrounds. Methods. We performed an online survey using a self-designed questionnaire. Results. Of 307 returned questionnaires, 284 were noted to be valid, and the effective recovery rate was 92.5%. Our analyses showed that the respondents demonstrated a better understanding of clinical evidence-based evaluation systems and that they used these occasionally. For both the Grading of Recommendations Assessment, Development, and Evaluation (GRADE) and the traditional Chinese medicine (TCM) evidence evaluation systems, the respondents generally showed poor overall understanding, rendering the systems impractical. Among the respondents who were exposed to the existing evidence evaluation system for TCM. More than 70% of the respondents remarked that it was difficult to obtain high-quality evidence using any existing methods to evaluate TCM clinical evidence, that there was a lack of clear evaluation criteria, and that it was difficult to grasp the evaluation process. Conclusions. The evaluation systems of TCM clinical evidence have gained a certain degree of recognition among practitioners, who show a great willingness to use it, but practical applications are limited. In addition, it is also expected that an evaluation system would be more in line with the clinical characteristics of TCM.

Association rule is an important model in data mining. It describes the relationship between predicates in transactions, makes the expression of knowledge hidden in data more specific and clear. While the developing and applying of remote sensing technology and automatic data collection tools in recent decades, tremendous amounts of spatial and non-spatial data have been collected and stored in large spatial database, so association rules mining from spatial database becomes a significant research area with extensive applications. How to find effective, reliable and interesting association rules from vast information for helping people analyze and make decision has become a significant issue. Evaluation methods measure spatial association rules with evaluation criteria. On the basis of analyzing the existing evaluation criteria, this paper improved the novelty evaluation method, built a spatial knowledge base, and proposed a new evaluation process based on the support-confidence evaluation system. Finally, the feasibility of the new evaluation process was validated by an experiment with real-world geographical spatial data.

The economic indicators of cascade hydropower stations are the main technical means in the current economic operation management, but there are management loopholes in various economic indicators. Aiming at the particularity of the operation of cascade hydropower stations in dry season and the new form of grid reform, combined with the characteristics of various economic indicators, the power matching deviation coefficient is proposed to hedge the loophole of comprehensive water consumption rate, and the price difference is used to balance the spread between cascade hydropower stations. This indicator can correctly guide production and operation personnel to tap potential and increase efficiency and ensure healthy competition while ensuring the overall economic operation. The evaluation system has a good effect in the actual use of the Dadu River cascade hydropower stations, and has obvious promotion effect on the production control of the cascade hydropower stations.

Ecological civilization is a transcendence of industrial civilization. The improvement of China’s ecological civilization system can not only provide developing countries with an empirical reference for ecological civilization construction, but also make a huge contribution to the progress of global ecological civilization. This paper focuses on improving the provincial ecological civilization evaluation system. First, the Provincial Ecological Civilization Construction Evaluation Index System is established according to the Green Development Index System issued by the Chinese government in 2016, and then the applicability of the Spatio-Temporal Factor Analysis (STFA) is verified as the evaluation method of the provincial ecological civilization construction level. Further, taking Jiangsu Province, China as an example, this paper evaluates the level of ecological civilization construction in each city of Jiangsu Province, and analyzes the main factors affecting ecological civilization based on the evaluation results. Finally, according to the relationship between the ecological civilization construction and economic quality of each city, the four-quadrant method is applied to divide Jiangsu Province into four types of regions to help each city position itself in ecological civilization construction. This paper mainly draws the following conclusions: (1) Due to its simple operation and accurate evaluation results, STFA is applicable in evaluating the provincial ecological civilization construction level. (2) Taking Jiangsu Province as an example, it is found that the level of ecological civilization construction in the southwestern region is higher than that of the northeast coastal region in Jiangsu. Three inequality indices are applied to measure the regional inequality of ecological civilization construction among 13 cities, which is relatively high in recent years. (3) By analyzing the results of STFA, it is found that economic quality and natural protection are not only the main factors affecting the ecological civilization construction in Jiangsu province, but also the main reasons for the regional heterogeneity of provincial ecological civilization. (4) For the four types of regions, suggestions are proposed according to the characteristics of each region to help improve the provincial ecological civilization construction level. This paper not only improves China’s ecological civilization construction system, but also provides information for the provincial ecological civilization construction in developing countries.

