An insufficient level of legal awareness of Russian citizens is a serious problem of ensuring law and order and forms a general destructive background for the development of corruption. Important factors influencing the formation of anti-corruption justice are the quality level of upbringing and training in educational institutions, the consolidation and development of the principles of legal awareness among students, the change in the quality of education and training of educational institutions, including the consolidation and development of the principles of anti-corruption legal awareness among students, and traditions of respect to the law as the predominant model of social behavior, as well as overcoming legal nihilism. It is at school age that active legal socialization occurs. The main burden in the formation of value attitudes towards anti-corruption behavior should be taken by school legal education. The purpose of the study was to study the laws of the educational process on the formation of anti-corruption legal awareness among students, the development of value orientations on the inadmissibility of corruption in the future.

Based on the analysis of educational and regulatory documents, the main pedagogical principles of the State Service for Education Quality of Ukraine (SSEQU) are summarized: a) basic pedagogical principles of SSEQU’s activity, which are defined by the legislator as basic principles of state educational policy (people orientedness; primacy of the law; ensuring the quality of education and equal access to education; humanism; democracy; unity of teaching, upbringing and development, etc.); b) principles that determine the legal sphere of the SSEQU’s activity (institutional separation of control functions and functions ensuring the activities of educational institutions; transparency and publicity of management decisions; responsibility and accountability of education authorities and educational institutions to society; public administration; public partnership etc); c) pedagogical principles that guide and structurally organize SSEQU’s activities (universal design and reasonable adaptation; scientific nature of education; diversity of education; integrity and continuity of education; integration with the labor market; freedom of choosing the types, forms and pace of education, educational program, educational institution; academic integrity; academic freedom, etc. Empirical data analysis based on the educational process participants’ views on the factors, which comprise educational quality, revealed that the interviewees valued most the level of qualification, experience, knowledge and skills of their teachers, educational and methodological support, the use of new technologies and innovations in teaching for achieving quality education. Interaction and cooperation between education stakeholders was identified as important by teachers and students, and less important – by parents. Interviews with students - prospective educational experts revealed that they valued the sequence of communication skills, knowledge and skills of expert activity, experience and knowledge of pedagogical activities. The industrial revolution 4.0 is a digital-based era that demands the quality of human resources (HR) who have high skills. The Education and Training Center (ETC) is one of the institutions that plays role in increasing the quality level of human resources. This study aims to see the effect simultaneously and partially between the competence of instructors and infrastructure on the quality of ETC graduates in the face of the era of the industrial revolution 4.0. in Indragiri Hulu Regency. The population in this study consists of all ETCs in Indragiri Hulu, there are 15 ETCs and all ETCs were sampled. Multiple regression and correlation analysis using SPSS 22.0 was used to determine whether or not there is an influence and relationship between variables. The results of the study concluded (1) the competence of instructors and infrastructure simultaneously had a significant effect on the quality of graduates. (2) Instructor competence partially has a significant effect on the quality of graduates. (3) Facilities partially has a significant effect on the quality of graduates. The variable that has the greatest contribution to the quality of ETC graduates in Indragiri Hulu Regency is the competence of the instructor followed by infrastructure. In this case, of education it will be very difficult for ETC graduates to compete in the world of work. Because this is a factor caused from within the ETC itself.

The article discusses the current problems of assessing the quality of professional training of HR managers from the perspective of graduates of the HR direction working in this area.For ten years the author of the article has been assessing the quality of training university graduates as deputy vice rector for organizing practice, employment and promoting employment of graduates. The results of annual studies of satisfaction with the quality of education of all participants in the educational process: students; employers and graduates of the university were an indispensable indicator in the preparation and conduct of accreditation of the university, it has repeatedly reported at conferences and published. The accumulated experience allowed us to conduct annual monitoring studies on the problem of satisfaction with the quality of professional training of graduates of the Department of Personnel Management of the Siberian Institute of Management, a branch of the RANEPA. The article provides only some generalized results of the author's studies in 2017 - 2019 on assessing the quality of professional training and career of specialists from the position of graduates of the department. The author conducts a brief analysis of theoretical foreign and domestic sources to study the problems of assessing the quality of education and training of specialists; considers the problems of development of criteria for assessing the quality of training, external and internal assessment, and the inclusion of certain assessment objects in the assessment, relevant to universities. The practical focus of the article allows us to see both the positive aspects in the training of future specialists in the field of personnel management, and some omissions, which will improve the quality and applied nature of training, taking into account the identified needs of graduates oriented to the demands of the labor market.

The insufficient level of legal awareness of Russian citizens is a serious problem of ensuring the rule of law and the rule of law, forms a general destructive background that prevents the formation of an effective system for the protection of human and civil rights and freedoms. Important factors that influence the formation of a positive legal consciousness are the quality level of education and training in educational institutions, the consolidation and development of the basics of legal consciousness in students, changes in the quality of education and training in educational institutions, including the consolidation and development of the tradition of respect for the law as the prevailing model of social behavior. It is at school age that active legal socialization takes place. The main burden in the formation of values for law-abiding behavior should be taken by school legal education. The purpose of the study was to study the regularities of the educational process for the formation of students ' positive legal awareness, the development of value orientations on the inadmissibility of illegal manifestations in the future. In the complex of methodological approaches developed in Russian pedagogy, the system-forming and adequate task of forming the legal culture of students is the methodology of the personality-oriented approach and the set of interrelated pedagogical principles of its implementation. These studies indicate the need to review the vector of measures carried out in accordance with the Fundamentals of State Policy aimed at minimizing nihilism. In the context of the introduction of digital technologies that provide access to legal information, minors relate the surrounding formations from the point of view of the law, focusing not on the process, but on the final result. However, the manifestations of the discrepancy between the legal reality and the fixed normative attitudes cause legal frustration, which often manifests itself in sthenic forms. The results of the study allowed us to come to a conclusion about the state of legal dissatisfaction of minors, due to the discrepancy between the theoretical provisions of the law and law enforcement at the active level of the value-semantic personal sphere. For the purpose of more in-depth scientific research, we believe it is appropriate to designate this social phenomenon as legal deprivation of minors. The specifics of the content of legal education allow us to implement it in the following forms: subject, inter-subject, educational, institutional, project. The most appropriate approach is an integrated approach that combines all of the above forms.