Abstract The development of the knowledge-based economy requires undertaking many actions aimed at increasing competitiveness of enterprises. These actions include, among others, the execution of strategic research programs, which are characterized by a great number of levels, a multitude of objectives and results, and high budgets. In order for the program to be managed correctly, it is necessary to have a complex and effective evaluation system dedicated to such types of programs. The article presents a global case study analysis of the evaluation of strategic research programs. The author examines the evaluation criteria and methods used in the evaluation processes at different structural levels of the programs and different times. After getting the results from the analysis, then the author indicates the gaps, which appeared during the evaluation process, and indicates what steps should be taken in order to improve the evaluation process of a strategic research program.

Ecological operation of cascade hydropower stations is one of the most important methods for the ecological restoration of a river system. In order to balance the benefits between power generation and ecology of Qingjiang cascade hydropower station, an optimal equilibrium operation method is proposed in this paper. Firstly, the range of ecological flow of the Qingjiang cascade is calculated by using ten-day frequency calculation method. Secondly, an optimal equilibrium operation model by considering the balance between power generation and ecology is established. And then, in order to solve this complex model, a particle swarm optimization based model solution method is proposed, and the evaluation index system of operation schemes is established. Finally, through operation calculation in 2008-2010 years, the results show that compared with the operation scheme considering only power generation benefit, the optimal equilibrium operation scheme increases the runoff ecological dispersion coefficient by 6.90%,reduces the cascade ecological overflow by 7.739 billion m3 and the cascade ecological water shortage by 130 million m3, while the cascade power generation decreases slightly by 1.83%. This study provides an effective scientific method for the optimal operation of Qingjiang cascade under the background of Yangtze River protection.

Rural revitalization is an attempt by China’s rural reform plan. Among them, the pastoral complex emphasizes the integration of agriculture and tourism, extends the agricultural chain, and integrates health care, technology, tourism, creativity, and leisure. However, the pastoral complex is faced with solving rural-urban integration in the context of the current rural revitalization strategy, involving complex factors such as land, ecological, cultural, and social issues. Therefore, this study analyzes the complex factors affecting the pastoral complex. Fuzzy calculation theory is introduced in the pastoral complex to discuss the pastoral complex system’s operational characteristics and further explore how to build an adaptive system evaluation system at different system levels. Considering that the process needs to consider several Conflicting factors from qualitative to quantitative, to deal with the uncertainty of human judgment in the evaluation process, the process uses fuzzy analytical hierarchy process to obtain the weight of each factor and understand the degree of influence of each factor. The research results show that various factors have different degrees of influence on the pastoral complex. Therefore, in the complex pastoral process, more attention should be paid to the operation mechanism factors to make the complex pastoral system more scientific.

This paper applies SVM theory to the evaluation of student development system, and study on the content of students’ development contains, at the same time establish the evaluation index system of students’ development. Through the use of sample data on the evaluation system for a certain amount of training, we get a trained model, then evaluate and analyze the students’ data to be measured. This approach can make students’ assessment more accurate and reasonable, and evaluation results can be used in scientific. It can be seen from the development point of view, evaluation of all aspects of students' quality, and reduce the error caused by subjective on evaluation process.

Abstract The current bid evaluation method can no longer meet the needs of green construction of railway construction projects, so a bid evaluation method based on an improved PCA-gray variable weight clustering model is proposed. A bid evaluation index system for railway green construction projects with a hierarchical structure was constructed from three aspects: basic construction ability, business ability and green construction ability, and the index evaluation criteria were given. Considering the high dimensional complexity of the bid evaluation system, the improved PCA method was used to reduce the dimension of the bid evaluation system, and on this basis, an improved linear weighted comprehensive evaluation function was constructed to preliminarily evaluate the construction ability of bidders. Then, the grey variable weight clustering model is used to construct the definite weighted function to further analyze the green construction ability of the bidders and select the optimal bidder. Finally, the method was applied to the bid evaluation of railway engineering projects from Lanzhouxi to Zhongchuan Airport, and the conclusion is consistent with the actual bidders, which proves the applicability and effectiveness of the model.

Abstract In order to improve the evaluation system for the water conservancy photography creation base, evaluation indicators regarding the aspects of photographic resources, photographic elements, and water resources were selected to construct an evaluation index system, and the evaluation criteria for each index were provided. The optimal comprehensive weight for each evaluation index was determined following the moment estimation theory. The quantitative evaluation of the water conservancy photography creation base was carried out combined with the scoring standards for each index. The evaluation index system constructed here was then discussed in the application. This indicated that the evaluation index system is suitable in determining the construction status of the evaluated cases, thus, verifying its rationality. The comprehensive weighting of the indicators based on the moment estimation theory made the evaluation method more scientific and the corresponding results more reliable. This enabled the entire evaluation system and method to provide the theoretical support for the scientific evaluation of the water conservancy photography creation base.