Este artículo propone una reorganización de la institucionalidad educativa, en Ecuador, en función de conseguir una articulación de los servicios educativos que permita mejorar la cobertura y calidad de la educación sin necesidad de nuevas inversiones. Esta propuesta confronta el paradigma de que cada unidad educativa debe contar con todos los recursos en su interior para llevar a cabo el proceso educativo. Desarrolla aspectos de gestión para implementar la articulación propuesta. Concluye que, con una visión de articulación y redes educativas se supera el falso dilema entre unidades educativas grandes y pequeñas. AbstractThis article proposes a reorganization of educational institutions in Ecuador, in order to achieve an articulation of educational services that allows improving the coverage and quality of education without the need for new investments. This proposal confronts the paradigm that each educational unit must have all the resources within it to carry out the educational process. It develops management aspects to implement the proposed articulation. It concludes that, with a vision of articulation and educational networks, the false dilemma between large and small educational units can be overcome.

The article is a generalization and analysis of some of the results of the monitoring of the satisfaction of graduates of the Russian State Social University, conducted in 2020. The results of similar monitoring carried out in other higher educational institutions are also considered. The article pays great attention to the relationship of various factors of graduates' satisfaction, corresponding to the prospects for improving the educational process based on the results of monitoring studies. The article may be of interest both for researchers of the educational process in universities and for a wide range of specialists in the field of university pedagogy.

In recent years, a frequently discussed problem is the guideline of training on the educational result and the formation of students' competence. These factors form the prerequisite for improving the quality of education. Higher educational institutions of the republic pay special attention to the question of the formation of students' competence. In order to build students' competence, the educational process should be based on a competency- based approach. The article explores the issue of the formation and development of the problem of competence in education. The development of the problem is divided into three stages. The role and significance of the competency-based approach in training is revealed, the point of view of scientists on competence is analyzed.

The current situation in secondary education is characterized by the development of various educational institutions, which differ not only in educational programs and curriculum, but also in the conditions for training and educating, which make up the educational environment of modern educational institutions. The importance of studying the processes of forming the educational environment in a modern school is relevant, since the quality of education and upbringing of modern students who spend most of their time in the educational environment of schools will depend on its organization. Studying the problems of organizing the educational environment is also important in the sense that it is the qualitative approach to this process that will determine in the future if it is possible for students to receive high-quality educational services. The influence of the educational environment on the modern student is determined today, first of all, by the students' perception of the educational process, their involvement in the process of its creation and improvement. The effectiveness of the educational environment may also depend on how the student perceives it. So, the educational environment can be an effective means of developing the potential of the student, but if it is an integrated space for the interaction of children and adults (parents, teachers).

Principal's strategy is the art and knowledge gained by a principal in formulating, implementing, evaluating cross-functional decisions that facilitate the organization in achieving goals. Teachers are the key to the success of an educational institution. Good and bad behavior or teaching procedures for teachers will greatly affect the image of educational institutions. This study aims to examine and discuss in-depth the principal's strategy in developing teacher competence at MA Tarbiyatul Islam Gending Probolinggo. This study uses a descriptive qualitative approach. Data collection techniques with interviews, observations, and documentation. The results of the study indicate that: (1) The model that can be used to improve the competence of teachers in carrying out their duties is through In-service education or In-service training programs. (2) The strategic steps of the principal's leadership in developing teacher competence to improve the quality of education are the first formal strategy, namely the teacher is assigned by the institution to attend education and training, the second non-formal strategy, namely the teacher on his own desire and effort to train and develop himself related to work or position.

The author emphasizes that ongoing global changes in society, new directions of sociocultural development have led to the necessity of making changes in requirements of the quality of education on every level. It is noted that these new requirements imply not only pupils’ subject knowledge development but also their metasubject and personal competence formation. Educational institutions faced difficulties while establishing educational process in accordance with the introduced state directions. The author comes to the conclusion that in search of the solution, educational institutions started to form networks and communities that let integrate both resources and abilities to succeed in fulfilling of the tasks given by the government. The concept of a “service state” is considered; principles of service activities of educational institutions are defined; client focus of educational institutions is reviewed; the main provisions of the network interaction of educational institutions are presented; regulatory acts, projects in which the network interaction in the field of education is fixed are analyzed; an independent assessment of the quality of education is given; educational institutions that occupy leading places in the opinion of service consumers about network interaction, taking into account the focus on the need of direct service consumers are considered. In the course of the study, the following methods were used: analysis and synthesis, comparison, interviewing. The result of the study was a network interaction project taking into account the focus on service by the Humanitarian Lyceum in Tomsk and Tomsk State University.
